Governance, the world over, has become the main framework for assessing the effective utilization of human and material resources for the development of a nation or an organization. This paper explores the link between governance failure, violence and its implication for internal security in Rivers State. The level of violence in the state is high and increasing particularly since 1999 when the nation returned to civil rule. Violence such as inter and intra communal conflicts, cult violence, armed robbery, kidnapping, political violence among others, now writ large in the state. The study utilized the qualitative and content analysis. The paper reveals that the pervasive nature of violence with negative effect on the internal security is the fall out of the failure of the governance in the state. The paper recommends, among other things that, good governance is a tool for empowering the people, which in turn, will reduce unemployment, poverty, marginalization and the recourse to violent aggression in the state.

Contrary to our understanding of when states act on women’s rights, Jordan adopted a policy on violence against women at the same time as it faced a number of external and internal security threats. In this article, I query the relationship between militarism and the gender policymaking process in Jordan to make sense of this puzzle. I specifically consider the ways in which a feminist conceptualization of militarism offers a more fruitful understanding of government action on violence against women in Jordan than studying this policy development through the lens of patriarchy, state institutions, and/or feminist activism alone. Indeed, evaluating the development of Jordan’s Family Protection Law through the lens of militarism and related security practices reveals the depth and breadth of these phenomena: the martial values and priorities of the Jordanian regime extend beyond the realm of traditional, ‘high politics’ security issues and impact civil, social, and even interpersonal relations – relations that are always already gendered – that are seemingly far removed from military concerns. I argue that the Jordanian government adopted its policy on violence against women because this enhanced the state’s image in the international arena and appeased domestic audiences by adhering to a gendered logic of protection that maintains the state as the ultimate protector of women. Overall, the article deepens our understanding of how militarism and the security climate influence the gender policymaking process, particularly in semi-authoritarian regimes.

The study was created thanks to the author’s preferences to learn increasingly more about new technologies that are able to increase the potential of internal security of the state. Recently, interest in recording areas (difficult to access, dangerous, monitored in adverse weather conditions, monitored due to the implementation of tasks by relevant services), the development of methods enabling the transmission of various materials at a distance, and performing other complicated activities have increased. For this purpose, unmanned aerial vehicles (so-called drones, UAVs) that are versatile in many respects are used. The author noticed the need to disseminate such innovative devices on native soil, especially for using them in multidirectional strengthening of the security sphere. Polish companies producing UAVs for many foreign customers have already marked their presence in this matter. The achievements of the designers are so impressive that it makes us appreciate the development of our technical thought, and above all, the use of drones to ensure security and public order in Poland. A series of training courses is already conducted by the Police Academy in Szczytno, which is a good solution both for teachers and, above all, for the trainees themselves. Such an initiative will undoubtedly translate into increased interest in drones, and especially the incredible usefulness of these devices for uniformed services and other entities.

This article is intended for the theoretical foundations of the strategy of security in the border areas of Ukraine by law enforcement agencies. Law enforcement agencies are existing in society and the state institutions and organizations that perform law enforcement and law enforcement functions whose main task is to ensure security in the border areas of Ukraine. At the current stage of development of Ukraine as a democratic social and legal state, taking into account the recent global changes in the world, the development of law enforcement agencies to ensure national and internal security from internal and external threats is one of the priorities of European policy. The choice of the population of Ukraine highlighted the problem of implementation of ratified agreements with the European Union, including the provisions of the European Charter in the field of security in the border areas of the state, as important components of the political and legal system of Ukraine. Ensuring state security, protection of the state border and protection in the border area of Ukraine in accordance with the Constitution of Ukraine is entrusted to military formations and law enforcement agencies of the state. The state pays special attention to improving the legislation in the field of administrative and legal regulation in the field of national and internal security of the state from internal and external threats. The formation of the scientific doctrine of the scientific order in Ukraine has its own difficult history. Maintaining and strengthening the rule of law in society in modern conditions, as a necessary prerequisite for the effective functioning of an extensive human rights mechanism with the participation of state institutions, law enforcement agencies, civil society require thorough doctrinal support.

NATIONAL FIREFIGHTING AND RESCUE SYSTEM NFRS IN THE STATE INTERNAL SECURITY SYSTEMNational Firefighting and Rescue System was formed on 1 January 1995 under the Act of 24August 1991. The Act, which initiated achange in our state internal security system, changing its paramilitary character into civilian. Despite the laws of abygone era of communism the creation of the State Fire Service as aseparate formation within the Ministry of Internal Affairs allowed „the exclusion” of organizational units of the fire brigade of the Civil Defence so-called „rescue units group”.This formation was obliged to create the National Rescue and Fire Fighting, possessing the power switch to the system of other units of fire protection services, inspections, internships, institutions and entities that voluntarily on the basis of acivil contract agreed to cooperate in rescue operations. This system gives permission to the Chief Commander in the State Fire Service, Provincial and District Heads to determine respectively in the country, province or district the tasks, coordinate operation and manage it in extreme situation. The Provincial Governor and the District Head carry out their tasks with the appropriate provincial and district crisis management team, operating under the Act of 26 April 2007. Crisis Management Dz.U. Journal of Laws No. 89, item. 590, as amended. Amendment 2.The Village Head has the authority supervised by the mayor or city president, who coordinates the operation of the National Firefighting and Rescue System within the municipality to the extent determined by the Provincial Governor. In other words, the system enables the interaction of organizational units of government, local government, private entities and public benefit organizations. The relevant Governors play ameaningful role in this system. They perform tasks and powers of the State Fire Service with the help of provincial commanders of the State Fire Service in the province.

Subject Elections and security. Significance The interior minister has ordered security personnel to assure “equal security to all political parties” contesting the June 4 commune council elections. Yet this follows remarks by other officials that “war” will occur if the governing Cambodian People’s Party (CPP) loses these or the 2018 general election, and promising a crackdown if the opposition does not respect either election’s result and undertakes violent street protests. Cambodia’s security forces will be central to election security, to any crackdown and to the post-election period. However, concerns have been raised about their relationship with the state. Impacts Using the security forces to perpetuate CPP rule could undermine Cambodia’s democratisation. However, renewed CPP government would assure internal security, aiding economic growth and investment. If the CNRP wins in 2018, the CPP would likely demand a power-sharing agreement rather than leave office.
