Human resource is one of key elements in national or regional development and one way to improve the quality of human resource is through education as higher education means better human resource in terms of quality. Education is one of priority programs in Pontianak city and it is obvious that their government has a plan to enhance their human resource quality through education as it is stated in their long-term and medium-term development plans. Hence, this study aims to identify inconsistency trends between planning and budgeting in education-specific programs and activities in Pontianak city’s government in 2019 using quantitative methods through data collection. Consistency analysis is carried out by evaluating several related documents like RPJPD 2005-2025, RPJMD 2015-2019, RKPD 2019, Renstra 2015-2019, Renja 2019, and DPA 2019. The result of the analysis shows that the planning and budgeting documents in education-specific programs and activities in Pontianak city are not fully consistent.

Purpose of the study is to examine and analyze the role of education and training in improving apparatus human resource quality through competence as intervention. The data collection was conducted by distributing questionnaires to 82 respondents. However, only 78 respondents qualified. The tool was analyzed utilizing path analysis. Research results conclude that training and education have significant effect on competence. It indicates that regular education and training for the employees will improve employees' competencies better. Education and training have a significant effect on improving the quality of human resources. The higher the frequency, the better quality of apparatus human resource. Competency has significant effect on improving the quality ofapparatus human resource. This suggests the higher apparatus competencies, the higher investmestment in the community. Competence partially mediates the influence of education and training on improving the quality of apparatus human resource. Consequently, training and education have impact on improving the competence quality of apparatus human resource as intervention.Keywords: education and training, competency, apparatus human resource qualityTujuan dari penelitian ini untuk mengetahui serta menganalisis peran pendidikan dan latihan dalam meningkatkan kualitas sumber daya aparatur melalui kompetensinya sebagai intervensi. Pengumpulan data melalui penyebaran kuesioner kepada 82 responden, namun hanya 78 responden yang memenuhi syarat. Alat dianalisis dengan analisis jalur. Hasil penelitian menyimpulkan bahwa pendidikan dan pelatihan memiliki pengaruh yang signifikan pada kompetensi, itu menunjukkan pendidikan dan pelatihan kepada karyawan dari kompetensi masing-masing pegawaipun yang lebih sering atau teratur juga akan meningkatkan lebih baik. Pendidikan dan Pelatihan memiliki pengaruh yang signifikan pada peningkatan kualitas sumber daya manusia, hal ini menunjukkan semakin tinggi frekuensi, kualitas pendidikan dan latihan akan meningkatkan sumber daya aparaturnyapun. Kompetensi berpengaruh signifikan pada peningkatan kualitas sumber daya aparatur, hal ini menunjukkan kompetensi yang lebih tinggi dari aparatur, semakin tinggi investasi pada masyarakat. Kompetensi sebagian menengahi pengaruh pendidikan dan latihan pada peningkatan kualitas sumber daya aparatur. Pendidikan dan Pelatihan sehingga secara tidak langsung berpengaruh pada peningkatan kualitas kompetensi sumber daya aparatur sebagai intervensi.Kata kunci: pendidikan dan pelatihan, kompetensi, kualitas sumber daya aparatur

This research was conducted in the village of West Bulontio Sumalata District of North Gorontalo District. The purpose of this study was to determine the quality of service in the supply of water by taps in the village Bulontio Sumalata Western District of North Gorontalo District. A study that describes the water supply from the taps that are still not able to meet the needs of citizens, service by officials still have not been up in response to the desire of citizens, poor human resource quality is not adequate. The research result that the quality of public services addressing water supply in the village of West Bulontio Sumalata District of Gorontalo district can be quite good though not optimal and should be improved in both technical and non-technical. Penelitian ini dilaksanakan di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo Utara. Tujuan dari penelitian ini adalah untuk mengetahui kualitas pelayanan dalam penyediaan air bersih oleh BLU-SPAM di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo Utara. Suatu penelitian yang menggambarkan Pasokan air dari BLU-SPAM yang masih belum mampu memenuhi kebutuhan warga, Pelayanan oleh aparat yang sudah maksimal dalam merespon keinginan warga, Kualitas sumber daya aparat yang belum memadai. Hasil penelitian menujukan bahwa kualitas pelayanan publik penyediaan air bersih di Desa Bulontio Barat Kecamatan Sumalata Kabupaten Gorontalo dapat dikatakan cukup baik meskipun belum optimal dan harus lebih ditingkatkan lagi baik secara teknis maupun non teknis.

