The article considers topical issues of economic support for the development of the regional security system of the population against various risks. The dependence of the impact of the scale of crisis situations on economic activities in the constituent entities of the Russian Federation, which become a serious barrier to the sustainable development of the regions of the country, was investigated. The increasing importance of risks of economic losses from accidents and disasters at potentially dangerous facilities as a result of the complex influence of natural, manmade and fire factors has been established. An analysis was carried out and proposals were developed to implement the key tasks of the state in the field of ensuring the protection of the population and territories of the country from disasters in order to ensure the stability of the economy. The organizational structure, division of tasks and functions between officials, crisis management structures and responding units were analyzed, taking into account the reduction in current financial costs. On the basis of a study of the peculiarities of the regions of the country, recommendations were formed to fulfill the necessary tasks by the anti-crisis management bodies in the field of reducing economic damage on the basis of preventing crisis situations and ensuring fire safety. It is proposed to organize the practical application of a complex automated security system based on modern developments with the application of improving the qualities and efficiency of anti-crisis management processes in order to increase economic efficiency. Initial data were formed to reduce potential threats of a natural, man-made, fire and other nature in the regions using financial and economic mechanisms. It is proposed to implement a set of priority measures to further improve and increase the potential of economic support for the anti-crisis management system. The materials of the article can be used in planning the main directions of the development of the regional population security system and the implementation of socio-economic development programs.

Abstract Objectives Digital breast tomosynthesis (DBT) increases sensitivity of mammography and is increasingly implemented in breast cancer screening. However, the large volume of images increases the risk of reading errors and reading time. This study aims to investigate whether the accuracy of breast radiologists reading wide-angle DBT increases with the aid of an artificial intelligence (AI) support system. Also, the impact on reading time was assessed and the stand-alone performance of the AI system in the detection of malignancies was compared to the average radiologist. Methods A multi-reader multi-case study was performed with 240 bilateral DBT exams (71 breasts with cancer lesions, 70 breasts with benign findings, 339 normal breasts). Exams were interpreted by 18 radiologists, with and without AI support, providing cancer suspicion scores per breast. Using AI support, radiologists were shown examination-based and region-based cancer likelihood scores. Area under the receiver operating characteristic curve (AUC) and reading time per exam were compared between reading conditions using mixed-models analysis of variance. Results On average, the AUC was higher using AI support (0.863 vs 0.833; p = 0.0025). Using AI support, reading time per DBT exam was reduced (p < 0.001) from 41 (95% CI = 39–42 s) to 36 s (95% CI = 35– 37 s). The AUC of the stand-alone AI system was non-inferior to the AUC of the average radiologist (+0.007, p = 0.8115). Conclusions Radiologists improved their cancer detection and reduced reading time when evaluating DBT examinations using an AI reading support system. Key Points • Radiologists improved their cancer detection accuracy in digital breast tomosynthesis (DBT) when using an AI system for support, while simultaneously reducing reading time. • The stand-alone breast cancer detection performance of an AI system is non-inferior to the average performance of radiologists for reading digital breast tomosynthesis exams. • The use of an AI support system could make advanced and more reliable imaging techniques more accessible and could allow for more cost-effective breast screening programs with DBT.

Abstract “XarxaSalut” started in 2017, with the municipalities that have taken the commitment to boost the Promotion of Health (HP) at the local level through community participation, intersectorality and equity perspective. The objective is to present a policy process evaluation (2'5 years) of the implementation of XarxaSalut. Different approaches have been used; a questionnaire addressed to the municipalities at the time of adhesion including data on intersectorality, participation, HP actions and open questions; description of instruments that Regional Public Health Authorities (RPHA) has mobilized and an analysis of barriers and strengths made by the coordination office. In 2017, 17 municipalities were joined, being 197 in February 2020 (70% of the population). 65% are in a process of an organizational change through the intersectoral, decision making and participative working group. 35% are doing analysis of determinants and /or health situation, assets maps and a prioritization of HP actions. The main barriers identified by municipalities are lack of economic and personal resources, and difficulties in achieve citizen participation. The main benefits were the optimization of resources, the exchange of experiences, training, or economic support from the RPHA. Some support instruments develop for RPHA are a collection of guides for community development, funds that the municipalities can apply to support actions related with training, HP action on vulnerable population, on asset maps, participation processes, vulnerable neighborhoods, etc.; Community actions have been included in the “Health Observatory” to give visibility and social support to XarxaSalut. Interdisciplinary training processes with health and municipal professionals have been made in order to develop a common language and strength the competences for HP. Lesson learned: The need to improve coordination and a common language between different types of participants and professionals Key messages The decision makers and professionals in the municipalities understand the impact in health of the policies developed at local level but needs guide and support to deal with it. The coordination between different administrations and primary health at local level and the misunderstandings about health and their determinants are the main aspect to reinforce.

