Preparing qualified human resources is one important aspect that needs to be considered in efforts to control forest and land fire. Forest and land fire control human resources, especially those at the site level are the spearhead in efforts to prevent and control forest and land fire in the field. The current human resource capacity development program is considered not optimal in supporting the forest and land fire control program effectively. This study aims to formulate a priority strategy for developing human resource capacity in supporting the effectiveness of forest and land fire control in Indonesia. The priority strategy model is developed through a systems approach by using Analytical Hierarchy Process method by involving interviews with several experts representing relevant stakeholders. This study concludes that the priority of the strategy in developing the capacity of human resources in forest and land fire control is through strengthening village/community-based institutional capacity. This study also indicates the need to optimize the role and involvement of local and village governments in increasing the capacity of human resources related to forest and land fire control on a village/community-based, and the need to prioritize the fulfillment of the input dimension compare to the process and output-outcome dimensions.

Forest and land fires in Indonesia are mostly caused by human factors, therefore human resources are an important element that needs to be considered in the prevention and control of forest and land fires. One of the important efforts in anticipating the ongoing recurrence of forest and land fires in Indonesia is by preparing human resources who have the capacity to control the forest and land fires in the field. Several human resource capacity building programs to control forest and land fires have been developed in Indonesia, but are considered not to have played a significant role in controlling forest and land fires in Indonesia. This study aims to evaluate the sustainability of the human resources capacity development program that has been running so far, by building and implementing the Rapfire method through a multidimensional scaling approach. The results of the study show that the forestry human resource capacity development program with community participation tends to have a low level of sustainability, therefore it needs to receive development priorities. The study also found that the main leverage factors that influence the level of sustainability are in the input dimension, including the recruitment system, program management institutions, and budgeting systems. Leverage factors are important attributes that need to be considered and get policy priorities in order to maintain or improve the sustainability status of the human resources capacity development program for forest and land fires control in Indonesia

The human resource capacity of the Satreskrim Polres Dharmasraya is still lacking due to the large number of criminal cases handled. The Influence of Human Resources of Investigators on the Success of Investigations at the Satreskrim at the Dharmasraya Police is the success of an investigation which is determined by whether or not an investigation is conducted. This influence can be measured by several criteria, namely the educational and vocational background (dikjur) of the investigators, at the Satreskrim of the Dharmasraya Police, investigators and assistant investigators who have participated in Dikjur in the field of criminal investigation or supporting the field of criminal investigation are 11 people during 2018. The number of investigators and assistant investigators is 34 people at the Satreskrim Polres Dharmasraya, so only 38 percent have a background in the field of Education and Culture in the field of criminal investigation or supporting in the field of criminal investigation. Experience conducting investigations. The efforts made and the obstacles faced by the Satreskrim of the Dharmasraya Police to fulfill the human resources of investigators was to increase the capacity of the Police Investigators so that they were able to understand and master laws / legal regulations. This can be pursued through improving education for members of the Satreskrim Polres Dharmasraya both formal and material education.

Abstrak:Pustekkom Kemendikbud telah memperjuangkan pengakuan terhadap profesi pengembang teknologi pendidikan/pembelajaran yang kemudian teruwujud dalam Peraturan Menteri Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PERMENPAN-RB) Nomor:PER/2/M.PA/3/2009 tentang Jabatan Fungsional Pengembang Teknologi Pembelajaran (JF-PTP) dan angka kreditnya. Sebagai jabatan fungsional yang baru, sebagian besar pejabat fungsional PTP ini berasal dari jalur inpassing, yang pengangkatannya didasarkan pada pendidikan, pengalaman, dan masa kerja, sehingga memiliki tingkat kapasitas yang beragam. Oleh karena itu, diperlukan upaya peningkatan kapasitas tenaga fungsional PTP sesuai dengan tugas pokok dan tuntutan pengembangan profesi. Adapun permasalahan dalam kajian ini adalah bagaimana pengembangan kapasitas mereka bisa menjadi sebuah strategi bagi peningkatan kualitas PTP. Tujuan kajian ini adalah untuk memperoleh gambaran mengenai: (1) kebutuhan peningkatan kualitas PTP, dan (2) strategi apa yang dapat dilaksanakan dalam mengembangkan kapasitas sebagai upaya peningkatan kualitas. Hasil kajian ini menunjukkan bahwa pengembangan kapasitas SDM PTP berarti pengembangan kapasitas individu masing-masing SDM PTP yang sekaligus juga pengembangan kapasitas instansi/organisasi pembina jabatan fungsional PTP.Kata kunci: TIK, Strategi, Pengembang Teknologi Pembelajaran (PTP), dan kapasitas.Abstract:Pustekkom Kemendikbud has successfully fought for acknowledgement of instructional designer profession which is actualized in the Regulation of Minister of State Apparatus Deployment and Bureaucracy Reformation (PERMENPAN-RB) Number: PER/2/M.PAN/3/2009 about Functional Officials of Instructional Designer (JF-PTP) and their Credit Points. As a new functional official position, most of the functional officials of Instructional Designers are from in-passing process whose appointment is based on experiences and working period, so that there are various degrees of capacity among them. Therefore, it is required a capacity development for functional officials of Instructional Designers in line with the profession’s core functions and development requirements. The problem of this study is how a capacity development can be a strategy for a quality development of Instructional Designers. The objective of this study is to get description about: (1) the need of quality development for Instructional Designers; and (2) strategies that can be carried out to develop capacity as an effort to enhance quality. The result shows that human resource capacity development of Instructional Designers means capacity development of individual as well as institutional Instructional Designer.Keywords: ICT, strategy, Instructional Developers (PTP), and capacity.

