Today, we are faced with the coronavirus (COVID-19) pandemic, which directly or indirectly affected all countries and regions of the world. The State policy of all countries is aimed at containing the spread of the virus and meeting the basic needs of people in forced isolation. This situation has once again proved the importance of the institution of social protection of population (hereinafter—ISPP) and the need to ensure the efficiency of its functioning. The high rates of growth of social changes, in turn, cause a certain lag behind the process of their scientific comprehension accumulation of issues unsolved by means of sociological science. Thus, the current system for assessing efficiency of the ISPP functioning in terms of the actually obtained result against the normative / planned one, as well as the system for assessing economic costs, do not meet the challenges faced by modern science and management. Many problems concerning assessment of the ISPP functioning remain unresolved. In particular, the entire range of difficulties faced by consumers of social services has not been fully disclosed; the issues of achieving a consistently high satisfaction of vulnerable groups of the population with various quantitative and qualitative parameters of service provision are acute. The article discusses the scientific concepts and approaches to assessing the effectiveness of social protection of population used in domestic and foreign social science and practice, and outlines the developed model for assessing effectiveness of the ISPP functioning on the example of the Republic of Tatarstan, which is based on an integrated approach that consists in fixing the temporal and spatial aspects of assessing effectiveness of the ISPP functioning.

Introduction. One of the indicators of society's development is the current system of social protection, its effective organization ensures the stable development of society. In the context of decentralization of budgetary powers, local authorities become guarantors of social protection and direct providers of public services, whose main task is to provide citizens with an adequate level of social protection, which is carried out in accordance with state standards. The purpose of the article is to research of the social protection of the population in the conditions of budget decentralization and substantiation of proposals for its improvement in terms of improving the efficiency of social services. Results. The centralized and decentralized models of social protection in Ukraine were considered. The powers of central and local authorities in the implementation of social protection and the provision of social services were systematized. The dynamics of expenditures on social protection from the state budget, local budgets and state extra-budgetary funds was analyzed. Data on changes in the distribution of expenditures between state and local budgets were presented. Conclusions. The main directions of financing the social protection system were indicated. The advantages of the decentralized model of public services over the centralized one were emphasized. In the context of improving the effectiveness of social protection and the quality of social services, it is proposed to reduce the hierarchical network of budgetary institutions in the field of social services, monitoring and analyzing the number of socially vulnerable groups and providing social services on a competitive basis. The implementation of the proposed measures will improve the social protection system and will allow more rational use of public funds.

Since 2014, among many reforms, decentralization has been instrumental in creating transparent, open and effective local governance that will ensure the quality and accessibility of services in all spheres of community life, including the social sphere (quality social services) in Ukraine As for the development of the social services system in the context of the transition period of decentralization, there are priorities in this way, regarding the complexity of the provision of social services, their accessibility, targeting and effectiveness, as well as increasing attention to each person (client). Such priorities are possible provided there is an integrated approach to community-based social services. The article explores the issues of social sphere in Ukraine. The focus is on the substance and importance of the concept of decentralization for the social sphere. The legal analys is of the application of decentralization instruments in the social sphere in the neigh boring country – the Republic of Poland – is carried out. The main directions of the implementation of the social policy of the Republic of Poland are described in order to meet their requirements of decentralization. The necessity to introduce decentralization tools for the Republic of Poland for the effective functioning of the social sphere is confirmed. The main problems of centralized management of social sphere in Ukraine are analyzed. Conclusions are made as to the expediency of using decentralization tools in the contemporary social sphere of Ukraine. The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

The Republic of Macedonia experienced a rapid growth in drug addiction after its independents in 1991. The complexity of the problem represents a serious challenge for all relevant factors involved in creation of policies as well as actors in delivery of health, education and social services. Provision of necessary service required appropriate amendments of relevant laws based on the adopted international legislation. The most significant legal changes were introduction of the principles of pluralisation of social protection (Law on Social protection, 2004), that enabled emerging of new private for profit and nonprofit actors as providers of services as well as introduction of the principle of decentralization, enabling establishment of services on local level. Additionally, a number of national and local strategies and programs were developed and adopted within the system of health and social protection. These changes contributed to an increase in the number of available services offering variety of treatments responding to the individual needs of beneficiaries. Despite the increase in offered service, the state has yet to respond to the ever rising problem of addicted children. So far, little has been done for this age group of addicts that requires specialized and adjusted service provision. Provided social services are facing the problem in the sustainability of the available services provided within the nongovernmental sector that is mainly financed from foreign funds.

