The outbreak of the pandemic of COVID-19 in 2020 affected all spheres of human life and reiterated the important role of international development cooperation. This paper provides a qualitative study of the international assistance by the United States and Russian Federation as active donors and suppliers of vaccines against the COVID-19 virus. The research is based on publications in scientific journals, as well as up-to-date information on the official websites of U.S. and Russian government agencies related to the provision of such assistance. In addition, publications of aggregated data on the fight against the spread of coronavirus are used. The results indicate that in spite of a large gap between the U.S. and Russia’s development aid volumes, the political ambitions and actual objectives of development aid policies are similar. The initial response to the pandemic was similar between both countries. However, as the situation developed, the attitude towards vaccination and subsequently providing vaccine doses as aid proved to be different between the U.S. and Russia. While the U.S. concentrated heavily on the vaccination of its own population, Russia made an emphasis on using its vaccine as a “soft power” on the international market.

This chapter presents a historical summary of international development aid in developing Africa as a form of diplomacy. Most of these developmental projects started in the 1960s after independence and have been used as a tool for diplomacy. Healthcare for example has been a major tool for diplomacy by the United States of American (USA) and now China (PRC). During this era, the USA was the leader of soft power diplomacy and PRC was still a poor country trying to survive by making new friends in Africa. China's engagement in African health projects has differed from aid provided by traditional Western donors. The PRC builds on its own prior experiences of building its health system as a developing country and in the manner in which it places special emphasis on the issue of the national sovereignty of recipient countries.

The Russian Federations drive to reestablish itself as a global power has severe security implications for the United States, its Arctic neighbors, and the North Atlantic Treaty Organization as a whole. The former Commander of United States Naval Forces Europe Admiral Mark Ferguson noted that the re-militarization of Russian security policy in the Arctic is one of the most significant developments in the twenty-first century adding that Russia is creating an “Arc of steel from the Arctic to the Mediterranean” (Herbst 2016, 166). Although the Russian Federation postulates its expansion into the Arctic is for purely economic means, the reality of the military hardware being placed in the region by the Russians tells otherwise. Implementation of military hardware such as anti-air defenses is contrary to the stipulated purposes of the Russian Government in the region. Therefore is the Russian Federation building strategic military bases in the Arctic to challenge the United States hegemony due to the mistreatment against the Russians by the United States and NATO after the collapse of the Soviet Union.

This article sheds light on the role of foreign direct investment as an instrument for economic development and, in turn, for the advancement of U.S. foreign policy goals during the Cold War. From the earliest days of the Cold War, and especially after the U.S.-Soviet competition for influence in the developing world began in the 1950s, the United States sought to promote private enterprise on behalf of U.S. goals. In the late 1940s and early 1950s, U.S. officials believed that foreign investment would suffice to fuel international development, obviating the need for official development assistance. These hopes, however, were largely disappointed. On the one hand, U.S.-based multinational companies preferred to invest in the industrial world; on the other hand, some Third World governments were uninterested in promoting private enterprise rather than state-led development. In part because foreign investment did not meet expectations, the U.S. government ended up elaborating an official foreign aid program instead.

Since the beginnings of development assistance to Third World countries during the post-World War II period, there have been some philosophical changes in the theory and practice of development aid programmes. Western development aid ( i.e., of the United States and West European countries), can be classified into two main conceptual types. These include economic growth as development objective and economic growth with an increased quality of life as development objective. The first two decades of development assistance 1950–1970 focused on economic growth objectives with increased production. The period, 1970–1980 concentrated on redistributive measures to improve the quality of life of the rural poor, the provision of basic needs, creation of employment opportunities, and the implementation of policy measures to reduce relative inequality and absolute poverty. The main purpose of this article is to discuss the changes in the theory and practice of Western aid programmes in Third World countries from 1945–1979. We will look into the underlying international causes that contributed to these changes. We will also review the evolution of aid to Third World countries for the last thirty years by examing the economic, political and social background for the changes in development assistance from urban to rural development programmes and from an emphasis in increasing production to that of redistribution with growth. These problems are discussed in the hight of their relevance for policy-onented rescoorch in Third World Comtnes.

