Persons with disabilities enter and progress in the labor market much as do other minority group members. However, some have not only to cope with the discriminatory practices of employers but also with problems of self-management which stem directly from their disability. Employers tend to hire the best persons available. They view job applicants as risk carriers, and feel little moral responsibility for their employment. In large measure they are quite satisfied with their hiring policies and practices. Finally, for some disabled persons there may exist a conflict between social and self acceptance because of the social pressure to become what they cannot become non-disabled.

Issues related to the disabled right in the country continue to attract criticism and debate, as implementation is very slow and weak. The disabled have the right to live like other normal people, which includes protection in times of danger and emergency. One of the important mechanism for the care of the disabled is through legal means. The government has signed the United Nations Convention on the Rights of Persons with Disabilities (CRPD) as part of its efforts to empower and protect this minority group. As such, the government has taken the initiative to enact the Persons with Disabilities Act 2008 and ratified the Convention on the Rights of Persons with Disabilities (CRPD) in 2010 as one of the government’s commitments in complying with international human rights conventions as long these do not against the Federal Constitution. This article aims to uncover and analyse the legal provisions in Malaysia relating to the disabled and their right to live, as stated in the Federal Constitution and relevant legal provisions. In essence, this shows that Malaysia, as a member of the UN, is bound to adopt international laws and treaties on human rights if these do not violate local norms and values. At the end of the discussion, some ideas are presented as solutions for the government to improve the issue of disabled persons so that in the eyes of the world, Malaysia will be recognized as one of the countries that cares for and defends its disabled, in line with the Convention on the Rights of Persons with Disabilities 2008.

In 2012 Russia ratified the UN Convention on the Rights of Persons with Disabilities, which provides for the creation of an accessible environment for disabled people, ensuring their rights to work, medical care, education and full participation in public life. This is the fundamental basis on which the social policy of the state in relation to the disabled persons is currently being built. The strategic direction of the social policy of the state is the rehabilitation and habilitation of disabled people, the effectiveness of which depends on the completeness of the study of the epidemiological picture of the spread of disability and the need for various methods of rehabilitation and habilitation in citizens with limited life activity due to violations of the body’s functions. The article presents information characterizing the epidemiological picture of the disability of the population in the Russian Federation, taking into account the main age categories. Data on the total number of disabled people receiving various types of rehabilitation and habilitation services in the Russian Federation are also presented. There are highlighted problematic issues, the solution of which is necessary for the implementation of the social policy of the state.

The aim of the article is to present new regulations introduced by the Third Book of the Social Code in Germany that concern a reform of the labor market's active instruments gathered under the name "Instumentenreform".  One of the main objectives of the reform is to improve the quality of programs and projects that activate the unemployed, but also to make efforts to include in the labor market groups that have not been activated in such a way so far. One of such groups are the disabled trained and employed in Invalids' Cooperatives.  One of the further, and at the same time new, criteria for all organizations and institutions receiving and applying for funds to realize programs of the labor market and vocational trainings is the introduction and certification of the quality management system. The aim of the paper is to compare the activity of Invalids' Cooperatives in Poland and Germany. This aim will be carried out by analyzing the regulations and as far as possible the data available (the regulations became effective in two stages: in April 2012, and since 01.01.2013 onwards).  The findings of the article have been collected in the form of a description of the situation and forecast for 2013.

The article deals with issues related to the problem of vocational rehabilitation of disabled people. The competence of the Russian Federation in the fi eld of rehabilitation of disabled persons in the person of its Federal authorities and management, subjects of the Russian Federation and local self-government bodies is specifi ed. The content of such concepts as "services for professional rehabilitation of disabled people" in accordance with the state standard GOST R 53873-2010 Rehabilitation of disabled people is disclosed. Professional rehabilitation services for the disabled; "professional rehabilitation program" and "options for professional rehabilitation". Despite the fact that professional rehabilitation and adaptation in the workplace is an integral part of the state policy in the fi eld of social protection of persons with disabilities, there are many unresolved problems and diffi culties in this area.

