The success of an effort is strongly related to the quality of the effort doer. Similarly, the achievement of a school/madrasa is also determined by the manager. If the manager is highly qualified, then the institution will consequently enhance its performance, and vice versa. This article describes the management of human resource quality development in MAN Pamekasan. It focuses on planning, staffing, coaching, staff promotion, mutation, and dismissal as well as evaluation and compensation. By means of observation, interviews, and documentation, it is found that MAN Pamekasan manages staff and other human resources satisfactorily; at least it has achieved the standard stipulated by the government.

In the knowledge-economy era, the quality of human resources has become a key factor in determining a nation's future. Many people agree that improving not only the skill level of individuals but also management practices and the entire human resources system is the prerequisite for the long-term competitiveness and prosperity of a country. Recently, the Government of Vietnam has issued the number of policies to develop human resources in S&T. Although, Vietnam's human resource in science and technology has increased markedly, both in quality and quantity, making a significant contribution to the development and prosperity of the country, but these policies have not brought the expected results.

Starting in 2010 the Government of Yogyakarta, according to regional regulation about parking and levy on the edge of public street parking. This policy expected to increase parking levy’s revenues, more secure services and convenient parking, and traffic flows smoothly. This research used qualitative descriptive method. This research analyzed qualitative indicators of quality of service: 1) tangible 2) reliability; 3) transaparant and 4) security. This research found that public street parking less well and yet according to the wishes of the community. This is because the layout of the parking spaces are not in place that interfere with the capacity of highways and disrupting the pedestrian capacity. Then the rates charged by parking operator which do not comply with official rates. Human resources of Transportastion Department that monitor directly into the field just a pick up that add up to 12 people to keep an eye on the parking lot 900 people outside the parking operators so ineffective, so that a parking lot of cheating.Keywords: Parking Service Quality, Parking Space, Lack of Human Resource.

Purpose of the study is to examine and analyze the role of education and training in improving apparatus human resource quality through competence as intervention. The data collection was conducted by distributing questionnaires to 82 respondents. However, only 78 respondents qualified. The tool was analyzed utilizing path analysis. Research results conclude that training and education have significant effect on competence. It indicates that regular education and training for the employees will improve employees' competencies better. Education and training have a significant effect on improving the quality of human resources. The higher the frequency, the better quality of apparatus human resource. Competency has significant effect on improving the quality ofapparatus human resource. This suggests the higher apparatus competencies, the higher investmestment in the community. Competence partially mediates the influence of education and training on improving the quality of apparatus human resource. Consequently, training and education have impact on improving the competence quality of apparatus human resource as intervention.Keywords: education and training, competency, apparatus human resource qualityTujuan dari penelitian ini untuk mengetahui serta menganalisis peran pendidikan dan latihan dalam meningkatkan kualitas sumber daya aparatur melalui kompetensinya sebagai intervensi. Pengumpulan data melalui penyebaran kuesioner kepada 82 responden, namun hanya 78 responden yang memenuhi syarat. Alat dianalisis dengan analisis jalur. Hasil penelitian menyimpulkan bahwa pendidikan dan pelatihan memiliki pengaruh yang signifikan pada kompetensi, itu menunjukkan pendidikan dan pelatihan kepada karyawan dari kompetensi masing-masing pegawaipun yang lebih sering atau teratur juga akan meningkatkan lebih baik. Pendidikan dan Pelatihan memiliki pengaruh yang signifikan pada peningkatan kualitas sumber daya manusia, hal ini menunjukkan semakin tinggi frekuensi, kualitas pendidikan dan latihan akan meningkatkan sumber daya aparaturnyapun. Kompetensi berpengaruh signifikan pada peningkatan kualitas sumber daya aparatur, hal ini menunjukkan kompetensi yang lebih tinggi dari aparatur, semakin tinggi investasi pada masyarakat. Kompetensi sebagian menengahi pengaruh pendidikan dan latihan pada peningkatan kualitas sumber daya aparatur. Pendidikan dan Pelatihan sehingga secara tidak langsung berpengaruh pada peningkatan kualitas kompetensi sumber daya aparatur sebagai intervensi.Kata kunci: pendidikan dan pelatihan, kompetensi, kualitas sumber daya aparatur

This study aims to examine the effect of the quality of human resources and the use of information technology on the quality of the financial accountability report with internal control as an intervening variable in SMA/ SMK throughout Cilegon City. The population in this study was all educational units with an analysis unit of all the SMA/SMK Cilegon. The sampling in this study are 47 principal and 47 treasurer. The data in this study were analyzed using the Path Analysis using SPSS Ver.22. The results indicate that the quality of human resources doesn’t affected the quality of financial accountability reports, the use of information technology affected the quality of financial accountability reports, the human resources quality doesn’t affected internal control, the use of information technology affected internal control ,Internal control has significant effect the quality of financial accountability reports. In addition, the human resources quality indirectly affected the quality of financial accountability reports through internal control, indirect use of information technology affected the quality of financial accountability reports through internal control.

