Timia is located at the Aïr massifs region. This locality, which is the substratum that constituted the basement formations, has some difficulty of water supply. This present study focuses on fractures mapping to acquire the best knowledge of the fractured aquifer in Timia zone. The methodological approach is based on landsat7 image processing and DEM, especially directional filtering and shaded digital terrain models. These diverse processing has shown complementarity between the satellites images and DEM in linear mapping on the one hand and in establishing a lineaments map on the other hand. The lineament map showed that the fractures network is distributed in the following directions: N0°-N10°, N140°-N170°, N 70°- N100°, and N30°-N50°. These fractures map, which was allowed to increase the density of faults from the previous studies, were used to actualize hydrogeological knowledge and in determining the favorable sites for drilling boreholes in Timia locality.

IDENTIFICATION AND CHARACTERISATION OF LANDSCAPE IN PORTUGAL –This paper presents the concepts and methodology used in the study «Identification and characterisation of landscape in continental Portugal» undertaken by theDepartment of Landscape and Biophysical Planning of the University of Evora for the General Directorate for Spatial Planning and Urban Development (DGOT-DU) at the Ministry of the Environment and Spatial Planning, between 1999 and 2001. On the one hand, the methodological approach developed is based on the methodologies used recently for the same purpose in different European countries and on the way landscape has been considered in various European documents in the last years. On the other hand, it is also based on the team’s concern to approach the landscape as an holistic entity, and to examine its various components: ecological, cultural, socio-economic and sensorial. The set aim has been to define landscape units and to characterize these units in relation to the present landscape and the recorded trends, related problems and possibilities. Thus, the cartography relative to selected variables has been combined and related to satellite images and field surveys. The results of cross-referencing all this information has than been combined with expert examination of landscape coherence and character within each unit. The assessment was completed after careful bibliographic research and consultation with regional experts. The result is a flexible approach that combines objective analysis with a more subjective assessment, which the team considered fundamental for a true understanding of landscape.

The article considers the role of Prince A. Menshikov as a specific type of agent of supreme authority in the process of reforming the maritime administration. The problem context of reforms resulted from the involvement of the naval generals and officials in abuses, which was a consequence of nepotism and unrest in the navy. The involvement of sailors in the Decembrist revolt significantly affected the attitude of the tsar to the general situation in the naval environment. Distrustful of the existing naval administration, Nicholas I needed an intermediary who would implement his idea of the arrangement of the navy on the one hand, and provide him with an objective “impartial” account of maritime problems, on the other hand. As a result of that, Adjutant General Prince A. Menshikov, who had had nothing to do with the naval service earlier, joined the navy to become the monarch’s agent in charge of the naval issues in the bodies of autocratic authority. The objective of the article is to identify the functions of such an agent based on the example of the Maritime Department. The sources of the article include official records and personal documents, some of which are introduced into scientific circulation for the first time. The principal methodological approach to the problem under study is an attempt to bring the appointment of Menshikov beyond the scope of narrow departmental history which was based on the unmotivated decision of the emperor and to propose an interpretation of the events in the context of tsarist government via agents, which has already been described in historiography. The author makes a conclusion about the interconnection between the crisis in the naval department, the attitude of the supreme authority towards it, and the appearance of the monarch’s agent with a number of his own functional characteristics.

AbstractThis article takes a distance from the debate about 'symbolic geographies' and structural definitions of historical spaces as well as from surveying discrete disciplinary traditions or political agendas of regionalist scholarship in and on Southeastern Europe. Its purpose instead has been two-fold. On the one hand, to bring to light a preexistent but largely suppressed and un-reflected tradition of regionalist scholarship with the hope that this could help us fine tune the way we conceptualize, contemplate and evaluate regionalism as politics and transnationalism as a scholarly project. In epistemological terms, on the other hand, it proposes a theoretical perspective to regionalist scholarship involving rigorous engagement with the scales of observation, and scale shifts, in the interpretation of history. The hypothesis the article seeks to test maintains that the national and the (meso)regional perspectives to history chart differentiated 'spaces of experience' — i.e. the same occurrences are reported and judged in a different manner on the different scales — by way of displacing the valency of past processes, events, actors, and institutions and creating divergent temporalities — different national and regional historical times. Different objects (i.e. spaces) of enquiry are therefore coextensive with different temporal layers, each of which demands a different methodological approach. Drawing on texts of regional scholars, in which the historical reality of the Balkans/Southeastern Europe is articulated explicitly or implicitly, the article discusses also the relationship between different spaces and scales at the backdrop of the Braudelian and the microhistorical perspectives.

