Substantiation of sustainable development of the country's economy should be based on following the principle of regional differentiation in the planning and implementation of management decisions at the meso-level. The principle postulates the need to take into account territorial differences in the development of the structural elements of the economic system. The authors suggest assessing the differences on the basis of clustering of regions by the level of investment attractiveness. The purpose of this study is to substantiate the methodological approach to the assessment of the investment climate in the region. The paper analyzes the criteria for assessing the social and economic situation of the regions, the methodology for rating the regions is proposed, and the factors of investment attractiveness are investigated. According to the proposed methodology, the investment attractiveness of the regions of Russia and the Republic of Abkhazia was assessed.

Introduction. The regions of Russia are not only heterogeneous in terms of the current state but also differ in the prevailing trends in the key parameters of their future development. Some of them, possessing significant economic potential, risk losing stability due to ongoing social processes and vice versa. The purpose of the study is to assess the sustainable development of the Russian Federation regions, to identify typical regions, including implementation of the main priority of the Spatial Development Strategy of Russia until 2025 — to uncover the socio-economic potential of the territories and their sustainable development through economic specialisation regions.Methods. In the framework of solving the problem of choosing typical regions of Russia according to the level of sustainability of socio-economic development, we formed a database of indicators for the period from 2010 to 2016. The 8th indicators describe the financial and economic component of development, the social component — by the 14th indicators, the environmental one — by the 3rd indicators. The ranking of regions was carried out in three stages — the consideration of particular indicators, their unification into groups and the study of generalised values. For the identification of typical regions, we applied the clustering method.Results. Approbation of the approach showed that the high position of the region in one of the considered areas of analysis does not always correlate with the level in other indicators. The magnitude of the dispersion in general increases with the transition from the leading regions to the outside regions. Cluster analysis revealed four groups of regions. The first cluster is characterised by the predominance of the economic component. The second cluster is characterised by the absence of a significant imbalance between the directions. The third cluster is characterised by better dynamics of financial and economic indicators against the background of relatively good positions in the social and environmental spheres. The fourth cluster is represented by subjects of the Russian Federation, in which there are significant results in the field of improving the environmental component. Based on the cluster analysis, typical regions were selected — the Republic of Ingushetia, the Samara Region, the Republic of Tatarstan and the Vladimir Region, respectively.Discussion. The obtained results can be applied when making a forecast of the socio-economic development of the regions of the Russian Federation and indicators of their sustainability in the medium term.

The current strategy of sustainable development of Ukraine should include the development of a nationally consolidated, spiritual-intellectual, open-democratic, cultural-diverse, creative and informational society where the main dominant is the harmonization of the social environment with active horizontal and vertical ties, which are based on a well-grounded institutional provision. The objective of this strategy, given the loss of much of the economic potential, tragic victims and forcible migration from Crimea and East Ukraine, is to ensure the national identity, historical catholicity, comprehensive self-realization, socialization and a decent standard of living, security, formation of an innovatively dynamic economy and the system of national education, science, culture, medicine, physical culture and sports, recreation, and information integration of Ukrainian nation into a civilized world. The purpose of this article is to study the peculiarities of the manifestation of the socio-humanitarian space for the sustainable development of the regions of Ukraine and to develop a spatial model for the organization of social infrastructure under conditions of decentralized management based on the experience of the Republic of Poland. Structural-functional and space-regulating components of the socio-humanitarian space are determined. It is determined that institutions of social infrastructure are characterized by diversified properties, which are the basis for determining the spatial model of the organization of social infrastructure. This model depends on the interconnection of infrastructure facilities with the service space, as well as the number and structure of the population of this space. Based on Poland’s experience, a spatial model for the organization of the social infrastructure of the socio-humanitarian space of Ukraine is developed; the model grounds on a clear delineation of tasks and responsibilities between central and local authorities. The vectors of modernization of social infrastructure of the socio-humanitarian space of regions of Ukraine are determined.

