The countries of the European Union have traditionally been actively involved in the processes of international labour migration. Given the existence of a general strategy for regulating these processes, there are significant differences in the mechanisms of their implementation in the context of individual national business environments. This research identifies the factors influencing the formation of volumes, directions, and structure of the system of migration flows in the European region based on the conducted economic and mathematical modelling. Thus, it is possible to state the fact of exclusively economic reasons for labour migration. The social factor, represented by the size of wages, is derived from the economic one and has a secondary impact. The environmental factor does not affect the intensification of migration processes. The basic factors in determining the current migration policy of the EU are the general situation on the world labour market, the state of socio-economic development of the region, the structure of domestic production and consumption in individual countries. An additional factor influencing today is the nature of the crisis, the cause of which is not economic and financial, but medical and social one. Given the sustainability of the factors of influence, it is possible to predict changes in the main trends of international labour migration in connection with the COVID-19 pandemic. The consequences are not only a change in migration policy within the region, but also a strategy to attract external migrants from donor countries and the development of a special system for managing migration processes in the new environment.

The article deals with challenges and opportunities for international labour migration in Ukraine. It is stressed that the approach to regulation of international labour migration should be comprehensive and should encompass a whole range of factors influencing migration flows, which will ensure making appropriate economic and social changes. The present concept of regulation of international labour migration in Ukraine is analyzed and the need for its improvement is discussed. The priority goals of the Concept of State Migration Policy in Ukraine are highlighted. It is stated that state migration policy is carried out in both emigration and immigration. Some of the key factors of immigration and emigration are identified. It is proved that migration policy in Ukraine is being shaped towards the European Union, which envisages a mutually beneficial redistribution of human resources over the countries. The paper claims, that achieving the quality of life as high as in the EU countries is a key demand for the integration into the European Union. It is emphasized that the existing legislation on migration has some weak points related to developing and fulfilling human potential of migrants. A range of measures to regulate international labour migration is introduced. Based on the research findings, the following actions are proposed to meet the aims of regulation of international labour migration in Ukraine: reduction of emigration from Ukraine by improving its socio-economic status; training and retraining of potential emigrants tailored to the specific characteristics of labor market growth in the country; stimulation of internal mobility aimed at the reduction of emigration; regulation of external employment of Ukrainian citizens; creation of conditions for attracting and efficient using of migrants’ money transfers; using transnational connections of migrants; halting the employment of national human resources; stimulation of immigration attractiveness for certain professional; halting illegal and undesirable migration; regulation of immigrants in Ukraine; legalization of illegal present immigrants; signing bilateral agreements between countries on return migration; stimulating re-emigration; protection of the rights and interests of labour migrants in Ukraine and abroad.

The European Union (EU)–Turkey deal consolidated a shift in the EU’s migration policy. The deal is the culmination of the dominance of the security frame and depicts the continuous externalization of the EU’s responsibility of asylum protection and burden sharing. The strengthening of the security frame has weakened the humanitarian norms that previously dictated EU’s behaviour. This has led to the EU losing some of its comparative advantages in negotiations. Simultaneously, the instrumentalization of the value of asylum, paired with an increased number of asylum seekers, has given negotiation leverage to the neighbouring countries turned service providers. These changes in perception and norms have created a power shift, at the disadvantage of the EU, creating a more leveled playing field for negotiations between the parties. This article tracks the historical shifts in the global refugee regime to explain how today’s situation was created. Hereby, the existence of two competing cognitive frames—humanitarian and security—is assumed, tracked and analysed. While looking at the EU–Turkey deal, the article shows that the EU has started treating refugees as a security problem rather than a humanitarian issue, breaking the normative fabric of the refugee regime in the process. The article also displays how Turkey was able to capitalise on this new reality and engage with negotiations of other neighbouring countries of EU that point towards a change of dynamics in the global refugee regime.