The best human resources in the organization give so important effect. The best of an organization is affected by the quality of the people. The government is an organization that is cooperation in their jobs description. In addition to quality, achieving goals, even operationally able to provide satisfactory service to the public. The problem of this studi is about significant influence between of human resources to service quality. This study aims to determine the significant influence of human resources to service quality. The method used quantitative data collection techniques used questionnaires with Likert scale or interval. Mechanical analysis used simple linear regression analysis by SPSS. There are 100 respondents surveyed in this study by answering statements based on questionnaires given to assess public opinion on the human resources and the effect to quality of service. Independent variables is human resource and the dependent variable is quality of service. The P-value of t test is 0,000 the value is less than 0,05 and the value of correlation is 0,821 or 82,1% (R2) and the coefficient determination is 0,674 or 67,4% (R). The result show that human resources affect significantly and correlation effectly to quality of service at Government Office of Kutorejo in Mojokerto. Keywords: Human Resource, Quality of Service

This study aims to describe the effect of human resource quality, work discipline, and organizational culture on employee performance at Grand Cityhall Medan for 6 (six) months starting from May 2020 to November 2020. This study uses simple random sampling. The research subject was carried out on the employees of Grand Cityhall Medan. with a population of 439 people. The population study used a simple random sampling method. The instrument used was a questionnaire to collect data from the variables of the quality of human resources, work discipline, organizational culture, and employee performance. The data analysis technique used was the validity test, reliability test, descriptive analysis, normality test, multicollinearity test, heteroscedasticity test, multiple linear regression analysis, T-test, F-test, and determination coefficient tests. The results of the descriptive analysis in the variables of human resource quality, work discipline, and organizational culture are in the very good category, while the employee performance variables are in the very good category. The results of the descriptive analysis for the variables of human resource quality, work discipline, organizational culture, and employee performance are in the very good category, at Grand Cityhall Medan. Based on a partial analysis, the quality of human resources, work discipline, and organization has a positive and significant impact on employee performance at Grand Cityhall Medan. Simultaneously, the quality of human resources, work discipline, and organization have a positive and significant influence on employee performance at Grand Cityhall Medan. The contribution of the quality of human resources, work discipline, and organizational culture to improve employee performance variables is 0.975 or 97,5%, while the remaining 0.025 or 2,5% is from other variables not examined by the authors in this study, work environment, ethos. work, leadership, and so on.

Bidik Misi "(BM) is an extraordinary scholarship provided by the Government of Indonesia with two criteria main: economic needs and academic performance, and added a test Islamic Education at private universities. Since its introduction in 2010, the number of candidates has increased every year, causing difficulties in choosing the most qualified candidates. This study aims to find the effectiveness of the recruitment of participants in scholarship programs for the poor and how to develop the quality of educational resources in Indonesia. Although they have requirements that are not the same as regular students in participating in the admission process at universities, this study shows that private universities can develop the quality of human resources through the BM program.

It began with a review of research findings on the effects of investment in human capital to improve the quality of human resources on economic growth promoting factors. The paper continues with explaining why high-quality human resources are capable of promoting the creation of new technologies as well as the applicability of technology in the production process. Through an analysis of the present human resource quality, especially in the field of science and technology, and the actual situation of scientific-technological research and application, the authors suggest solutions to achieve scientific and technological development in the future.

The objective of this research is to study and analyze the direct effect of public governance, human resource competence, characteristics of Government Internal Supervisory Apparatus, and Government Internal Supervisory System on the quality of Local Government Financial Report and the indirect effect of public governance, human resource competence, and characteristics of Government Internal Supervisory Apparatus on the quality of Local Government Financial Report with the mediation of Government Internal Supervisory System. The samples are 148 local government agencies’ financial administration officials, selected according to certain criteria. As SEM-PLS was used for hypothesis testing, this study finds that public governance, human resource competence, characteristics of Government Internal Supervisory Apparatus, and Government Internal Supervisory System directly have positive effects on the quality of Local Government Financial Report. Furthermore, the Government Internal Supervisory System fully mediates the effect of human resource competence on the quality of the Local Government Financial Report and partially mediates the effects of public governance and characteristics of Government Internal Supervisory Apparatus on Local Government Financial Report.

Tujuan dari kegiatan pengabdian kepada masyarakat ini adalah untuk memenuhi kewajiban dosen untuk melakukan tridharma perguruan tinggi.
