The rapid growth in the number of cybercrimes committed in the banking sector requires the creation of an effective system for preventing such crimes and ensuring the cybersecurity of the state. The constant updating of means and methods for cybercrime commission necessitates the identification of effective measures to combat them. The paper uses a survey method to study the theoretical experience and practical measures to prevent cybercrime in the banking sector to identify effective ways to combat crime in the virtual space of Ukraine. The paper analyzes the experience of the world’s leading countries concerning cybercrime prevention, deals with measures to improve the level of cybersecurity of national and international cyberspace. It is concluded that the current state of cybersecurity in Ukraine does not meet contemporary requirements and needs initiating effective measures and coordinated cooperation between private and public sectors in order to effectively combat cybercrime, in particular: enshrining the classification of cybercrimes in the regulatory legal acts of Ukraine; introduction of the concept of “banking criminal law” in the scientific and legal sphere; creation of Ukrainian cyber forces, whose activities will be aimed at preventing and combating crimes committed in cyberspace.

In this paper, the diagnosis of the manufacturing process under the indeterminate environment is presented. The similarity measure index was used to find the probability of the in-control and the out-of-control of the process. The average run length (ARL) was also computed for various values of specified parameters. An example from the Juice Company is considered under the indeterminate environment. From this study, it is concluded that the proposed diagnosis scheme under the neutrosophic statistics is quite simple and effective for the current state of the manufacturing process under uncertainty. The use of the proposed method under the uncertainty environment in the Juice Company may eliminate the non-conforming items and alternatively increase the profit of the company.

In the article the author analyzes the current state of Russian law on crimes against freedom of conscience and religious security. He proves social necessity for criminal law protection of religious relations. He also proposes his classification of the criminal offenses. The article contains the term «religious security». It shows the main threats to religious security in modern conditions, which need counteraction by criminal law. The author developed amendments and additions to the Criminal Code, taking into account the level of religious relations in Russian society. He demonstrates the social significance of protection of the personal freedom of conscience and religious security from criminal trespasses in a democratic state. The author based results of his investigation on sociological findings and links to sources of domestic and foreign criminal law.

The collective monograph ‘Anti-corruption security measures’ is being reviewed. It is noted that the study was carried out on the basis of the current state of legal regulation of the fight against corruption, the tasks of anti-corruption security were determined, well-founded conclusions and recommendations were formulated for creating a system of measures for such security. The study of anti-corruption security measures is relevant for the development of the science of criminal law and criminology, as well as the sciences of related fields of knowledge. Scientific ideas, analysis of legislation and law enforcement practice can be useful for further scientific research on anti-corruption measures, in rule-making activities in order to prevent corruption in the life of society and the state.

This article discusses issues related to the monitoring of the quasi-public procurement system in the Republic of Kazakhstan. The topic under study is one of the relevant to date, as the state has to face with the increased pressure on the state budget in the context of the financial crisis and unstable economic situation in the world. In general, attention needs to be paid to budget spending in the quasi-public sector through monitoring and careful analysis to ensure the effectiveness of procurement procedures in the sector and to avoid unnecessary expenditure. The article is about the study of the current state, problems and prospects of creating and realization of the mechanism for monitoring procurement in the quasi-public sector, identifying administrative and corruption risks. The share of procurement in quasi-public sector entities has a special role in the procurement market. Therefore, it is so important to create favourable conditions devoid of corruption in the field of public procurement and to have a transparent and effective system of the state financial control. The article provides a detailed analysis of the scope of procurement in this area, describes measures to reduce corruption risks and ensure transparency of procurement. The author proposed a number of recommendations that would lead to a reduction in corruption components in this area as a result of the analysis on the existing problem in the procurement sector of the quasi-public sector.

