The “Arab Spring” drew attention worldwide to the dire socio-economic conditions in many Arab countries. Efforts to explain, address and resolve these challenges led to a surge in both academic research as well as a plethora of policy recommendations from very different perspectives. By focusing on a crucial area for employment and growth in the Arab region — economic governance and entrepreneurship — the present paper consolidates the vast research and policy recommendations available based on a ‘best evidence’ approach and identifies three priority policy challenges to facilitate entrepreneurship: competition policy, access to finance and entrepreneurial education. We argue that improvement of economic governance tailored to improve these policy areas is a crucial lever for promoting entrepreneurship and creating employment in Arab countries. Highlighting interdependences between these areas, we derive a set of recommendations for each of the identified policy challenges.

The Arab uprisings have laid bare the abyss between the rhetoric and reality of the dominant development paradigm in the region. It is widely agreed that socioeconomic discontent was a major cause of the uprisings. An early slogan raised at the start of the uprising in Tunisia was “employment is a right, you gang of thieves”. The slogan contrasted the denied universal right to employment with the actual accumulation of illicit privileges by a narrow minority.

Since late 2010 and early 2011, the Arab region has witnessed mass protests in Tunisia, Egypt, Libya, Syria, Yemen, Iraq, Bahrain and other countries that have been referred to in the political, media and other literature as the Arab Spring. These movements have had a profound effect on the stability of the regimes Which took place against it, as leaders took off and contributed to radical reforms in party structures and public freedoms and the transfer of power, but it also contributed to the occurrence of many countries in an internal spiral, which led to the erosion of the state from the inside until it became a prominent feature of the Arab) as is the case in Syria, Libya, Yemen and Iraq.

The Arab region is of great importance as an important part of the Middle East for both international and regional powers.This importance has placed it and its peoples in the suffering of international and regional interventions and has placed it in a state of permanent instability as it witnessed international and regional competition that increased significantly after the US intervention in Iraq in 2003. Accordingly, the research aims to shed light on the strategic directions of the global and regional powers by knowing their objectives separately, such as American, Russian, Turkish, Israeli and Iranian. The course aims at determining the future of this region in terms of political stability and lack thereof. Therefore, the hypothesis of the research comes from [that the different strategic visions and political and economic interests between the international and regional powers have exacerbated the conflicts between those forces and their alliances within the Arab region.. The third deals with the future of the Arab region in light of the conflict of these strategies. Accordingly, the research reached a number of conclusions confirming the continuation of international and regional competition within the Arab region, as well as the continuation of the state of conflict, tension, instability and chaos in the near term, as a result of the inability of Arab countries to overcome their political differences on the one hand and also their inability to advance their Arab reality. لقد ظَهرت القرصنة البحرية في منطقة القرن الإفريقي لتداعياتٍ إقليميةٍ ودوليةٍ ارتبطت بالظروف التي أملتها التغيرات التي حدثت في بعض دول المنطقة مثل: الصومال؛ وذلك يتطلّب ضرورة تعزيز فُرص مكافحة نشاطات القراصنة وتجفيف منابع مواردها المالية، بالإضافة إلى معاقبة القراصنة وتقديمهم إلى المحاكم من أجل القضاء على الظاهرة وتحقيق الأمن البحري وانسياب التجارة العالمية بكل سهولةٍ ويسرٍ.

The objective of this article is to contribute to the discussion on the validity of new instruments to enhance cohesion in the European Union (EU). First, we question to which extent cohesion policy is submitted to the new economic governance. Second, we discuss this subordination affects the fulfillment of cohesion aims. This question is especially relevant due to the increase of inequalities in the current economic crisis and the great diversity among State Members (including social protection systems and expenses). Thus, our starting point is the new economic governance framework and its impact on the fulfillment of cohesion objectives. Statistical data are considered with this aim. Next, we will assess the role of European Structural and Investment Funds to eventually compensate public expense cuts, as well as its subordination to the macroeconomic government. This aspect will be contrasted through the study of Country Specific Recommendations given by the European Semester. Spanish El objetivo de este artículo es contribuir a la discusión sobre la validez de los nuevos instrumentos para fomentar la cohesión en la Unión Europea. Nos preguntamos en qué modo queda sometida la política de cohesión a la nueva gobernanza económica y cómo afecta a la efectividad para cubrir susfines. Esta cuestión es particularmente relevante ante el incremento de las desigualdades suscitado en la crisis económica actual. Por ello, nuestro punto de partida es el nuevo marco de gobernanza económica y su impacto en el cumplimiento de los objetivos de cohesión, considerando para ello datos estadísticos. A continuación, valoraremos, el papel de los Fondos Estructurales y de Inversión Europeos como posibles compensadores de la reducción del gasto público así como su subordinación al gobierno macroeconómico. Esta cuestión será contrastada también a través del examen de las Recomendaciones Específicas por país dadas por el Semestre Europeo. French Le but de cet article est de contribuer à la discussion sur la validité de nouveaux instruments pour promouvoir la cohésion dans l'UE. Nous avons considéré, d'une part, en quoi la politique de cohésion est soumise à la nouvelle gouvernance économique et, d'autre part, la façon dont elle utilise l'efficacité pour répondre à ses fins.Cette question est particulièrement pertinente étant donnée l'augmentation de l'inégalité soulevée par la crise économique actuelle, dans un contexte de grande diversité d'États membres, notamment en ce qui concerne les systèmes de protection sociale et les dépenses publiques. Par conséquent, notre point de départ s'inscrit dans le nouveau cadre de gouvernance économique et son impact sur la mise en œuvre des objectifs de cohésion, à partir de la prise en compte de données statistiques. Pour ce faire, nous évaluons le rôle des Fonds Structurels Européens, leur capacité de compenser la réduction des dépenses publiques et leur subordination au gouvernement macroéconomique.
