This study will describe how the pattern of relations in the management of illegal oil mines in Keluang District with two problem formulations, first what are the factors that shape the power relations between the State and the illegal oil mining group in Keluang District. The second is how the role of each actor and its influence in the case of illegal oil mining in Keluang District? To answer the two problem formulations above, researchers use the theory of rent seeking from Gordon Tullock. The method used in this research is qualitative method. The approach that will be used to support this research is to use a case study approach. In this study, the data will be divided into two types, namely primary and secondary data. Primary data is data obtained in the field through interviews and direct observation at the research site. Secondary data is data obtained from books, papers and documents related to this research. Data analysis used in this study is Analysis Interactive Model from Miles and Huberman which divides the steps in data analysis activities with several parts, namely data collection, data reduction, data presentation, and drawing conclusions or verification. The presence of illegal oil mines  in Keluang District raises a sign where the presence and how the role of the State especially the government involved in the management of natural resources in the case of illegal oil mining in Keluang District.

This study investigates the background of Paitker painting in Jharkhand, India, and the role of the state in saving it. Paitker painting is more than 500 years old. It is exclusively practised by the Chitrakar community in Amadobi village, a tradition that had been encouraged by the emperors of the Dhalbhum dynasty (1300 ad). Today, Paitker painting is on the verge of vanishing as there are only 45 families left in the Chitrakar community of whom only two are keeping this rare art practice alive. Most have left their community and practice, and migrated to cities to find a more sustainable livelihood. The study adopted an exploratory research design using a qualitative research approach and oral narrative analysis. Four officials of Jharcraft, artisans and policy-makers were interviewed to understand the progress made by the government in saving Paitker painting. Additionally, secondary data was collected to better understand the cultural significance of Paitker painting, the socio-economic value of Paitker for the Chitrakar community and handicraft marketing processes within and outwith India. The main findings of the study reveal that clarity was lacking in the conservation approach and that additional government policy support was needed. The most significant initiatives of the state to date include training and e-retailing through the Jharcraft web-platform. The study found that improving the infrastructure and better promotional efforts to improve marketing, nationally and internationally, could improve the sustainability of Paitker painting in an effort to save it.

This paper discusses the rise of student social movements in response to the presence of a crisis of public legitimacy triggered by the failure of the government to carry out the functions of the state and failure to realize the welfare of society. The climax when the government and the parliament agreed to revise the rules regarding the authority of the Corruption Eradication Commission (Komisi Pemberantasan Korupsi, KPK) which was considered by many elements of civil society as weakening the KPK. This issue became the dominant discourse and triggered the presence of other issues and demands. The focus of this study is the #GejayanCalling movement initiated by a number of students in Yogyakarta who successfully attracted the sympathy and support of thousands of students and various elements of civil society to take to the streets. This paper uses qualitative research methods with a case study approach. The data collection is done through primary data through interviews with key informants and secondary data through literature studies. The results of the study revealed that the #GejayanCalling movement became massive and significant through the consolidation and political compromise undertaken by students in managing the movement to respond to public unrest marked by a crisis of public legitimacy towards the government. The protest was able to attract thousands of students because of the emphasis on the issue by overriding the role of certain figures, actors or organizations. Emphasis on issues rather than actors becomes an effective strategy in creating shared goals and collective action. Besides that, the use of social media as a repertoire of movements in framing issues is very contributing to strengthen demonstration. Penelitian ini membahas kebangkitan gerakan sosial mahasiswa sebagai tanggapan terhadap adanya krisis legitimasi publik yang dipicu oleh kegagalan pemerintah untuk menjalankan fungsi negara dan kegagalan untuk mewujudkan kesejahteraan masyarakat. Puncaknya ketika pemerintah dan parlemen sepakat untuk merevisi aturan mengenai kewenangan Komisi Pemberantasan Korupsi (KPK) yang dianggap oleh banyak elemen masyarakat sipil sebagai pelemahan KPK. Masalah ini menjadi wacana dominan dan memicu kehadiran isu dan tuntutan lainnya. Fokus penelitian ini adalah gerakan #GejayanCalling yang diprakarsai oleh sejumlah siswa di Yogyakarta yang berhasil menarik simpati dan dukungan ribuan siswa dan berbagai elemen masyarakat sipil untuk turun ke jalan. Makalah ini menggunakan metode penelitian kualitatif dengan pendekatan studi kasus. Pengumpulan data dilakukan melalui data primer melalui wawancara dengan informan kunci dan data sekunder melalui studi literatur. Hasil penelitian mengungkapkan bahwa gerakan #GejayanMemanggil menjadi masif dan signifikan melalui konsolidasi dan kompromi politik yang dilakukan oleh siswa dalam mengelola gerakan untuk menanggapi keresahan publik yang ditandai oleh krisis legitimasi publik terhadap pemerintah. Protes ini mampu menarik ribuan siswa karena penekanan pada masalah ini dengan mengesampingkan peran tokoh, aktor atau organisasi tertentu. Penekanan pada masalah daripada aktor menjadi strategi yang efektif dalam menciptakan tujuan bersama dan tindakan kolektif. Selain itu, penggunaan media sosial sebagai repertoar gerakan dalam membingkai isu sangat berkontribusi untuk memperkuat demonstrasi.

