The pre-survey process showed that the report on performance was not optimal and human resources in the Department of Population and Civil Registry were inadequate and Minister of Administrative Reform and Bureaucratic Reform No. 38 of 2017 concerning the Competency Standards of the Position of the State Civil Apparatus which requires the State Civil Apparatus that has the competence, discipline, participatory, motivative and commitment in carrying out the performance of public services, then this study takes focus on the influence of competence, motivation and commitment to the performance of the State Civil Apparatus in the Population and Civil Registry Office of Situbondo Regency. This study aims to find out and analyze the competence, motivation, and commitment of employees to the performance of the Government of Situbondo Regency. This type of study is a quantitative study using a saturated sample of 29 State Civil Apparatuses in the Situbondo Regency Population and Civil Registry Office. Data collection techniques used in the study through surveys using questionnaires, interviews and documentation. Data from the subsequent studies were analyzed using multiple linear regression. Based on the results of the study it can be concluded that: 1). Partially, competence and commitment have a positive and significant effect on the performance of the State Civil Apparatus in the Population and Disability Service Office of Situbondo Regency. While motivation has a positive effect, but it is not significant on the performance of the State Civil Apparatus in the Population and Civil Disability Office of Situbondo Regency, and 2). Simultaneously the variable X together on the performance of the State Civil Apparatus has different results. Where the competency and commitment variables have a positive and significant effect, whereas motivation only has a positive effect. Keywords: Performance, Competence, Motivation and Commitment

This study examines transformative leadership and organizational culture implemented in tertiary institutions. Transformational leaders have an impact on the effectiveness of organizational culture. This paper is based on the study of leadership theory, references about the culture of knowledge organizations, which integrate concepts and facts in the field. Of course the transformation process has an impact on organizational culture including students. Not only does it change the work rhythm that is demanded to be bigger, but more students being taken care of are also more complicated. This reality ultimately also has an impact on habits including good employee performance due to the reduced number of present workforce recruited. The purpose of this study is to examine and discuss the characteristics of transformational leadership and organizational culture at Islamic Institute of Religion Jember. This type of research is field research. The research method used is a qualitative research method. While the data collection methods used are interviews, observation and documentation. The validity test of the data used is triangulation, confirmation of reliability, transferability and dependability. While the analysis of the data used is an interactive analysis of Miles Huberman. The results of the conclusions in this study indicate that Transformational Leadership is built by three factors, namely Inspirational in shaping vision and ideas, visionary in articulating vision & mission and intellectual support to achieve targets and goals. Transformational leadership provides a change in work support and team performance. Strong leadership in providing work motivation, stimulating concepts or ideas to group or individual employees can produce harmony in achieving a shared vision, team commitment, work culture and minimal conflict. Transformative leadership needs to improve communication in building a positive organizational culture because communication of leadership and work increases the culture of teamwork, cohesion and conflict. The village funds allocation given by the government of Banyuwangi Regency to the villages in the Pesanggaran sub-district is an effort to motivate the village in financing the activities of the Village Government.The purpose of this study is to describe, explain and analyze the accountability system in the management of Village Fund Allocation in the District Pesanggaran Banyuwangi. This research uses field research method which gives description about Accountability of Village Fund Allocation Funding in Pesanggaran District of Banyuwangi Regency. Data collection techniques using observation, interview and documentation techniques, by selecting informants who play a vital role and are involved technically and functionally in Accountability Management of Village Fund Allocation. The data that has been obtained then analyzed using qualitative research method. The results of this study are: (1). Village Fund Allocation Planning in Pesanggaran Sub-District, first discussed in the village development plan, involves the community in decision-making and to determine the development to be implemented in the village located in Pesanggaran sub-district. (2). Implementation of the Village Fund Allocation, implemented transparently, local villagers were given access to know the use of the village funding allocation fund. For example, from the activities carried out in installing information boards of ongoing projects / activities such as writing what activities are ongoing, how much funding is used, how long the implementation of the duties, and who the executor. (3). Accountability in the implementation of the allocation of village funds should be done as a form of village government accountability in managing funds obtained from the government. The focus of this study is on the influence of the quality of hospital inpatient health services according to the  modified SERVQUAL scala dimension on patient satisfaction and loyalty. Satisfaction plays a role as a mediator of service quality in creating patient loyalty. With a sample of 400 inpatients participating in this study through a questionnaire survey with 15 questionnaires not returned / not answered completely. Samples were taken randomly from patients who received inpatient services with a purposive sampling method. Data were analyzed by path analysis using the SPSS program. The results of the study indicate that the quality of health services concerning the dimensions of trustworthness,  communication,   infrastructural quality, emphaty and responsiveness   have a positive and significant effect on patient satisfaction in the inpatient installation of RSUD dr. Abdoer Rahem Situbondo with the dimension of responsiveness that has the greatest impact on satisfaction; The quality of health services regarding the dimensions of trustworthness, communication, emphaty, reliability and responsiveness  through patient satisfaction have a positive and significant effect on patient loyalty in the inpatient installation of RSUD dr. Abdoer Rahem Situbondo but the personnel,  healthscape, infrastructural quality does not have a significant effect.  