There are several coastal classifications. Most of them have been elaborated worldwide using tectonic, climatic, topographic, or oceanographic criteria. Other classifications have been generated on a larger scale and focused on classifying the coastal forms, as cliffs, beaches, estuaries, lagoons, or dune complexes in different places.This project analyzes the types of coastlines, understanding as such each sector that presents certain topographic conditions marked by the elevation and slope, and that was modeled on a concrete type of rock in a specific climatic and marine environment. This paper describes a methodological approach for a detailed scale classification. This approach based on the delimitation of the different coastal systems, exemplified in cliffs and boulder beaches, sandy beaches, and dunes. In this case the shore platforms, marshes and lagoons have not been considered for the technical problems derived from the LiDAR data source, from which the 2 m spatial resolution digital terrain models (DTM) are derived.The first step in the classification was a manual delimitation combining DTMs and orthophotographs. Subsequently, other typification has been carried out through the automatic creation of Coastal Topographic Units (CTU). This index is the combination of two variables: coastal elevation and slope. The possible integration of others, such as orientation or lithology, is possible, but generate a very high number of units and make it difficult to interpret. For this reason, this study did not consider more variables.In this project 30 CTUs was generated, and then selecting only those that appear in the cliffs, boulder beaches, sandy beaches, and coastal dunes sectors. The possibility of viewing one or several CTUs in any sector of the coast allows to know more accurately the conditions of each sector and these categories could be improve the coastal management plans.

The article examines the debate between, on the one hand, the proponents of the position that European reason and logic are universal and therefore the dialogue between West and East will always be unequal and, on the other hand, the advocates of a pluralistic approach, who defend the equality of parties in the dialogue as well as the independence of cultures and ways of thinking in different regions of the world. The author expands the agenda of the debate, appealing to the authors of the book Dialogue of Cultures in a Globalizing World. In addition, the author clarifies the concept of globalization, used by many participants in the discussion, and also formulates his own understanding of philosophy. The author considers philosophy, firstly, as a way of deconstructing reality that has ceased to respond to the challenges of time, secondly, as a process of the creation of schemes defining new reality and objects and, thirdly, as personal and professional methods for solving these problems. The article also discusses the condition of the comprehension of procedural phenomena. Thus, there is a methodological approach that makes possible, according to Kant, to grasp the essence of complex systemic phenomena. Therefore, the author examines a case in which C.G. Jung talks about one of his own child experiences. The author argues that the conditions of the comprehension of processuality are, on the one hand, the formation of a special integrity that is personality and, on the other hand, its actions, which make it possible to assemble the discrete states identified by the researcher into a single process. The personality is considered as the subject who, starting from ancient culture, aims for independent behavior, partially overcomes social and cultural dependence, begins to build his own world and himself in this world.

AbstractThe quantitative strand of social policy research suffers from a double deficit: on the one hand, analyses of aggregate expenditure dominate, and on the other hand, most studies of replacement rates focus on unemployment or sickness benefits, while pensions are excluded. This paper addresses the said deficit firstly by discussing the pension sectors’ theoretical peculiarities and by proposing two hypotheses: one on the retrenchment of pension replacement rates and one on the role played by political parties in implementing it. Secondly, after a brief literature review and an outline of our methodological approach, we present regression results of replacement rate changes in 18 developed democracies. Our findings show considerably smaller cuts of pensions than of unemployment or sickness benefits, and striking differences regarding partisan effects between the sectors.

Abstract. Mangrove forests prominently occupy an intertidal boundary position where the effects of sea level rise will be fast and well visible. This study in East Africa (Gazi Bay, Kenya) addresses the question of whether mangroves can be resilient to a rise in sea level by focusing on their potential to migrate towards landward areas. The combinatory analysis between remote sensing, DGPS-based ground truth and digital terrain models (DTM) unveils how real vegetation assemblages can shift under different projected (minimum (+9 cm), relative (+20 cm), average (+48 cm) and maximum (+88 cm)) scenarios of sea level rise (SLR). Under SLR scenarios up to 48 cm by the year 2100, the landward extension remarkably implies an area increase for each of the dominant mangrove assemblages except for Avicennia marina and Ceriops tagal, both on the landward side. On the one hand, the increase in most species in the first three scenarios, including the socio-economically most important species in this area, Rhizophora mucronata and C. tagal on the seaward side, strongly depends on the colonisation rate of these species. On the other hand, a SLR scenario of +88 cm by the year 2100 indicates that the area flooded only by equinoctial tides strongly decreases due to the topographical settings at the edge of the inhabited area. Consequently, the landward Avicennia-dominated assemblages will further decrease as a formation if they fail to adapt to a more frequent inundation. The topography is site-specific; however non-invadable areas can be typical for many mangrove settings.

