Indonesia is a country rich in natural resources, both on land and throughout the waters of the archipelago. The rights of the Indonesian people contain 2 (two) elements, namely the element of ownership and the element of the task of authority to regulate and lead the control and use of the joint land it owns, the authority to regulate the control of the use of the joint land is delegated to the State. To regulate the rights of the Indonesian nation as the highest right holder, it is authorized to the State of the Republic of Indonesia which is the powerful organization of the entire people. However, it should be understood that there are still many problems faced in land management, especially mining areas that intersect with forestry and plantations. The purpose of this study is to observe and evaluate the weaknesses in land management which result in overlapping land in the mining area. The method used in this research is Mixed Methods. The strategy in this study uses the Concurrent Embedded Strategy method. The use of Concurrent Embedded Strategy in research will be implemented in the form of qualitative and quantitative data collection at the same time. The reality that will be examined in this research is the coordination of overcoming overlapping land at 47 IUP OP locations in Kutai Kartanegara Regency, in terms of the factors that influence the success of coordination. The lack of coordination in overcoming overlapping land is dominantly caused by the behavior of the apparatus which is formed by the dimensions and indicators of its formation, namely the mandate and the system. Agencies that issue land use permits only have land-use data within their jurisdiction, this is due to the absence of a centralized integrated land data system that can be accessed by all agencies and stakeholders.

The strategy method is often used in public goods games to measure individuals’ willingness to cooperate depending on the level of cooperation by others (conditional cooperation). However, while the strategy method is informative, it risks being suggestive and inducing elevated levels of conditional cooperation that are not motivated by concerns for fairness, especially in uncertain or confused participants. Here we make 845 participants complete the strategy method two times, once with human and once with computerized groupmates. Cooperation with computers cannot rationally be motivated by concerns for fairness. Worryingly, 69% of participants conditionally cooperated with computers, whereas only 7% conditionally cooperated with humans while not cooperating with computers. Overall, 83% of participants cooperated with computers, contributing 89% as much as towards humans. Results from games with computers present a serious problem for measuring social behaviors.

Abstract Reducing the dependence of microgrid upon the communication system and realizing the efficient control of multiple distributed generation of the microgrid are problems that need to be solved urgently. Through the research, based on multiple microgrid operation modes, the peer-to-peer control strategy in microgrid is investigated, and the peer-to-peer control strategy method of microgrid is given for a variety of complex control problems of distributed power According to the peer-to-peer control strategy method, distributed power supply adopts droop control in adjusting distributed power supply in output voltage and frequency; the droop controller has P-f and Q-U droop characteristics. This paper establishes a peer-to-peer control microgrid simulation model, adopts the droop controller designed in this paper to island mode and grid-connected mode, and investigates how the microgrid switches between the two modes. In accordance with Matlab/Simulink simulation outcomes, the research examines frequency, voltage and power changes in distributed generation in the microgrid, and verifies the validity and feasibility of microgrid peer-to-peer control strategy.

Introduction: Implementation of government policies in tackling the Covid 19 pandemic in Indonesia is an effort by the government to deal with cases of coronavirus disease (COVID-19). By understanding the efforts, steps, and policies formulated and implemented by the government, it can be assessed the handling strategy. Method: To analyze used deliberative policy analysis approach. This approach analyzes the narratives and arguments of the authorities to understand decision-making and policy implementation. This paper uses a qualitative approach by utilizing descriptive methods of analysis. Meanwhile, the data collection techniques used are literature studies that utilize government regulations, FMD, KMK, SE, journal articles, online news as well as the websites of authoritative institutions. The results of this analysis are: first, a positive and negative narrative to the government's response to prevent the transmission of COVID-19 because it has expanded various policies for covid-management and formed a task force and task force to combat COVID even though some policies are considered too late. Second, coordination between stakeholders, between the central government and local governments, between ministries and other state institutions already exist in the regulations of their respective ministries but have not been well-coordinated in their implementation so that it seems as if each moves on their own and some seem contradictory. Third, residents are still disobedient, indifferent to the government's call for discipline in implementing health protocols. This results in slower handling efforts because there is no awareness that pandemics can be controlled faster if the community actively provides support. Conclusion: This combination of three factors plays a major role in the government's efforts to control the spread of COVID-19 in Indonesia although it still needs improvement along with the pandemic in Indonesia.

This study examines the specificities of sexual homicides involving male victims. First, this study aims to identify characteristics specific to SH involving male victims by comparing them to SH involving female victims and determine whether rational choice approach and routine activities theories are useful to explain the crime-commission process. Second, this study aims to provide the first empirical classification of SH involving male victims. The sample used in this research comes from the Sexual Homicide International Database (SHIelD) including 662 cases of cases—100 cases involving male victims and 552 involving female victims. Bivariate and multivariate analysis are performed to examine the differences between the two groups and latent class analysis is used to generate an empirical classification of cases involving male victims. Findings indicate the victim’s gender plays an important role in the different choices made by sexual homicide offenders of male victims to successfully complete their crime. They adapted their crime-commission process to overcome the risks associated with a physical confrontation with a male victim (i.e., target selection, approach strategy, method of killing). Classification analysis suggests that it exists three different types of sexual murderers assaulting male victims: the robber sexual murderer, the sadistic sexual murderer, and the pedophile murderer. This research proposes the first empirical typology of sexual homicide involving male victims and provides both a true picture of the reality and a comprehensive understanding of this phenomenon.

The possibility that gossipers may share dishonest reputational information is a key challenge to claims that gossip can shore up cooperation in social groups. It has been suggested that imposing social costs on dishonest gossipers should increase the honesty of these reputational signals. However, at present, there is little evidence of people's willingness to impose costs on dishonest gossipers; there is also little evidence of their ability to detect gossipers' lies in the first place. This paper aims to shed light on people's abilities to detect dishonest gossip and their treatment of those who share it. To do this, we report the results of two trust game studies using the strategy method (study 1) and repeated interactions in the laboratory (study 2). We show that in an environment where gossipers tell spontaneous lies people are more inclined to believe honest than dishonest gossip. We also show that people are more likely to treat favourably gossipers they believe to be honest, but that this does not always result in more favourable treatment for gossipers who were actually honest. We discuss the implications for the potential utility of social sanctions as a tool for securing honesty. This article is part of the theme issue ‘The language of cooperation: reputation and honest signalling’.
