The article presents a retrospective analysis of the state’s participation in the regulation of socio-economic processes. A wide range of opinions on state regulation of the development of socio-economic systems is presented. The views of economists on the regulation of socio-economic processes have evolved. Economic theories of substantiation of economic development and the role of the state in the regulation of socio-economic processes are considered: Keynesian, monetarist, institutional, theory of social choice, etc .. The views of modern scholars on the essence of state regulation are analyzed. It has been found that the authors reveal the essence of this concept differently and, as a result, each definition interprets the ultimate goal of state regulation differently. Scholars substantiate the need for state regulation for the realization of social interests of society; development of the social mode of production and improvement of the social development of the country; consider the goal of state regulation to stabilize and adapt the socio-economic system to changing conditions; define state regulation as a system of measures of different nature. State regulation is defined as a system of measures at different levels of public authorities in accordance with certain functions aimed at different spheres of life. It is noted that in the conditions of decentralization local self-government bodies have received more powers and more opportunities to solve problems of socio-economic development of territories. Therefore, the role of local governments, their decisions have a significant impact on the level of socio-economic development of territories.

Introduction. The need to neutralize the threats to Ukraine's national security requires review of the priorities of public administration. Given the leading role of the budget as the imperative dominant of the system of state regulation of socio-economic development, the use of which is linked to the practical application of the budget mechanism of the socio-economic development of the state, the feasibility of modernizing the said mechanism is beyond doubt. The above circumstances determine the indisputable relevance of the study of the architecture of the budget mechanism and the search for ways to improve its structure, the integration of financial methods, forms, tools and instruments. Purposes. The purpose of the article is to formulate its own scientific approach to the structuring of the budget mechanism of the socio-economic development of the state, the characteristics of its elements and the relationship between them. Results. The result of the study proved that the optimal combination of elements of the budget mechanism allows the state to effectively influence the socio-economic processes, ensuring the functioning and development of the national economy, affordable and quality public services to the population, solving social problems and others. So in terms of transformation of budgetary relations and orientation of public finance to economic growth and improving public welfare scientific approaches to structuring the budget mechanism require revisionand clarification. Conclusion. Taking into account the directions of budget resources movement, the budget mechanism of the socio-economic development of the state proposes to distinguish two main subsystems: the mechanism of budget funds formation and the mechanism of using budget funds. In each of the subsystems, financial methods, forms, tools, levers are distinguished and characterized in the context of providing the architectural budget mechanism.

The article examines the investment potential of the territories of the Republic of Uzbekistan and the issues and investment distribution problems in them. Also, in the article predictions were made using programs of mathematical models of artificial neural networks in the analysis of distributions process problems, and the results were determined by comparing the results with trend and panel methods. Sustainable territorial socio-economic development is determined by general laws of country socio-economic development, the share of export products in the total output of the region, depending on the composition of the gross regional product, in key sectors of the economy is determined by features such as competitive product, scientific potential, population income. Therefore, the problems that arise in ensuring the socio-economic development of the region in modern conditions will have their own regional characteristics.Addressing the territorial socio-economic development problems require strengthening the regulatory role of the state in determining regional economic policy, governance, the development of effective systems, tools and methods of state regulation. Sustainable territorial socio-economic development also depends on the self-sufficiency level of resources and effective budget finance, credit, tax and price policies.

Introduction. Given the limited own resources of local self-government, it is important to ensure the effective functioning of the mechanism for providing investment subventions from the state budget. Such investment subventions include subventions for the formation of infrastructure in the united territorial communities and subventions for the implementation of measures of socio-economic development of separate territories. The purpose of the paper is the analysis of the mechanism of providing and using investment subventions to local budgets in order to identify disadvantages and eliminate them. Results. Providing an “infrastructure” subvention to local budgets has strengthened the capacity of united territorial communities and to some extent improved the quality of services provided to the population. During 2016–2019, UAH 6.5 billion was allocated from the State Budget of Ukraine to local budgets for infrastructure development and 9475 projects were implemented. With the help of these subventions, schools, kindergartens, outpatient clinics, cultural and sports institutions, water mains and roads were built and repaired, and specialized transport was purchased. However, in recent years, the role of this subvention has decreased significantly due to the fact that the number of UTCs that received an infrastructure subvention during 2016–2021 has increased significantly, and its volume has hardly changed. The amount of subventions from the state budget to local budgets for the implementation of measures for socio-economic development of certain territories has also decreased, which negatively affects the capacity of local governments in the field of investment projects. Conclusion. The volume of investment subventions remains insufficient, and their distribution is partly in a “manual mode”, which creates a favorable environment for political corruption and lobbying.

