Assessment of Russia’s Unique Research Infrastructure

The article describes the results of the inventory of the unique research equipment conducted by IMEMO RAS in 2009-2010 as an order from the Ministry of Education and Science of the RF. The methodology used for the survey was partially based on the EC experience which is also presented in the article. The results of the analysis suggest that the unique equipment is more actively used in RAS institutes rather than in universities. However the speed at which equipment is renewed is higher at universities, due to the special government policy. The most severe problems related to support of unique infrastructure are associated with the lack of financing and resources for technical maintenance. In conclusions possible directions for improvement of the government policy towards research infrastructure are outlined.

<p>This research analysis the implication of the policy of the national final exams (Ujian Nasional-UN) in basic to high school that conducts every year by the government, the ministry of education and culture. This researchnot discussabout the validity of UN as government policy, butthe main focus of this research is the implication of UN to madrasah as Islamic education ins-<br />titution that has unique and different character from general school. AsIslamic education,curriculum of madrasah based on the Islamic teachings which the sublime behavior as the final objective of Islamic education. In reality, the policy of UN has caused madrasah to become trapped in practical efforts to help student pass by focusing on repetitive practice of test in<br />examination subject.The defication of test scores and the application of the policy standardization have result in the process education causing fear in students, teachers, and madrasah management. Finaly, students experient<br />stress and depressiondue to fear of failing the UN. <br /> <br /><strong>Abstrak</strong></p><p><strong></strong><br />Penelitian ini mengkaji implikasi dari kebijakan Ujian Nasional (UN) mulai dari Sekolah Dasar sampai Sekolah Menengah Atas yang dilakukan setiap tahun oleh Pemerintah, Kementrian Pendidikan dan Kebudayaan. Penelitian ini tidak membahas tentang keabsahan UN sebagai kebijakan pemerintah, tetapi fokus utama dari penelitian ini adalah implikasi dari UN untuk madrasah sebagai institusi pendidikan Islam yang memiliki Karakter yang unik dan berbeda dari sekolah<br />umum. Sebagai pendidikan Islam, kurikulum madrasah didasarkan ajaran Islam yang luhur perilaku sebagai tujuan akhir pendidikan Islam. Pada kenyataannya,<br />kebijakan UN telah menyebabkan madrasah menjadi terjebak dalam upaya praktis untuk membantu siswa lulus dengan berfokus pada praktek berulang tes dalam subjek pemeriksaan. Perolehan nilai ujian dan penerapan standarisasi kebijakan mengakibatkan rasa takut pada siswa, guru, dan manajemen madrasah. Akhirnya, siswa mendapati stres dan depresi karena takut gagal dalam UN.<br /><br /></p>

The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.

This study aims to analyze the relevance of the �health emergency� status to the existing legal theory and condition as well as to identify the validity of the Circular Letter of the Rector of State Universities. To this end, this study applied the statute and conceptual approach. The study was conducted by inventorying primary and secondary legal materials to obtain a proper and critical review of the legal issues under study. The results showed that the determination of the �health emergency� status by the government was inappropriate due to the uncertainty of the regulations issued by the government to determine the current condition. Thus, the status of the COVID-19 pandemic is a �legal emergency� status. Further, the Rector�s policy through the Circular Letter is valid judicially, sociologically, and philosophically. The determination of the �legal emergency� status can be done by issuing a Perppu without a �state of emergency� from the President. Finally, it is suggested to firstly get an approval from the Ministry of Education and Culture regarding the issuance of the Rector�s Circular Letter. Besides, further study is needed as this study was conducted during the COVID-19 pandemic.�Keabsahan Surat Edaran Rektor Perguruan Tinggi dalam Pandemi Covid-19Tujuan dari penelitian ini adalah untuk menganalisa relevansi status �darurat kesehatan� dengan teori hukum dan kondisi yang ada dan keabsahan atas Surat Edaran Rektor Perguruan Tinggi Negeri. Metode yang digunakan dalam penelitian ini adalah statute approach dan conseptual approach. Penelitian dilakukan dengan menginventarisasi bahan hukum primer dan sekunder, guna mendapatkan kajian yang seyogianya dan telaah kritis terkait isu hukum. Hasil penelitian menyatakan penetapan status darurat kesehatan oleh pemerintah kurang tepat, dikarenakan tidak menentu-nya peraturan yang dikeluarkan oleh pemerintah untuk menetapkan kondisi saat ini. Sehingga, status pandemi COVID-19 merupakan status darurat hukum. Kebijakan rektor melalui Surat Edaran adalah absah secara aspek yuridis, sosiologis, dan filosofis. Penetapan darurat hukum cukup dilakukan dengan menerbitkan Perppu tanpa pernyataan darurat dari Presiden. Saran peneliti adalah di perlukan persetujuan pada Kementerian Pendidikan dan Kebudayaan terkait terbitnya Surat Edaran Rektor, dan dibutuhkan penelitian lebih lanjut dikarenakan penelitian ini dilakukan pada masa COVID-19 yang bersifat temporal.�

Palm oil industry in Indonesia has been growing rapidly. But, unfortunately the growth is only effective on upstream industry with low value products, such that potential downstream value added are not explored proportionally. The government is therefore in the process of developing an appropriate policy to strengthen the national palm oil downstream industry. This paper proposes that an approriate policy for developing palm oil downstream industry could be derived from the maps of value chain and existing technology capability of the industry. The result recommends that government policy should emphasize on the supply of raw materials, infrastructure and utilities, as well as developing the missing value chain industry, especially ethoxylation and sulfonation.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

The aim of this study is to investigate the factors influencing the entrepreneurial success of rural women entrepreneurs in Bangladesh. Non-probability sampling specifically convenience sampling is used to draw the sample and data is collected using the self-administered survey. Regression analysis and descriptive statistics are used to analyze the data. The study discloses that motivational factors, government policy and financial support have significant influence on the rural women entrepreneurial success in Bangladesh. Due to lack of suitable training and proper development as well as ICT knowledge, the rural women of Bangladesh could not accomplish the achievement. Half of the total populations of Bangladesh are female and most of them live in rural areas. Therefore, the government and the policymakers in Bangladesh should develop the potential of rural women entrepreneurs by providing development facilities, proper training, and ICT knowledge.

This article describes the institutional structure established for decommissioning Fukushima Daiichi nuclear power plant. To deal with the aftermath of the unprecedented nuclear accident in Fukushima, several responsible institutions such as Ministry of Economy, Trade and Industry (METI), Ministry of Education, Culture, Sports, Science and Technology (MEXT) have worked together at the initiative of the Government of Japan. In this structure, Tokyo Electric Power Company Holdings (TEPCO) implements the decommissioning due to its legal responsibility, while the essential direction and milestones are set by the Nuclear Emergency Response Headquarters of the Government of Japan. Nuclear Damage Compensation and Decommissioning Facilitation Corporation, a government-affiliated organisation, oversees and facilitates the decommissioning by TEPCO, and the Nuclear Regulatory Authority regulates safety from an independent standpoint. The main basic elements essential for the success of this long-term project have been developed, such as the technical strategy, financial system, and organisational capability. Decommissioning is making progress.
