The resource-rich and state-led Turkmen economy has grown very fast since the beginning of the twenty-first century. The authorities have produced a number of various programmes and strategies aimed at improving the standard of living of the citizens and achieving sustainable and inclusive development. Officially, nearly 80% of the national budget in Turkmenistan has been annually allocated for social needs. However, instead of creating opportunities and improving access to these opportunities for the citizens, the authoritarian government chose income redistribution and social spending. The paper identifies key features of the economic development in Turkmenistan and was written base on a critical analysis of state-controlled and independent news websites. The main feature of the Turkmen-style economic development is the growing deprivation of ordinary people. Poor citizens are getting poorer while the president’s relatives and patronage networks are getting richer. Huge gaps between the rural and urban population and tribal divisions have been observed in the country. Moreover, the Soviet-style work holidays continue. Despite significant improvements in infrastructure, provision for education and health care still remains poor in Turkmenistan. The government expenditure for social needs means investment in infrastructure, not human capital.

Usaha pengentasan kemiskinan telah lama dilakukan oleh pemerintah. Variabel yang mempengaruhi tingkat kemiskinan antara lain adalah pengeluaran pemerintah dan pertumbuhan ekonomi. Pengeluaran pemerintah Kota Manado melalui pos belanja modal, belanja sosial, dan pertumbuhan ekonomi diharapkan juga memberi pengaruh terhadap tingkat kemiskinan. Penelitian ini bertujuan untuk mengetahui pengaruh belanja modal, belanjasosial, dan pertumbuhan ekonomi terhadap tingkat kemiskinan di Kota Manado secara parsial maupun secara bersama-sama. Metodeanalisis yang digunakan adalah analisis regresi berganda. Hasil penelitian menunjukan bahwa belanja modal memiliki pengaruh yang negative dan signifikan secara parsial terhadap tingkat kemiskinan sedangkan belanja social dan pertumbuhan ekonomi tidak memiliki pengaruh secara parsial terhadap tingkat kemiskinan di Kota Manado. Secara bersama-sama belanja modal, belanja sosial, dan pertumbuhan ekonomi  tidak  memiliki  pengaruh  terhadap  tingkat  kemiskinan di Kota Manado. Kata Kunci  :   Belanja Modal,  Belanja  Sosial,  Pertumbuhan  Ekonomi, Tingkat  Kemiskinan.  ABSTRACTPoverty is a classic problem in every country. Poverty eradication efforts have been carried out by the government. Variables that affect the level of poverty among other government are government expenditure and economic growth. Manado City Government expenditure through capital expenditure, social expenditure, and economic growth is expected to also make an impact on poverty levels. This research aimed to determine the effect of capital expenditure, social expenditure, and economic growth on poverty levels in Manado partially or jointly. The analytical method used is multiple regression analysis. The results showed that capital expenditure has a negative and significant effect partially to the poverty level while social spending and economic growth do not have a partial effect on poverty levels in the city of Manado. Taken all research variables found that capital expenditures, social expenditure, and economic growth have no effect on the level of poverty in the city of Manado. Key Words : Regional Expenditure, Social Expenditure, Economic Growth, Poverty Level.

Tourism is perceived as one of the world’s fastest growing service sectors and a major source of economic development for many, if not all, developing countries. Zanzibar as a developing country and also is a small island which have small economy, its national income depend much on tourism contribution, Therefore this paper aim to examine the impact of tourisms development to the economic development of Zanzibar, using the data based on annual time series from the period 1989–2019 and also employing Vector Error Correlation Model (VECM) to arrive at conclusions from the data in the study area. The study results found a long-run stable relationship among tourism development and economic development of Zanzibar, there is a positive and significant impact that exists between GDP and international tourism arrivals, inflation and government expenditure respectively while only inflation results show positive but insignificant impact. In order to increase the economic development in Zanzibar through the tourism sector, there is a need for the government and other stakeholders of tourism to put much consideration on this sector so as to improve overall development of Zanzibar economy.

This study endeavors to test the effect of promoting of rural tourism in Bangladesh. Rural tourism can offer assistance in forming our society. It can have both positive and negative impacts on rural as well as urban communities. There's a scope of rural tourism in Bangladesh. The government ought to empower private enterprises to advance tourism in rural areas. For creating the rural tourism we ought to get it the rural environment, demography, socio-culture, financial and political foundation of that put. How we will include the country individuals to improve their socio-economic condition. To create a key promoting arranges for rural tourism we ought to get it the target customer, their needs and how to coordinate it with our rural framework. Rural tourism can create a win-win circumstance for both the rural and urban communities.

