Simulation model of heating system of DC electric-multiple units

Most of the Russian Federation territory is located in the zone of long-term exposure to negative ambient temperatures. In this regard, a significant proportion of power consumption in the suburban traffic on the railways of the Russian Federation accounts for the operation of heating and air conditioning systems. Currently, Russian and foreign scientists are developing energy-saving methods and tools to reduce the power consumption for auxiliary needs of electric-multiple units. In this paper, the authors used the method of constructing simulation models in the MATLAB Simulink program in order to create an energy-saving heating and air conditioning system since this method allows you to explore various options for constructing the studied systems with lower financial and labour costs in comparison with the experimental method. In order to verify its adequacy the simulation model includes standard values of electric energy consumption for heating and air conditioning for various sections and operating conditions obtained by the authors earlier during the correlation and regression analysis of data from parameter recorders installed in electric-multiple units. The results of the study showed the adequacy of application of the developed simulation model for organizing the control of power consumption for heating and air conditioning of direct current electric-multiple units.

In this regard, in the suburban traffic on the railways of the Russian Federation, a significant proportion of the electric power falls on the operation of heating and air conditioning systems. Nowadays, Russia and the world are developing energy-saving methods and tools to reduce the energy consumption of auxiliary needs of electric trains. In this paper, the method of constructing simulation models in the MATLAB Simulink software was used to build an energy-saving heating and air conditioning system, since this method allows studying various options for building the studied systems with lower financial and labor costs in comparison with the experimental method. The correct selection and display of the parameters of the electric train interior will allow achieving the optimal values of energy consumption for heating and air conditioning of the electric trains. In order to verify its adequacy, the simulation model includes standard values of electric energy consumption for heating and conditioning electric trains for various sections and operating conditions, which were obtained earlier during the correlation and regression analysis of data from electric train parameter recorders. The results of the study showed the adequacy of the application of the developed simulation model for organizing the control of electric power consumption for heating and air conditioning of DC electric trains.

The paper considers the option to reduce power consumption in the operation of the underloaded trunk pipeline by engaging additional pump units with lower rotor r.p.m. control using variable frequency drive. Under these conditions, the operating point of the pumps (delivery rate, head) approaches to the rated output, thus increasing the efficiency of the pumps and decreasing the electricity power consumption for pumping operations. The paper presents comparative calculations of operating conditions for a section of the trunk pipeline with a specified pumping capacity of 35 million t/year (60 % of the design load) when one, two and three main line pumps with variable frequency drives are engaged. The power consumption for pumping is calculated using the dependence of the variable frequency drive and motor efficiencies on the electric motor load and rotational speed. Based on the results of calculations, the electric energy saving is determined when additional pumping units are engaged. The experience has shown that when the second main line pump was engaged, the electric energy saving for pumping was 3.7% compared to the condition with one pump running. However, if the third pump is engaged, the saving is only 1.9 % – the decrease is due to lower motor and variable frequency drive efficiencies in the underloaded condition.

The article analyzes the current state and level of development of publicprivate partnership (PPP) projects in the subjects of the Russian Federation. The authors conclude that a significant proportion of projects is implemented on a concession basis at the municipal level in the communal sphere. A detailed analysis of the project data showed that the structure of the projects is deformed in favor of the central regions of the Russian Federation, and a significant share in the total amount of financing falls on the transport sector. At the stage of assessing the level of development by the subjects of the Russian Federation, criteria were proposed, and index and integral indicators were used, which ensured comparability of the estimates obtained. At the end of the analysis, the regions were ranked and clustered according to the level of PPP development, which allowed to reveal the number and structure of leaders and outsiders.

Сформулированы общие требования к пожарной технике и оборудованию, аварийно-спасательным средствам, предназначенным для эксплуатации в Арктической зоне Российской Федерации (АЗРФ). Рассмотрены основные факторы, связанные с использованием пожарной техники в условиях экстремально отрицательных температур и затрудняющие тушение пожаров, проведение аварийно-спасательных работ. Основным фактором является неприспособленность к работе при значениях температуры окружающей среды ниже минус 40 °С имеющейся пожарной техники или ее отсутствие. Этот фактор определяет и другие негативные факторы, снижающие эффективность пожарной техники или делающие невозможным ее применение. Указаны основные приоритеты развития системы материально-технического обеспечения сил и средств ФПС ГПС МЧС России в АЗРФ. The main directions of FPS GPS divisions development in the Arctic zone of the Russian Federation (AZRF) are formulated. The paper draws attention to the problem of equipping fire and rescue units operating in the AZRF with special equipment adapted to extreme operating conditions. A number of factors have a negative impact on providing fire and rescue units with the necessary equipment. They include an insufficient number of equipment types designed specifically for operation in AZRF conditions, the lack of a regulatory framework containing the requirements to certain types of fire and rescue equipment of HL climatic performance. In addition, the authorizing departmental documents, defining the order of material and technical support of divisions of FPS GPS EMERCOM of Russia, do not consider the features of material and technical support of divisions in AZRF. There are formulated the following main development priorities for the system of material and technical support of forces and means of the FPS GPS EMERCOM of Russia in AZRF: development and implementation of innovative models of multifunctional mobile fire and rescue vehicles and equipment, improvement of the system of maintenance and repair for fire and rescue equipment and vehicles in the Arctic zone. In addition, it is necessary to build, reconstruct and equip the infrastructure objects for divisions of FPS GPS EMERCOM of Russia including the provision with modern information and communication technologies and life-support systems that allow to monitor the situation effectively and, if necessary, to warn the population.

