The Essence of Information Telegram Channels as a Media (for Example, the Republic of Buryatia)

Telegram channels have become a new phenomenon in the Russian mass media space. Despite the ban, Telegram messenger is one of the most popular cellular networks among subscribers in Russia. Moreover, it is used not only as a means of communication, but also as a source of news and other information. This article discusses the possibility of recognizing Telegram channels as a new form of media in legal and philosophical aspects. The research is based on an analysis of the current legislation of the Russian Federation and scientific and philosophical approaches to the researching of the media.

The purpose of this study is to investigate the opinions of Russian university students on the understanding of Korea, to find out the degrees and errors of understanding Korea, and to derive the contents and methods for notifying Korea immediately to Russia. Accordingly, this paper surveyed the opinions of Korean geographic knowledge, Korean cultural and economic situation knowledge by surveying “consciousness about the understanding of Korea” of Korean learners and non-Korean learners of Kazan Federal University in Russia. Through this, Korean governments, institutions, and social organizations must teach Russian university students general knowledge about geography, history, economy, and society of Korea. It is necessary to promote Korea's accurate situation through the media. Active and continuous efforts to enhance the image of Korea are needed. It is necessary to expand the contents of Russian secondary school textbooks about Korea and to train teachers.

the introduction updates the urgent need to use the pedagogical potential of the mass media in the education of employees of the internal Affairs bodies of the Russian Federation in continuing education. The purpose of this article is to justify the need to organize the education of employees of the internal Affairs bodies of the Russian Federation using mass media based on the analysis of pedagogical monuments of the period from ancient times to the XVII century. The main part of the article deals with Russian pedagogical monuments of the period from ancient times to the XVII century: works of folklore and Chronicles. The authors-teachers of these works are studied. The article analyzes the process of management decisions made by higher authorities in the pre-state period, in the period of KievanRus, the Moscow Grand Duchy and Moscow state on the organization of education and training of citizens who subsequently influenced the system of education of employees of the internal Affairs bodies of the Russian Federation using mass media in continuing education. The article finishes with a General conclusion based on the results of a brief analysis of pedagogical monuments and the need to educate employees of the internal Affairs bodies of the Russian Federation using the media in continuing education.

The article raises the issue of a large number of socio-humanistic challenges that will inevitably accompany the safe reintegration of TOT ORDLO (Temporarily Occupied Territories of Separate Districts of Donetsk and Luhansk Regions). These include problems of the citizens identification, dual citizenship (Russian Federation continues to distribute Russian passports), legal harmonization, education acquiring (in particular, enrollment to Ukrainian institutes of higher education of those who graduated from ORDLO and do not speak Ukrainian), vaccination against COVID-19 who crosses the Entry-Exit Checkpoint.It has been established that the term ‘safe reintegration’, which appeared in political and politological discourse, interprets this safety as a two-way process, which implies that the residents of TOT ORDLO must hear us, and we must hear them. That is, Ukrainians who find themselves in the occupation must understand and see that Ukraine hears them, knows about their problems, knows how to solve these problems and feels their hopes. How to achieve this? It has been found that in order to make the necessary information accessible to such persons, it is necessary to: a) ensure the availability of Ukrainian TV-channels (or other information resources) on these territories; b) create, produce and present a relevant content that will send the necessary messages and form stable attitudes and beliefs.The analysis of the availability of Ukrainian TV-channels on the media landscape of ORDLO and monitoring of the activity of the newly created ‘Dim’/‘Dom’ (‘Home’) TV-channel was conducted. By means of the content analysis, the quantitative and qualitative composition of the abovementioned TV-channel was singled out and the topics of the broadcast that interested an audience the most (by number of views in November and December 2020) was determinated. Alongside this, a review of Ukrainian news channels covering the problems of the temporarily occupied territories residents was performed. The following patterns are characterized and determinated: the most visited news coverages concern the peaceful settlement on the temporarily occupied territories, the foreign policy on the Russia-USA vector, the domestic policy of the Russian Federation and the policy of Ukraine relatively Donbass. The outstanding interest of residents of the occupied territories is attracted by the rubrics, which shall cover the problems of the region, show the audience’s interest in social, humanitarian and environmental issues.

