AbstractIllicit drug trafficking is one of the criminal acts that has never subsided in Indonesia because the negative impact is so great and dangerous. As one of the law enforcement officers, the police certainly take part in efforts to eradicate illicit drug trafficking. In carrying out combating organized crime in illicit drug trafficking, the police assume the role of investigator as well as investigator. In carrying out the eradication of organized crime in illicit drug trafficking, the investigator does not merely disclose the crime alone. Investigators are assisted by collaborating witnesses called justice collaborators. The function of the justice collaborators who work together in assisting investigators, donating assistance in the form of providing information, reports, and / or testimonies related to further information about narcotic crimes. The justice collaborators also get legal protection guaranteed by law. Sebagai salah satu aparat penegak hukum, Polisi tentu turut andil dalam upaya pemberantasan tindak pidana Narkotika. Dalam melakukan pemberantasan kejahatan terorganisasi tindak pidana narkotika, Polisi mengemban peran sebagai penyelidik sekaligus penyidik. Dalam melakukan pemberantasan kejahatan teroganisasi tindak pidana narkotika, penyidik tidak semata-mata melakukan pengungkapan tindak pidana tersebut sendirian. Penyidik dibantu oleh saksi pelaku yang bekerjasama yang disebut justice collaborator. Adanya fungsi dari saksi pelaku yang bekerja sama dalam membantu penyidik, menyumbangkan bantuan berupa pemberian informasi, laporan, dan/atau kesaksian terkait keterangan lebih lanjut mengenai tindak pidana narkotika. Saksi yang bekerja sama juga mendapatkan perlindungan hukum yang dijamin oleh undang-undang.Kata Kunci: Kejahatan Terorganisasi; Saksi Yang Bekerja Sama; Tindak Pidana Narkotika.

The findings about the students who use narcotics are originated from trial and error. It is very influential on the behavior of the students themselves. This happens due to the inactivity of the role of narcotics genre in the implementation of the prevention program to eradicate abuse and illicit drug trafficking in North Labuhanbatu Regency. The purpose of this study was to determine the role of the narcotics genre that had been formed at SMA Negeri 1 South Kualuh in order to prevent illicit drug trafficking among students. The results of this study showed that the students of SMAN 1 South Kualuh has established the Narcotics Genre as an effort in the prevention of illicit trafficking of narcotics  as well as the mandate of law No. 35 of 2009 on narcotics. However, the narcotics genre that has been formed has not been as effective as its role because it is only active at the provincial level competition for the role of narcotics genre. Knowledge about the danger of narcotics that have legal sanctions for the dealers and users is still not good in mastering the basic material. It is expected that the school will provide better material knowledge about the danger of narcotics and the school is more active in involving academics in this case those who have the main role include law enforcement, local government or North Labuhanbatu BNNK. Moreover, it is suggested for the local governments to be more active and to support the Narcotics Genre which already exists as well as at SMA Negeri 1 South Kualuh in North Labuhanbatu. Keywords: Narcotics GenRe Role in Prevention and Eradication

ABSTRAKKetentuan Pasal 4 dan Pasal 16 ayat (1) huruf f Undang-Undang Jabatan Notaris mewajibkan notaris untuk menjaga kerahasiaan segala sesuatu mengenai akta yang dibuatnya dan segala keterangan yang diperoleh guna pembuatan akta sesuai dengan sumpah janji jabatan kecuali undang-undang menentukan lain. Kemungkinan terhadap pelanggaran kewajiban tersebut berdasarkan Pasal 16 ayat (11) Undang-Undang Jabatan Notaris, seorang notaris dapat dikenai sanksi berupa teguran lisan sampai dengan pemberhentian dengan tidak hormat. Terlebih lagi dengan adanya putusan Mahkamah Konstitusi Republik Indonesia dengan Nomor: 49/PUU–X/2012 memutuskan telah meniadakan atau mengakhiri kewenangan Majelis Pengawas Daerah (MPD) yang tercantum dalam Pasal 66 ayat (1) UUJN membuat notaris seakan-akan tidak ada perlindungan hukum bagi notaris dalam menjalankan tugas jabatannya. Ikatan Notaris Indonesia (INI) harus berusaha menjalankan peranan pembinaan dan perlindungan meningkatkan pengetahuan, kemampuan dan keterampilan para notaris. Demikian juga menjalin hubungan dengan para penegak hukum lainnya, agar penegak hukum lainnya yang ada hubungan dengan notaris dapat memahami kedudukan notaris sesuai UUJN.Berangkat dari pemikiran inilah kewajiban ingkar notaris masih tetap dipertahankan oleh pembuat undang-undang dalam revisi Undang-Undang Jabatan Notaris Tahun 2014 yang merupakan konfigurasi kekuatan perlindungan terhadap profesi dan jabatan notaris dari sisi politik.Kata Kunci : Jabatan Notaris, Hak Ingkar, Perlindungan Hukum.ABSTRACTThe provisions of Article 4 and Article 16 paragraph (1) sub-paragraph f of the Notary's Office Law require a notary to maintain the confidentiality of all matters concerning the deeds it has made and all the information obtained for the deed in accordance with the oath of pledge of office except the law otherwise. The possibility of breach of such obligation under Article 16 paragraph (11) of Notary Law Regulation, a notary public may be subject to sanctions in the form of oral reprimands until dismissal with disrespect. Moreover, with the decision of the Constitutional Court of the Republic of Indonesia with the number : 49 /PUU-X/2012 deciding to have canceled or terminated the authority of the Regional Supervisory Board (MPD) listed in Article 66 paragraph (1) UUJN made a notary as if there was no legal protection for a notary in performing duties. The Indonesian Notary Bond (INI) should endeavor to undertake the role of guidance and protection to increase the knowledge, abilities and skills of the notaries. Likewise establish relationships with other law enforcers, so that other law enforcement who has relationship with the notary can understand the position of notary under the UUJN.Departing from this thought the obligation of notarization is still maintained by the lawmakers in the revision of the Law Regulation of Position Notary on Year 2014 which is the configuration of the strength of the protection of the profession and the notary's position from the political side.Keyword : Position of Notary, Right of Remedy, Legal Protection.

