During the developing of the officer’s intelligence as a subjective personal education that characterizes his personality, it is not enough to identify the means and methods of such development, it is necessary to reveal the laws of his real existence and functioning of the components, to establish how this development is embedded in pedagogical activity and what conditions affect the change in its dynamics. It is possible by assessing the educational environment’s potential of the military educational organization of higher education in the development of the intelligence of the future officer, by identifying the objective and subjective conditions of this environment and understanding the opportunities for teachers.

We presented the substantiation of the system of multifunctional control of the quality of training of cadets of the military educational organization of higher education based on the interpretation of the concepts of “control”, “control functions”, “quality of training”, the advantage of which is the possibility of combining the efforts of various subjects to ensure a holistic view of the level of training results of the future specialist. At the same time, the effectiveness of the training management process is determined not so much by fixed educational results, but rather by an analysis of the reasons for their discrepancy with the task of training and the search for reserves for improving the efficiency of educational activities and the quality of knowledge of cadets. The analysis of the structure of multifunctional quality control of training made it possible to determine one of the directions - the accompanying one, which, using the control of pedagogical interaction of participants in the educational process, contributes to both the timely adjustment of management decisions and the improvement of student training results. Management support is significant in creating conditions for optimizing the educational process in the military educational organization of higher education, characterized by a strict temporary regulation of the activities of cadets, the structural component of which is self-training, which affects the success of achieving educational results. To determine the influence of the commander's management support on the result of training cadets in the process of self-training, a mathematical model was developed as a diagnostic tool, which allows you to quickly establish feedback in the management support system, the algorithm which we proposed in the study.

The article is devoted to the issues of optimization of training and direct implementation of such a significant way to increase the effectiveness of educational and training impact on individuals studying in higher education institutions as an educational and methodological collection. A consistent analysis of the various stages and elements of the collection is carried out in terms of possible improvement. Possible ways of interaction of structural divisions of the University aimed at improving the methodological component of the pedagogical impact of all subjects of educational activity on students are proposed.

Currently, the organizations have to adapt quickly in a forced way to the economic, social, technological and health changes that national and international society demands, especially when it comes to higher education, where those who will be part of the activity in the near economic future, and educational organizations are no exception. For this reason, the Tecnológico de Monterrey as an educational organization has seen the need to transform its educational model throughout its history, however, the most shocking change it has applied to its educational model has been in 2019 with the application of the Tec21 Model, which is considered unique due to its close relationship with organizations and challenges of working life, as well as being flexible and personalized. The Tec21 Model had to be modified earlier than expected, to adapt to the contingency of COVID-19, as a consequence, its educational management was also affected to develop the model as best as possible, the same situation that happened with all the institutions of higher education nationwide, taking similar strategies for their educational success.

This chapter provides an outline of the change that took place in Turkey between 2007 and 2011, signalling a historic shift in the use of power in the country, long controlled by a staunch and virtually autonomous bureaucracy, both military and civilian, and known as ‘the state’, in the face of the chronically fragile democratic politics, forming ‘the government’. The time-honoured identity politics of the very bureaucracy, centred on ‘Westernisation’ as a policy incentive, was deftly appropriated by the ruling AKP via newly tightened links with the European Union to transform the settled centre-periphery relations often considered to be pivotal to Turkish politics, and reconfigure access to power. The chapter details the gradual fall of the bureaucracy—that is, the military, the higher education, and the system of high courts—and recounts the basic developments in foreign policy and on the domestic scene during and immediately after the change.

The features of the risk-oriented approach when used for educational purposes in higher education institutions with specific learning conditions are revealed. The ways of the risk-oriented thinking formation among employees of security structures are determined.It is assumed that the semantic space associated with the moral proper, includes the following concepts: "permissible", "unacceptable", "compulsory". The aforementioned triad is recommended to be supplemented by the notion "necessarily". The necessary actions should include actions related to the risk of losing freedom, health, and sometimes even death, in connection with forced or involuntary acts to carry out moral duty, order, law. Such actions are often endowed with a higher status in the hierarchy of official actions, are considered to be granted the highest degree of moral approval and, even, admiration. At the same time, those who carry out the necessarily actions, as a rule, perceive their actions as just the performance of official duty. Therefore, the commission of actions related to professional risk becomes a duty only because of the special self-consciousness inherent in the military and law enforcement officers.The higher education institutions with specific educational conditions should be aimed at improving the system of moral education of security officers, the comprehensive involvement of the latest ideas, methods and means of modern pedagogy, based on the deontological potential of the competent approach in the professional training system.The process of the risk-oriented thinking formation for future employees of security organs should be carried out subject to the use of the modern legal and regulatory framework on safety and health of the European Union, which will enhance their competitiveness in the modern labor market.Keywords: higher education institutions with specific educational conditions, employees of security structures, risk-oriented approach, risk-oriented thinking.

For the guaranteed sustainable development of an educational organization it is necessary to carry out continuous monitoring related to achievement of planned results and in due time to carry out correcting and warning actions for elimination of possible failures in system. In this paper have been reflected approaches to assessment of educational organization�s quality management system functioning on the basis of ISO 9000 series international standards, has been reveled experience related to application of higher education institution�s quality management system productivity determination technique constructed on analysis of its processes� productivity, have been presented the main stages of offered mechanism realization. This technique�s purpose is providing a group of teachers and a staff of higher education institution led by a top management with necessary tools for quality management system�s effective introduction, application and certification. The offered technique creates conditions for qualitative executive decision-making on the basis of productive functioning of higher education institution�s process model with participation of all interested parties and taking into account the established facts recorded documentary. The technique can be used for distribution of experience related to steady effective management for support of regional educational systems in educational institutions of various types and education�s governing bodies, as well as for development of additional professional education on quality management.