This paper first develops a labor supply forecast for the U.S. labor market in the 1980s, focusing on the effects of the low fertility rates of recent years, and then compares that forecast with the BLS projection of employment demand in the next decade. The author attempts to isolate those occupations and age-sex groups that are likely to have a shortfall of workers and to match the characteristics of those shortage categories with the demographic characteristics of the illegal alien work force. He predicts a relative shortage of unskilled workers in the 1980s, a major departure from past trends, and suggests that an increased flow of immigrants to meet that shortage would benefit skilled older workers and, to a lesser extent, the owners of capital. He also argues, however, that increased immigration would harm domestic unskilled workers—who are increasingly minority group members—by lowering their relative income and raising their equilibrium unemployment rates.

Abstract Extended working lives are a clear phenomenon in the U.S. However, the Social Security benefits and old-fashioned retirement concept has not changed by the new trend. This study is to examine 1) whether retirement and Social Security benefits simultaneously happen as Social Security was planned, and 2) differences in groups based on the trajectories in retirement and Social Security benefits. This study used data from the Health and Retirement Survey (HRS) 2000-2016. The sample consisted of respondents the ages of 54 or older who worked for pay without receiving Social Security benefits in 2000 (N=1,924). A Latent Class Growth Analysis was conducted to classify the number of groups based on individuals’ trajectories in retirement and Social Security. The bivariate analysis tested group members’ characteristics. The final model included four groups: 1) ‘delayed retirement and Social Security,’ 2) ‘early Social Security but re-entry of the labor market after early retirement,’ 3) ‘delayed retirement but early Social Security,’ and 4) ‘retirement and Social Security at the same time point.’ The bivariate analysis demonstrated significant differences between groups in retirement age, Social Security age, education, health, and income. The result indicated that Group 2, with lower health status, education level, and income, was vulnerable in retirement. The group retired and received Social Security comparatively earlier, whereas they finally retired at the oldest age after reentering the labor market. This finding suggests that Social Security and retirement do not happen simultaneously, and Social Security is not enough for some people’s living.

The aim of this work is to investigate learning motivation peculiarities of rural unemployed people that are unready for labor market. Research object – learning motivation. Research methods: analysis of scientific literature, anonymous questionnaire survey, qualitative and statistic data analysis. Chi square criteria (χ2), significance level p < 0.05 are applied for comparison of results. 76 people unready for labor market in Šakiai region participate in this research: 32 of them are young people under 25 years of age, 18 – returnees from imprisonment, 26 – disabled persons; 36 men and 40 women. Majority of respondents have secondary education, however, only 11.1 % of all returnees from imprisonment are in this group. The researched of all the three groups give preference to the second – modern definition of career. Labor Exchange Office or their own decisions have impact on the respondents mostly. It is worth pointing out that Labor Exchange Office has stronger impact on the disabled (57.7 %) while the youth under 25 tend to decide themselves (53.1 %). Other factors do not have significant influence. The first four learning motives are the most significant to all the three groups of the researched, the least attractive motives are „I am studying for prestige“ and „Random circumstances determined intention to study“. It is unexpected that the motive „I intend to go to further education “is of little importance for the young people. People with disabilities and former prisoners have stronger motivation to learn than unemployed young people under 25 do. Hypothesis is only partly approved – the differences between the groups are not significant and statistically unreliable.

Conservatively, there are approximately about two million persons in Nigeria who may be referred to as persons with intellectual disabilities. These persons suffer from several challenges ranging from economic to non-inclusion in the society. In the paper, the discussion focuses on persons with intellectual disabilities and the effective access to justice as a fundamental right. The paper finds that even though Nigeria has adopted and ratified the United Nations Convention on the Rights of Persons with Disabilities, the Federal Government of Nigeria has not been proactive in supporting the persons with disabilities in the country to enjoy these rights. Furthermore, despite the provision in the 1999 Constitution of the Federal Republic of Nigeria to ensure freedom from discrimination, there is no direct effect on procedure to ensure that the rights of the disabled persons are protected. The paper proposes for a framework for the protection of the person with intellectual disability which includes legal protection, legal awareness, legal aid, adjudication and for civil society oversight of the access of persons with intellectual disabilities to justice.

A small number of studies have yielded inconclusive results when examining the assertion that ethnic minorities have greater acceptance of persons with disabilities because of shared minority group status. The purpose of this study was to explore the hypothesis that African Americans, in comparison to Whites, hold more positive attitudes toward persons with disabilities in social situations. Also, differences according to the gender of the college student participants were explored. Implications for rehabilitation counseling are provided.
