The article analyzes the media discourse around the figure of Oriana Fallachi and her journalistic work during 2017-2020. The actual media image of the figure of Fallachi is highlighted, examples of positive and negative statements are given. It is substantiated why her journalism should be researched in various ways, taking into account other aspects of her work that are not related to Islamophobia. The subject of the study is critical texts in modern foreign media dedicated to the author’s work. The objective of the study is to outline the media discourse around the figure of Oriana Fallaci and her journalism during 2017-2020. The methodology. The following methods have been used in the process of scientific research: historical, comparative, systems analysis, content synthesis, and others. The main results. In total, we have analyzed eight materials in foreign publications, published over the past 3 years, as well as the two most famous biographies of Oriana Fallaci. Some of the most recent reviewed texts have been published in the last few months, reflecting the interest in the author’s journalism, her writing, and reporting. Therefore, we see the need for further tracking and analysis of this body of texts. Conclusions. Critics of Fallaci express polar views that are not all negative. Authors re­commend quite cautiously her texts for reading, emphasizing their positive aspects. Both Fallaci’s biographies are also not entirely complementary: some aspects of her work are glorified, others are condemned. We managed to find general tendencies in the criticism of Oriana Fallaci’s journalism. These include accusations of xenophobia and Islamophobia, uncompromisingness, lack of political correctness, and moral value. The authors emphasize, at the same time, the openness and directness that bribe the reader, patriotism and honesty, strength of spirit and firmness of position. Significance of the research. The analysis of the latest criticism reveals what kind of media image Fallachi’s figure has today, and gives the possibility to research it for demonization and one-sided coverage. This is important not only for thorough research of the author’s work but also for understanding how the modern world perceives journalism, which is contrary to the generally accepted principles of political correctness, journalistic ethics, and humanity.

The paper considers teaching contents in comparative systems of primary and secondary education, which are important for the development of security culture of young people and based on the expanded security agenda and new educational needs in that context. Methodologically, the paper is based on a review of the existing literature and the analysis of certain strategic documents in the field of education and security. Special focus was placed on the practice in the Republic of Serbia and previous activities in this field. The initial aim was to gain insight into certain foreign experiences and experiences of the Republic of Serbia, regarding the representation of security contents in primary and secondary education, and - on the basis of this - to try to consider the development of security culture in the educational context. It was found that among the analyzed countries Poland, Slovenia and Russia have a special subject dedicated to security topics within their education systems and it is noticeable that there is such an effort in other countries, but for now, security contents are mostly implemented in the existing subjects. Regarding the Republic of Serbia, it is concluded, that the potential introduction of a special subject dedicated to security topics in secondary schools and the enrichment of existing subjects with the security content in primary schools, may result in the improvement of general security of the youth.

Subject. This article analyzes the effectiveness of the existing economic mechanism of environmental management. Objectives. The article aims to assess the economic damage caused by air and water pollution in the selected (model) regions of the Russian Federation. Methods. For the study, I used the methods of comparative, systems, and structural analyses, and analytical calculation. Results. The article shows the extent of anthropogenic effects on atmospheric air and water resources based on specific indicators for the prevailing pollutant. Conclusions. The article concludes about the need to improve the budget policy of the regions.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.

Abstract Comparison across terrestrial and aquatic ecosystems facilitates a broader understanding of ecological patterns. Although meta-analyses are important for quantitative synthesis across ecosystems, detailed comparisons of natural history and species interactions also illuminate convergence among systems. We compare the ecology of superficially dissimilar African savannas and coral reefs via shared characteristics including: (1) hyperdiverse guilds of large vertebrate herbivores and predators, (2) similar mechanisms driving positive feedback loops between herbivory and primary production, (3) similar roles of disturbance and herbivory in mediating ecosystem state, and (4) numerous smaller vertebrate and invertebrate species that underpin diversity and ecosystem processes. Our goal in comparing the natural history and ecology of these ecosystems is to facilitate others in finding their own comparative systems. We encourage scientists, especially early-career scientists, to explore ecosystems other than their primary focus. Whatever your ecosystem of study, examining the ecology of its analog in another environment may enliven your career.

The Iraqi Council of State is a constitutional institution of a judicial and advisory nature with functions guaranteed by constitutional and legal rules. The Advisory Council of the Iraqi Council of State represents one of the two pillars of the post, as well as the judicial function established by Law No. 106 of 1989. It shall be entrusted with the legal opinions that illuminate its legal path and solve any problems that may arise among its departments. It also contributes to the preparation and drafting of laws related to public administration. This jurisdiction includes the presence of an entity possessing scientific expertise for its performance Under this function, the Council appears as a legal adviser to the State, which is provided with legal opinions that illuminate its legal path and resolve problems that may arise among its departments. It also contributes to the preparation and drafting of laws related to public administration. It is also of great importance to the state departments and their employees when they start their job responsibilities by properly implementing the laws based on the advisory opinions of the State Consultative Council in interpreting the various legislations in order to avoid misinterpretation of the laws or in their application, In this paper, we discussed the analytical approach of legal texts and the comparative method in scientific research by comparing the legislative texts mentioned in the comparative systems with comparing them with the legal opinions and decisions issued by the Iraqi Council of State, similar to those issued by the State Councils in comparative systems in France and Egypt. The research also includes an introduction and three sections The first topic revolves around the concept of the advisory jurisdiction of the State Council, while the second section we address it examined the legal basis for the jurisdiction of the Advisory Council of State, and then the third section we will cover it to the types of consultations expressed by the State Council, the legal value to it, and finally the conclusion.

This chapter surveys books and articles on the Soviet economy published in 1948-1991 and finds that Sovietologists afforded the military sector little attention, both relative to its importance and relative to the attention lavished on the other, lower-priority sectors. Literature on Soviet economy contains few chapters, articles, and books on the military sector, compared to other sectors. Thus, textbooks on the Soviet economy have 136 chapters on civilian sectors, and only eight on the military sector. Disproportionately many of those appeared in the final years of the USSR, and few of the military economy publications have been produced by American Sovietologists. Post mortem writings on Sovietology have not detected this gap in the scholarship. A survey of comparative systems and introductory economics textbooks shows that Sovietologists failed to persuade other economists that the military sector was merited a mention in popular treatments of the Soviet economy.

The economics of institutions and comparative systems owes an enormous debt to János Kornai. This was well exemplified by Kornai (2014a), offering a synthetic characterization of socialism and capitalism, respectively, as shortage and surplus economies. I was very fortunate, over the last fifty years, to have had many opportunities to meet him and to talk to him, and to discuss these issues directly with him. János can be very persuasive, and over the years I have somewhat converged towards his views, but in this essay, I am going to rehearse one residual major disagreement on the shortage economy, and three reservations on capitalism as the surplus economy which, after discovering from talking to him that he was in basic sympathy with them, I have downgraded to qualifications.
