Abstract This empirical research paper provides ample evidence for policy makers to readdress the immigration policy--especially H1-B visa cap restrictions. The paper is focused on employment shifts and human capital achievement for two groups: the U.S. born and foreign-born working within the United States manufacturing industry. The manufacturing industry is the largest industry employer in the country, and it is in the brink of being at a disadvantage in the global stage due to labor shortage as the workforce ages. The paper uses data for three-year periods--2000, 2010, and 2019--from U.S. Census, The American Community Survey (ACS), Public Use Microdata Sample (PUMS) files, thus providing an overview in labor trends and the human capital needed for the industry to be competitive. The paper builds from the Mincer (1974) earnings function to determine hourly wages for the two groups and then uses the Oaxaca-Blinder (1973) method to measure potential bias between the U.S. born and foreign-born employees in the manufacturing industry. The results in this paper align with other recent research findings (Gest et al., 2021; Eckstein & Peri, 2018) that show immigration as a tool to economic competitiveness. The data trends and findings in this paper synchronize with Borjas and Edo (2021) insights indicating that the native-born may respond to supply shocks of immigration by moving to other labor markets that are not directly affected by immigration.

AbstractIn recent years, the migration rates from both China and India to the U.S. have accelerated. Since 2000 more than a third of foreign-born Chinese and 40% of foreign-born Indians have arrived in that country. This paper will document the evolving patterns of immigration from China and India to the U.S. by tracing the history of immigration and racial discrimination, the dramatic transitions that have occurred since the mid-20th century, and the current demographic and socioeconomic profiles of these two migrant groups.



The authors perceive that institutionalized racial hierarchies are the greatest barrier to educational equity in the United States. While P-12 teachers may express the desire to make their classrooms spaces of joy, creativity, and intellectual brilliance, it is primarily through intentional skills development that teachers succeed. The authors assert the need for greater investments by school districts and teacher education programs in professional development for in-service P-12 teachers that further empower them and, in turn, their students, to contribute to the dismantling of racism in the U.S. Teacher educators, administrators and policy makers need to position themselves as cultivators and supporters of P-12 teachers in ways that encourage and sustain their antiracist advocacy and equity work in their teaching.

This research examines the distribution of STEM—science, technology, engineering, and mathematics—and soft-skill competencies in occupations within regional economies in the United States. This research explores the public policy question: Do occupational competencies offer a better measure of regional human capital than the commonly used metric of educational attainment? Policy makers at all levels of government have increasingly emphasized STEM education as vital to economic well-being. This research finds support for the importance of STEM occupational competencies to regional median wage and productivity, but findings also indicate the important contributions of “soft skills” to regional economic well-being. This suggests new avenues for region-focused training and human capital development aligned to occupational skill demands that reward workers and benefit regions.

Asian Americans are the fastest-growing group in the United States, increasing from 0.7 percent in 1970 to nearly 6 percent in 2016. The U.S. Census Bureau projects that by 2065, Asian Americans will constitute 14 percent of the U.S. population. Immigration is fueling this growth: China and India have passed Mexico as the top countries sending immigrants to the United States since 2013. Today, two of three Asian Americans are foreign born—a figure that increases to nearly four of five among Asian American adults. The rise in numbers is accompanied by a rise in diversity: Asian Americans are the most diverse U.S. racial group, comprising twenty-four detailed origins with vastly different migration histories and socioeconomic profiles. In this article, we explain how the unique characteristics of Asian Americans affect their patterns of ethnic and racial self-identification, which, in turn, present challenges for accurately counting this population. We conclude by discussing policy ramifications of our findings, and explain why data disaggregation is a civil rights issue.

This paper compares characteristics of recent immigrant arrivals in the United States using two measures from the decennial U.S. census: the came-to-stay question and the migration question. We show that a little under 30 percent of immigrants who reported they came to stay between 1985–1990 on the 1990 U.S. Census Public Use Micro Sample were resident in the United States on April 1, 1985. A similar analysis of the 1980 censue reveals that 22 percent of immigrants who reported they came to stay between 1975–1980 lived in the United States on April 1, 1975. Thus among recent arrivals, defined as those who reported they came to stay in the quinquennium preceding the census, a large number were resident in the United States five years before the census date. Furthermore, the proportion of recent arrivals present in the United States five years before the census increased between 1975–1980 and 1985–1990. We show that the profile of recent arrivals is sensitive to their migration status. Generally, in both the 1975–1980 and 1985–1990 cohorts, those resident in the United States five years before the census have significantly less schooling and lower incomes than those who were abroad. Accordingly, we argue that estimates of the skill levels and hourly wages of recent arrivals to the United States vary with the way arrival is measured. Researchers who rely on Public Use samples of the U.S. census for their data should be aware that the year of entry question implies a broader definition of arrival than the migration question. We caution that immigration researchers should consider the idea of arrival more carefully to help distinguish newcomers from the resident foreign born.

