The U.S. Army is the largest Department of Defense (DoD) land user in Alaska, including remote areas only accessible by air, water, or wintertime ice roads. Understanding where energy resources and related infrastructure exist on and adjacent to DoD installations and training lands can help in-form Army decision-makers, especially in remote locations like Alaska. The Energy Atlas–Alaska provides a value-added resource to support decision-making for investments in infrastructure and diligent energy management, helping Army installations become more resilient and sustainable. The Energy Atlas–Alaska utilizes spatial information and provides a consistent GIS (geographic information system) framework to access and examine energy and related resource data such as energy resource potential, energy corridors, and environmental information. The database can be made accessible to DoD and its partners through an ArcGIS-based user interface that provides effective visualization and functionality to support analysis and to inform DoD decision-makers. The Energy Atlas–Alaska helps DoD account for energy in contingency planning, acquisition, and life-cycle requirements and ensures facilities can maintain operations in the face of disruption.

Nowadays spatial information is becoming more and more accessible for various purposes due to local, national and European initiatives. This paper is addressed to one such initiative Hlandata, whose purpose is to make a significant step forward in the harmonization and use of land cover (LC) and land use (LU) geographic data and its related data bases over Europe. The project was developed using the best experiences from previous geographic data harmonization activities with the goal of demonstrating the feasibility of European level harmonization of land information related datasets. The three pilot projects “LU-LC Data Analysis System for intermediatelevel users”, “Harmonized and Interoperable Land Information Systems” and “Stratification of Waste Dumps” were developed and tested within the project and demonstrated advantages from user oriented value-added services emphasizing data search, exploration and analysis.

BACKGROUND As of the end of February 2020, 2019-nCoV is currently well controlled in China. However, the virus is now spreading globally. OBJECTIVE This study aimed to evaluate the effectiveness of outbreak prevention and control measures in a region. METHODS A model is built for find the best fit for two sets of data (the number of daily new diagnosed, and the risk value of incoming immigration population). The parameters (offset and time window) in the model can be used as the evaluation of effectiveness of outbreak prevention and control. RESULTS Through study, it is found that the parameter offset and time window in the model can accurately reflect the prevention effectiveness. Some related data and public news confirm this result. And this method has advantages over the method using R0 in two aspects. CONCLUSIONS If the epidemic situation is well controlled, the virus is not terrible. Now the daily new diagnosed patients in most regions of China is quickly reduced to zero or close to zero. Chinese can do a good job in the face of huge epidemic pressure. Therefore, if other countries can do well in prevention and control, the epidemic in those places can also pass quickly.

The objective of this research was to measure the benefits of rural and small urban transit services in Minnesota. The study accomplished this by first identifying, describing, and classifying the potential benefits of transit. Second, a method was developed to measure these benefits. Where possible, benefits were quantified in dollar values. Other benefits that could not be quantified in monetary terms were either quantified in another way or described qualitatively. The study included an analysis of societal benefits and economic impacts within local communities. Third, the developed method was applied to a series of six case studies across Greater Minnesota. Data were collected through onboard rider surveys for each of the six transit agencies. Total benefits and benefit-cost ratios were estimated for the six transit agencies—all showed benefits that exceeded costs—and results were generalized to Greater Minnesota. Economic impacts were also estimated showing the effect on jobs, labor income, and value added. This research provides information to assess the benefits of public spending on transit, which gives decision makers the data needed to inform investment decisions.

Climate change raises serious concerns for policymakers that want to ensure the success of long-term policies. To guarantee satisfactory decisions in the face of deep uncertainties, adaptive policy pathways might be used. Adaptive policy pathways are designed to take actions according to how the future will actually unfold. In adaptive pathways, a monitoring system collects the evidence required for activating the next adaptive action. This monitoring system is made of signposts and triggers. Signposts are indicators that track the performance of the pathway. When signposts reach pre-specified trigger values, the next action on the pathway is implemented. The effectiveness of the monitoring system is pivotal to the success of adaptive policy pathways, therefore the decision-makers would like to have sufficient confidence about the future capacity to adapt on time. “On time” means activating the next action on a pathway neither so early that it incurs unnecessary costs, nor so late that it incurs avoidable damages. In this paper, we show how mapping the relations between triggers and the probability of misclassification errors inform the level of confidence that a monitoring system for adaptive policy pathways can provide. Specifically, we present the “trigger-probability” mapping and the “trigger-consequences” mappings. The former mapping displays the interplay between trigger values for a given signpost and the level of confidence regarding whether change occurs and adaptation is needed. The latter mapping displays the interplay between trigger values for a given signpost and the consequences of misclassification errors for both adapting the policy or not. In a case study, we illustrate how these mappings can be used to test the effectiveness of a monitoring system, and how they can be integrated into the process of designing an adaptive policy.