The article analyzes the social and legal assumptions that determine the need for the legal regulation of territorial planning. The extent to which the appropriate legal regulation of territorial planning is related to the protection of the environment, ensuring sustainable development and the protection of human rights is assessed. It is concluded that the process of territorial planning is complex and complicated, has different needs and interests of natural and legal persons regarding the use of the respective territories are constantly encountered. Although the reform of the legal regulation of territorial planning has been carried out three times in Lithuania, gaps in the legal regulation of territorial planning have been identified so far.

The objective of the article is to offer a proprietary technology for assessment and forecasting of social development of Russian regions. The methodological basis of the study is neural network technology (a Bayesian ensemble of dynamic neural networks of different configurations is formed) that ensure high accuracy of the forecast. The authors developed a methodology for assessing the social potential of the Russian regions. They have also designed a system of private indicators characterising the level of social development of Russian regions. The indicators have been divided into five groups: 1) population (life expectancy); 2) standard of living of the population; 3) education; 4) health care (morbidity); 5) research and innovation. The private indicators have been made comparable by normalizing their values by means of “Pattern” method. This method allows the objective assessment of the interregional “gaps” in the country across the entire system of social indicators. The social development index of the subjects of the Russian Federation has been calculated. Based on neural network technologies (Kohonen self-organizing maps) clustering of regions of Russia regarding social development has been conducted. The forecast of the social development of the Russian regions has been made. Due to the forecast, it has been established that in the leading region of the Russian Federation (Moscow) in 2017-2019 the decrease is expected in the index of social development in comparison with 2014-2016. In another leading region of the Russian Federation (St. Petersburg) the decline in comparison with 2016 is expected in the medium term. At the same time, for the Republic of Bashkortostan in 2017-2019, just a slight decrease in the level of social development is forecasted. However, it is expected that the Republic will still lag significantly behind the leading regions of Russia by social development. The example of the Republic of Bashkortostan helped to discover that the lag in social development can be explained by the “gap” in research and innovations. The authors have concluded that it is necessary to improve the effectiveness of social policy at the regional level. Thus, it is necessary not only to increase financing of the social sphere of the subjects of the Russian Federation, but also to ensure proper control of budget spending. The developed methodology can be an effective tool for forecasting and managing social development of the Russian regions by the relevant ministries and departments.

The article reveals the necessity to use a foresight when designing strategic plans and programs for the socio-economic development of rural municipalities in the present conditions of spatial and harmonious development of rural territories. A phased algorithm for forecasting the social development in rural areas. The article presents the results of foreseeing the social development of rural territories of the Non-chernozem zone of the Republic of Bashkortostan. The proposed unified foresight research methodology that makes it possible to provide a realistic target setting and precise «targeting» of strategic planning for the social development in rural areas. Summing up that the foresight technologies should be used as a system tool for developing a strategy for sustainable development of rural territorial systems.

According to the Sustainable Development Goals (UN, 2015), making sustainable business decisions should be the driving force in achieving environmentally-oriented improvements. The key document that supports the 10 principles that ensure SDGs is the United Nations Global Compact Strategy 2021–2023 (UN, 2021). Achieving the goals of the Strategy requires the use of an improved business decision-making model that simultaneously increases revenues and revises the distribution of domestic funds for meeting the principles in the sphere of human rights, economic growth, satisfactory working conditions and the environment, and combating corruption as a key driver of corporate sustainability and responsible business practices. The authors have developed a methodological approach to the assessment of business sustainability, which is based on a combination of elements: analysis of world best practices and trends, determination of the impact of business on the social status and environment, quality assessment of relevant certification, and analysis of compliance with social indexes of sustainable development. The analysis of economic indicators of sustainable business (The B Impact Assessment, 2021) for 2020–2021 allowed singling out companies that finance the environmental sphere. Today, a quarter of the world’s countries carry on sustainable business and finance the environmental degradation impact. The 8 leaders include: France, USA, Brazil, India, Germany, Norway, Ireland and South Korea. Methods of rating and expert assessment constitute an applied aspect of research for identification of prospects of sustainable business formation in Ukraine in the regional context. The result shows that only 8 regions are suitable for sustainable business conduct, while the environmental criterion is more than 9.2 points of 10, the economic criterion does not exceed 5, and the social criterion is 4.02–5.02. Therefore, it is necessary to focus on the organization of sustainable business according to the key strategic state priorities in formation of the mechanisms for the investment and the innovation policy of a sustainable development support system through the use of regulatory tools for reformation of existing business approaches to internationally regulated ones, such as business for nature.

