Economic and regional development and rapid, often unpredictable changes across the globe in technical fields have an effect on everything, including universities, training, research and services as well. Universities must find their place in this continuously changing environment, they need to continuously reinterpret themselves and their own roles, whilst ensuring that education and knowledge transfer take priority. The pace of change is increasingly accelerating with technological novelties and innovations by high-tech industries surpassing themselves at an astounding rate. Therefore, knowledge, as the facilitator and creator of these results, plays an increasingly important role for those who wish to rank among the winners of the competition both locally and globally. Today, the primary creators of knowledge are still educational institutions, and universities are the fundamental platforms of research. However, it is not enough to be «only» a university, they must educate and research and become part of the developed world alongside participants who would like to provide scientific answers to practical problems. In our paper we address the question of breaking points along which the role of universities can be transformed in order to remain open to the needs of both their narrower and wider environment while maintaining their fundamental mission, thus becoming successful players on the global stage. The development of high-tech industries has resulted in a science-driven period when economic development is unimaginable without the scientific results and the interconnection of individual disciplines. This development will presumably lead to the deterioration of certain individual knowledge and the deepening of others. Higher education must also adapt to this with the development of an education system that strengthens digital skills and serves regional expectations. Nowadays entrepreneurial universities have emerged, which are able to operate with an entrepreneurial approach, thereby responding independently to challenges from outside. The ability to co-operate must be a key aspect of university existence, and the deepening of educational, research and business partnerships is a prerequisite for success. In order to spread management approach and create an entrepreneurial ecosystem, successful R&D work and innovation, it is also necessary to involve external, tender resources and grants, besides own resources. However, these resources need to be used well, but the lack of a pre-planned, conscious strategy results in less efficient use. Regional cooperation, common thinking, training and innovation, science workshops and science parks all contribute to the development of institutions and related regions.

Internal control plays a role in risk prevention for firms when dealing with serious emergencies, which ensures the sustainable development of firms during a crisis. Based on the rapid outbreak of COVID-19 in China, this paper empirically tests whether internal control alleviates the negative impact of the pandemic on firm performance. Using a sample of Chinese listed firms from the first quarter of 2019 to the third quarter of 2020 and employing the difference-in-difference (DID) method, we find that the firms with a higher quality of internal control achieve better financial performance during the pandemic period; the more serious the pandemic is, the more obvious effect internal control plays. Furthermore, we consider the industry heterogeneity and firm heterogeneity of the risk resistance effect of internal control. In the manufacturing industry, which is a “disaster zone” of the pandemic, and the non-high-tech industry with a low degree of digitization, internal control can play a more important role in firms’ performance. Moreover, for state-owned enterprises, and firms with strong financing constraints, the role of internal control is more prominent. The above results provide empirical evidence for the risk prevention function of internal control and shed new light on the measures for firms to resist emergencies in the future.

AbstractHigh-tech industrial agglomeration is conducive to boosting technological progress, promoting industrial structure upgrading and realizing economic transformation, and certainly affects the overall industrial environmental efficiency. However, few recent studies have focused on its impact on industrial environmental efficiency from a green perspective. In the context of promoting the development of green economy, it is of great significance to clarify the links between high-tech industrial agglomeration and industrial environmental efficiency. In this research, we first analyzed the theoretical mechanism of the impact of high-tech industrial agglomeration and its spatial spillover effects on industrial environmental efficiency and then made an empirical analysis based on the panel data of 29 provinces and cities in China from 2003 to 2016. During the research, Super-DEA method, ESDA method and spatial Dubin model are used. The result shows that: (1) There is a significant spatial positive correlation between China's industrial environmental efficiency and high-tech industrial agglomeration; (2) high-tech industrial agglomeration has improved the local industrial productivity and industrial technology level through scale effects and technical effects, which has accordingly significantly enhanced the corresponding environmental efficiency; (3) through the association of regional industries, the cross-regional cooperation of enterprises and the formation of innovation networks, high-tech industrial agglomeration promotes the spillover of knowledge and technology among regions, improves the level of industrial technology in neighboring regions, and enhances the industrial environmental efficiency in neighboring regions. All these three is helpful to re-evaluate the development mode of high-tech industry agglomeration and to formulate relevant government policies.

The article identifies the key conceptual foundations for the formation of intellectual leadership of economic entities, including countries as specific actors in the global economy. Thorough preconditions for increasing the level of economic development and the impact of education have been identified. It is determined that historical concepts and modern realities of economic activity only actualize the role of education and enlightenment in the economic development of the national economy and ensuring its competitiveness. The strategies of increasing the competitiveness of individual countries of the world are analyzed, their key priorities in the conditions of formation of the knowledge economy are determined. The evolution of views on the role of human and intellectual capital in increasing the welfare of countries, the impact on GDP and other macroeconomic indicators is described. The ratings of countries are analyzed, in particular by the level of investment in intellectual capital and the structure of their GDP, which confirms the dominance of science-intensive economic activities. In addition, it was determined that the leading countries are characterized by increasing the role of knowledge-intensive activities, increasing the share of intangible assets, redistribution of capital of leading international companies and increasing research spending, increasing investment in human and intellectual capital, increasing exports of high-tech products. Analytical assessment confirms the advanced development of science-intensive industries in countries with developed economies, which creates the need for training and retraining of specialists needed for such industries. In modern conditions, the educational process ceases to be predominantly the prerogative of young people, and becomes a lifelong process, which increases spending on education in developed countries, but without denying the significant asymmetries on this indicator. Research confirms the direct relationship between the quality of human and physical capital and economic development, which is typical of highly developed countries, one of the main reasons for the development lag of the poorest countries. In addition, the article substantiates the key factors of intellectual leadership and their impact on the development of economic development strategies.

