Abstract.In the modern period of economic governance, the assessment of the financial security of the state takes place in different directions, different groups of indicators, different methods. Mainly in scientific works, there is a desire for bringing the various components of the assessment of financial security to an integral indicator, taking into account the normalized values of individual indicators, which requires an assessment of their weight and always contains certain subjectivity through the involvement of experts in this process. Considering that the financial system of any country is the basis for the functioning of the economy, and Ukraine has a complex of accumulated socio-economic problems that constantly accompany it, this predetermines the high relevance of this area of research in recent decades. Considering approaches to assessing the level of financial and economic security, it is necessary to refer to the Methodological Recommendations for calculating the level of economic security of Ukraine, in which for this purpose the method of reconciling their estimates with individual systems of advantages that are not publicly available was used. Therefore, in this study, when forming this system of preferences, which affects the direction of the formation of the national strategy of financial and economic security, it is proposed to use the existing cause-and-effect relationships between its components. Taking into account these cause-and-effect relationships and according to the introduced symbols, a matrix of paired comparisons was done by expert means, which determines the direct impact of some components of the country’s financial security on others. The analysis which is made in the article it possible to assess the dynamics in all areas of financial security on the basis of group indicators and identify the most problematic indicators. On the other hand, such an assessment does not give an idea of which risk zone certain indicators belong to, since each of them has its own limits of acceptable values, which is indicated in the article. This direction requires further research and will help determine whether the current state of the state’s financial security belongs to a particular risk zone. Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The scientific article is devoted to the coverage of one of the most pressing problems of Ukraine - problematic aspects of its economic security. The authors cover the current state of Ukraine's economy and analyze the views of domestic and foreign scholars on overcoming the economic crisis in the country. The current state of legal support of the foundations of financial and economic security of Ukraine is studied. The emphasis is on the crucial role of reforming and creating a new concept of the financial system of Ukraine. The foreign experience of ensuring the economic security of the country is analyzed. The paper plays a crucial role in reforming the system of public authorities in order to reduce the corruption element in public processes. The authors define that the financial system is a significant social sphere in society, on the state of which depends not only the economic security and reliability of the country, but also the potential of the state on the world stage as a whole. That is why the article focuses on the development of a new effective concept that would restructure the entire sector of the financial system of the state should be a priority in state and regional policy. This determines the urgency of studying the main problems and shortcomings of the current financial system of Ukraine, as well as the objective need to introduce a new concept of economic security of Ukraine. The Concept proposes ways to optimize the activities and structure of the subjects of financial system management in Ukraine, coordination and interaction between them. Proposals are provided for improving the administrative legislation that defines liability for financial offenses. Criteria for evaluating the effectiveness of financial system management are outlined. The concept envisages reforming the bodies of the Ministry of Finance of Ukraine, the Ministry of Internal Affairs of Ukraine, the Security Service of Ukraine, the State Tax Service of Ukraine, the State Customs Service, the State Fiscal Service, the State Audit Office, the Financial Monitoring Service, the Office of the Prosecutor General of Ukraine. state policy in the field of economy and finance, ensuring the economic security of the country, combating economic crime, reducing the shadow economy, control over the completeness of customs and tax revenues, as well as the effective use of the State budget.

The article examines the indicators of financial security of Ukraine and the position of the state in international rankings compiled by international organizations. Some international rankings are considered in detail and the corresponding conclusions concerning financial safety of Ukraine are made. The impact of assessments of international organizations on the financial stability and security of the country is analyzed, namely indicators of fiscal (tax) burden, fiscal health, monetary freedom, financial freedom, are indicators that can be used for financial security at the macro level. An assessment of the Competitiveness Index of Ukraine and the Global Financial Index is provided; this facilitates the assessment of the level of financial inclusion of the country. It is concluded that Ukraine’s rating is extremely low, the state of financial security of the national economy is on the border between satisfactory and critical values, there is an unsatisfactory state in the assessment of the banking system as a whole. The article provides the assessment of financial security that is carried out by an external investor or lender who does not have deep knowledge about the peculiarities of the functioning and development of the financial system of Ukraine, but makes decisions based on international ratings of national economies, which is negative for further financial decisions. Almost half of the adult population of the state remains outside the financial system and does not use financial products and services, does not pursue its own financial interests and does not invest in the assets of the financial sector, which is in dire need of investment. It is also possible to note the significant lag in the level of financial inclusion in Ukraine, which, in turn, contributes to the spread of shadow schemes in the economy, capital outflows, shortfalls in budget revenues, and ultimately reduce the financial security of our country. Therefore, at the state level, urgent measures should be taken to increase the rating positions of Ukraine through a qualitative transformation of the domestic financial system in the direction of increasing the level of financial security of the state.