The United States ranked 8th in 2015 according to the United Nations’ Human Development Index, but empirical evidence shows that there are regions within the U.S. that would not classify as having “very high human development.”  We know about domestic poverty and hardship, but there are regions in the United States that are starting to look developmentally more like Albania or Kenya.  Using multivariate quantitative data (health statistics, education levels, and income) to replicate international development indices like that of United Nations on the national level, U.S. counties were ranked according to their development status.  In this way, widely recognized scales of development were translationally applied to the United States to fully understand the state of development, or rather regression, in the U.S.  The results were displayed cartographically to show the geographic distribution of regression across the U.S., mainly the Mississippi River Delta and the Appalachian Region.  In total, there were 66 counties that fell into fourth class, or the “low development” category, for all three development criteria.

This article joins the discussion on foreign aid triggered by the rise of multiplicity of emerging donors in international development. Informed by the constructivist framework of analysis, this article evaluates the philosophy and core features of Kazakhstan’s chosen development aid model and explains the factors that account for the construction of distinct aid patterns of Kazakh donorship. This article asserts that Kazakhstan embraces a hybrid identity as a foreign aid provider through combining features and characteristics pertaining to both—emerging and traditional donors. On one hand, it discursively constructed its identity as a “development cooperation partner,” adopting the relevant discourse of mutual benefit, respect for sovereignty, and non-interference, which places it among those providers that actively associate themselves with the community of “emerging donors.” On the other hand, it selectively complies with policies and practices advocated by traditional donors. This study suggests that a combination of domestic and international factors played an important role in shaping Kazakhstan’s understanding of the aid-giving practices, and subsequently determined its constructed aid modality.

Persons with disabilities living in developing countries look to the United States—the world’s largest contributor to Official Development Assistance (ODA) by volume—as a steadfast supporter of inclusion. This case study examined disability inclusion within the current policies and practices of four federal agencies responsible for either funding or executing U.S. foreign assistance activities. The agencies of interest were the U.S. Department of State (DOS), the U.S. Agency for International Development (USAID), the Peace Corps (PC), and the Millennium Challenge Corporation (MCC). Core areas of investigation were (a) agency disability policies and guidance, (b) the inclusion of persons with disabilities in foreign assistance programs, (c) the employment of persons with disabilities within federal agencies, and (d) physical accessibility of federal agencies. Key findings show that while some progress has been made in regard to the inclusion of persons with disabilities in U.S. foreign aid, a persistent lack of formal accountability measures impedes the inclusion of persons with disabilities diffusing responsibility and results within and across agencies.

The official development aid provided by donor countries does not solely depend on government decisions; it is also affected by trends in public opinion. This means that it is important to find out more about the opinions, views and attitudes of the citizens of donor countries. In spite of this, very few research studies have specifically analysed the opinions of people from rural areas. The aim of this research is to analyse the attitudes of the inhabitants of rural areas in northeast Spain to assess the degree of support for policies of international cooperation and development. To this end we carried out a survey of 403 people resident in small towns, selected using a stratified sampling process. We then conducted multivariate statistical techniques of the information we had gathered, in which we found that there were three types of individuals according to their level of interest, concern and action: aware but not actively involved, not interested and passive, and proactive with strong convictions. This research has shown that educational level, size of the town and age all influence the person’s interest in the problems affecting the rest of the world and their support for international cooperation.

There are many means employed by the United States to maintain and advance its position throughout the world during the current period of bipolar conflict. The most conspicuous of these are subsumed under what is known as the Mutual Security Program. Nearly half of the approximately $4 billion budgeted during fiscal year 1962 for mutual security went into military assistance. Of this, about $125 million was devoted to the training of foreign military personnel. This Military Assistance Training Program, including the training of foreigners in the United States and that administered overseas by Military Assistance Advisory Groups (MAAG's), missions, overseas commands, and third countries, constitutes by far the largest effort the world has known on the part of one country to educate and train citizens of others. The number of foreigners given military assistance training in the United States each year—about 16,500 in 1960—exceeds the number trained here under the Fulbright, Smith-Mundt, and Agency for International Development (AID) programs combined.