In the face of many global challenges, including ongoing climate change, policymakers are seeking viable solutions. The bioeconomy and its development are one of them. Partnerships, such as BIOEAST, are established to support the development of the bioeconomy in CEE countries. The conversion of biological biomass into new bio-products with high added value can contribute to a reduced environmental impact. One of the three economic sectors producing biomass for manufacturing is agriculture. Within the framework of this study, using the PRODCOM statistical list, which provides statistics on the production value of manufactured products, an assessment of manufacturing involving biomass processing utilizing biomass from the agricultural sector in countries of the BIOEAST initiative was performed. In BIOEAST Initiative countries, biomass from agriculture is predominantly used by the food production sector, followed by economic sectors, such as beverages, textiles, leather and wearing apparel. In several BIOEAST initiative countries, the percentage of the production value utilizing biomass from the agricultural sector is remarkable. Poland is one of those countries for which the value of manufacturing production utilizing agricultural biomass represents almost 30% of the total manufacturing value. The results obtained from the analysis, along with detailed information on specific product groups, can provide valuable information for decision makers planning the development of the bioeconomy in reviewed BIOEAST countries, including Poland.

The increasingly acknowledged post-secular perspective has resulted in the emergence of some new approaches theorizing this phenomenon. One such approach has been the concept of religious engagement, which calls for the redefinition of the perception of religious non-state actors towards including them as important partners in the process of identifying and realizing political goals. According to this view, due to the multidimensional role played by religious communities and non-state religious actors, they need to be recognized as pivotal in creating a new form of knowledge generated through encounter and dialogue of the political decision-makers with these subjects. Among numerous others, the challenge of migration calls for enhanced debate referring to both political and ethical issues. When such a perspective is applied, the question is raised of the duties and limits of nation-states using more or less harsh political measures towards refugees and migrants based on the concept of security, but also short-term political goals. In the face of a state’s lack of will or capacity to deal with the problem of migration, the question of religion serving not only as the service-provider but also as the “trend-setter” with regard to fundamental ethical questions needs to be considered.

In order to develop and be competitive, modern enterprises, which function in an environment that is globalised, dynamic and subject to strong digitalisation pressure, need to implement information technologies in a way that will allow them, as they achieve further levels of virtualisation, to maintain, and even enhance, their ability to create value added. As business activity is moved to a space shaped by computers and IT networks and distance communication tools and forms are developed, the importance of establishing contacts and relations in the organisation and execution of value-creation business processes increases. Digitalisation of the economy and society is one of the most dynamic changes of our times, opening up new opportunities to create business models, while bringing uncertainty and various threats connected, among other things, with social consequences of the automation of production processes and security in a broad sense. The aim of the presentation is to indicate areas of activity in which information technologies are most often implemented in enterprises in Poland as well as managers' strategic approach to this problem in the face of digital transformation. The paper presents the level of Polish enterprises’ engagement in the process of digital transformation and shows how the progress in terms of implementation of modern ICT in the aspect of customer contacts, managing and executing contacts with suppliers and recipients and resource configuration, impacts the effectiveness of the enterprises surveyed.