As in many regions of the world, astronomy also played a major role in the ancient Peruvian cultures. However, the discussion of the astronomical relevance of the Nasca geoglyphs is very controversial. A really precise and extensive investigation of astronomical phenomena has not yet taken place; the necessary data were simply missing. In the Nasca project Dresden, these data have been recorded in recent years and stored in an Oracle database. In the very first step, all geoglyphs with an astronomical orientation documented by Maria Reiche were checked and verified. Subsequently, all lines of the entity “straight line” were systematically examined with regard to the celestial bodies of the Sun and bright stars. For this purpose, on the one hand, the ellipsoidal azimuths of all straight lines were calculated and, on the other hand, the elevation angles in relation to the horizon with the help of digital terrain models (DTM) were determined. Corrections for refraction, the curvature of the Earth, visibility and atmospheric disturbances were largely considered. The azimuths of the celestial bodies during the Nasca period were calculated with software developed in-house (theses by students) and compared with those of the lines. As a result, it was possible to establish that there are individual straight lines that are aligned with the Sun and the seven randomly selected bright stars. However, the number of hits found does not justify the theory that the Nasca Pampas are an astronomical calendar system.

В настоящей статье автор предпринимает попытку выявить специфику религиозного подтекста повести И. С. Тургенева «Песнь торжествующей любви», обратившись к области её эмоционально-ценностной ориентации. Автор исходит из методологической установки, согласно которой эмоционально-ценностная ориентация мысли и творчества И. С. Тургенева представляет собой взаимодействие двух аксиологических иерархий. Их базовыми ценностями являются, с одной стороны, всеобщее, с другой - индивидуальное. В контексте мысли и творчества И. С. Тургенева эти начала воплощаются в образе природы и человеческой личности, которые находятся друг с другом в непримиримом конфликте. Типологически и генетически эти аксиологические доминанты восходят к двум религиозным парадигмам - пантеистической и теистической. Настроение тоски, которое является для творчества И. С. Тургенева характерной эмоциональной тональностью и объективируется в один из ведущих мотивов цикла «таинственных повестей», рассматривается как тот фокус, в котором сосредоточено отношение повествования к вышеобозначенным религиозным парадигмам. Анализ особенностей структуры, формирования и функционирования мотива тоски в повести «Песнь торжествующей любви» позволяет выявить особенности их взаимодействия и определить таким образом специфику религиозного подтекста произведения. In this article, the author attempts to identify the specifics of the religious implication of Turgenevʼs novel «The Song of Triumphant Love» by addressing the area of its emotional and value orientation. The author proceeds from the methodological approach according to which the emotional-value orientation of I. S. Turgenev's thought and work is the interaction of two axiological hierarchies. Their basic values are, on the one hand, universal and, on the other, individual. In the context of Turgenevʼs thought and creativity, these beginnings are embodied in the image of nature and human personality, which are in irreconcilable conflict with each other. Typologically and genetically, these axiological dominants date back to two religious paradigms - pantheistic and theistic. The mood of longing, which is a characteristic emotional tone for Turgenevʼs work and is objectified in one of the leading motifs in the cycle of «mysterious novels», is seen as the focus of the narrativeʼs relationship to the abovementioned religious paradigms. The analysis of the structure, formation and functioning of the longing motif in the novel «The Song of Triumphant Love» makes it possible to identify the peculiarities of their interaction and thus determine the specifics of the religious implication of the work.

The complexity of the economic aspects of federal relations and the multidimensional nature of management tasks predetermines the need to comprehend the essence of the system of federalism. Therefore, the purpose of this study is to substantiate a model that, on the one hand, considers federalism as the concept of the creation and functioning of the state system and as a way of managing the economy of the federal state on the other. Application of an evolutionary methodological approach allowed the author to divide the fundamental theories of federalism into two groups: the one examines federalism as a power paradigm, focuses on the federal principles of building a state, political and legal status The other examines federalism as a mechanism for coordinating the economic interests of its participants from the position of providing resources for fulfilling the assigned state functions at each level of the federal structure. The first group of fundamental works allows us to single out the essential features of federal relations. The second group of works made it possible to determine the economic principles of the functioning of federalism relations. Based on the highlighted features and principles of economic relations of federalism the article presents the author’s view of the dual subject essence of the state. Firstly, as a carrier of federal relations as a construct that structures and formats the territorial-state structure, as a mechanism of management and organization that sets the formal conditions for the reproduction of the subjects of the federal state based on the possession of power. Secondly, as an actor, one of the participants in the economic cycle of reproduction of the gross regional product based on the resources of the public sector. The proposed binary representation of the state allows us to show not only its creating role in the system of economic federalism, but also includes the goals of the regional economy in the federal system.
