The article is devoted to the actual problem of social services for elderly citizens at home. The whole social service system requires modernization based on the principles of providing social services to form motivation for active longevity and to develop social interaction of the elderly. The article deals with the issues of socialization of older people, its features, objective and subjective factors, the opinions of scientists on the factors, typology of socialization. There are presented the main problems of elderly people receiving services of social service institutions in the Russian Federation, identified on the basis of statistical data. There are outlined directions of the State strategy for development of the system of social services for older generation, improvement of their quality of life and active longevity under the conditions of socio-economic crisis. The author uses the results of own sociological survey of408 elderly respondents receiving social services in the social service institutions for the elderly. The importance of the services related to maintaining healthy and socially active longevity, organization of life and leisure, constructive interaction with relatives, for successful socialization of elderly people is shown. It is established that the most intensive socialization occurs in the process of providing social and socio-medical services. The dominant setting of elderly people is preservation of health; at the same time, it is the state of health that mostly determines the success of socialization of the elderly. For their active and healthy longevity elderly people prefer primarily cultural, educational, sports activities. However, many rely on the support of social service organizations.

The article analyzes the current regulatory and legal framework for the organization of social services for the elderly and disabled in social service institutions on the territory of the Russian Federation. The article reflects the shortcomings of legal documents regarding the organization of work of such institutions to improve the quality and accessibility of social care for patients receiving social services in social service organizations. The assessment of staffing standards is given.

Abstract The application of supply chain analysis to the evaluation of the effectiveness of social service organizations The identification and analysis of value chains is a way to find the sources of an organization’s in-/efficiency, and an opportunity to explore how an organization is managed. Having in mind that an “organization network” is a form similar, in its functioning, to a separate organization, one may, using the value chain concept, investigate the management of local activity programmes, as of the networks they are. The researched partnerships introduced a management innovation, in that the social service provision organizations were brought together to form one chain. The researched organizations providing social services have introduced innovations in management that are supposed to unite organizations providing social services in a single chain. This kind of approach allows to obtain additional benefits, including the joint management of subjects composing the chain. In practice, it is also connected with sharing benefits between the participants in the chain, as well as replacing the elements of competition and suspicion with cooperation and trust. Delivering value to the beneficiary, under the provision of social services, is important not only from the point of view of humanity, but also in order to maximize the use of resources, usually insufficient to meet all the needs. The presented studies of supply chains of social services in Silesia showed, that some features of these newly created areas being subject of joint management, still crave for numerous improvements. What may help is logistics, in particular business logistics, having years of experience in the area of observation and active participation in the chain management. However, unconditional adaptation of these experiences is not possible due to the fact that developed methods are based on cost and maintenance compromises, which are insensitive to human needs when the service cost for the chain is not sufficiently profitable. Therefore, it is necessary to implement different methods of managing these chains, principles of which are described in the social logistics. The authors are convinced that combination of the efforts of the organizers of social services and experienced logistics professionals can bring a double benefit. In practical terms it may help to improve the delivery of services with no deterioration of their quality, and to increase the range of services (quantitative or qualitative) based on specific resources. In the epistemological dimension it may enable to develop rules to adapt the theory of logistics for the socially significant needs. Therefore, this paper can be considered as the beginning of the discussion in this regard.

The relevance of the article is due to the process of progressive aging of the population, so it requires from society to find new ways to work with the elderly and their needs’ realization. The article characterizes the current state of the category of elderly people in Ukrainian society. It is noted that support for the elderly is provided through a variety of resources, for example, formal and informal support networks, volunteering, the state, family, community, and society in general. The formal support network is implemented through the social policy of the state, which is focused on assisting in ensuring the rights of the elderly to their social protection of constitutional rights and freedoms. The aim of the article is to reveal the peculiarities of the needs’ realization of the elderly through formal and informal support networks. Research methods applied: generalization − to study the formal network of support, which is implemented through the social policy of the state and focused on constitutional rights for the elderly and social protection; analysis − combining and representing connections of individual elements, parties, components of a complex phenomenon and so in the comprehension of the whole in its components’ unity. The directions of reforming the system of social services are aimed at an authoritative legal framework, where social protection of the elderly would be enshrined at the appropriate level. They includ: deinstitutionalisation through the creation of a wide network of services and facilities that can provide quality services in the community; involvement of non-governmental organizations in the provision of social services; approach of social services to the place of residence; decentralization of management processes, financing, location of services; empowering older people to choose services and participate in the process; increasing the effectiveness of the provision of social services through the study of needs at the individual level and within individual administrative-territorial units; introduction of quality improvement technologies, including monitoring, evaluation and control.

