Successive governments have encouraged the view of users of public services as consumers, choosing between different providers on the basis of information about the quality of service. As part of this approach, prospective students are expected to make their decisions about which universities to apply to with reference to the consumer evaluations provided by the National Student Survey. However, a case study of a post-1992 university showed that not all students made genuine choices and those who did tended to be in stronger social and economic positions. Where choices were made, they were infrequently based on external evaluations of quality.

Kampung Tajur is a unique village located in the village of Pasanggrahan, Purwakarta. Kampung Tajur has a variety of ecotourism potentials, but Kampung Tajur needs to improve the quality of service, especially in terms of guiding services. Therefore, this study was conducted to determine the interpretation of the material for guidance in Kampung Tajur. The method used in this research is descriptive qualitative method. Data collection techniques used in this research are observation, interviews and literature study. This research has several key informants in Kampung Tajur, such as tour guides and informants from the tourism industry, pokdarwis and community leaders in Kampung Tajur. Based on the research results, it was found that at this time the guides in Kampung Tajur did not have any reference material for interpretation. Interpretation is only done as it is. Meanwhile, the development of interpretation material faces several obstacles, one of which is the lack of human resources as a tour guide, especially as a guide for foreign tourists, so it is necessary to make a bilingual guidebook containing interpretation material for guides. Therefore, it is necessary to produce a bilingual guidebook containing translated material for tour guides. This is necessary to anticipate differences in interpretation between guides and clarity of interpretation for tourists.

Competence of human resources on the quality of public services in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency and to determine the factors that influence human resource competence in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency. The population of this study was 2,095 people. Samples were 95 people. The sampling technique used is Purpossive Sampling. This type of research is quantitative descriptive. Data collection techniques used were observation, interviews, questionnaires and literature study. The data analysis technique used is descriptive statistics and with the help of SPSS application version 21. The results showed that the Human Resources Competence at the Maddenra Village Office with a percentage of 58.16% was in the unfavorable category. The quality of public services at the Maddenra Village Office with a percentage of 58.30% is in the poor category. Based on the value of t count> t table or 9,855> 1,989, then H0 is rejected, it means that Human Resources Competence has a significant effect on the Quality of Public Services in the Maddenra Village Office, Kulo District, Sidenreng Rappang Regency with a percentage contribution of 51.1% influence. Factors that Influence Human Resources Competence: a. Internal factors: 1) Employees in improving service capability 58%. 2) The ability of employees to anticipate public complaints 59%. 3) Increased employee use of computers 56%. b. External factors: 1) Government attitudes towards human resource support 59%. 2) Community involvement in improving services 57%. 3) employee training to support technology development 51%. Based on the description above, it can be concluded that the factors that influence the Competency of Human Resources in the Office of Maddenra Village with a percentage of 56.67% are in the unfavorable category.

This research was conducted to find the process of transaction activity between citizen and government through e-Government in West Java Provincial Government (thereafter called Pemprov Jawa Barat). This transaction activity is a two-way communication to better deliver information and public services in Pemprov, Jawa Barat. This transaction activity involves giving government information and replying to questions and complaints through the website and social media. If some OPD of Pemprov Jawa Barat have SOP more than just interaction through answering questions and complaints, they will make and use another application more than just through website and social media. The response to this activity is positive, as indicated in the increasing number of interactive activities between citizen and government after Pemprov Jabar using e-Government to give public services. Pemprov Jawa Barat was recommended to increase the number and to provide more human resource training to improve the quality of transaction activity.

The article is devoted to the problems of studying the quality of drinking water from decentralized water supply sources of rural settlements. The preparatory stage of the study included: creation of a cartographic basis of the settlement; field reconnaissance routes; express analysis of drinking water quality; creation of situational plans of wells locations, and the basis for the ecological passport of the source of decentralized individual water supply (well). The relevance of the study is due to the deterioration of the quality of water as a source of domestic water supply. This is especially true for the rural population. There is a need to conduct an inventory and certification of wells in accordance with European standards and requirements, as well as modern technical and information capabilities. The ecological passport of a natural object is a system of diagnostic characteristics that allow one to get an idea of its condition and develop ways to improve it. In the process of researching the issue of certification of drinking water sources, we analyzed the accounting systems of these facilities in Canada and Germany. Our sample environmental passport was developed based on a study of groundwater in the village of Poromiv, Volyn region of Ukraine. The quality of drinking water is influenced by both the natural factors – geological structure and climate, and the intensive economic development of the surrounding area. The sample consisted of 40 wells. We used theoretical research methods: analysis, synthesis, abstraction and idealization. Such approaches implied the search for relationships between topological, hydrological and chemical parameters of individual observation points, as well as the ability to build idealized regression models to delineate areas for certification and detailed research. The formation of the information database was carried out using the methods of empirical knowledge. In particular, visual observations have identified potential sources of contamination (private farms – livestock sites, latrine pits, farmland, and infrastructure). They can affect the condition and quality of water in wells. With the help of a level meter, pH-meter, TDS meter and rapid tests for nitrates, the measurements of qualitative indicators that determine the overall hydrochemical state of groundwater were carried out. The general observations revealed non-compliance with the norms of placement of these objects. In particular, in many cases the norms of distance from sheds (more than 20 m) and cesspools (more than 50 m) relative to wells were violated. In addition, there is a general tendency to neglect the rules of formation of cesspools and manures, which contributes to the ingress of pollutants into the soil and subsequently into groundwater. In general, the accounting of wells and their diagnostic characteristics was developed in the form of a database in the ArcGIS environment and a passport of a separate source of water supply. It is proposed to add a situational plan with the location of the water supply source for the main polluting objects to the general technical characteristics. The number of indicators in the passport table can be adjusted depending on the potential sources of pollution and the abilities to monitor the water quality of a particular water user. The purpose of forming documentation of this type is to account and record the problems arising in the arrangement, location and operation of the well for their further solution. This will be the basis for identifying areas vulnerable to nitrate contamination. We identified a number of violations in the location of water supply sources in relation to economic facilities and structures within the study area, which was reflected in the increase of general hydrochemical indicators. Relationships between building density and quantitative values of pH, mineralization and nitrate content were recorded. The final step of the research is to identify problematic sources of decentralized water supply from the viewpoint of population ecological well-being, as well as to develop proposals for the community and individual owners to improve the quality of drinking water. Keywords: well, water supply, ecological passport, sources of pollution.