General national average drug crime rates on which the contemporary criminological theory and practice is based do not adequately reflect regional peculiarities in the field of illicit drug trafficking as they level high quality/quantity parameters in some areas and their lower values in others. Still, consideration of only national totals in organization of crime counteraction leads to incomplete information, neglecting its negative trends in certain areas, thus, causing aberration of the actual drug crime situation and using improper countermeasures. Under such circumstances the state law enforcement agencies do not operate preemptively against the illicit drug trafficking, do not contain in due time outbreaks of drug crime in certain areas- crime donors, and, as a result, the efficiency of steps aimed at drug addiction prevention as well as crime limitation in total becomes substantively deteriorated. Criminological mapping method enables the territorial police divisions to monitor existing criminological situation, inform the public and other law enforcement agencies on trends and locations of drug crime expansion, and reveal the most affected areas to be able to react promptly to crime pattern changes in regions. The application of this method enabled the evident demonstration of the fact that in Ukraine the Eastern and Southern areas were most affected by drug crime, wherein the affection factor in this part is twice higher than general national value.

Law No. 18 of 2003 concerning Advocates emphasizes the status of Advocates as one of the law enforcers who have roles and functions that are equal to the Police, Prosecutor's Office and Judicial Power as law enforcement officers, but there is specialness given by the law to lawyers, namely the independence of advocates in carrying out their duties and profession. The independence of advocates aims to support the implementation of a justice system that is free from power and political intervention in law enforcement, and with that independence the Advocate Profession is said to be a very noble profession (offiicium nobile). As a noble profession, of course, advocates are bound by ethical values ​​that become the guidelines in the implementation of their duties and authorities, where those values ​​are posited as a Professional Code of Ethics. Talking about advocates, of course it cannot be separated from law enforcement, talking about law certainly cannot be separated from the state system or the political colors of certain countries and so on. This article wants to explain how the code of ethics of the advocate profession in upholding the law is how the role of advocates in providing justice to society based on applicable law. In conclusion, this article wants to explain that the code of ethics can compensate for the negative aspects of the profession and with the existence of a code of ethics, community trust in a profession can be strengthened, because every client has the assurance that his interests will be guaranteed, and the implementation of legal aid must be in line with the breath that becomes the goal is protection human rights and ideals of justice.

This article describes the relevance of the activities of law enforcement agencies to control the turnover of narcotic drugs and their precursors, and also presents statistical indicators of crimes related to the sphere of drug trafficking throughout Russia. All this determines the importance of considering the functioning of law enforcement agencies in the field of countering illicit drug trafficking and consumption.

The purpose of this research is to study and analyze the legal arrangements of Industrial Relations Mediators in solving layoffs, the role of the Medan City Disnaker Mediator in providing legal protection for workers' rights due to layoffs and the obstacles faced by the Medan City Manpower Office in providing legal protection for their rights. workers due to layoffs. Research on the role of the Medan City Manpower Office Mediator in providing legal protection due to layoffs is a normative juridical research. Normative legal research aims to examine library legal materials. The results show that the existence of legal arrangements regarding industrial relations mediators which are regulated in the Minister of Manpower Regulation Number 17 of 2014 concerning the Appointment and Dismissal of Industrial Relations Mediators as well as Mediation Work Procedures and Regulation of the Minister for Empowerment of State Apparatus Number 06 of 2009. In the role and process of enforcement the law enforced by the Medan City Manpower and Transmigration Mediators for workers / laborers who have been laid off is influenced by aspects that affect law enforcement, consisting of: legal substance aspects (laws), law enforcement aspects, facilities and infrastructure aspects, community aspects, aspects culture. The obstacles faced by the Mediator of the Medan City Manpower Office for workers or laborers who were laid off can be seen from the aspects that affect law enforcement.

The research issue focuses on the examination of crown witnesses in the process of establishing criminal cases in Indonesia. The examination of the crown witnesses is necessary because law enforcement officers find it difficult to find evidence, other than the testimony of witnesses of the perpetrators themselves in order to find material truth that can be justified. The result of the research shows that the role of the crown witness in the criminal prosecution process is very significant, that is to find the material truth, so that the fast and simple proof process fulfills the minimum standard of proof, upholds public justice against the perpetrators and determines the demands of each actor in accordance with its role. The need for legal protection against the crown witness and the need for a policy of reform of criminal procedure law through the refinement of the Criminal Procedure Code relating to the content of witness material of the crown firmly and limitatively in the future.