<p align="center"> </p><p><em>As happened to the Notary Eli SatriaPilo, S.H, Mkn, who was appointed as the Notary who made the Deed of Relinquishment of Land Rights in the Land Acquisition activities for the Construction of Campus III of the State Islamic Institute (IAIN) of Padang which was located in Sungai Bangek District, Padang</em><em> </em><em>in 2010. The method used was descriptive, in which describing the applicable legislation associated with legal theory in the facts and realities about the Notary’s Responsibility in Making Deed of Land Acquisition for the construction of Campus III of IAIN Padang in Sungai</em><em> </em><em>Bangek. This study used a Normative Juridical approach, in which researching by using and processing secondary data or literature related to the</em><em> </em><em>study. The data collected were in the form of primary data obtained from the District Court of Padang, secondary data obtained from secondary legal materials and primary legal materials. Based on the study, it was found that the role of Notary Eli</em><em> </em><em>Satria</em><em> </em><em>Pilo, in the land acquisition of campus III IAIN was proven to have misused the authority resulting in violation of the Notary Ethics Code and was responsible for accepting termination disrespectfully. Furthermore, he was also shown to be committing a Criminal Corruption made based on the Deed of Relinquishment of Land Rights in the land acquisition for the construction of Campus III of IAIN Padang, so that the State incurred losses of Rp. 1</em><em>.</em><em>946</em><em>.</em><em>701</em><em>.</em><em>050 (one billion nine hundred forty-six million seven hundred one thousand and fifty rupiahs). And he was responsible for receiving and carrying out the sentence that had been handed down by the District Court of Padang, a prison sentence of 4 (four) years, and paying a fine of Rp. 200</em><em>.</em><em>000</em><em>.</em><em>000 (two hundred million rupiahs)</em><em>.</em></p><p> </p>

The discussion about development discourse in a country talking about how an idea affect economic policies. In Indonesia, the development discourse continues to change depending on the ruling regime. After the reformation, the dominant discourse is a neoliberal one that minimizes the role of the state in development. During the reign of Jokowi-JK, however, the role of the state strengthened. The government plans to build a massive infrastructure of the physical economy. The government legitimized its choice of action as the implementation of the Pancasila and Trisakti ideologies. Using the theories of Ernesto Laclau and Chantal Mouffe, this article argues that the state legitimizes its policies as implementing ideology by building infrastructure development discourse, but covers only pragmatic practices that occur. The practices themselves are pragmatic because the government ignored the fate and rights of citizens affected by infrastructure development.

The Covid 19 pandemic has brought significant changes to the economy of Bali as a domestic and foreign tourist destination. The tourism sector, as the main contributor to the largest contributor to Gross Regional Domestic Product (GRDP), experienced a contraction, which had an impact on other sectors. One of the sectors affected in the agricultural sector, especially the marketing of food products. In the new normal era in Bali, it is necessary to strengthen the rural economy through the application of technology but the process of implementing these innovations is not always successful. The success of collective action is determined by the rational boundaries of society. The rational boundaries of society can be expanded by the presence of symmetrical information. The research objective was to analyze the role of collective action on the application of the Integrated System of Rice Ducks as an effort to increase farmers' income. This research is a case study in Subak Lanyah, Tabanan Sub District, Tabanan-Bali District. Primary data were collected through direct observation and questionnaires while secondary data were collected through literature studies. Analysis of the role of collective action in the application of the integrated system of rice ducks (STIP) was carried out statistically descriptive of farm costs and farmer income. The results showed that the STIP innovation as an effort to increase farmers' income was successfully implemented through Collective action. The collective action mechanism plays a role in strengthening social capital which encourages the application of STIP technology so that the income of Subak member farmers in Subak Lanyah, Tabanan-Bali increases. The success in implementing STIP technology is done by building a process of communication, trust, and networks of farmers with the government, private sector, and universities.of communication, trust, and networks of farmers with the government, private sector, and universities.

