Hide and Seek: The Orphan Well Problem in America

It’s a problem as old as the industry itself. The initial oil rush in the late 1800s spread like wildfire through Pennsylvania, and by 1891 the state’s annual crude output had hit 31 million barrels, or 58% of the nation’s total oil production for that year. However, by the turn of the century the bloom was off the rose. Pennsylvania’s once-robust oil allure had been eclipsed by finds in Texas, California, and Oklahoma, each spawning its own regional oil booms. So why the history lesson? Because it’s important to understand the potential volume and impact of orphan wells in the US. In the infancy of the industry, plugging-and-abandonment (P&A) techniques were crude at best, if anyone even went to the trouble. Worse still was the overall record keeping at the time. With oil booms around the country setting off races to harness as much black gold as possible, wells were being drilled at breakneck pace. Once these earliest wells were tapped of their commercial usefulness, operators moved on to the next. There was little-to-no over-sight. No regulations. No standards. The result? Thousands, if not more, of scattered, undocumented wells. “Back in the day, you have people drilling wells, and nobody’s keeping track of where the wells are drilled and who owns the wells,” said Daniel Raimi, fellow with Resource for the Future, an independent institution that conducts environmental, energy, and natural resource research. “The government’s not keeping track and has little to no regulation in place to ensure that operators safely decommission their assets at the end of their lives. As a result, you have wells that maybe produce for a couple of years, and then the owners walk away. Multiply that by a couple of hundred thousand and now you’ve got a problem.” Today, there is plenty of oversight and regulation for the industry to leave abandoned wells in much better shape than those earliest probes. However, orphan wells are still a problem. To paint the clearest picture, it would be prudent to define what an orphan well is. This is where we run into our first problem. Definitions can vary wildly from state to state and organization to organization. Some lump all abandoned, unplugged wells into their counts as orphan wells. Others count all idle wells. However, for the sake of clarity we will define orphan wells as those nonproducing, idle wells whose ownership is unknown. By that definition it is safe to say that many of the nation’s earliest wells fit that criteria. In more modern times, orphans result from idle wells whose owner goes belly-up prior to any P&A work. In most of these cases, bonds are employed to help offset the cost of plugging these wells. However, while they vary state to state, most bonding minimums do not cover the full cost of abandonment and remediation, if needed. According to the US Environmental Protection Agency, there are about 2 million unplugged, abandoned oil and gas wells scattered across the US. Other experts place the number higher; some believe it is lower. Some researchers believe as many as half of those could be orphan wells. A survey by the Interstate Oil and Gas Compact Commission in 2018 put the range of orphaned and idle wells at around 560,000 to 1.1 million. Again, abandoned doesn’t always mean orphaned. One fact that can be extrapolated from the data gathered to date is that no one knows for sure just how many orphaned wells are out there. But that is changing.

This paper proposes a LNG-fueled coastal RO/RO for the East Coast of the US trade to meet upcoming Emission Control Area (ECA) requirements. The exhaust system for this vessel is proposed to be a wet system so there is no airborne emission. The CO2 remaining in the exhaust system is removed in the exhaust stream, and remaining exhaust components are combined with cooling water to provide a cooling effluent that meets Environmental Protection Agency (EPA) requirements. The concept design is carried to the point of determining operating economics, and the environmental effect of operating such ships is assessed as compared to conventional truck traffic. It was found that each ship will reduce East Coast highway truck traffic by over 1900 trucks per week. Since there are no emissions from the ship, each ship will also bring environmental advantages. It appears the ship would be economically competitive with conventional truck transport: the cost for transporting a single 53’ trailer via ship is roughly $996, compared to $1245 via truck. Furthermore, the proposed three vessel shipping service could potential-ly remove nearly 300,000 vehicles from the road annually.

Oil and gas operators have been forced by rising investor expectations and a maturing resource base to both improve operating standards and reduce the cost of operations. During the past five years, the author's company has executed 20 studies in the US and Canada, examining the costs and methods of oil and gas operations for nearly 2,000 fields, for over 100 exploration and production companies. These studies cover more than a dozen basins from the Gulf of Mexico (Shelf and deepwater) to Alaska, including most producing basins in the US lower 48 states and Western Canada. They focus on developing an understanding of leading practices of successful operators, and identifying areas for remedial action to enhance cash flow.The paper examines various methods operators use to identify specific high cost areas for remedial action, and detail examples of successful operations. The focus will be on cost saving opportunities and practices utilised in offshore operations (Shelf and deepwater).

Abstract In response to a requirement in the Indoor Radon Abatement Act of 1988, The US Environmental Protection Agency (EPA) has been developing 'Model Standards and Techniques for Control of Radon in New Buildings'. A draft of the Model Standards was developed in close co-operation with the building industry and disseminated for public comment in April 1993. A final Standard will be published by the end of 1993. This paper describes the recommended construction techniques and implementation procedures contained in the draft. Use of the recommended standards and techniques is linked to the potential for elevated radon levels that is predicted for different geographical areas of the United States. The paper emphasises the cost-effectiveness of building-in-radon-resistance in new homes, and highlights the use of construction techniques that many builders already use as standard building practice.

