The subject of the article is methods and models for assessing the criticality of industry information and telecommunications systems (ITS). The purpose of this article is to analyze the existing methods and models of criticality assessment and use its results to propose a functional model for calculating the quantitative criterion for assessing the security of ITS. Results. Based on the known method of hierarchy analysis, a functional model for calculating the quantitative criterion for assessing ITS security is proposed, which, through the processing of expert assessments, allows to obtain a quantitative indicator of ITS security. This makes it possible to simplify the procedure for selecting experts, to avoid the specifics of processing expert data, as well as to assess ITS in a limited amount of statistics. Conclusions. The study showed that the developed model for calculating the quantitative criterion for assessing the security of ITS, using pairwise comparisons, allows experts to focus on the problem. In addition, the proposed model has a built-in quality criterion of the expert and allows to move from a qualitative assessment in the form of an ordered series of alphanumeric combinations, to a quantitative assessment in the form of the ratio of the basic security profile to the security profile defined by the expert.

У статті визначено актуальність та необхідність розробки і впровадження сучасних комплексних програм психологічної корекції для дошкільників з гіперактивним розладом і дефіцитом уваги (ГРДУ). Підкреслено неможливість надання ефективної допомоги дітям з ГРДУ без урахування їх особливих потреб, пов’язаних з освітою. Обґрунтовано теоретичні засади суб’єкт-орієнтованої моделі психокорекції гіперактивності дошкільників шляхом синтезу патогенетичного і психолого-педагогічного підходів на базі принципу інтегральної суб’єктності З. С. Карпенко. Запропонована модель психокорекції гіперактивності пояснює гальмування і деформацію психосоціального розвитку дошкільника затримкою розвитку його суб’єктності в сенсомоторному, атенціональному, мнемічному, афективно-конативному, мовленнєвому, комунікативному аспектах. Аргументовано необхідність здійснення комплексного підходу до психологічної корекції, виховання і навчання гіперактивних дошкільників і впровадження спеціальних програм психоедукації для батьків. The paper highlights the topicality and need for elaboration and implementation of up-to-date comprehensive programs of psychological correction for preschool children with Attention Deficit/Hyperactivity Disorder (ADHD). Failure to provide effective aid for children with ADHD without regard to their special educational needs has been underlined. Theoretical foundations of the subject-oriented model of psychocorrection of preschool children’s hyperactivity by means of synthesis of pathogenic and psychological-pedagogical approaches on the basis of Z. S. Karpenko’s principle of integral subjectivity have been validated. The proposed model of psychocorrection of hyperactivity explains developmental impairment and deformation of psychosocial development of preschoolers by a delay of their subjectivity in terms of sensomotor, attentional, mnemic, affective-conative, speech and communicative aspects. The need for actualization of a complex approach towards psychological correction, upbringing and education of hyperactive preschoolers and implementation of special programs of psychological education for parents has been reasoned.

Subject. The article investigates the fishing industry, its goals, targets, development trends, and structural changes. Objectives. The purpose is to develop tools to assess the magnitude and direction of structural changes in the fishing industry of the region and test it, using the Primorsky Krai case. Methods. The study employs methods of aggregation of information and creation of composite indices, expert assessments, and the hierarchy analysis technique. Results. We developed methods for quantitative assessment of the magnitude and directions of structural shifts in the fishing industry of the region. The paper includes the test results of these methods, using the fishing complex of the Primorsky Krai case. Conclusions. The developed methodological approach can be used to create tools for assessing the magnitude and direction of structural shifts in other cross-cutting sectors. Our detailed analysis of structural changes in the fishing industry of the Primorsky Krai shows serious problems in the material and technical base and in the implementation of investment and innovation processes in this area. To solve these problems, it is required to consolidate the resources and efforts of the State and the business, and to develop and implement an active structural policy in the fishing industry of the region.

Abstract Several models have been developed to estimate evapotranspiration. Among those, the complementary relationship has been the subject of many recent studies because it relies on meteorological data only. Recently, the modified Granger and Gray (GG) model showed its applicability across 34 diverse global sites. While the modified GG model showed better performances compared to the recently published studies, it can be improved for dry conditions and the relative evaporation parameter in the original GG model needs to be further investigated. This parameter was empirically derived from limited data from wet environments in Canada – a possible reason for decreasing performance with dry conditions. This study proposed a refined GG model to overcome the limitation using the Budyko framework and vegetation cover to describe relative evaporation. This study used 75 eddy covariance sites in the USA from AmeriFlux, representing 36 dry and 39 wet sites. The proposed model produced better results with decreasing monthly mean root mean square error of about 30% for dry sites and 15% for wet sites compared to the modified GG model. The proposed model in this study maintains the characteristics of the Budyko framework and the complementary relationship and produced improved evapotranspiration estimates under dry conditions.