Identification of the main problems in ensuring the financial security of the state is based on a comprehensive analysis and identification of factors influencing the level of protection of the national financial system. The complexity of building the financial system itself during the global pandemic has become much more complicated, but there is a need to review each of its integral parts to objectively assess the overall level of security. Determining the level of financial security is carried out using an integrated index of financial security, which is the sum of integrated indices of certain areas of the budget of financial activities, debt, monetary base, currency, insurance, stocks, banking, investment. The insurance market is one of the key indicators of the level of financial security of the state and its citizens. The insurance market is one of the most important components of the financial sector of the economy. Without a well-developed infrastructure of the insurance market, it is impossible to ensure the progressive socio-economic development of the state. The article summarizes the shortcomings inherent in public financial control at the present stage of its development in the field of insurance. The article analyzes the dynamics of the main indicators of the state of development of the insurance market of Ukraine, identified factors influencing its level of financial security and identified areas for achieving a satisfactory state of financial security of the domestic insurance market. The list of modern threats to the normal operation of domestic insurance companies is determined, their division into internal and external according to the nature of their origin. Statistics on individual parameters that characterize the insurance market are presented. The importance of economic security of insurance companies for the financial, economic and national security of the state is substantiated. The authors of the article identified the factors influencing the state of public financial control in Ukraine and identified areas for improving public financial control in the context of financial security of the state and the insurance market in the COVID-19 pandemic. The article substantiates that the conditions for attracting investment and a safe environment in Ukraine have not yet been formed. The system of indicators and criteria for assessing the level of security of the investment environment should be expanded.

Она включает в себя различные экономические отношения, которые находятся за рамками закона в областях производства, потребления, обмена и распределения. Воспрепятствование теневой экономике, предстающей одной из базовых угроз экономической безопасности страны, есть необычайно актуальное явление в настоящее время. Современное состояние сектора теневой экономики в России весьма динамично развивается, что влечет за собой негативное воздействие на социально-экономическое положение государства. В основном, это относится к представителям малого и среднего бизнеса, который занимается предоставлением услуг и производством разнообразных товаров. Актуальность избранной тематики заключается в том, что сейчас в России большой процент теневых доходов, тогда, как эти деньги могли быть направлены на становление и развитие МСП, особенно во времена обостренной пандемии, что позволило бы минимизировать экономическую напряженность и нарастить результативность государственных финансов. The shadow economy penetrates almost all economic spheres of society. It includes various economic relations that are outside the scope of the law in the areas of production, consumption, exchange and distribution. The obstruction of the shadow economy, which appears to be one of the basic threats to the economic security of the country, is an extremely relevant phenomenon at the present time. The current state of the shadow economy sector in Russia is developing very dynamically, which entails a negative impact on the socio-economic situation of the state. This mainly applies to representatives of small and medium-sized businesses that provide services and produce a variety of goods. The relevance of the chosen topic lies in the fact that now there is a large percentage of shadow income in Russia, while this money could be used for the formation and development of SMEs, especially during times of an acute pandemic, which would minimize economic tension and increase the effectiveness of public finances.

The article is devoted to the problems of socio-economic differentiation of municipalities, the excessive manifestation of which forms a threat to the integrity of the socio-economic and territorial space of the region. In order to avoid crisis manifestations of intraregional inequality, it is necessary to constantly monitor the state and trends of socio-economic development of the territories, which will ensure the timely elimination of growing imbalances. To this end, the article proposes a methodological approach to assessing the level of differentiation of socio-economic development of municipalities in the region, which determines the stage of unevenness and analyzes the nature of changes in the processes of interterritorial inequality in the region. The proposed methodology provides for an assessment of the depth and scale of territorial differentiation by individual indicators, which allows us to identify the «pain points» of the socio-economic development of the region. To assess the overall level of socio-economic differentiation, an integral indicator is calculated that reflects the degree of deviation of the main parameters of the municipality from the regional average. Based on the results obtained, the territories are grouped according to the degree of differentiation, which makes it possible to justify the choice of measures and tools of regulatory influence on the development of individual municipalities by regional authorities. The methodology was tested on the example of the municipal districts of the Khabarovsk Territory. The study showed that the territories of the region are characterized by a critical level of the gap in the state of their socio-economic parameters, which is constantly growing. The results of the study can be used in the activities of the executive authorities of the region.