This research focuses on the phenomenon of the large number of state commissions in Indonesia, especially in the post-reform era. The purpose of this study is to describe the classification of state commissions in Indonesia. Furthermore, through the idea of simplifying the state commission, it will be able to overcome the problems that often occur due to the large number of state commissions. Through doctrinal legal research using a conceptual and comparative approach, it is known that state commissions are formed as a form of democracy, where there are independent institutions with the main task of supervising the three axes of state power (trias politica), especially in the sphere of government power. This state commission has a legal basis for the formation of various institutions through laws, government regulations, or presidential regulations so that not all state commissions have an equal position in the state administration. Furthermore, the incidental and responsive nature of the formation of state commissions often results in overlapping powers of state commissions. In order to resolve this, the idea is to make simplifications for the current State commission. The act of simplification is carried out by only maintaining a few State commissions that are capable of supporting the spirit of democracy in the State. Meanwhile, other commissions were merged into institutions of other countries. Furthermore, it is given legitimacy based on law to the State commission, so that it is not difficult to determine its position in the Indonesian constitutional system

Purpose The purpose of this paper is to evaluate innovations in intellectual property rights (IPR) databases, techniques and software tools, with an emphasis on selected new developments and their contribution towards achieving advantages for IPR management (IPRM) and wider social benefits. Several industry buzzwords are addressed, such as IPR-linked open data (IPR LOD) databases, blockchain and IPR-related techniques, acknowledged for their contribution in moving towards artificial intelligence (AI) in IPRM. Design/methodology/approach The evaluation, following an original framework developed by the authors, is based on a literature review, web analysis and interviews carried out with some of the top experts from IPR-savvy multinational companies. Findings The paper presents the patent databases landscape, classifying patent offices according to the format of data provided and depicting the state-of-art in the IPR LOD. An examination of existing IPR tools shows that they are not yet fully developed, with limited usability for IPRM. After reviewing the techniques, it is clear that the current state-of-the-art is insufficient to fully address AI in IPR. Uses of blockchain in IPR show that they are yet to be fully exploited on a larger scale. Originality/value A critical analysis of IPR tools, techniques and blockchain allows for the state-of-art to be assessed, and for their current and potential value with regard to the development of the economy and wider society to be considered. The paper also provides a novel classification of patent offices and an original IPR-linked open data landscape.

The purpose of the article is to analyze the criminal law policy of the State as one of the main elements of the fight against crime. The subject of the study is the criminal law policy of the State. Methodology: dialectical method, monographic method, logical method, comparative method, system and structural method, method of generalization are used in the course of the research. Research results: The essence and significance of the criminal law policy of the State, its role and place in the general system of legal relations are revealed and the importance of such a mechanism at the national level is emphasized. The current state and level of criminal law policy of the State are criticized. Practical implications: The components of criminal law policy and their relationship with other components of public policy in general are studied. The directions of criminal law policy and its levels are revealed. Value / originality: The limited possibility of the law on criminal liability in the system of social control is emphasized. The general purpose of control over the effectiveness of criminal law policy is indicated.

For centuries, the ex libris (a label of an individual or institution, especially their libraries) had an important socio-cultural mission; its text identified the owner of the library or collection. The image was performed in graphic techniques and had an associative or decorative purpose, revealing the life and preferences of the individual, the priorities of the institution, organization. Book labels carried information on the formation, composition and rotation of books in private and public libraries. The purpose of the article is to analyze the works of the Ukrainian historian, bibliologist and collector Ivan Krypiakevych (1886–1967) about the peculiarities of the appearance of handwritten and printed Ex Libris — a label of an individual or institution, their libraries on Ukrainian lands. Methodological principles of work are the principles of historicism, systematicity and objectivity. The study was carried out using the following methods — comparative-historical, structural-systemic, generalization and synthesis of historical data. Based on the publications of the scientist, his epistolary from the archive of the manuscripts department of the V. Stefanyk Lviv National Scientific Library, the thematic characteristics of the genre are revealed in the context of social, political and artistic processes of the Middle Ages, new and modern times. Letters from recipients from Ukraine and abroad were analyzed, which made it possible to reproduce the operation of personal or corporate book label. The analysis of the works and the epistolary of I. Krypiakevych, testifies to the progressive development (with breaks and difficulties) of the bibliophile movement in Ukraine in the modern day. The scientist restored information about the owners and authors of exlibris, monitored their timeline and technique, distinguished the artistic and stylistic features, gave the classification of book labels. The scientist believed that the exlibris in Ukraine reflected the state of the general culture and were worthy representatives of the international bibliophile movement.
