Socially sustainable development can be driven by individuals, entrepreneurs, growing start-ups, and international companies. As social entrepreneurs, people opt for a form of organization that contributes to social improvement through entrepreneurial means. The question is: How do they do it? The resource dependence approach (RDA) assumes that all decisions and activities of a (social) enterprise are based on information about its environment. Therefore, the four key components of the social enterprise (individual, organization, social innovation, market orientation) must be appropriate. In this chapter, therefore, social enterprises are outlined as active participants and shapers of the economy and society. Since an active improvement with regard to socially sustainable development is focused by the social enterprises in Africa, a description of the social enterprise's environment is also given within the framework of topical focuses. The goal is to derive recommendations about action for social enterprises to achieve their goals.

The paper analyzes the current methods of evaluating the effectiveness of investment projects, which mainly take into account the financial result. At the same time, the social effects of the project, which may take a negative value, are usually not taken into account. The paper proposes an approach based on the matrix method of project portfolio formation, which ensures the uniform and sustainable development of the economic system.

Целью статьи является формулирование дополнительных аргументов необходимости повышения эффективности институционализации процессов устойчивого развития экономической системы страны и обеспечения социально-экономической безопасности государства и общества. Методологически предъявляемая авторская позиция базируется на сочетании позитивного и нормативного принципов, использовании инструментов статистического и функционально-стоимостного анализа. Новизной результатов проведённого исследования является обоснование предложений по реорганизации функций экономического блока управления государственным развитием, дополняющих идеи академика РАН С.Ю. Глазьева. Приращением научного знания декларируется развитие теории экономической безопасности на основании формулирования тезисов об общественном контроле процессов обеспечения социально-экономической безопасности общества и государства. The purpose of the article is to formulate additional arguments on the need to increase the effectiveness of institutionalizing the processes of sustainable development of the country's economic system and ensuring the socio-economic security of the state and society. The methodologically presented author's position is based on a combination of positive and normative principles, the use of statistical and functional-cost analysis tools. The novelty of the results of the study is the justification of proposals for the reorganization of the functions of the economic block of state development management, supplementing the ideas of academician of the Russian Academy of Sciences S.Yu. Glazyev. An increase in scientific knowledge declares the development of the theory of economic security on the basis of the formulation of theses on public control of the processes of ensuring the socio-economic security of society and the state.

The article presents an epistemological analysis of definitions that reflect various aspects of the economic category “development” used within the system approach. The analysis shows that these definitions mostly do not single out the features of the social component of the economic system and management tasks are defined from the subjective point of view of those who fall under managerial influence. It has been noted that this approach can be called mechanistic, since the behavioral characteristics of the social component are neglected and the management of the system is considered from the standpoint of one-vector influence of decision-makers. It has been argued that this negatively affects the effectiveness of development management due to the diversity of stakeholders’ interests. An explication of the essential content of “development” definition has been made and components that reflect the specifics of the socio-economic systems management according to the concept of “sustainable development” have been identified. Management of socio-economic system structural balance has been proposed to consider as a dynamic process of forming the optimal proportions of its future state, which is determined by the equal vectors of economic and other interests of its actors and their positions coordination meeting the priorities of sustainable development and competitiveness and following the principles of stakeholder interaction and social dialogue. It has been noted that the management of the socio-economic systems development should be carried out both from the standpoint of achieving structural balance of the system and taking into account the development goals of the system (increasing competitiveness through quality change).

Purpose Community forest enterprises (CFEs) represent a unique business model in the forest sector which has significant potential to foster community development through sustainable utilization of forest resources. However, CFEs are mired in numerous management challenges which restrict their ability to harness this potential. This paper identifies those challenges and, by drawing on the field of social enterprises, offers specific solutions to address them. The paper also enriches the social enterprise literature by highlighting the role of decentralized decision-making and community empowerment in achieving sustainable development. Design/methodology/approach Using qualitative meta-synthesis, the paper first identifies key challenges from the CFE literature. It then draws on the social enterprise literature to distill actionable insights for overcoming those challenges. Findings The study reveals how the social enterprise literature can guide CFEs managers in making decisions related to human resource management, marketing, fundraising, developing conducive organizational cultures and deploying performance measures. Originality/value The paper provides novel and actionable insights into managing and scaling CFEs. It also identifies opportunities for future inter-disciplinary research at the intersection of decentralized management of natural resources and social enterprises that could facilitate progress toward achieving sustainable development.