The article analyzes the activities of the social protection system and social services of Ukraine. The concept of «social protection» is defined, the classification of the social protection system according to the models of social policy of other countries (Austria, England, Germany, USA, France, Japan) is given. The only principle of social protection according to the given models is formulated – joint action of a complex of measures which are directed on increase of well-being and quality of life of the population (economic, household, social). The socially-oriented policy of Ukraine, which is aimed at overcoming poverty, introduction of social insurance and targeted assistance, solving problems related to unemployment, is indicated. It was found that the basic state social standard in the field of income is the subsistence level. The social service is defined as a multifunctional state executive body that acts as a guarantor in ensuring the stability of the functioning of the system of social protection and social security of socially vulnerable groups. It is established that social services are an organizational form of social work, because they implement the practice of social security. Ensure orderly communication and interaction of all social work bodies (departments and social services). The organizational structure of the social security system is an orderly connection and interaction of all bodies of social work (departments and social services), which provide general conditions for rational organization and normal functioning of the support system for individuals, groups of communities at risk of social risk. The leading direction in social security is to support a person who finds himself in a difficult life situation at the minimum (not lower) social and household level – the provision of cash benefits, social benefits, benefits, subsidies and more.


The article considers the state policy of social protection of the population in the Republic of Uzbekistan. Methods of legal regulation of social security law. The system of social security law is analyzed. The history of formation and development of social security in the Republic of Uzbekistan is studied. Attention is paid to the rights of social security during the period of quarantine from a pandemic, and international legislation and experience are comparatively analyzed . The article deals with themain characteristics of the legal regulation of remote workers ' labor; theconcept and features of remote laboras a subject of labor law. The authors analyzed therelationship of an employment contract with a remote employee with other labor contracts. Legal acts in the field of regulating the work of remote workersin the context of a pandemic have been studied. Features of concluding an employment contract with a remote employee. Electronic interaction during the pandemic period, whichis under the control of the employer; - interaction between the employer and the employee is carried outusing public information and telecommunications networks.

We raise the topic of the social services current system, the place and importance of nonprofit organizations in it. It is noted that the tendency of social services nonprofit sector transfer to the population with the subsequent reimbursement of expenses from the budget. We analyze various barriers of nonprofit organizations participation in the social services provision in the context of which it is proposed to provide an advance mechanism for reimbursement of nonprofit organizations for the social services provision. The importance of the social services standard is emphasized, its content is revealed and an attempt is made to reveal the legal nature of the standard of social services. We note the content of the standard established by the federal legislation; also we draw attention to the fact that the procedure approval for the social services provision by social service providers is attributed to the powers of public authorities of the subjects of the Russian Federation. We present the analysis of the social services provision standard in the Tambov Region by forms of social services approved by the order of Social Protection and Family Policy Department of the Tambov Region dated April 1, 2016 no. 463-ф. The points requiring adjustment from the point of view of legal technique are revealed, and also other offers on modification of the specified regulatory legal act are specified. As a result, we conclude that the social services standard, firstly, expresses the amount of social assistance guaranteed by the state, secondly, it is an exhaustive set of requirements for the service itself, allowing to plan activities and resources, and, thirdly, it is a set of requirements for quality control of social services and protection of the rights and legitimate interests of their recipients.

The article discusses the improvement of social protection of families and children in the Republic of Uzbekistan. Based on the analysis, the National System of Child Protection in the Republic of Uzbekistan was obtained, which is made up of certain components. Methods. The content of the article is based on various research methods, primarily on the assessment of the social protection system through interviews with stakeholders. The assessment critically assessed the strategies applied, identified lessons learned and best practices, accelerating the achievement of sustainable results for children in Uzbekistan, especially from the most vulnerable groups. The assessment was aimed at assessing the relevance, effectiveness, efficiency, sustainability, consistency and, if possible, the impact of the strategies adopted to achieve the results of the start program. It was concluded that the effectiveness of the social protection system for children and families is based on the presence of the listed structural components in it. , and in the subsequent parts of this book we will try to analyze the main of these components in relation to the system of social protection of children in Uzbekistan. Results. The article is based on the support for the development of recommendations for the strategic planning of the next program cycle. The level of humanity of the state policy towards its citizens in a difficult situation, a socially vulnerable situation is measured by the system of social support provided, which is aimed at creating opportunities for them to participate in life, equal with other citizens, for socio-political, economic, cultural and intellectual development.