AbstractSince colonial times to the present day, Hong Kong's position as a global financial centre is one of the enduring economic strengths of the territory. This success is often attributed to the distinctive role of the state, coined in the 1970s by the-then financial secretary, Sir Philip Haddon-Cave, as “positive non-interventionism.” The relationship between the market and the state has also been characterized as a form of corporatism, particularly in the financial sector as bankers were able to influence policy. However, closer examination of the behind-the-scenes relations between bankers and the state reveals a much more complex relationship, with the banks seeking protection that the government was not willing to provide. Moreover, the reluctance to regulate financial markets resulted in piecemeal interventions and weak implementation that undermined the stability of this sector and of the economy as a whole. This paper demonstrates the confusion over the concept and practicalities of positive non-interventionism, even for Haddon-Cave, and how the concept evolved towards a policy of “when in doubt, do nothing” during a period of financial instability. Along the way, the paper presents new evidence about the origins of Hong Kong's current banking structure.

This study aims to explain the financial management planning of Tembokrejo Village, as well as analyze its suitability then provide an overview of the flowchart of village financial management planning according to Permendagri Number 20 of 2018. This research is a type of qualitative research with a case study approach using primary data and data. secondary data collection procedures, namely observation, interviews, and documentation. And the data analysis technique is a comparative analysis which tests the validity of the data using the triangulation technique. Then the activities in data analysis are data reduction, data presentation, and drawing conclusions and verification. The results of this study indicate that the financial management plan of Tembokrejo Village is in accordance with the village financial management plan according to Permendagri Number 20 of 2018, due to the presence of village assistants who help in the process of preparing village financial management planning. Therefore, a flowchart was designed, which could be used as a guide to assist village officials in the process of preparing village financial management plans independently. This research aims to examine the role of conservation of cultural heritage architecture in the development of tourism in Denpasar and to describe the concept that shapes the downtown Denpasar (zone Z). Following the characteristics of the object of study (research questions), this research uses phenomenology as the paradigm. The qualitative method (phenomenology) is an inclusive and flexible method, which is always developing. This method helps to gain an understanding of meaning, develop theories, and describes complex realities. This research was conducted with the help of human instruments (the researchers), notebooks, voice recorders, and research assistants. Additionally, this research emphasizes qualitative techniques, in which researchers or human factors have an important role. Primary data consist of words and actions, while secondary data include documents, photos, and statistics. Results show that the cultural life of Denpasar citizen has a significant effect on the development of tourism in Denpasar, Bali. It is evident in the structure, functions, and meaning of downtown Denpasar Heritage City, especially in managing the area, planning, and building layout. The downtown Denpasar has a unique pattern called Pempatan Agung. In the context of tourism, the development of Denpasar should focus on creativity and culture. The responsibility of managing the area should be shouldered by the community, cultural experts, universities, NGOs, private companies, and the government. Also, there needs to be a continuous evaluation of the results of management. Keywords: Pempatan Agung, culture, creativity.

This study discusses the existence of the management of harmony between Islam and Buddhism in Tanjung Batu Kota. This study aims to describe the factors that cause religious harmony in Tanjung Batu Kota, Kundur District, Karimun Regency.This study used the conflict theory according to Lewis Coser. This research used a qualitative approach with a descriptive type. purposive sampling technique was used to select the informant that consists of 10 people. The types of data used in this study were primary data and secondary data. Observation, in-depth interviews, and document studies were used in collecting the data. Meanwhile, the data analysis unit used by the group was Milles and Huberman's data analysis, namely data collection, data reduction, data presentation, and conclusion drawing. The results of this study reveal that several factors are causing religious harmony: 1) Tolerance in the Economic Sector. 2) Inter-Religious Harmony. 3) Mutual Respect and Respect for Other Religions. 4) The Management of Religious Harmony in Tanjung Batu City, Kundur District.