During the processing of an optical mirror, the performance parameters of the bottom support system would affect the surface forming accuracy of the mirror. The traditional bottom support system has a large unadjustable support stiffness, which increases the difficulty of unloading the impact force generated by the grinding disc. In response to this scenario, a flexible support system (FSS) consisting of 36 support cylinders with beryllium bronze reeds (BBRs) and rolling diaphragms (RDs) as key components is designed. It is necessary to analyze the key components of the support cylinder to reduce its axial movement resistance, ensure a consistent force output of each support point. First, the internal resistance model of a flexible support cylinder is established, and the main factors of internal resistance are then analyzed. Thereafter, the multi-objective structural parameters of the BBR and RD are simulated in ANSYS using the control variable method. The optimal structural parameters of BBR and RD are determined by simulation. Finally, experiments are performed on the RD ultimate pressure, internal resistance of the support cylinder, and consistency of the force output of the FSS. The experimental results show that the support cylinder with the optimized design has good force output consistency, which provides a theoretical basis for the application of FSS in optical mirror processing.

This study aims to determine the impact of smartphone users among the community. Smartphones also have the ability in each of its features that can help or meet the needs of its users. Smartphones have become a part of everyone's lifestyle, ranging from children, adolescents, and adults. Many people do not realize that using a smartphone has an impact on users both internally and externally. Purpose of research. This paper is a description of the methodology for regional socio-economic system management based on the principles and concepts of management theory. Methods. A methodology for regional socio-economic system managing has been developed, taking into account the impact of National projects and the influence of the external environment. The methodology consists of six stages and fourteen techniques that allow describing the regional socio-economic system management in terms and tools of the management theory: the region itself is considered as an object of management experiencing a controlling action formed under some affecting influence. The methodology also assumes the formalization of a negative feedback system and a control system in the developed model of regional socio-economic system management. Results. The methodology of managing the regional socio-economic system can be used in the management process. Those who make management decisions at the regional level usually rely on their own professional skills, past experience, and intuition. However, the heuristic approach to regional management can be extended by the capabilities of the developed methodology, the practical implementation of which can be presented as a decision support system. This will allow regional governments to improve the effectiveness of management decisions based on monitoring the state of socio-economic systems. Conclusion. The methodology for managing the regional socio-economic system provides a complete management cycle: from the formalization of basic concepts to the description of the control and feedback system. The information implementation of the methodology is presented in the form of an automated product – a decision support system - that can be used in the formation of an automated workplace for civil servants.

The digital development of the economy opens up new horizons for accounting. On the one hand, dissolution of accounting in corporate management systems takes place, on the other hand, the accounting functions for managing economic information remain relevant. This article uses the accounting modeling method. We offer a five-blocks accounting model of the decision support system. The model is formed by such blocks as the interface for collecting primary data on company transactions in the context of the formation of financial, managerial, strategic accounting accounts, ETL (extract, transform, loading) of processes for combining credentials from various sources within the framework of a structured work plan of accounts; predicted accounting iterations, having a synergistic, reorganization, reorganization, immunization, hedging and other areas; express audit of the management decision, which consists in assessing the impact of the management decision on the effectiveness of the company, which includes such elements as tax and legal expertise; SWOT analysis; reporting visualization tools that allow you to generate different types of reporting: financial, managerial, statistical, not just in tabular form, but using digital visualization methods; accounting and analytical indicators of managerial decisions, which can be described as a system of indicators reflecting the financial and economic situation of the enterprise under the influence of managerial decisions; the state of its financial stability, profitability, solvency, liquidity; the size of the property of the founders. The introduction and use of this model will allow generating relevant accounting information based on the needs of management, supporting the adoption of management decisions at a scientifically sound level that meets the criteria of business efficiency and protect the interests of owners.

The study determines the impact of regional measures of socio-economic stimulation of medical personnel on the process of employment in medical institutions in rural areas. The analysis of Federal and regional legislation regulating the process of encouraging doctors to find employment in the rural health system is carried out. It was found that measures of socio-economic support for the provision of ready-made housing in the framework of regional events, contributed to a more active involvement and long-term consolidation of medical personnel in rural areas.
