The article discusses the legal basis and the realization of bilateral cooperation in tourism between the Russian Federation and the Republic of Kazakhstan. The authors analyse the data from diplomatic documents, state institutions and mass media of the two countries.

It presents the analysis of the treaty and legal basis of bilateral cooperation in education. The author identified the factors contributing to promotion of the Korean language in Russia. The article deals with the modern stage of military and political relations between Russia and Kazakhstan. The role of Organization of the Collective Security Treaty and the Shanghai Cooperation Organization in the fight against international terrorism is emphasized in the article. The article contains a profound analysis of main agreements between the Russian Federation and the Republic of Kazakhstan and therefore defines areas of bilateral cooperation. It is concluded that the main areas of cooperation are the fight against international terrorism, strengthening of military capabilities, and the joint exploration of outer space.

The article presents a theoretical analysis of the scientifi c literature, regulatory documents and mass media materials in the fi eld of the implementation of multicultural education in schools of the Republic of Sakha (Yakutia). The article considers globalization as a kind of starting point, after which changes occur in the educational sphere of our country, namely the emergence of multicultural education in Russian schools as a new concept and direction. The beginning of the development of multicultural education in Russia is determined. At the regional level, the country specifi c characteristics of the republic as a multinational subject of the Russian Federation are given. The main stages of the formation and development of multicultural education in the Republic of Sakha (Yakutia) are highlighted. This study presents practical examples of the implementation of multicultural education in schools of the republic. The article describes the main state programs, projects at the regional and school levels.

The relations between the Republic of Armenia and the Russian Federation are of a strategic nature. This partnership stands out for its role and importance in the establishment and functioning ofthe Armenian national security system. Since the establishment of diplomatic relations between Russia and Armenia, numerous and varied events have been implemented, aimed at the continuous development of mutually beneficial cooperation in all spheres of life, including also military and military-technical directions. Armenian-Russian military cooperation follows from the strategic interests ofthe two countries, and at the present stage has reached a rather high level, having as a basis the vision ofthe constant and dynamic development of these relations. Armenia is consistent in developing relations with Russia in the field ofjoint security, especially within the framework ofthe programs ofthe CIS, the CSTO, the Joint Air Defense System and the Joint Border Protection.

The mass media regional discourse is a part of mass media national space, simultaneously it has certain features that reflect regional specifics. These features are systematically displayed by mass media agenda, by the ways of information presentation, interpretation of socially significant events, the priority themes and genres, organization of the dialog with audience, media texts compositional and stylistic design. Newspapers as one of the important for the region printed mass media types concentrate regional mass media discourse attributes. The given research attempts to reconcile the theory of regionality with the real factors and facts of the Crimea media history in its dynamic characteristics displayed in the regional newspapers. It should be noted that integrated analysis of the Crimea regional media discourse in the newspaper segment presents the regions informational worldview in 2013-2015, the period of Crimea sovereignty changing and the peninsula comprisal to the Russian Federation. Regional newspapers are diverse information media, they are obtainable and convenient first of all for the accustomed reader. These characteristics afford ground for regarding the newspaper as a regions informational space core. The newspaper sheet corporality is perceived positively by many people (mainly by the older generation). A regional newspaper has an undeniable advantage - it realizes in its content principle of closeness to the reader living in the particular region. The Republic of Crimea press thematic preferences analysis (eight Crimea-wide and municipal periodicals publications have been analyzed) enables one to designate the following regional 2013-2015 agenda priorities: Crimean deputies and officials work; the Russian Federation, Ukraine and Crimea relations; Crimea legal status; language issue; Crimean economics problems and achievements; ecology; culture; tourism, - which form the public opinion, influence standards of events perception by society.

Telegram channels have become a new phenomenon in the Russian mass media space. Despite the ban, Telegram messenger is one of the most popular cellular networks among subscribers in Russia. Moreover, it is used not only as a means of communication, but also as a source of news and other information. This article discusses the possibility of recognizing Telegram channels as a new form of media in legal and philosophical aspects. The research is based on an analysis of the current legislation of the Russian Federation and scientific and philosophical approaches to the researching of the media.

The relevance of the work is determined by the fact that the right to life belongs to the basic constitutional human rights, therefore, its observance and protection is the duty of the state. Despite its undeniable importance, today the right to life anywhere in the world is not really ensured in sufficient quantities. The constitutional consolidation of the right to life raises a number of issues related to the concept, nature, legislative and practical implementation of this right. It should be noted that various aspects of the human right to life were considered in the scientific works of G.B. Romanovsky, O.G. Selikhova, T.M. Fomichenko, A.B. Borisova, V.A. Ershov and other Russian authors. The aim of the study is to study and comparative analysis of the legal content of the constitutional norm that defines the right to life, to comprehend and identify possible problems of the implementation of this right. To achieve this goal, this article discusses relevant issues of ensuring the right to life, proclaimed by Article 20 of the Constitution of the Russian Federation and Article 27 of the Constitution of Azerbaijan Republic. The results of a comparative analysis of these constitutional norms and the relevant norms of industry law allow us to determine, that there is no contradiction between Article 20 of the Constitution of the Russian Federation and the norms of the criminal legislation of the Russian Federation, which imply the death penalty as an exceptional measure of punishment, because a moratorium has been imposed on the death penalty in the Russian Federation since April 16, 1997. However, after the abolition of the death penalty in the criminal legislation of the Republic of Azerbaijan in 1998, there was a discrepancy between parts II and III of Article 27 of the Constitution of the Republic of Azerbaijan and the criminal legislation of Azerbaijan Republic that requires the introduction of the necessary changes in the content of the analyzed constitutional norm. The value of the work is determined by the fact that the introduction of appropriate changes will contribute to the further improvement of the Constitution of the Republic of Azerbaijan and the effective implementation of the right to life of everyone.
