Subject. The article discusses the taxation of interest income from deposits and bonds in the Russian Federation from perspectives of individual investors and the State, classification of people’s income into active and passive. Objectives. We outline actions to adjust the fiscal policy on personal income tax to unify the taxation and stimulate the innovating activity of individuals. Methods. The study is based on methods of logic and comparative analysis. Results. Tactically, payers of interest income are now bound to inform taxpayers on accrued interest income, and the need to qualify coupons of government, municipal and corporate bonds for relief. The strategic result is determined as the need to qualify active and passive income. Conclusions and Relevance. The findings can be an agenda of the State Duma of the Russian Federation and promulgated in the Tax Code of the Russian Federation.

Reforms of the education system carried out in post-Soviet Russia within the framework of the «Bologna process», in their conceptual basis, are aimed at building in the Russian Federation an educational system similar to the educational systems of Western countries. One of the main goals of the Bologna Process is «to promote mobility by overcoming obstacles to the effective implementation of free movement». For this, it is necessary that the levels of higher education in all countries are as similar as possible, and the scientific degrees awarded based on the results of education are the most transparent and easily comparable.

Статья посвящена исследованию степени соответствия современной политики российского государства в сфере образования, процессов, происходящих в региональных университетах, политико-правовым основам многонациональной Российской Федерации, заложенным в Конституции, других важнейших документах, определяющих принципы её государственно-территориального устройства. Эти основы официально гарантируют российским народам и регионам всестороннее социокультурное, образовательное, научно-технологическое развитие. Целью работы является всесторонний анализ просчётов деятельности российского государства в образовательной сфере в постсоветский период, приведших к проблемам, не позволяющим региональным университетам сегодня решать возлагаемые на них обществом функции, а также поиск путей их решения. Процесс реализации данной цели определил следующие задачи: проанализировать степень соответствия постсоветской политики российского государства в образовательной сфере провозглашённым политико-правовым основам государственного устройства РФ, гарантиям социокультурного развития российских народов; выявить взаимосвязь результатов современных реформ в системе высшего образования с объективными функциями региональных университетов РФ; раскрыть позитивный потенциал региональных университетов в решении социально-экономических, социокультурных проблем регионов и народов РФ, сохранении и укреплении её евразийской цивилизационной сущности; исследовать негативные последствия постсоветских реформ, отразившихся на состояние дел в региональных университетах, наметить пути решения возникающих проблем; показать важность учёта этнокультурного компонента в системе образования многонациональной РФ, определяющего личностные и профессиональные качества подрастающих поколений, способствующего достижению межнационального согласия и стабильности в российском обществе. The paper is devoted to the study of the degree of compliance of the modern policy of the Russian state in the field of education, the processes taking place in regional universities with the political and legal foundations of the multinational Russian Federation, laid down in the Constitution, and other important documents that determine the principles of its state-territorial structure. These foundations officially guarantee the Russian peoples and regions comprehensive socio-cultural, educational, scientific and technological development. The purpose of the work is a comprehensive analysis of the miscalculations of the activities of the Russian state in the educational sphere in the post-Soviet period, which led to problems that do not allow regional universities today to solve the functions assigned to them by society, as well as the search for ways to solve them. The process of implementing this goal defined the following tasks: to analyze the degree of compliance of the post-Soviet policy of the Russian state in the educational sphere with the proclaimed political and legal foundations of the state structure of the Russian Federation, guarantees of the socio-cultural development of Russian peoples; to identify the relationship of the results of modern reforms in the higher education system with the objective functions of regional universities of the Russian Federation; to unleash the positive potential of regional universities in solving the socio-economic, sociocultural problems of the regions and peoples of the Russian Federation, preserving and strengthening its Eurasian civilizational essence; investigate the negative consequences of post-Soviet reforms on the state of affairs in regional universities, outline ways to solve emerging problems; show the importance of taking into account the ethnocultural component in the education system of the multinational Russian Federation, which determines the personal and professional qualities of younger generations, which contributes to the achievement of interethnic harmony and stability in Russian society.

