Learning from child protection Serious Case Reviews in England: A critical appraisal

This article explores the key role of Serious Case Reviews (SCRs) in the English child protection system. After exploring the relevant regulation and guidance it is argued that the impact of these reviews on the child protection system has been largely negative. Research and empirical data contradict the dominant narrative that the child protection system is ‘failing’. An alternative approach is proposed which would allow for learning from child deaths whilst avoiding the negative and damaging impact of the current system.

Information systems in the world of business and management exist to serve varied needs. This article examines the role of information systems technology in business activities and management functions and discusses how organisations can best use information systems. This study provides managers and researchers with a framework for effective use of information systems for business and management purposes and offers an alternative approach to investigate the impact of new technology. The author concludes that a need exists for further research in this field to increase understanding of information systems usage in business and management. The study recommends that more attention be paid to information systems technology, as it is key to better management and succeeding in business.

The majority of team leadership studies have ignored the specific context in which that leadership takes place and the cyclical correlation of inputs and processes on ongoing performance. It is our contention that leadership is a mediator of team processes and team effectiveness on ongoing functioning of multidisciplinary teams (MDT). The members of 126 multidisciplinary teams responded to a survey on several aspects related to the functioning and leadership of their teams. The results support the hypothesis that leadership does mediate the relationship between reflexivity and effectiveness (i.e. team management performance, boundary spanning and satisfaction) within the team. Theoretically, these findings challenge those of linear models that typically analyse the impact of leadership as something that happens in isolation. Future research should describe and consider not just the team type and tasks but also investigate the roles that context and time play in team leadership.

Purpose This paper aims to fill a gap in the existing literature by shedding the light on four main issues. First, the relationship between child-at-risk protection and sustainable development and the key factors contributing to the failure or success of child-at-risk protection systems. Second, the main characteristics and limitations of the current institutional arrangements of the child-at-risk protection system in Egypt. Third, the budget allocations to child protection-relevant entities in Egypt. Fourth, the way forward to enhance the effectiveness of the child-at-risk protection system in Egypt. Design/methodology/approach The methodology used in this paper is of a qualitative nature. The authors relied on desk review of the international and national reports (including the un-published ones) and the relevant literature on the topic. Additionally, the authors reviewed the relevant laws and regulations and analyzed the fiscal data extracted from Egypt’s State budget. Also, semi-structured interviews were conducted with some officials from the different governmental entities covered by the study. Findings From the institutional perspective, the authors find that the current child-at-risk protection system in Egypt needs effective institutional arrangements, as it is attributed with the limited activation of the child protection committees, lack of coordination mechanisms and overlapping mandates with regards to case management. Hence, the authors propose two institutional approaches that could help in enhancing the performance of the current system. While the first approach has decentralized nature, the other is centralized. From the fiscal perspective, the authors analyze the trend and composition of the budget allocations to the child protection-relevant entities in Egypt. They show that such allocations are relatively small especially when items not related to child protection are excluded. Originality/value The paper analyzes the main characteristics and limitations of the current institutional arrangements of the child-at-risk protection system in Egypt. Moreover, it proposes two alternative institutional approaches to deal with such limitations and enhance the effectiveness of the current system. The paper also provides an analysis of the budget allocations to the child protection-relevant entities in Egypt. These issues have not been addressed sufficiently in the Egyptian context.

In recent years there has been considerable analysis of how the media create images of crime. The relationship between child abuse and the media has also been subject to greater scrutiny. This article examines the role of one newspaper in a child protection case. The part played by the newspaper in the court case led to an examination of the language used by the media in their representations of children. The researchers found that a child may be objectified in language even when the child’s gender is previously identified. The ‘gender slippage’ may in extreme cases lead to the ‘textual abuse’ of children, where child abuse is rewritten to lessen the impact on the reader. The authors conclude that the actions of journalists and the language they use require more critical analysis.

Although the coronavirus disease 2019 (COVID-19) has amplified risk factors known to increase children’s vulnerability to abuse and neglect, emerging evidence suggests declines in maltreatment reporting and responding following COVID-19 social distancing protocols in the United States. Using statewide administrative data, this study builds on the current state of knowledge to better understand the volume of child protection system (CPS) referrals and responses in Colorado, USA before and during the early phase of the COVID-19 pandemic and to determine whether there were differences in referral and response rates by case characteristics. Results indicated an overall decline in referrals and responses during COVID-19 when compared to the previous year. Declines were specific to case characteristics, such as reporter and maltreatment type. Implications regarding the impact of the COVID-19 pandemic on child maltreatment reporting and CPS response are discussed.

Abstrak Munculnya pandemi Covid-19 memberikan pengaruh terhadap berbagai sektor, salah satunya adalah sektor pendidikan. Kegiatan belajar mengajar yang biasanya dilakukan di sekolah oleh institusi pendidikan kemudian beralih menjadi menjadi kegiatan belajar mengajar secara jarak jauh dimana para siswa melakukan daring dirumah masing-masing. Tentunya ini membutuhkan peran orang tua yang lebih dominan dibandingkan dengan kegiatan belajar mengajar dengan metode konvensional. Orang tua perlu memahami karakter belajar anak dan tetap membiarkan anak menyelesaikan tugasnya dengan waktu belajar yang teratur dan target pencapaian yang sesuai. Belajar dari rumah akan berhasil karena peran orang tua. Penting bagi orang tua untuk menjaga kondisi fisik dan psikis agar dapat mendampingi anak belajar, hal ini untuk mencegah terjadinya kekerasan pada anak karena dampak yang ditimbulkan tidak hanya berakibat kepada anak tetapi juga bagi orang tua. Sudah menjadi kewajiban bagi orang tua untuk memberikan perlindungan terhadap anak baik dari kekerasan yang sifatnya fisik maupun psikis, sebagaimana hal ini juga telah dijamin oleh konvensi internasional maupun hukum positif Indonesia. Kata kunci : Orang Tua, Perlindungan Anak, Covid-19 Abstract The emergence of the Covid-19 pandemic affects various sectors, one of which is education sector. Teaching and learning activities that are usually carried out in schools by educational institutions then turn into teaching and learning activities remotely where students do online classes from their homes. Of course this online system requires the role of parents who are more dominant compared to conventional teaching and learning activities in classroom. Parents need to understand the children's learning character and let children to complete their tasks with appropriate learning time and achieving targets. The role of parents determines the success of learning from home system. It is important for parents to maintain physical and psychological conditions in order to assist children in learning, this is to prevent violence to children because the impact is not only affecting the child but also parents. It is an obligation for parents to provide protection for children from physical and psychological violence, as this has also been guaranteed by international conventions and Indonesian positive law.