The aim of the article is to summarize theoretical principles and practical experience regarding the relationship between the investment attractiveness of innovative projects and economic growth. The methods of correlation and regression analysis, extrapolation and modeling are used. The subject of the study was the features and patterns of the formation, use and regulation of the policy for assessing the investment attractiveness of company’s innovative projects in modern economic conditions. In the course of the study, an algorithm was developed to assess the size and level of investment attractiveness of the algorithm is based on the allocation of components of the enterprise’s potential. It is indicated that models for evaluating efficiency and cost should take into account not only future cash flows, but also non-financial indicators. Are proposed the construction of a multivariate model based on regression analysis. The essence of this model is to combine the traditional method of correlation analysis with least squares. This approach has the main advantage - relatively high accuracy and low costs in the construction and forecasting. The proposed model of a system for ensuring the investment attractiveness of innovative projects of companies consists of two main subsystems - information-analytical and implementation-control. The article refers to innovative forms of management in thermal power enterprises. It is pointed out that the subject matter of the research paper is approaches of implementing technologies of personnel management in thermal power enterprises. The methodological framework consists of general research methods and also economic and statistical techniques, namely: systemic and structural anlsysis, statistical method of economic analysis, empirical analysis to determine trends of personnel management in thermal power enterprises; induction and deduction method to improve approaches to implementing technologies of personnel management in thermal power enterprises; abstract-logical analysis, economic and mathematical programming to provide the rationale for introducing process and project approaches to implementation of personnel management technologies. A number of trends relevant to staff resources in enterprises are highlighted. It is assumed that the low level of investment is due to the following factors: high depreciation costs of equipment and large consumption of natural resources, a rigid organizational structure, a lack of delegated decision-making and leadership, a top-down approach to making decisions, use of traditional technologies of staff motivation and development, harmful working conditions. The paper provides recommendations on approaches to organizational structure of personnel management. It is concluded that little interaction between business units and insufficient use of technologies for staff development stem from the linear functional model of organizational structure. Particular attention is given to the importance of introducing process approaches to personnel management through horizontal and vertical integration of activities. Project approaches are also considered to be useful for implementing technologies of personnel management in thermal power enterprises. The article suggests ways for project team formation (think tanks / business incubators) and further innovative development of thermal power enterprises. Special reference is made to implementing growth-oriented technologies for personnel management and project team formation in thermal power enterprises. Finally, a set of methods for recruiting project managers are developed.

Recently, the revision of priorities in the interpretation of the security problem and their transformation from the interests of the state to the interests of man himself, have actualized the study of psychological protection. Especially aspects of personal protection are relevant in the professional sphere, which led to the development of the problem of personal protection as a subject of professionalization, taking into account psychological and neuropsychological factors. The purpose of the study is to empirically verify the structurally functional organization of personal protection as a subject of professionalization. The proposed model is based on the methodological principles and conditions of the content of the subject, system and synergetic approaches (the subject principle determines the subjective features expressed in subjective-personal characteristics, the system principle - substantial features expressed in socially personal characteristics; the synergetic principle - quality features that are integrative sign of professional protection of the individual. The sample of the study was: graduating students (n = 180); 4th and 5th year students (n = 230); doctors and medical workers (n = 441). The characteristics of psychodiagnostic tools used in these blocks of the empirical research program are described. The results of the study demonstrated the excellent content of empirical referents of professional protection of the individual in the period of professional optation, professional training and actual professional implementation in ordinary and special conditions of activity. The scientific position of the empirical study of professional safety of the individual is realized in the separation of the experience of social satisfaction, the system-forming factor of which is the urgent need that initiates the manifestation of successful professional realization.

Biobanks are critical infrastructure for medical research. Biobanks, however, are also the subject of considerable ethical and legal uncertainty. Given that biobanks process large quantities of genomic data, questions have emerged as to how genetic privacy should be protected. What types of genetic privacy rights and rights holders should be protected and to what extent? Since 25 May 2018, the General Data Protection Regulation (GDPR) has applied and now occupies a key position in the European legal framework for the regulation of biobanking. This book takes an in-depth look at the function, problems, and opportunities presented by European data protection law under the GDPR as a framework for the protection of genetic privacy in biobanking. It argues that the substantive framework presented by the GDPR already offers an admirable baseline level of protection for the range of genetic privacy rights engaged by biobanking. The book further contends that while numerous problems with this standard of protection are indeed identifiable, the GDPR offers the flexibility to accommodate solutions to these problems, as well as the procedural mechanisms to realise these solutions.

This has necessitated many states to enact legislation and other measures to curb cybercrime. Primary data was gathered through key informant interviews, while documentary search was used to review scholarly literature on the subject. Key informants for the study were drawn from institutions that deal in combating cybercrime. Zimbabwe does not have adequate and effective legislative instruments to combat cybercrime. Cybercrime is a threat to peace and security as it can be used to bring down critical infrastructure and disrupt communication networks of the country. Some of the measures identified to curbing cybercrime include prevention and awareness, training and development, development of new technology and introduction of new laws, and updating of current and introduction of new legislations.

In this chapter, a novel performance model for assessing security of a layered network has been proposed. The work is motivated by the fact that there is a need for a reference framework to account for all threats to a networked system. There are few such models available, and one of them is recommended by the International Telecommunications Union (ITU). The proposed assessment model is based on the ITU security framework, recommended in the ITU-T Recommendation X.805. We employ this model to quantify network security against five threat categories mentioned in the recommendations. The quantification has been done based on the recommended measures against all threats. A threat vector has been proposed that defines required measures for a particular threat category. Other vectors, such as the security implementation vector define how effectively these measures are implemented in a given device, system, or network. As a simple application of the proposed model, the security provided by the IEEE 802.15.4 standard is analyzed, viewing it as an ‘end-to-end’ system (e.g., for ad hoc sensor network applications). The proposed security assessment model can be applied to any type of network (wireless, wired, optical, service oriented, transport, etc.). The model can be employed to obtain security assessment in the form of five security metrics, one for each threat category (destruction, corruption, removal, disclosure, and interruption). An expression for the overall security against all threats has also been derived.