The problem of upbringing in modern socio-cultural conditions is very significant and relevant. Modern reality has a significant positive educational potential, creates a new space for personality development, self-determination, self-organization and self-realization. The transformations in modern Russia, the preparation of a new generation of russians who are able to successfully carry out these transformations in the interests of the individual, society and the state, overcoming numerous manifestations of lack of spirituality in children and youth require an increase in the role of education in educational organizations as a social institution. In this regard, this article deals with new approaches to the organization of educational activities in the education system. The article notes that in modern socio-cultural conditions, education should be focused on achieving two interrelated goals: the success of socialization of the younger generations in modern conditions and self-development of a person as a subject of activity, as a person and as an individual. Education is viewed as a pedagogically organized and purposeful process of personality development, the process of mastering and accepting values, moral attitudes and moral norms of society. The main content of education is to ensure the process of socialization and self-development of a young person on the basis of technologies and means of pedagogical assistance, support and accompaniment. The article also takes into account the fact that in connection with the legislative initiative of the President of the Russian Federation V.V. Putin of May 21, 2020 on the draft federal law "On amendments to the federal law" On education in the Russian Federation " the appeal, first of all, to the problem of upbringing in the education system acquires special relevance. Thus, there is a conscious need of the state to restore the upbringing function of education and in its new understanding. The material is revealed on the basis of a systematic approach to education, where the child is the main subject.

Parenteral dosage forms are dissolved using sterile water for injection whose quality is regulated by special requirements. The lack of a monograph on sterile water for injection in the State Pharmacopoeia of the Russian Federation, as well as the concept of harmonisation of pharmacopoeial standards adopted by the member states of the Eurasian Economic Union (EEU), which promotes the development of a unified system of product quality attributes, test methods and means of control, support the need for and importance of the elaboration of a special document. The aim of the work was to study the possibility of harmonisation of Russian and international pharmacopoeial requirements for the quality control of sterile water for injection used as a solvent for medicinal products. The article presents the results of a comparative analysis of requirements of the nine leading world pharmacopoeias and pharmacopoeias of the EEU member states for the quality control of sterile water for injection (lists of test parameters, norms, test methods). The Russian and foreign requirements for the quality control of sterile water for injection differ both in terms of test parameters and test methods used. The analysis of monographs showed that the quality of sterile water for injection is controlled using 12–18 parameters. The most significant differences in the pharmacopoeial requirements of the EEU member states affect nine quality attributes. The authors propose approaches that are harmonised with international requirements and involve the use of more accurate modern test procedures, optimisation of the list of test parameters and establishment of impurity limits for containers with different capacities in order to prepare a monograph on sterile water for injection for inclusion into the State Pharmacopoeia of the Russian Federation and the EEU Pharmacopoeia.

We conducted the comparative analysis of bioenergetic efficiency of production of seeds of corn hybrids developed in breeding centers – participants of the Coordination Council on breeding and seed production of corn, included into the State register of breeding achievements permitted for production in the Russian Federation. We revealed corn hybrids with relatively high yield of gross energy: Neon 147 МV (71.4 GJ/ha), Katerina SV (68.4 GJ/ha), and crude protein: Neon 147 МV (0.45 t/ha), RNIISK-1 (0.43 t/ha), Baykal (0.44 t/ha).

The purpose of the article is to consider the qualitative aspects of the modernization of the educational space of the Russian Federation on the basis of a political analysis of this process. The author presents the features of preparation and adoption of political and legal decisions in the field of education. It is considered in the article that many documents adopted in the field of education do not specify the mechanism for implementing the established norms and the required sources of funding. As a result, the conclusion is substantiated about the purposeful depoliticization of education and the transfer of the functions of educating the younger generation to other institutional formats that are not directly related to the education system. At the present stage, the mechanisms of interaction between the government and society in the field under study are mainly represented by an open public discussion. But the nature of the dialogue, expressed in the tacit disregard of public opinion by the state authorities, speaks of a hidden confrontation between the parties, which at times becomes open.