This research aimed to gets empirical evidence of the influence of human resource capacity with relation accrual-based government accounting standards on the reliability of financial reporting. This Research is a population research with the number of respondents 52 State Civil Apparatus who officiate as treasurer in each SKPD and employees in the accounting field in BPPKAD Kudus. Analysis method for hypothesis in this research used path analysis. The results of this research indicate that accrual basis government accounting standards and the capacity of human resources has a positive influence to the reliability of financial reporting, while accrual based government accounting standards have a positive effect on the capacity of human resource, but the capacity of human resources is not mediate the influence between accrual based government accounting standards to reliability of financial reporting. Conclusion of this study says that implementation of accrual based in Kudus District can support reliability of financial reporting and the capacity of State Civil Apparatus who officiate as treasurer in each SKPD and employees in the accounting field in BPPKAD Kudus also supports the created of financial reporting reliability.

The purpose of this study was to determine and analyze the effect of human resource capacity, technology utilization, and organizational commitment on the quality of financial reports in the city government of Medan. The research method used is a quantitative approach. The method of analysis used in this study is Multiple Linear Regression. The results of the determination coefficient analysis obtained a value of 0.118, which means that the Variable Variable of Quality of Financial Statements which can be explained by Variable Variations in Human Resource Capacity, Utilization of Technology and Organizational Commitment is 8% while the remaining 92% is explained by other independent variables such as Internal Control, Understanding Accounting Standards The research results show that Simultaneously Human Resources, Technology Utilization, and Organizational Commitment do not have a positive and insignificant effect on the Quality of Partial Financial Statements. Human Resources and Organizational Commitment have no negative and insignificant effect on the Quality of Financial Statements. Technology Utilization Variable Partially has a positive and significant effect on the Quality of Financial Statements.

The dynamics of urban development coupled with economic growth have contributed positively to the development of small and medium enterprises (SMEs). Optimizing the utilization and strengthening of the capacity of SMEs’ human resources will encourage increased productivity of economic enterprises and the sustainability of small and medium enterprises (SMEs). This study aims to analyze (1) strengthening the capacity of human resources (HR) of small and medium enterprises to work as a determinant of increasing the productivity of small and medium enterprises (SMEs) and labor absorption; (2) the effect of strengthening the capacity of human resources (HR), business productivity, technology utilization, and business diversification on the sustainability of small and medium enterprises (SMEs); and (3) optimizing the role of government in supporting business development, increasing productivity, business stability and sustainability of small and medium enterprises (SMEs). This study uses a sequential explanatory design approach. Data were obtained through observation, in-depth interviews, surveys, and documentation. Qualitative analysis in this study was carried out through a process of data reduction, data presentation, and conclusion drawing, while the quantitative analysis in this study uses quantitative descriptive analysis, correlation, and multiple regression. The results showed that strengthening the capacity of human resources, coupled with the use of technology, and followed by diversification of business, had a positive contribution to increasing the productivity of small and medium enterprises (SMEs). Furthermore, strengthening human resource capacity, business productivity, technology utilization, and business diversification simultaneously have a positive and significant correlation to the sustainability of small and medium enterprises (SMEs) with a determination coefficient of 72.3%. This study recommends that government policy support through strengthening human resource capacity, increasing business productivity, technology utilization, and business diversification have an impact on the sustainability of small and medium enterprises (SMEs) in Makassar City, Indonesia.

This article investigates the impacts of partnerships on three aspects of nonprofits’ human resources capacity—paid staff, volunteers, and the professional development of staff of nonprofit organizations. Analysis of the seemingly unrelated regressions (SUR) suggests that partnerships may yield some human capacity improvements, that is, increasing the number of staff and opportunities for their professional development. The number of volunteers is not affected by partnerships but rather by other financial resources. The main implication of this research is that partnerships should be formed on the basis of their comparative advantages and focused on identifying suitable partners and cultivating these relations rather than collaborating with more organizations.

Purpose: The purpose of this study was to examine the human resource capacity of the Head of Personnel Subdivision in the Organization of the Scope of the Malaka Regency Government, to find out supporting factors and constraints of the Human Resources Capacity its function and to find out the efforts taken by the Organization of the Regional Government of the Malaka Regency in increasing the capacity of Human Resources Head of Personnel Sub Division. Research methodology: The research method used in research was qualitative research methods with the type of case studies. Results: This study’s results are that human resource capacity is inadequate due to the low educational qualifications held by the Head of Personnel Sub-division within the scope of the Malaka district government. Limitation: This study’s limitation is that this research only focuses on the phenomena in the Malaka Regency so that the results of similar research can produce different findings if carried out on other research objects. Contribution: This research’s contribution is that it can provide scientific information for students of public administration programs and can be a scientific reference in the formulation and development of civil service innovations within the local government of Malaka Regency.