This article describes how U.S. manufacturing was stricken when companies embraced outsourcing beginning in the 1990s as a strategy for taking advantage of lower labor costs in developing countries. The U.S. textile and apparel industries lost 76.5% of its workforce, or 1.2 million jobs, between 1990 and 2012. The catalyst which has renewed the interest in manufacturing textiles and apparel in the United States is the narrowing gap between the U.S. and Asian labor costs. The sector changed in response to technology and the global market, and both the number and type of employees demanded turned as well. The advanced technology currently drives the domestic textile industry. Despite a positive outlook on growth, it is unlikely that textile manufacturing will create the large number of jobs that it did in the past. Furthermore, it is only viable because of the technological improvements to its factories. The current production is designed to employ fewer workers in order be more productive and less dependent on labor costs. Nevertheless, the high demand for specialized and unique textiles in the U.S. and Europe will likely continue to drive improved manufacturing technology and performance. China's transition from a manufacturing economy to a service economy will increase its manufacturing operational costs, while probably growing demand for the sorts of specialized textiles on which American textile manufacturers tend to focus. If such manufacturers can increase their market shares in China and other Asian countries, while maintaining such markets in the U.S. and Europe, the American textile manufacturing industry will likely grow at a moderately high rate.

In May 2006, foreign-born workers, largely from Latin America, mobilized across the United States in response to calls from anti-immigrant groups for tougher federal policies against illegal immigrants. About 400,000 protested in Chicago, 300,000 in Los Angeles, and 75,000 in Denver. In fifty cities between Los Angeles and New York, workers organized walkouts, demonstrations, and rallies in an effort to show just how important they were to the smooth operation of the U.S. economy.

This essay provides an overview of immigration from Latin America since 1960, focusing on changes in both the size and composition of the dominant streams and their cumulative impact on the U.S. foreign-born population. We briefly describe the deep historical roots of current migration streams and the policy backdrop against which migration from the region surged. Distinguishing among the three major pathways to U.S. residence – family sponsorship, asylum, and unauthorized entry – we explain how contemporary flows are related both to economic crises, political conflicts, and humanitarian incidents in sending countries, but especially to idiosyncratic application of existing laws over time. The concluding section highlights the importance of investing in the children of immigrants to meet the future labor needs of an aging nation.

Introduction: Alarming increases in childhood disease outbreaks present particular threats to children of immigrants in the United States. The researcher explores issues Latino immigrants experience when vaccinating their children in U.S. health care system. Methodology: A purposive sample of 11 Latino immigrants who sought immunizations for their foreign-born children during their first 5 years in the United States was obtained. Interview questions, probes, and data collection methods were based on interpretive phenomenology. Results: Trust issues emerged as the main theme from the Latino immigrants’ perspective based on interactions with the health care system: trusting themselves as parents to vaccinate children, trusting/mistrusting the U.S. health care providers/facilities, and mistrusting the U.S. health care system. Discussion: The researcher reports disparities in access to health care within a family unit. Parental distress results when Latino immigrants experience health care disparities between U.S.-born and foreign-born children. This can be mitigated by making vaccination practices and health care policies consistent.

Aim/Purpose: Multiple barriers exist within doctoral education in the United States that can undermine the success of students, particularly for students with marginalized identities. While mentorship can provide an important form of support, it must be done in an intentional way that is mindful of issues of equity and power. Background: By applying a power-conscious framework to current practices of doctoral mentorship in the U.S., we propose key considerations to help support doctoral students and shift power imbalances. Methodology: As a scholarly paper, this work draws upon a comprehensive review of existing research on doctoral mentorship in the U.S. Contribution: As a relatively recent development, the power-conscious framework provides an important tool to address issues of inequity that has not yet been applied to doctoral mentorship to our knowledge. Such a framework provides clear implications for mentorship relationships, institutional policies, and future research. Findings: The power-conscious framework has direct applicability to and possibility for reshaping doctoral mentorship in the U.S. as well as elsewhere. Each of the six foci of the framework can be integrated with research on doctoral students to help formal and informal mentors enhance their practice. Recommendations for Practitioners: Throughout our analysis, we pose questions for mentors to consider in order to reflect upon their practice and engage in further exploration. Recommendation for Researchers: Research on doctoral mentorship should explicitly engage with broader dynamics of power, particularly as related to understanding the experiences of marginalized student populations. Impact on Society: The demanding nature of and precarity within U.S. doctoral education leads to high rates of departure and burnout amongst students. By re-envisioning mentorship, we hope to begin a broader re-imagining of doctoral education to be more equitable and supportive of students. Future Research: To examine these claims, future research should explore doctoral student mentorship relationships and how power dynamics are contained therein both within the U.S. and in international contexts.
