The assessment of the radiation risk based on the data of the radiation-hygienic passports of the territories makes it possible to give a brief quantitative characteristic of the negative impact of sources of ionizing radiation on the health of the population of various regions of the Russian Federation at the population level. The calculation of individual indicators of radiation risk for the population of particular region of the Russian Federation is a time-consuming task that requires referring to radiation-hygienic passports of territories for particular years. Therefore, the purpose of the performed work was to develop specialized software designed to assess the indicators of radiation risk to the population of the Russian Federation according to the data of the radiation-hygienic certification system of territories. Automation of the calculation of radiation risk allows not only to simplify the calculation procedure but also to carry out a spatial-temporal analysis of risk in dynamics for different regions of the Russian Federation over long periods. The methodological basis for the software development is guideline MR 2.6.1.0145-19 “Calculation of radiation risk according to the data contained in the radiation-hygienic passports of the territories to provide a comprehensive comparative assessment of the radiation safety status of the population of the subjects of the Russian Federation”. To achieve the set goal, two computer programs were developed: 1) to automate the process of calculating radiation risk based on the information contained in the radiation-hygienic passports of territories, a computer program “Calculation of radiation risk indicators according to RGPT data”; 2) for the spatial visualization of the calculations, a specialized geographic information system “Radiation risks of the population of the Russian Federation according to radiation-hygienic certification data”. The computer programs developed in the course of the work allow an automated calculation of radiation risk based on the data of radiation-hygienic passports of territories, visualize the spatially distributed results of calculating radiation risk, carry out a preliminary assessment of the state of radiation safety, based on the data contained in radiation-hygienic passports of territories using radiation risk indicators.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.

The most stable today is the IT system of the Federal Tax Service of Russia. There is an opportunity to analyze the work of the automated system of the authorities. This will allow us to further implement the strategy for the development of the digital society in Russia, reduce the risks and costs of systems that allow the authorities to carry out their duties.

Purpose: Harmonization of the Russian Federation legislation with current international recommendations Results: The concept of the radiation safety system has been significantly modified by recommendations of ICRP (2007) and IAEA (2014). An analysis of existing international regulatory framework for radiation safety allowed to identify the main provisions to be implemented in the Russian legal and regulatory framework. It’s showed that the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population» must be ultimately revised to be harmonized with international documents. General approaches to legal regulation of radiation safety should be essentially modified to create a strong relationship between this law and other regulatory and legal documents in force in the Russian Federation. Conclusion: An article-by-article analysis of the current Federal Law of 09.01.1996 No. 3-FZ «On Radiation Safety of Population « showed the need to modify 22 existing articles and add 12 new articles in order to harmonize it with international documents. Given such a large volume of modification it is advisable to pass a new law with simultaneous abolition of the current federal law. A new name has been proposed: Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation». The enactment of the Federal Law of the Russian Federation «On Radiation Safety in the Russian Federation» with the main by-laws approved by the Russian Federation Government – «Radiation Safety Standards» and «Basic Rules for Ensuring Radiation Safety» – will allow to establish an actual regulatory framework for ensuring radiation safety of personnel and population in Russia.

This article is devoted to the topical issue of the institution of judicial control — ensuring the right to access to justice in the context of digitalization of public relations. According to the analysis of the statistical data of the Judicial Department of the Russian Federation, on the lion’s share of complaints (about 70%) accepted for proceedings, decisions are made to terminate proceedings on various grounds, and only a third of the complaints are decided to satisfy or refuse to satisfy the complaint. The author has analyzed the main reasons for the termination of the proceedings on the complaint, taking into account the existing current judicial practice. The practical significance of the work lies in the availability of proposals for resolving existing problems that are practically oriented towards the judicial system, taking into account the use of modern information technology of the state automated system «Justice» and video conferencing systems. In order to improve judicial control in pre-trial proceedings, the author’s vision of making changes at the legislative level was formulated by amending Part 2 of Art. 125 of the Criminal Procedure Code of the Russian Federation.

The article presents a comparative analysis of the level and structure of poverty of the Russian population using two different concepts of poverty definition — the absolute income criterion currently used by Rosstat, and the AROPE indicator of poverty and social exclusion. The paper also attempts to assess how the change of the methodology for determining poverty can affect the existence of the poverty status of individuals. The study is carried out both at a national level and at a federal district level. The empirical basis of the paper is selective observation of income of the population and participation in social programmes, conducted by Rosstat in 2017. The results show that in transition from the absolute income criterion to the multi-criteria AROPE index, the poverty level of the population of the Russian Federation significantly increases. The highest growth of poverty is among people over working age. The age structure of poverty also changes significantly. With AROPE, the proportion of older persons among the poor increases and the proportion of children decreases. It is also shown in the article that the transition from the current official methodology of poverty definition to the definition in accordance with AROPE’s methodology can lead to loss of the poverty status by part of the population, which, in case of the official transition to using AROPE index as a criterion for receiving social support, can have a negative impact on their socio-economic situation. The obtained results vary significantly by federal districts of the Russian Federation.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

In the article, the author examines time, content and object boundaries of exclusive rights to computer programs. It has been substantiated that the meaningful boundaries of exclusive rights should be established through a closed list of cases of free use. At the same time, the balance sheet doctrine of fair use, supplemented by the concepts of “transformative use”, cannot serve as a tool for establishing such boundaries. At the same time, in order to resolve atypical conflicts of interest arising in relation to a specific object of copyright between a person interested in access to such an object and the rightholder, standards for assessing the behavior of the rightholder should be developed – special (in relation to Article 10 of the Civil Code of the Russian Federation) limits for the implementation of exclusive right. With regard to the object boundaries of rights to computer programs, it was concluded that they are established by means of the “traditional” concept of copyright “protected form – unprotected content” and the doctrine of “essential part”. The principle of exhaustion of rights should not apply to such objects.

In modern economic conditions, the state of small business is an indicator that reflects the dynamics of the development of the main socio-economic trends occurring in the country. In return, the current crisis phenomena have a negative impact on the development of small business, which contributes to the formation of the middle class, which makes up a significant part of the economically active population of the country. Despite all the measures provided by the government of the Russian Federation (tax holidays, subsidies, reduction of the tax burden due to the introduction of special tax regimes, etc.), the number of small businesses is decreasing. This article analyzes the current state of the state’s tax policy in relation to small enterprises, examines the issues of taxation of small enterprises in Russia, and identifies the main trends and disadvantages of taxation of small businesses. The most complex and urgent problems of functioning and further development of small businesses are identified and characterized. Statistical data on the dynamics and structure of small businesses by type of economic activity in Russia, the dynamics of the tax burden on small businesses, and tax revenues to the budget of the Russian Federation are presented and analyzed. The article substantiates the need to reform the tax system as a necessary measure to support small businesses, designed to improve and accelerate the dynamics of socio-economic development of the state.