Introduction: the paper discusses the study of the basic principles and methods of determining rental rates for the use of land owned by the state and municipal authorities. Despite the increasing trend of the privatization of state-owned land, its significant proportion is still under the state ownership. In this regard, a significant share of court proceedings in the Arbitration courts falls precisely on those disputes that relate to the determination of the procedure for establishing the rent of state-owned real estate in Russia. In this regard, the author set the goal – to study the problem of establishing the amount of the rent for the land held by tenants for housing after bringing into force Resolution of the Government of the Russian Government No. 582 of July 16, 2009 “On the basic principles of determining the rent for leases of land plots in the state or municipal ownership, and on the Rules for determining the amount of rent and the order of the conditions and terms of payment of rent for land in the ownership of the Russian Federation” (hereinafter – “Resolution No. 582”). Methods: the methodological framework for the study is a set of methods of scientific knowledge, among which the main one is the comparative law method, as well as the methods of systematization and analysis. Results: the author’s position grounded in the work is based on the analysis of the legislation and the opinions of the scientists expressed in the competent scientific community on the issue of establishing the basic rates for renting the state real estate. Conclusions: as a result of the study, the main principles of determining the rates for renting the state-owned real estate, as well as the procedure for determining them, were analyzed. It was established that the amount of rent for land plots that were provided to tenants for housing construction after the entry into force of Resolution No. 582 should not exceed 2 % of the cadastral value of such real estate.

The article presents issues related to the problem of modeling the work of a reserve source of electric energy for railway traffic control devices. The problems of srk devices and the construction and concept of powering them into electricity were outlined. The basic part presents a simulation model of the operation of a generator set, used as a reserve power source. Modifications of the model to work in the most important operating conditions are shown. The results of simulation calculations are presented.

Исследование организации тушения крупных пожаров в оперативных пожарных подразделениях проводится на постоянной основе в целях повышения уровня боеготовности. Критериями отбора крупных пожаров является количество пострадавших людей и размеры материального ущерба, но в категорию крупных по формальным признакам попадает большое количество пожаров, не представляющих интереса для исследования. Учитывая широкое разнообразие условий деятельности пожарных подразделений Российской Федерации, проблематично определить приемлемый критерий отнесения пожаров к крупным. Research on the organization of large fire extinguishing in operational fire departments is carried out on an ongoing basis in order to improve the level of combat readiness. The criteria for selecting large fires are determined by the number of people affected and the amount of material damage, but a large number of fires that are not of interest to the study fall into the category of large fires based on formal criteria. Taking into account wide variety of operating conditions of fire departments in the Russian Federation, it is problematic to determine an acceptable criterion for classifying fires as large ones. For operational divisions, the allocation of large fires from among others is carried out in order to determine the most difficult cases from the point of view of fire tactics, to identify positive experience for further use. For a long period of firefighting history there have been preserved a large number of fire descriptions, which gradually formed the methodology of scientific research of fires. As far as it was possible to trace the development of methods for studying large fires, the earliest sources were able to find Instructions for the study of fires, developed jointly by employees of the Main Fire Department of the Ministry of Internal Affairs of the USSR and VNIIPO. The analysis of this Instruction and subsequent normative documents allowed us to trace the evolution of fire research methods in the Soviet Union and the Russian Federation over a period of 70 years. The study of historical experience allows not to repeat old mistakes. Therefore, one of the foundations for fire service development has always been the study of experience. In order to maximize the use of experience, it is desirable to include in the research circle as many fires as possible, and ideally all fires, which in real conditions is not always possible for many reasons. In this case, it is advisable to use a method similar to the Pareto Principle, when the study of a relatively small number of fires allows to make useful conclusions applicable to the entire population. But in practice, it is still physically impossible to investigate more than 120-150 cases of fires in order to effectively organize the entire process from the collection and processing the materials to study and implementation of relevant innovations in the fire departments of the Russian Federation. The article discusses the main problematic issues and suggests a possible way to solve them.