The paper reveals the essence and significance of digital socialization of older people, the importance of overcoming social exclusion by older citizens in terms of access to digital technologies. The purpose of the paper is to reveal the role of social service centers for the population, which act as agents of digital socialization of older people (based on the materials of a sociological study). The objects of the study were elderly people receiving social services in the Primorsky Center for Social Services of the Population, and senior citizens who were trained in computer literacy courses. The authors set the fol-lowing tasks: to determine elderly people’s interest in mastering computer literacy and how effective the “Internet ABC” program is. In addition, it was sup-posed to establish the importance of integrated cen-ters of social services for the population in ensuring computer literacy of pensioners. As a result of a sociological study, it was found that older people show a significant interest in modern information technologies. Computer courses organized on the basis of the center for social services help elderly people to get information about state and municipal services, work with the websites of the Pension Fund of the Russian Federation, the Social Insur-ance Fund, Public Services and Multifunctional Cen-ter.

Today's world faces unprecedented complexities. Governments, businesses, and nonprofits have far to go in solving these problems. The economic recession of 2007 exposed a significant decline in public and private support for social services (Pitt- Catsouphes & Berzin, 2015) and the need for social workers to facilitate new ways of addressing the complex, interwoven problems of poverty, racism, social inequity, and discrimination. Now more than ever, social workers need to understand how social services can utilize new strategies with new solutions to address these issues (Berzin, 2012). ). Shuman & Fuller (2005) coined the phrase “revolution will not be funded,” indicating that nonprofits all over the country must devise new incomegenerating strategies to empower disadvantaged groups. Although the media reports that the U.S. economy has rebounded, foundations and governments still expect social service nonprofits to leverage new forms of revenue to fulfill their missions. There is also some uncertainty about how nonprofits will be funded long term as local, state, and federal government dollars dry up. In addition, some claim that social service organizations develop complex programs that do not match the interests of funders (Foster, Kim, & Christensen, 2009).

The purpose of the article is to discover the latest trends, principles and methods of personnel policy realization of the social service organizations. In the article on the example of the social service organizations the author argues in favor of improvement of the personnel policy of the organization on the basis of the study of the principles and methods of its realization. Monitoring revealed the dynamics changes of directions, principles and methods of personnel policy. The positive and negative aspects of personnel policy are identified. The priority directions of personnel policy are defined, the methods and principles of the personnel policy are specified. The most actual directions of personnel policy are the professional recruitment; evaluation and certification; creating a favourable atmosphere. The administrative methods are the most effective. The priority principle of the personnel policy is the principle of improvement of professional skill.

The subject of the research is the living conditions of elderly people living in nursing homes, and the impact of social services provided to them on their socio-economic and psychological adaptation. In order to improve the quality of social services in the future, to facilitate the social adaptation of the elderly, to develop proposals to Supplement the legislation on social protection of the elderly in General. Thereby increasing the ability of older people to adapt to social homes.