Concerns regarding strategic flexibility arose from companies’ need to survive excess capacity and flagging sales in the face of previously unforeseen competitive conditions. Strategic flexibility became an organizational mandate for coping with changing competitive conditions and managers learned to plan for inevitable restructurings. They learned to reposition assets and capabilities to suit their firms’ new strategic aspirations by overcoming barriers to change. Core rigidities flared up in the form of legacy costs, regulatory constraints, political animosity, and social resistance to adjusting firms’ strategic postures; managers learned that their firms’ past strategic choices could later become barriers to adapting corporate strategy. Managerial insights concerning how to modify firms’ resources changed the way in which they were subsequently regarded. Enterprises saw assets lose their relative productivity and value as mastery of specific knowledge become less germane to success. Managers recognized that their firms’ capabilities were mismatched to market or value-chain relationships. They struggled to adapt by overcoming barriers to change. Flexibility problems were inevitable. Even if competitive conditions were not impacted by exogenous change forces, sustaining advantage in a steady-state competitive arena became difficult; sustaining advantage in dynamic arenas became nearly impossible. Confronted with the difficulties of changing strategic postures, market orientations, and overall cost competitiveness, managers embraced the need to combat organizational rigidity in all aspects of their firms’ operations. Strategic flexibility affected enterprise assets, capabilities, and potential relationships with other parties within firms’ value-creating ecosystems; the need for strategic flexibility influenced investment choices made to escape organizational rigidity, capability traps and other forms of previously unrecognized resource inflexibility. Where entry barriers once protected a firm’s strategic posture, flexibility issues arose when the need for endogenous changes occurred. The temporary protection afforded by imitation barriers slowed an organization’s responsiveness to changing its strategy imperatives—making the firm rigid when adaptiveness was needed instead. A firm’s own inertia to change sometimes created mobility barriers that had to be overcome when hypercompetitive conditions arose in their traditional market arenas and forced firms to change how they competed. Where exogenous changes drove competitive conditions to become more volatile, attainment of strategic flexibility mandated the need to downsize the scope of a firm’s activities, shut down facilities, prune product lines, reduce headcount, and eliminate redundancies—as typically occurred during an organizational turnaround—while simultaneously increasing the scope of external activities performed by an enterprise’s value-adding network of suppliers, distributors, value-added resellers, complementors, and alliance partners, among others. Such structural value-chain changes typically exacerbated pressures on the firm’s internal organization to search more broadly for value-adding innovations to renew products and processes to keep up with the accelerated pace of industry change. Exploratory processes of self-renewal forced confrontations with mobility or exit barriers that were long tolerated by firms in order to avoid coping with the painful process of their ultimate elimination. The sometimes surprising efforts by firms to avoid inflexibility included changes in the nature of firms’ asset investments, value-chain relationships, and human-resource practices. Strategic flexibility concerns often trumped the traditional strengths accorded to resource-based strategies.

Purpose The purpose of this paper is threefold: first, to analyse the existing work of warranty risk management (WaRM); second, to develop a generic WaRM framework; and third, to design a generic taxonomy for warranty hazards from a warranty chain perspective. Design/methodology/approach To understand the top warranty hazards, the authors designed a questionnaire, received 40 responses from the warranty decision makers (WDM) in the automotive industry in the UK and then analysed the responses. Findings The assembly process capability at suppliers is the top contributor to warranty incidents from the suppliers’ and original equipment manufacturers’ (OEMs’) viewpoints. The human error at different stages of the product lifecycle contributes to the occurrence of warranty incidents. The collaboration among parties, particularly, the accessibility to warranty-related data between parties (i.e. suppliers, OEM and dealers), is limited. Customers’ fraud contributes more to warranty costs than warranty services providers’ fraud. The top contributors to customer dissatisfaction relating to warranty are the warranty service time and service quality. Research limitations/implications The questionnaires were used to collect data in the UK, which implies the research outcomes of this paper may only reflect the UK area. Practical implications The WaRM framework and taxonomy proposed in this paper provide WDM with a holistic view to identifying the top contributors to warranty incidents. With them, the decision makers will be able to allocate the required fund and efforts more effectively. Originality/value This paper contributes to the literature by providing the first work of systematically analysing the top contributors to warranty incidents and costs and by providing a WaRM framework.

And the paper uses virtual reality technology to establish visual scene of ground to realize integrated visual display of power transformation, power transmission and power distribution, which not only makes the producers, managers and decision makers directly master the situation of production line in power station, but also realizes that producers and managers affiliate decision makers to formulate production plan.