The role of transport infrastructure as one of the regional development indicators The aim of this paper is to present the place of transport infrastructure in socio-economic development programming and to analyse the nature and role of this factor in selected theories of regional development. The first part of the paper describes the research method and sources used. The second part contains a synthetic review of the literature on transport economics and indicates the key elements from the point of view of socio-economic development and, consequently, the interest of public authorities. The third part describes the discussion on the expected role of infrastructure investments and their place in selected concepts of regional development. It focuses on the dilemma of the “anticipatory” or “secondary” model of infrastructure development and the role of this issue against the background of other regional development factors. The book closes with a conclusion on the role of the transport sphere in supporting regional development and the conclusion that transport infrastructure is an indispensable element in creating accessibility and, in parallel, the internal potential of regions.

The article defines the priorities of the social policy of Ukraine at the present stage. The socio-economic problems of Ukraine are analyzed, their causes and solutions are identified. It is shown that the main reason for the failures of the socio-economic policy of independent Ukraine is the uncritical attitude of Ukrainian reformers to the consequences of neoliberal policies in other countries, as a result of which foreign experience of socio-economic reforms began to be introduced without taking into account domestic specifics. The decline in the role of the state in socio-economic policy, the increase in the role of private business, the privatization of "everything and everyone" led to a sharp social stratification, an economic crisis, which became a trigger for crises in all spheres of Ukrainian society. One of the fundamental principles of neoliberal economics, deregulation, has also collapsed. It turned out that the market is not efficient in areas in which the business cannot make quick and large profits. The so-called "market failures" demonstrated the need for state regulation in the spheres of education, health care, ecology, etc. Conclusions of the study and prospects for further research in this direction. Thus, if the new government really wants to build a successful country of happy people, it must make social and economic policy its top priority. Its primary tasks at the present stage should be: reduction of tariffs for utilities by eliminating from them the corruption component and excess profits of suppliers; revision of the principles of granting subsidies for utility bills. Exclusion from the number of subsidies of those who do not need state aid, but have a formal right to receive it (they work unofficially); the fight against the shadow economy, with the concealment of income from taxation; reforming the system of wages and pensions; creation of jobs with decent wages; establishing interaction between the state and private business in order to increase the social responsibility of the latter.

Strategizing the spatial development of the Russian Federation is an extremely complex, multifaceted task, which affects not only the traditional problem of the location of productive forces, but also a wide range of issues, concerning the ratio of different types of settlements, agglomeration processes, strengthening the role of each type of settlements and agglomerations in ensuring sustainable socio-economic development of the country and its regions. The active discussion around the dilemma “mega-cities and/or small and medium-sized cities”, which actively unfolded during the discussion of the draft of the spatial development Strategy, naturally didn’t lead to the formation of a mono polar position on this issue. Formally, newly adopted document paid tribute to the leading role of mega cities and large agglomerations in the development of the country’s economy and its modernization on the innovative basis, but also proceeds from the fact that the implementation of this trend of socio-economic development should not lead to the launch of the bulk of small settlements. This situation gives the reason to presume that many questions of the spatial development of the Russian economy haven’t yet received an adequate answer. This, in particular, concerns the settlement aspect of spatial Strategy. In addition, it is not clear what should be the program-target tools of the Spatial development strategy of the Russian Federation and what role national projects can play in this sphere.