The article considers the role of national budget in Russian socio-economic development. The author analyzes the Russian budget of the last decade and comes to the conclusion that it is not efficient because there is no long term planning, the allocation of responsibilities between the Ministry of Economic Development and the Ministry of Finance is not optimal, and because the government is trying to stimulate economic growth without resorting to deficit budget.

Abstract Background During the past 20 years, Iran has been experiencing a significant increase in the occurrence of disasters mainly due to the emergence of anthropogenic climate change. This paper aims at analyzing the trend of national budget allocation in Iran over the last 100 years to evaluate the focus of the Iranian state on the four phases of Preparedness, Mitigation, Response, and Recovery and propose modifications. Methods It is used a critical policy analysis with what’s the problem represented approach. In this approach is focused on problematization and policy gaps. The most important policy statement in any government is the budget. During the first screening, 1028 regulations and laws were found from 1910 to 2020. After full text screening, 494 regulations and laws related to budget allocation to disasters were analyzed. Results The Iranian government has spent around 29 billion USD on disasters during the last 100 years. Droughts, earthquake and flood have costs the government more than other disasters, accounting for more than 14, 6.9, and 6.1 billion USD, respectively, in the allocated budget. Most of the Iranian government expenditure during the last 100 years on various disasters such as drought, flood, earthquake, and COVID-19 has been spent on involuntary costs including Response and Recovery. Mitigation and Preparedness are the two critical disaster management phases with very small shares of national budgeting. Conclusions From policy audit and policy gaps it is concluded that Iranian governments during last 100 years, problematized the issue of “disasters strike” and not “disasters’ risks”. In time of disasters, governments tried to solve the issues or impacts of disasters with budgeting to response and recovery. Nevertheless, disasters’ prevention or mitigation or preparedness was not a problem for Iranian governments from 1920 to 2020.

Foreign aid supplements internal resources required for economic development and growth in less developed countries (LDCs). Foreign inflows have bolstered a number of economic recuperation, reconstruction efforts and structural adjustment programs organized to haul the Africa economy out of a precarious decay. Discussions of foreign aid have concentrated on Africa since it has gotten the best measure of help on per capita premise than some other area; yet economic performance has been the weakest. In any case, economic development, foreign aid and poverty reduction has not enjoyed such interest in literature as it is ordinarily subsumed. This paper tries to build up a model between economic development, foreign aid and poverty reduction and decide if there is even a nexus between these three ideas by analyzing data from Nigeria. Utilized time series secondary data from World Development Indicators (WDI) mulling over Nigeria for the period which data were accessible. The study went on to perform correlation and regression analysis using GNP per capita as proxy for economic development as the dependent variable and poverty headcount(proxy for poverty reduction), gross capital formation, foreign aid, GDP per capita growth, inflation rate and growth of government expenditure as independent variables. It was observed that only gross capital formation have statistically significant relationship with GNP per capita while growth of government expenditure has the effect on GNP per capita. The results reveal that there is a positive relationship between economic development, foreign aid and poverty reduction. This implies foreign aid promotes economic development and poverty elimination. The government has a responsibility to battle against poverty and its efforts at predictable strategic economic development are significant in poverty reduction by spending the aid money for direct production programs. ABSTRAK Pertumbuhan ekonomi dipengaruhi oleh berbagai faktor, diantaranya adalah  pengeluaran pemerintah (government expenditure). Besar kecilnya pengeluaran pemerintah sangat tergantung pada pendapatan yang diterima oleh pemerintah itu sendiri dalam kurun waktu tertentu. Di era otonomi daerah maka sumber pendapatan daerah terdiri atas PAD, DBH, DAU, dan DAK. Semakin besar pendapatan yang diterima oleh pemerintah daerah akan semakin baik sebab mempengaruhi secara positif pembiayaan pembangunan ekonomi di daerah, dalam arti bahwa belanja pemerintah untuk pembangunan ekonomi juga akan semakin besar sehingga pada akhirnya pertumbuhan ekonomi akan mengalami peningkatan.Tujuan dari penelitian ini untuk menganalisis Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU), Dana Alokasi Khusus (DAK) berpengaruh atau tidak terhadap pertumbuhan ekonomi di Kota Manado. Teknik analisis yang digunakan adalah analisis regresi berganda. Hasil penelitian bahwa secara parsial hanya Pendapatan Asli Daerah (PAD) bertanda positif dan berpengaruh signifikan terhadap pertumbuhan ekonomi di Kota Manado. Sedangkan Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) bertanda negatif dan tidak berpengaruh signifikan terhadap pertumbuhan ekonomi. Selanjutnya secara bersama-sama Pendapatan Asli Daerah (PAD), Dana Bagi Hasil (DBH), Dana Alokasi Umum (DAU) dan Dana Alokasi Khusus (DAK) terhadap pertumbuhan ekonomi di Kota Manado bertanda positif dan berpengaruh signifikan. The size of government expenditure depends on the income received by the government itself in a certain period of time. In the era of regional autonomy, the source of regional income consists of PAD, DBH, DAU, and DAK. The greater the income received by local governments will be better because it positively influences the financing of economic development in the region, in the sense that government spending on economic development will also be greater so that ultimately economic growth will increase.                     The purpose of this study is to analyze Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU), Special Allocation Funds (DAK) influence or not for economic growth in Manado City. The analysis technique used is multiple regression analysis. The results of the study that partially only Local Own Income (PAD) is positive and has a significant effect on economic growth in the city of Manado. Whereas Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) are negative and do not have a significant effect on economic growth. Furthermore, together with Local Own Revenue (PAD), Revenue Sharing Funds (DBH), General Allocation Funds (DAU) and Special Allocation Funds (DAK) for economic growth in Manado City, they are positive and have a significant effect. The agricultural sector has an important role in the Indonesian economy, it is considering Indonesia as an agricultural country where most of the population work in agriculture. Therefore the necessary support from the government to develop the agricultural sector. This study aims to analyze the impact of government expenditure in the agricultural sector on the performance of the Indonesian economy. The methodology used is the 2005 Input-Output Model classification of nine sectors.Results showed that the index of agricultural output multiplier greater than one indicating that the agricultural sector has a crucial role in the Indonesian economy. Furthermore, simulation results indicate that the impact of increasing government expenditure in the agricultural sector resulting in increased output, income and employment is a sector with the largest employment creation figures.Compared with other sectors, the agricultural sector contributes the largest output. Therefore we need the support and greater attention from the government to ensure the sustainability of the agricultural sector for sustainable economic development..