In order to realize a decent and beneficial life, and fulfill the rights to the basic needs of society in order to achieve social welfare for the elderly of the Badung Regency Government  through  the  social  Service  provides  social  protection  assistance  to  the elderly   in   Badung  regency  which  is   carried  out   in   a   directional,  planned  and sustainable. Distribution of social compensation to the elderly with the issuance of the rule  of  Badung  Regent  Number  38  year  2018  about  social  protection  assistance Elderly. Compensation for elderly people of Badung regency at the launching of the PEAK of the anniversary Mangupura to 9 which fell on November 16, 2018. The issue of problems used in this research is:(1) How to exercise in the provision of social protection for elderly in Badung Regency;(2)what is the inhibitory factor in the provision of elderly social    protection    assistance    in    Badung    regency. This    study    was    conducted using empiricallegal   research. Data and data sources of This    research    is    a    primer that is through field research and secondary material writing experts and the results of scientists are then processed and analyzed descriptively to get a conclusion. Based on the results  of  the  study,  it  can  be  concluded that the  implementation of  the  continued assistance of age aims to provide social assistance for the elderly in the Badung Regency, that the barriers faced by social services in the distribution of social assistance due to not synchronicity the data in the village/Kelurahan with data existing in the social service of Badung Regency. The advice given by the author is expected to have the ation between the logging conducted by the village apparatus/Kelurahan related to the number of elderly who have each region so that the social allowances can be shared evenly and precisely the target so that the aid is delivered appropriately.

Современное общество становится все более сложным, меняются не только технологии, но и его социально-возрастная структура. Человечество впервые столкнулось с ситуацией, когда пожилых больше, чем молодежи, и оказалось к этому не готово. Возникает новая задача - согласование взаимодействий и интересов множества субъектов социального взаимодействия в интересах пожилых. Традиционных управленческих воздействий государства становится недостаточно, постепенно складываются механизмы самоорганизации общества и автономности граждан. Новой проблемой стало не только быстрое старение общества, но и увеличение числа пожилых, требующих постоянного ухода в последние годы жизни. Уже сложившиеся «закрытые институты» - дома престарелых - сегодня все менее популярны у населения. В статье предложен обзор российского законодательства о долговременном уходе за пожилыми, а также анализ успехов и барьеров взаимодействия в организации ухода государства, коммерческих и некоммерческих учреждений в Санкт-Петербурге - городе пожилого населения и развитого социального обслуживания пожилых. Поэтому мы вправе сделать вывод, что социальное обслуживание в Петербурге может рассматриваться как перспективная модель развития долговременного ухода за пожилыми. Цель статьи - анализ особенности взаимодействий различных субъектов складывающейся в Петербурге системы долговременного ухода за пожилыми. Нас интересуют ситуации, когда имеющихся правовых норм/регулирования/вмешательства во взаимодействия достаточно, чтобы задачи ухода решались, а участники не страдали, и наоборот - когда имеющихся регулятивов недостаточно и либо задачи не решаются, либо потерпевшей стороной оказывается пожилой человек или его семья. Modern society is becoming more and more complex, not only technologies are changing, but also its socio-age structure. For the first time, mankind found itself in a situation where there are more elderly people than young people, and it turned out to be not ready for this. A new task arises - the coordination of interactions and interests of many subjects of social interaction in the interests of the elderly. The traditional administrative influences of the state are becoming insufficient; mechanisms of self-organization of society and the autonomy of citizens are gradually taking shape. A new problem has become not only the rapid aging of society, but also an increase in the number of elderly people requiring constant care in the last years of their lives, since the already existing «closed institutions». Nursing homes are less popular today. The article provides an overview of Russian legislation on long-term care for the elderly, as well as an analysis of the successes and barriers to interaction in organizing care for the state, commercial and non-profit institutions in St. Petersburg. Petersburg is a city of the elderly population and developed social services for the elderly. Therefore, we have the right to conclude that social services in St. Petersburg can be viewed as a promising model for the development of long-term care for the elderly. The purpose of the article is to analyze the peculiarities of interactions between various subjects of the system of long-term care for the elderly that is emerging in St. Petersburg. We are interested in situations when the existing legal norms/regulation/interference in interactions are sufficient for the tasks of care to be solved, and the participants did not suffer. And vice versa, when the existing regulations are insufficient, and either the tasks are not being solved, or the injured party is an elderly person or his family.