This exploratory study aims at understanding the social aspects of the Fourth Industrial Revolution by suggesting how the interface involving technological innovation and social innovation can resolve societal and socioeconomic problems with stress on sustainable development. The authors view social innovation and social enterprise as new amalgam for solving social problems in the era of the Fourth Industrial Revolution. By applying theoretical analysis of the existing literature about the correlation between the Fourth Industrial Revolution and social innovation and social enterprise, they aim to describe the opportunities, forms, and the challenges unfolding in this new age. UK and China case studies will provide the empirical evidences that could support social innovators and social enterprises understand the implications in fields of application of the Fourth Industrial Revolution plus the interplay between them.

Purpose This intentionally polemical paper will aim to re-examine what is meant by social enterprise and try to assert its role within the current economic system. It is well over a decade since John Pearce’s Social Enterprise in Anytown was first published. Since then the term “social enterprise” has been used in multiple ways by politicians, practitioners and academics – very often for their own ideological ends. Design/methodology/approach This paper will outline the context and challenges currently facing social enterprise both from outside and from inside the social enterprise movement. Findings This paper re-affirms a paradigm for social enterprises through re-imagining how social enterprise should and could contribute to the creation of a fairer and more just society. Originality/value Finally, this paper will conclude with a reflection on what Pearce argued and how the social enterprise movement has to position itself as a viable alternative way of creating goods and services based on socially responsible values.

The research on vulnerability can provide insights into social, economic, and ecological risks. Therefore, the objective of this work was to measure the degree of socio-ecological-economic system (SEES) vulnerability in Chongqing, one of the regions with the high constraint of natural conditions and human activity in the southwest of China. For this, by using three criteria and 40 indices based on the exposure-sensitive-adaptive capacity (ESC) model, an index system was designed. The entropy method was used to determine the weight of the indices. Furthermore, the composite index model and coefficient of variation were applied to evaluate the spatiotemporal characteristics of SEES vulnerability in the study area at the county level. The results showed that the average vulnerability index of SEES from 2005 to 2010 in Chongqing was 0.5735. The development pressure was high, and the ability to resist disturbance from external risks was low. Regional sustainable development was facing challenges. Spatial distribution of SEES vulnerability of Chongqing varied from high (moderately vulnerable or worse) in the western counties to low (mildly vulnerable) in the northeastern and southeastern areas with better ecological bases. The general vulnerability of the ecological and economic subsystems continues to decrease. However, the vulnerability of the social subsystem tended to initially decrease and then increase. Overall, the differences in the pattern of SEES vulnerability of the counties declined. Moreover, economic and social development tended to balance. This study is helpful to understand the overall trend and characteristics of vulnerability change and provides theoretical methods and reference opinions to support regional sustainable development.

Substantiation of sustainable development of the country's economy should be based on following the principle of regional differentiation in the planning and implementation of management decisions at the meso-level. The principle postulates the need to take into account territorial differences in the development of the structural elements of the economic system. The authors suggest assessing the differences on the basis of clustering of regions by the level of investment attractiveness. The purpose of this study is to substantiate the methodological approach to the assessment of the investment climate in the region. The paper analyzes the criteria for assessing the social and economic situation of the regions, the methodology for rating the regions is proposed, and the factors of investment attractiveness are investigated. According to the proposed methodology, the investment attractiveness of the regions of Russia and the Republic of Abkhazia was assessed.

The purpose of the article is to outline the basic principles of achieving economic homeostasis and determination of the basic principles of homeostasis of economic systems from the standpoint of the concept of sustainable finance. It was found that the determining factor for the sustainability of the economic system is to ensure both its system-wide homeostasis and homeostasis in each of the subsystems in social, economic and environmental dimensions, which can be realized through a specific system of sustainable finance. It is determined that three factors should play an important role in the system of sustainable finance: building feedback mechanisms between the economic system and the environment and within its elements; creation of financial reserves and construction of channels of their direction on the needs of sustainable development; strengthening the links between finance and the real sector of production. The concept of systemic homeostasis is considered in the context of sustainable development management as a balanced state of dynamic self-sustaining balance in the development of socio-ecological and economic entities, which are considered as living systems of organized complexity. The focus is on proactive forms of homeostasis management, the essence of which, in contrast to reactive forms, is to respond to changes in the interaction of the system with its environment actively and purposefully. Financial dominance is considered as a separate fundamental functional component of the sustainable management system, the role of which is to ensure effective distribution relations between the social, economic and environmental components of the economy, and within each of them through appropriate institutions, mechanisms and tools. Principles of the dominant approach, functionality, vertical and horizontal integration feedback and self-sufficiency are proposed on the basis of the paradigmatic concept of sustainable finance. It is shown that their use will allow to build an internally stable financial component, which is capable to provide homeostasis in the socio-ecological and economic system and the rate of sustainable development at 3–4 % of annual economic growth.