One of the most current concerns in the field of information system is whether cloud computing technology can deliver the desired improvement of capability and value to enterprises. This paper studied the enterprise technology development capability of the enterprises in Beijing Zhongguancun Technology Park, the first national high-tech industrial development zone in China, from the perspective of the breadth and depth of the alignment of cloud computing and enterprise. It proposed a theoretical model to study how the breadth and depth of alignment affects the enterprise technology development capability in a turbulent environment and considers the intermediary role of the enterprise technology absorption capability and the moderation role of environmental turbulence in it. The model was tested empirically by questionnaires and structural equation model (SEM). Empirical results showed that both the deep and wide alignment of cloud computing can enhance the enterprise technology development capability by improving the enterprise technology absorption capability.

Early research on relationship marketing highlights the role of communication in shaping trusted and committed business partnerships. Various studies validate communication as one of the strongest determinants of relationship commitment, loyalty, trust and satisfaction. But, few have studied the predictors of communication effectiveness, especially in a global context.  The purpose of this study is to analyze the impact of cooperation, quality communication, conflict handling and two-way communication as predictors of communication effectiveness. The perception of their impact on increasing communication effectiveness is tested in the context of buyer-supplier relationship in one high-context/relationship-based country (Brazil) and one low-context/rule-based country (U.S.). Structural equation modeling is used to test the relationships in the model. Results suggest that suppliers focus more on fostering cooperation when dealing with buyers from low-context countries and on conflict avoidance when dealing with buyers of high-context countries. Across both contexts, results further indicate that buyers are universally influenced by the quality of communication exchanged with their buyers.

The aim of the paper is to present innovative technologies that contribute to strengthening cybersecurity of critical infrastructure. It focuses on trends in the use of high-tech solutions for cybersecurity of critical infrastructure. They are analyzed the capabilities of the next-generation cybersecurity model, as well as the role of the simulation modelling and expert systems in the process of identifying and preventing cyber attacks. The main result of the study is the description of the overall sequence of steps to be completed in a model in order to a simulation study of the impact of a DoS – attack to it. The applied conributions are expressed in developing the algorithms in the form of block diagrams because of the comparative clarity and accessibility of this approach. Therefore, they are suitable for implementation in professional simulation environments. Тhe types of algorithms and their properties, as well as the symbolism of the geometric blocks used are explained in detail and supported by examples of author's empirical studies conducted in the selected simulation products

This chapter examines how networked financialization exacerbated capitalism's crisis tendencies. Financialization, a formative aspect of the rise of digital capitalism in response to the crisis of the 1970s, evolved out of multiple impulses. One spur came as millions of workers who experienced wage repression were brought to depend on debt for immediate consumption as well as for housing and automobiles, education, and medical care. Another came from the fact that finance grew ever larger in the strategies of transnational manufacturers, retail chains, agribusinesses, and service suppliers. The chapter also discusses the impact of information and communications technology (ICT) on financialization as well as the role of networks in the emergence of a high-tech financial system. It concludes by looking at three major trends, including the possibility that the financial crisis was unlikely to end without a profoundly conflicted restructuring of the global political economy.

This paper investigates major points of the successful functioning and modernization of the national economy is the transfer of the economy to an innovative development path, the creation of a high-tech and competitive economy. In the transition to the modern model of economic growth, the level of activity of enterprises is of great importance, where high activity is ensured by the leading role of the state in stimulating and determining national priorities and the active influence of the state on the process of innovative development through mechanisms of state tax stimulation of economic development. In conclusion, it makes an emphasis on both theoretical and methodological basis as a whole.

China’s high-tech innovation and marketization efficiency still need to be optimized, which restricts the promotion of regional innovation and economic development. On such practical problem, this paper mainly focuses on improvement of high-tech efficiency of China, with the hope that the research can help to find ways to improve efficiency in both regions and industry development. Moreover, the impact on the high-tech innovation stage and the marketization stage are analyzed, in order to make clear the main problems in the complex process of high-tech innovation. This paper proposed the super-SBM model and the panel regression model. The conclusions are as follows. (1) The efficiency of high-tech innovation in China is improving, but there are great differences within regions. Therefore, the heterogeneous regional innovation context should be taken into consideration in the institutional management policies. (2) There is a significant positive correlation between government subsidies and R&D intensity in improving the high-tech innovation efficiency. Government needs to carry out appropriate policy guidance, increase financial support, and encourage high-tech enterprises to increase R&D investment. (3) Openness and better innovation environment play a positive role in the technology marketization stage; thus, the establishment of inter-regional cooperation or transnational relations is an effect way. Forming a better innovation environment can also help to enhance international high-technology cooperation and improve marketization efficiency.