The European Union has met Donald Trump's presidency in a crisis, caused by Britain's exit, quarrels over migration policy and prospects for European integration. Trump has abandoned a project to create a transatlantic free trade area. He demanded a one-sided trade advantage for the United States. The rejection of the liberal project of multilateral foreign policy contributed to the deepening of contradictions between the EU and the US in the field of trade, environment, the regime of international disarmament treaties, the algorithm for resolving regional conflicts. The Trump era in US foreign policy was a time of abandoning liberal globalism. But it is impossible to realize this task in one cadence. The question is whether it is possible for Democrats to fully restore liberal globalism in equal cooperation with the European Union.Trump has abandoned the project of a transatlantic free trade area between the United States and the European Union. This shocked the European elites. Differences in approaches to world trade contributed to the coolness. The European Union is promoting a liberal approach. Trump insisted on the priority of the patronage of American interests. As a result, the tradition of relationships has suffered. Until 2017, the United States bought European goods and paid the most to the NATO budget. Trump demanded trade parity and more European funding for NATO. European elites perceived Trump's approach to migration issues as unacceptable. Trump's policy on international conflicts has become another reason for mutual misunderstanding. Trump recognized Jerusalem as the capital of Israel and helped establish diplomatic relations between Israel and the United Arab Emirates. This has become a challenge for the European Union's Middle East policy.

In the discussion on the EU migration policy, it is impossible to evade the issue of the relation between this policy and the EU foreign policy, including EU common foreign and security policy. The subject of this study are selected links between migration issues and the CFSP of the European Union. The presented considerations aim to determine at what levels and in what ways the EU’s migration policy is taken into account in the space of the CFSP as a diplomatic and political (and subject to specific rules and procedures) substrate of the EU’s external action.

The levels are reported of the free 3-chloropropane-1,2-diol (3-MCPD), its bound forms, the recognised precursors of 3-MCPD, and the factors influencing its formation in 5 selected coffee surrogates and 18 malts in the Czech Republic. The coffee surrogates had the free 3-MCPD level in the range of < 9.0 to 32 &micro;g/kg while the highest amount was found in roasted barley. In malts, the free 3-MCPD levels were similarly low (< 9.0 to 45 &micro;g/kg) being the highest in roasted malts (16-45 &micro;g/kg). Nevertheless, the values found in either surrogates or malts, calculated after normalisation to 40% dry matter content, did not exceed the European Union limit of 20 &micro;g/kg adopted for soy sauces and acid-HVP. The risk for consumers could arise from the bound 3-MCPD, its elevated levels having been found in both coffee surrogates and malts. In coffee surrogates, the bound 3-MCPD levels varied between 145&minus;1184 &micro;g/kg product; the highest level was found in roasted barley. The bound 3-MCPD levels exceeded the free 3-MCPD levels 32 to 81 times. In malts, the bound 3-MCPD levels ranged from 4.0&minus;650 &micro;g/kg, the highest amount having been found in roasted malts (463&minus;650 &micro;g/kg). The bound 3-MCPD levels exceeded the free 3-MCPD levels 0.4 to 36 times.

The study deals with the analysis of global labor market trends in the European Union countries under the influence of free movement and labor migration within the European Union. Named analyzes include defining trends in the emigration and immigration flows of the workforce among the countries of the European Union that apply the policy of migration and countries that are the source of labor emigration. On this basis, labor migration losses and benefits are assessed and their impact on GDP creation on the labor market, the state budget and other economic and social indicators for countries with a migration policy and for countries with a strong majority of labor migration flows abroad are examined. On this basis, the processes of creating imbalances in the European labor market, which are affected by the absence of balance sheets in the benefits and losses of labor migration for individual countries, are examined. The analyzes and investigations carried out have resulted in the definition and justification of the shift in the balance of losses and benefits of labor migration towards a predominance of benefits for countries with a migration policy and a prevalence of losses for countries with a strong dominance of labor migration flows abroad.

Abstract Over the past two decades, the issue of regional convergence in the European Union has been the subject of a wide range of empirical research. This paper aims to provide more information on the differences in regional growth patterns of new member states (NMS), as well as Croatia, in addition to the factors influencing regional disparities within each country. This research provides an analysis of regional convergence in the period 2001-2008 at the NUTS II and NUTS III level. The most widely used model for testing convergence hypotheses is beta-convergence analysis. Other factors commonly included in the econometric modelling of convergence are demographic variables, labour market conditions, industrial structure, institutional factors and overall government policy. The main hypothesis is that the process of regional convergence in NMS and Croatia is not strong enough to dominate over other factors, influencing regional potential growth (mainly industry structure and quality of human capital). Absolute β-convergence can be found at the national level for EU countries. Convergence also can be found for NMS regions, but the pace of convergence on the regional level is lower in comparison to the national level and the estimated β-convergence parameter is less significant.