Patient satisfaction at the inpatient facility has a positive and significant effect on patient loyalty. The development of technology nowadays is so rapid along with the development of technology-based information systems, this is what causes rapid changes in various fields. Information technology in this case is one pillar of success in the era of globalization, policy making in companies is demanded to be as efficient as possible to continue to maintain the survival of the organization. Analysis of data using linear regression. Data collection techniques using questionnaires, interviews, non-participant observation. The population of this study is the Aparatur Sipil Negara in the Badan Kepegawaian Daerah Kabupaten Lumajang . In sampling using a saturated / census sampling technique. The purpose of this study was to find out the success of policy advocacy in Public Dialogue as a policy making in Bojonegoro Regency. Based on the objectives, this research is a qualitative descriptive research which presents and provides a detailed description of the success of policy advocacy in Public Dialogue as a policy making. The research location was in the Office of Comunication and Information and Hall of Malowopati. A snowball technique was used to determine the informants. The method of collecting data was in the form of observation, interviews, and documentation. A triangulation technique was used to check the validity of the data. The Public Dialogue is an open space for the community and the Bojonegoro regency Government to communicate directly in order to influence the policy making. This research utilized an advocacy strategy from Roem Topatimasang to form a core circle, choose strategic issues, process data and information, influence policy makers, and monitor and assess programs. The research results found that Public Dialogue was one of the tools of the community to influence a public policy in Bojonegore Regency. Keywords: Public Dialogue, Policy Advocacy, Public Policy

This article aims to identify the public trust on the application of Agriculture biotechnology-based products in Indonesia, specifically in the eastern part of East Java Province, which is knowns as Horseshoe region−ex Besuki district. Further, this article will focuses on farmers impediment and their discontent facing the challenges of GM Crops companies for mainstreaming their products in their locality. The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. Various kinds of cases that occur in this country are caused by the lack of practice of Pancasila which is the basis of this country, ranging from various kinds of problems that occur nowadays to widespread corruption cases and many more cases involving politicians, businessmen and bureaucrats in this article called the troika train has three horses that can draw a train which is analogous as a country, this term is taken from Russia for a small train drawn by three horses and this is analogous to the three roles of politicians, businessmen and bureaucrats as government representatives. Politicians, bureaucrats and entrepreneurs where they do more actions that are not in accordance with the Pancasila and harm the community and cause the gap of poverty to deepen between one another.In each component of precepts that exist in pencasila should be applied to all the actions of politicians, businessmen and bureaucrats in terms of serving the community and if all the precepts have been fixed, of course the thing called corruption will not happen in this country and of course this corrupt act is detrimental and many people really hope that the troika train (Politicians, Bureaucrats and Entrepreneurs) can implement and apply the spirit of Pancasila in every policy for politicians and services for all bureaucrats and entrepreneurs and run their businesses in accordance with the essence of Pancasila. Discourse on the development of soybean processed products is important to study because besides being able to uncover the question related to the low productivity of soybean cultivation also gives a clue as to why soybean processed product entrepreneurs have almost no accumulation of capital so far. This study aims to reveal financing models and institutional patterns of soybean processing businesses in Jember district. This type of research will use qualitative research from an emic perspective that will be implemented in the area of ​​Jember Regency. The type of data used is primary and secondary data which are then processed and analyzed using the Miles and Huberman analysis method. This study found that the development of soybean processing business, which consisted mainly of MSME entrepreneurs, was enticed by a financing model whose funds were mostly supplied by the Suwek Daily Bank (BHS) and loan sharks that caused the profit margins to not be enjoyed by the entrepreneurs themselves. In addition, the institutional patterns built between soybean processed products entrepreneurs such as tempeh, tofu, milk and soybean snacks are still weak. They individually compete more freely so that when there is a shock such as an increase in the price of imported or local soybeans it will sacrifice quality. Some build a vertical partnership pattern between soybean processed product entrepreneurs and their raw material suppliers and with soybean processed users, while horizontally between processed product entrepreneurs barely build partnerships. This condition causes unfair competition between businesses and ultimately increases the transactions cost of economic that will erode the margins they earn.Keywords: Partnership Pattern, Qualitative Model, Transactions Cost of Economic