The article provides a comparative analysis of the legislation on administrative offenses of the Russian Federation and the Republic of Azerbaijan in the provision of public services. It is noted that the Code of Administrative Offenses of the Russian Federation provides for only one article 5.63 "Violation of the legislation on the organization of the provision of state and municipal services." The article provides a detailed analysis of all its parts. The ways of improving the disposition of the article are proposed. The Code of Administrative Offenses of the Republic of Azerbaijan contains Article 380, which establishes administrative responsibility for violation of the legislation on electronic signature and electronic document. There are Rules for the provision of electronic services in the Republic of Azerbaijan, article 13 of which establishes not administrative responsibility, but the obligation of electronic service providers to ensure the protection of personal data and other information that was obtained in the course of the provision of electronic services. At the end of the article, conclusions are made about the possibility of applying the positive experience of both countries in their legislation.

The purpose of this article is to substantiate the need to organize the education of employees of the internal affairs bodies of the Russian Federation using the pedagogical potential of the mass media. In the main part of the article, approaches to the definition of "pedagogical potential of the media" are considered. The works of Soviet-Russian and foreign teachers who investigated the phenomenon of "pedagogical potential of the media" and its influence on a person, including an employee of the internal affairs bodies of the Russian Federation, are studied. The article considers the aspect of the information and propaganda work of the Department of Internal Affairs of the Russian Federation in the context of the organization of educational work on the development of the personality of a police officer using hermeneutical and situational approaches.

The article is dedicated to the 30th anniversary of the Russian Mass Media Law, adopted on December 27, 1991. This Law is proposed to be considered as innovative, which laid the foundation for a number of innovations in national legal science and legislative practice. Among these innovations are: the author’s nature of drafting, consolidation of the thesaurus of the Law in a separate article of the Law, the establishment of a cumulative liability mechanism, etc. Over the next three decades, the Law has undergone numerous changes that have predetermined law enforcement practice. The article analyzes the trends of the ongoing transformation: the expansion of the concept of abuse of freedom of the media, expansion of diversity of types of mass media, etc. As part of considering the future prospects of the Law, the need is revealed to bring it into terminological compliance with the Constitution of the Russian Federation, the Civil and other codes, to eliminate legal and logical defects formed in the process of its creation and subsequent adjustment. The necessity of the Law transformation into the Mass Communications Law is substantiated.

Аннотация. В данной статье рассматривается нормативно-правовая база, регулирующая деятельность средств массовой информации зарубежных стран. Затрагиваются острые проблемы взаимодействия СМИ с органами власти в иностранных государствах. Поднимаются вопросы взаимодействия частного капитала со средст- вами массовой информации в других государствах. Выявляются проблемы взаимодействия органов государственной вла- сти со СМИ в зарубежных странах и тем самым предлагается учитывать данный опыт иностранных государств в Российской Федерации. Annotation. This article examines the legal framework governing the activities of mass media in foreign countries. The acute problems of interaction between the media and the authorities in foreign countries are touched upon. The questions of interaction of private capital with mass media in other states are raised. The problems of interaction of state authorities with the media in foreign countries are identified, and thus it is proposed to take into account this experience of foreign states in the Russian Federation.

The article is devoted to the analysis of the Crimean information space features before the republic comprisal to the Russian Federation and the municipal printed mass media role in it in particular. The municipal mass media share in the Crimean information market and the coverage of the audience are considered in the article. It is pointed out that the municipal mass media remained one of the most popular sources of information due to the low level of the Internet prevalence as well as the habit of media consumption and considerable readers’ credit to the local newspapers. Informing the public about the activities of local authorities as well as explaining the provisions of the current legislation and normative legal acts may be considered, according to the author, the key functions entrusted to the Crimea municipal media. The author draws attention to the fact that the municipal media provide information about socially significant events in the Crimea. The study specifies the features of information processing and presentation by creative collectives of municipal newspapers. In particular, newspapers genre palette is characterized by the predominance of informational and literary publicistic genres.