AbstractThis paper examines the manner through which the Philippine government has utilized free trade in pursuing its development-oriented national security policies and strategies in the twenty-first century. It argues that against the backdrop of uneven economic development being perpetuated by a deeply entrenched oligarchic system and patronage culture, the primary referent of Philippine national security is its diminishing development space. Despite the government rhetoric with regard to the role of inclusive development in enhancing national security, the Philippine political economy remains highly oligarchic and patrimonial. Such a condition has resulted in institutionalized inequality and structural poverty that undermine the country's supposedly development-based security model. The ability of the very few yet very powerful Filipino elites to transform the country into an oligarchipelago underscores the inefficiencies emanating from this type of politico-economic arrangement. In light of this, the paper evaluates the impacts of the Philippines' free trade activities on its overall level of development space by focusing on several crucial aspects of free trade that the government has failed to properly consider. Moreover, it scrutinizes the key factors that affect the utility of free trade for securing and enhancing the Philippines' development space. The paper concludes by arguing that the Philippine government's attempts at linking its development-centric security interests and free trade objectives have resulted not only in the preservation of uneven economic development and but also the further reinforcement of the existing oligarchic system and patronage culture in the country.

This article investigates how earthquake reconstruction was practiced without considering socio-cultural values in the dislocated community after the 2015 earthquake. The process of disaster resilience tended to focus only on technical structures like the number of houses and school buildings as the main indicators of recovery from earthquake. The resilience programs conducted by the government and NGOs did not pay due attention to caste/ethnic tensions, religious division, political clash, and cultural loss among the villagers. In this study I thus wanted to know what were the meanings/ interpretations of reconstruction and community resilience; how reconstruction programs considered socio-cultural resilience; what socio-cultural aspects in practices of reconstruction were missing, and what were the challenges of cultural resilience among the displaced communities. The study was done at Kunchok-Nabalpur of Sidhupalchok.  Local people’s perspectives of reconstruction, values, cultural life (ethnographic study) and narratives were collected by using observation, interview, case study and field visit methods. The study found that caste/ethnic, religious and cultural cohesion had not been reinstalled. Socio-cultural diversity and diverse social needs of displaced people were ignored by the resilience programs of the government. This shows how technocratic reconstruction programs were not as effective as expected due to the devaluation of socio-cultural life of the disaster displaced people who otherwise could contribute to the policy and programs of sustainable and inclusive development of the society.
