Peace study is now one of the most debated discourses. In the discourse of peace study, the modes of peace which was based on the liberal western values have long gained supremacy. Three generations of peace study occurred from that liberal tradition. Along with the strengthening – and even the romanticizing- of locality, the liberal peace traditions began to be criticized. Post Liberal Peace presented around the searching for the modes of ideal peace by criticizing the liberal peace traditions that based on liberal values. Post liberal peace or, as Richmond conceptualized, peace formation, was the correction of liberal peace generation and the celebration of the strengthening of locality. Unfortunately, there is theoretical gap, as many theories of that post liberal generation can’t elaborate sociologically how locality involved in peace process and bound as social norms. To fill the gap, the literature study uses Giddens’s structuration to understand how locality becomes the base of peace formation. Based on structuration theory of Giddens, the study found that local actors could act as an agent with capacity to formulate the mode of peace by standing on the local attributes as the ground as well as cultures and social values-norms. In Addition, the local actors had the both reflexive and discursive consciousness in interpreting the purposes of local values conversion as a base of peace formation. Abstract. Changes in the social behavior of KRL users, especially those of KRL users at Depok Lama Station, are one of the changes that have a significant impact on the progress of the Jabodetabek Commuter Line KRL transportation. This change was supported by the change in the KRL ticket purchasing system from paper tickets to E-Ticketing. The application of the E-Ticketing system to KRL transportation is one of the innovations launched by PT KAI in maximizing KRL transportation services. On the other hand, the application of the E-Ticketing system is also present as a solution in the midst of the problem of poor train service which causes train revenue to decline and the level of passenger confidence is also lower. For this reason, service improvements starting from the renovation of the station to the implementation of the E-Ticketing system are considered a way out to overcome the problems that occur. This article uses Anthony Giddens' structuration theory to understand how structures and agents collaborate to produce a new structure. Through the process of interviews, observation, and literature study, this article concludes that the implementation of the E-Ticketing system followed by several new policy implementations by PT KAI has been able to change the condition of the station area from dirty, slum, unsafe and comfortable and disorganized environment to better, cleaner, safer and more comfortable and systematic. In addition, the modernization of KRL services has also changed the culture of modern user behavior to be more orderly, disciplined and regular in using KRL transportation.

‘Hybrid forms of peace’ describes types of peace which lie beyond liberal peace frameworks. These are emerging in diverse locations around the world today and are neither strictly liberal nor local. They are hybrids, formed through political contestation involving a range of actors, their preferences, and security interests. These forms of peace can be either negative or positive. The issues that those aiming at peacebuilding and statebuilding face raise the question of how contributions to peace from a range of informal local actors may be understood and externally supported.