Subject. The study analyzes generally accepted approaches to assessing the value of companies on the basis of financial statement data of ExxonMobil, Chevron, ConocoPhillips, Occidental Petroleum, Devon Energy, Anadarko Petroleum, EOG Resources, Apache, Marathon Oil, Imperial Oil, Suncor Energy, Husky Energy, Canadian Natural Resources, Royal Dutch Shell, Gazprom, Rosneft, LUKOIL, and others, for 1999—2018. Objectives. The aim is to determine the specifics of using the methods of cost, DFC, and comparative approaches to assessing the value of share capital of oil and gas companies. Methods. The study employs methods of statistical analysis and generalization of materials of scientific articles and official annual reports on the results of financial and economic activities of the largest public oil and gas corporations. Results. Based on the results of a comprehensive analysis, I identified advantages and disadvantages of standard approaches to assessing the value of oil and gas producers. Conclusions. The paper describes pros and cons of the said approaches. For instance, the cost approach is acceptable for assessing the minimum cost of small companies in the industry. The DFC-based approach complicates the reliability of medium-term forecasts for oil prices due to fluctuations in oil prices inherent in the industry, on which the net profit and free cash flow of companies depend to a large extent. The comparative approach enables to quickly determine the range of possible value of the corporation based on transactions data and current market situation.

A study of the quality of the development of estimate documentation on the cost of construction at all stages of the implementation of large projects in the oil and gas industry is conducted. The main problems that arise in construction organizations are indicated. The analysis of the choice of the perfect methodology of mathematical modeling of the investigated business process for improving the activity of budget calculations, conducting quality assessment of estimates and criteria for automation of design estimates is performed.

Abstract Long before Toni Morrison was extensively recognized as a serious contender in the “Global Market of Intellectuals,” she was obviously reading and absorbing challenging critical work that was considered “provocative and controversial” by the keepers of the US academic community at the time. While no one disputes the influence of Elaine Pagels’ work on Gnosticism at the University of Princeton, particularly its importance for Jazz and Paradise, the second and third novels of the Morrison trilogy, Gnosticism in Beloved has not been so carefully considered. Yet this keen interest in Gnosticism coupled with the author’s systematic study of authors from the mid-19th-century American Renaissance inevitably led her to deal with the fascination of Renaissance authors with Egypt (where the Nag Hammadi manuscripts were rediscovered), its ancient civilization, and its mythology. The extensive analysis of a leading French literary critic of Herman Melville, Prof. Viola Sachs, becomes the inspiration for a startlingly different reading of Morrison’s seminal novel, one that positions this author in a direct dialogue with the premises of Melville’s masterpiece, Moby-Dick, also drawing on the importance of Gnosticism for Umberto Eco’s 1980 international best-seller, The Name of the Rose.

The purpose of this study was to evaluate the public water contamination levels of Winkler County, in West Texas. With water scarcity becoming more prevalent in arid climates like West Texas, it is important to ensure the water quality in these areas. The Dockum and Pecos Valley aquifers were analyzed for inorganic pollutants that could inhibit the water. The parameters such as copper, lead, arsenic, nitrate, chloride, and chromium level reports were provided from 1972 to 2018 to analyze and compare to other studies such as the ones conducted in the Midland/Odessa area. The results were compared to the Environmental Protection Agency (EPA) safety standards, and conclusions were made for the safety consumption of water within the county. We found that inorganic pollutants resulted mainly from the mobilization of the contaminant from anthropogenic activities such as chemical fertilizers, oil and gas developments. This research provides important information for inorganic pollutants in the sinkhole region of Winkler County and contributes to understanding the response to the aquifers. The significance of water quality in West Texas is now more important than ever to ensure that everyone has clean drinking water.

AbstractGlobal plastic waste generation is about 300 million metric tons annually and poses crucial health and environmental problems. Africa is the second most polluted continent in the world, with over 500 shipping containers of waste being imported every month. The US Environmental Protection Agency (EPA) report suggests that about 75% of this plastic waste ends up in landfills. However, landfills management is associated with high environmental costs and loss of energy. In addition, landfill leachates end up in water bodies, are very detrimental to human health, and poison marine ecosystems. Therefore, it is imperative to explore eco-friendly techniques to transform plastic waste into valuable products in a sustainable environment. The trade-offs of using plastic waste for road construction and as a component in cementitious composites are discussed. The challenges and benefits of producing liquid fuels from plastic waste are also addressed. The recycling of plastic waste to liquid end-products was found to be a sustainable way of helping the environment with beneficial economic impact.