The work presents the implementation of an integrated approach to assessing the level of economic security of territories. The specificity of the approach is to use the concept of “reference territory” during the normalization procedure, under which it is proposed to understand a conditional territorial entity, in respect of which at a particular time there are no external and internal threats to economically secure, sustainable development. A model scheme for calculating the integral indicator of the state of economic security of the territory is presented, the content of its main stages is disclosed. Implemented the testing of the proposed research approach by calculating the integral indicator of economic security of Russia in 2005-2018, it made a projection for the period up to 2023, the conclusion is that strengthening the economic security of the Russian Federation in the analyzed period and also the conclusion about the sensitivity of the economy to external challenges and threats. It is argued that the proposed approach can be used as a basis for monitoring the state of economic security of territorial systems at different levels — countries, regions, municipalities.

The scientific article analyzes the conduct of financial monitoring during the investigation of economic crimes. The position ofscientists on the definition of financial monitoring and its role in the formation of economic security of the state is studied. The mainstatements of the Law of Ukraine “On Prevention and Counteraction to Legalization (Laundering) of Proceeds from Crime, Financingof Terrorism and Proliferation of Weapons of Mass Destruction” on financial monitoring and standards of the Group for Developmentof Financial Measures to Combat Money Laundering and Terrorist Financing (FAT) and European Union Directive 2015/849 “On theprevention of the use of the financial system for the purpose of money laundering and terrorist financing”.Ensuring the economic security of the state is possible provided that the fight against legalization (laundering) of proceeds fromcrime. Economic crimes undermine the economic and financial system of the state, encroach on the legitimate interests of individuals.Financial monitoring is a form of financial control and its conduct as part of a criminal investigation and is a means of proof.The problem of legalization (laundering) of proceeds from crime in recent years has become particularly important because itthreatens the economic security of the country. That is why the state implements measures of enhanced control in this matter throughlegal regulation of financial monitoring. The purpose of criminal proceedings is to resolve controversial issues, including the appropriatefinancial monitoring of suspicious activities related to money laundering.The financial monitoring system covers all financial service providers and determines that there should be cooperation in resol -ving issues related to the legalization of proceeds from crime. The issue of the use of financial monitoring in criminal proceedings hasbeen studied by researchers and practitioners, but many issues remain unresolved.

In the conditions of functioning of economic relations, which arise between subjects of the financial system of Ukraine, the question of creating safe conditions for their activity is increasingly being raised. Attention is paid to the investigation of the state of financial security of the country as a component of economic security, in terms of its key elements, which allows attention to the most important indicators and to develop measures to prevent existing threats.The purpose of the paper is to forecast the level of financial security of the country based on regression analysis of impacts factors. The object of the study is the financial system as a mechanism, which is aimed at the activities of financial security subjects of the country to ensure its proper level. As a result of the regression analysis, it was found that changing in the country’s banking security by 1% will decrease the overall financial security index by 0.04 points, while the non-banking market will grow by 0.07 and the monetary component will decrease by 0.51.Based on the calculation of the arithmetic mean of absolute deviations of independent variables, the estimated value of Ukraine’s financial security level is calculated, which is 40.09% in 2018.Proposals for improving the “Methodological Recommendations for Calculating the Level of Economic Security of Ukraine” will help to solve the problem of mathematical substantiation of the choice of indicators for assessing financial security, minimize risks, eliminate subjectivity and improve the efficiency and the quality of the country’s financial security assessment methodology.The article deals with the issues of the financial component of economic security as the main element of ensuring sustainable financial development of the country.

The idea of import substitution, as well as its attendant problems and challenges, arise permanently and becomes relevant for national economies within the framework of national security concepts and socio-economic development strategies of different countries. Russia is no exception and ensuring social protection of the population is paramount for the sustainability of the interaction of social institutions and ensuring food and economic security in general at the regional and country levels. The meat and meat products market, being the largest segment of the domestic food market, has a significant impact on the country's food supply. The presented study discribes the features of domestic meat industry development in implementation of import substitution programs. Solving the problems of import substitution is not an instant procedure[3]. This is a set of long-term measures, in the implementation of which state bodies at all levels, business itself, and local governments should take part. The purpose of the work is to show the problems that the industry is facing at the present stage, the directions of their solutions and the tasks of the state in this mechanism. The current state of the industry, the volume of its financial support have been analyzed in the study. The state support of import substitution in the industry and its results are examined in detail. Based on data on the current state, the main problems of the development of the industry have been identified, the dynamics of import substitution in it has been shown, there have been formulated recommendations for the effective development of the industry in the long term.