This research discusses about capital human needs in Central Java Province. The data used involving population number, poor people nutritious index, regional minimum wage, manpower age, income and education with the time range 1995-2001. To analyze capital human needs it. Used Amartye K. Sen formulation model, and to see human resource quality it was used structural similarity approach. The research shows that central Java Province still has serious weakness in capital human needs. This case is shows with capital need and human capital need who has worked whereas; human resource quality is badly influenced by education they have got.

This study aims to examine the effect of the quality of human resources and the use of information technology on the quality of the financial accountability report with internal control as an intervening variable in SMA/ SMK throughout Cilegon City. The population in this study was all educational units with an analysis unit of all the SMA/SMK Cilegon. The sampling in this study are 47 principal and 47 treasurer. The data in this study were analyzed using the Path Analysis using SPSS Ver.22. The results indicate that the quality of human resources doesn’t affected the quality of financial accountability reports, the use of information technology affected the quality of financial accountability reports, the human resources quality doesn’t affected internal control, the use of information technology affected internal control ,Internal control has significant effect the quality of financial accountability reports. In addition, the human resources quality indirectly affected the quality of financial accountability reports through internal control, indirect use of information technology affected the quality of financial accountability reports through internal control.

Business integration requires that each partner can guarantee not only the quality of its products, but also the qualification and competence of its workforce. Usual models, like those included in the Human Resource Management modules of Enterprise Resource Planning (ERP) systems, are not sufficient in highly constrained domains like aeronautics. We show in this chapter how a generic competence management model has had to be modified and enlarged to satisfy such constraints. On the base of this model, software has been developed that is currently being implemented in three sites belonging to two companies. We shall show how such software may allow, on one hand, to guarantee that only competent people have been involved in the various steps of the manufacturing process, but also to improve the way operational competences are managed in the company.

This study aims to describe the effect of human resource quality, work discipline, and organizational culture on employee performance at Grand Cityhall Medan for 6 (six) months starting from May 2020 to November 2020. This study uses simple random sampling. The research subject was carried out on the employees of Grand Cityhall Medan. with a population of 439 people. The population study used a simple random sampling method. The instrument used was a questionnaire to collect data from the variables of the quality of human resources, work discipline, organizational culture, and employee performance. The data analysis technique used was the validity test, reliability test, descriptive analysis, normality test, multicollinearity test, heteroscedasticity test, multiple linear regression analysis, T-test, F-test, and determination coefficient tests. The results of the descriptive analysis in the variables of human resource quality, work discipline, and organizational culture are in the very good category, while the employee performance variables are in the very good category. The results of the descriptive analysis for the variables of human resource quality, work discipline, organizational culture, and employee performance are in the very good category, at Grand Cityhall Medan. Based on a partial analysis, the quality of human resources, work discipline, and organization has a positive and significant impact on employee performance at Grand Cityhall Medan. Simultaneously, the quality of human resources, work discipline, and organization have a positive and significant influence on employee performance at Grand Cityhall Medan. The contribution of the quality of human resources, work discipline, and organizational culture to improve employee performance variables is 0.975 or 97,5%, while the remaining 0.025 or 2,5% is from other variables not examined by the authors in this study, work environment, ethos. work, leadership, and so on.

The success of an effort is strongly related to the quality of the effort doer. Similarly, the achievement of a school/madrasa is also determined by the manager. If the manager is highly qualified, then the institution will consequently enhance its performance, and vice versa. This article describes the management of human resource quality development in MAN Pamekasan. It focuses on planning, staffing, coaching, staff promotion, mutation, and dismissal as well as evaluation and compensation. By means of observation, interviews, and documentation, it is found that MAN Pamekasan manages staff and other human resources satisfactorily; at least it has achieved the standard stipulated by the government.

Each year wars force several millions of people to leave their homes to join the ranks of displaced persons (DPs). Displaced women and children are particularly vulnerable to risks of physical abuses. The loss in current and future human resource quality caused by abuses suffered by DPs is an extreme version of the well-known brain drain phenomenon. The paper considers the psychological damage inflicted upon DPs, the possible effects of Post-Traumatic Stress Disorder (PTSD) and the consequent damage to human resource quality.