In the article, the forma- tion and development of public administration in the Azerbaijan Republic is considered, firstly, in the context of the country’s history and culture, its natural, geographical, social, economic features; secondly, through the prism of the principles of sustainable development and the emerging trend in the formation of e-government. It is shown that over the years since independence, the Republic has managed to resolve a number of internal and external political problems, to overcome the consequences of a severe systemic crisis of the 1990s. Invariably the focus of attention of state bodies over the years has been economic issues, the problems of its diversifi- cation and the social and humanitar- ian sphere, its state, prerequisites and conditions for development. A comparative analysis based on offi- cial reports of international organi- zations shows that a number of important economic and social indi- cators of Azerbaijan are now at the same level as those of the G7 coun- tries. The achieved level of econom- ic development and implemented successful social policy became possible due to the formation of an adequate system of state and municipal government in the Republic. The article reveals the connection between the formation of an effective public administration system and the spiritual, moral, and cultural condition of society. The support by citizens of public admin- istration structures on the basis of trust creates a positive situation of synergy of management and social self-organization. It is emphasized that maintaining a sustainable development of society, its inclusive nature is possible with an advanced personnel policy in the field of public administration and the use of inno- vative technologies.

At the same time, the social effects of the project, which may take a negative value, are usually not taken into account. The paper proposes an approach based on the matrix method of project portfolio formation, which ensures the uniform and sustainable development of the economic system.

This article notes that the prospect of one of the export-oriented industries in the Republic of Kazakhstan may be inbound tourism, since it was he who successfully developed in a crisis and provided support to other sectors of the economy. At present, the Kazakhstan tourism market is in the stage of active formation and formation. It is highlighted that the peculiarities of the formation of the international tourism market, its interdependence from other spheres of economic activity are not yet sufficiently studied and do not have certain well-established development trends. Indicators of the competitiveness of tourism in Kazakhstan in terms of indices of sustainable development of tourism, the dynamics of inbound tourist flow to Kazakhstan from CIS countries and other non-CIS countries for 2013-2017, indicators of the use of locations in the Republic of Kazakhstan for 2013-2017 are given. Proposals are made for the direction of effective development of tourism in the Republic of Kazakhstan by assessing the impact of international tourism on the socio-economic system of Kazakhstan.

Целью статьи является формулирование дополнительных аргументов необходимости повышения эффективности институционализации процессов устойчивого развития экономической системы страны и обеспечения социально-экономической безопасности государства и общества. Методологически предъявляемая авторская позиция базируется на сочетании позитивного и нормативного принципов, использовании инструментов статистического и функционально-стоимостного анализа. Новизной результатов проведённого исследования является обоснование предложений по реорганизации функций экономического блока управления государственным развитием, дополняющих идеи академика РАН С.Ю. Глазьева. Приращением научного знания декларируется развитие теории экономической безопасности на основании формулирования тезисов об общественном контроле процессов обеспечения социально-экономической безопасности общества и государства. The purpose of the article is to formulate additional arguments on the need to increase the effectiveness of institutionalizing the processes of sustainable development of the country's economic system and ensuring the socio-economic security of the state and society. The methodologically presented author's position is based on a combination of positive and normative principles, the use of statistical and functional-cost analysis tools. The novelty of the results of the study is the justification of proposals for the reorganization of the functions of the economic block of state development management, supplementing the ideas of academician of the Russian Academy of Sciences S.Yu. Glazyev. An increase in scientific knowledge declares the development of the theory of economic security on the basis of the formulation of theses on public control of the processes of ensuring the socio-economic security of society and the state.
