ntroduction. The socio-economic development of the Russian Far East is one of the most important strategic directions of Russia, corresponding to the national interests and development vector. For this vector to be transmitted to the regional and sectoral level, it needs strategic opportunities, relevant in the context of multiple trends and limited resource base. Energy security includes reliable energy consumption and efficiency. It ensures the socio-economic progress of developing economies and emerging-market countries. The Russian Far East has accumulated enough scientific, technical, industrial, and production potential to use gas industry as a long-term driver of socio-economic development. The research objective was to analyze and systematize the main interest groups focused on the development of gas industry in the Russian Far East. Study objects and methods. The study was based on the theory of strategy and the methodology of strategizing developed by Professor V.L. Kvint, as well as on authentic methods of industrial strategizing. Results and discussion. The article introduces a concept scheme that illustrates the relationship between regional and sectoral gas strategies of the Russian Far East, as well as their place in the general system of strategies. The author systematized the main national, social, regional, industrial, corporate, and international interests. The analysis confirmed the long-term interest of the gas industry in the Far Eastern Federal District at each of these levels. Conclusion. In the Russian Far East, gas industry will establish strong vertical and horizontal relationships in the system of strategies, thus producing a multiplicative effect on the socio-economic development of the whole Far Eastern Federal District and its regions.

The article presents an analysis of migration processes (interregional, with the CIS countries and far abroad) that determine the dynamics of demographic development of the Far Eastern Federal District in 2018-2019. (within the new borders of the macroregion, taking into account the Republic of Buryatia and the Trans-Baikal Krai). The analysis of statistical data reveals the peculiarities of the current migration situation in the macroregion, and shows the risks in the long-term formation of the demographic potential of the Russian Far East. Based on the data obtained, proposals are formulated to attract and consolidate the population of the macroregion.

Subject. The article addresses the tax liabilities of taxpayers registered in the subjects of the Far Eastern Federal District, which should be paid to the consolidated budget of the Russian Federation, as well as the factors of the said debt growth. Objectives. Our aim is to assess the level of tax debt of regions of the Russian Far East and identify the correlation between the factors and the amount of tax debt. Methods. The study rests on methods of analysis, generalization, grouping, systematization, and the correlation and regression analysis. Results. We analyzed the level of tax debt for the entire Far Eastern Federal District and by region, identified factors affecting the growth of tax debt therein. The paper assesses the structure of tax debt by type of taxes and activity of debtors. The unveiled factors may help control changes in the size of tax debt in the Russian Far East and develop effective measures to improve the debt collection. Conclusions. The study shows that there is an increase in the tax debt in the regions of the Russian Far East, in the VAT in particular. The factor analysis revealed that the volume of sales of wholesale enterprises, investment in fixed capital, the consumer price index have the largest impact on the amount of tax debt.

The monograph presents the search for solutions to the problems of the Far Eastern region. The proximity of China and the remoteness from the center of Russia make us look for effective measures to overcome the problems of settling the Far East in the context of sustainable economic development of modern Russia. The paper analyzes the problems of the Far East: in industry, agriculture, forestry, energy problems, environmental problems, and provides recommendations for their solution. Considerable attention is paid to migration problems. The experience of China is studied through the prism of bilateral cooperation with Russia. It is intended for students, masters, postgraduates, researchers dealing with issues of macroeconomic regulation and forecasting.

The present paper analyses migration policy measures implemented in the Russian Far East, namely, State Programme to Assist the Voluntary Resettlement of Compatriots Living Abroad to the Russian Federation, the Far-Eastern Hectare Programme, establishment of Priority Development Areas (PDAs) and territories with a special regime of economic activity. The synthetic control method was applied to quantitatively assess how the adopted measures affect the migration outflow from regions of the Far Eastern Federal District. According to this method and relevant statistics, constituent entities of the Far Eastern Federal District were compared with control regions of the Siberian Federal District, where these policy tools have not been introduced. Comparable areas had similar socio-economic development trends and migration flows in the period preceding the implementation of the state programmes. To analyse the impact of migration policy changes in 2011–2018, the difference between outflow values of the Far Eastern and synthetic control regions was calculated. The results showed that the average estimated values are negative and significantly different from zero. This indicates a positive effect of new migration mitigation measures on reducing the outflow from the Russian Far East. Future research will separately assess the effectiveness of each migration policy tool implemented in the Far Eastern Federal District.

In the current geopolitical conditions and fierce competition in world markets from such dy-namically developing countries of the Asia-Pacific region as China, Vietnam, Thailand, Singapore and a number of others, the preservation and increase of human capital in the regions of the Far Eastern Federal District is of a strategic nature. To ensure the national security and integrity of the country, to strengthen Russia's position in the Asia-Pacific area, the role of the Far East regions comes to the fore. However, the pronounced processes of depopulation of the population of the Far East regions and the stable migration outflow of the working-age population to other regions of Russia and abroad call into question the implementation of many tasks for the sustainable socio-economic development of this macro-region. The regions of the Far Eastern Federal District are already experiencing a shortage of qualified personnel in several industries. This deficit, in the absence of a governmental long-term strategy in the field of human capital formation, will not allow Russia to compete with the fast-growing economies of Asia-Pacific countries in the future. In this article, we analyze the opportunities and potential risks of human capital development through the prism of demographic processes occurring in the regions of the Russian Far East. Based on modern data on fertility, mortality, age-sex structure of the population, trends in interregional and international migration we conclude that for the growth of human capital and sustainable economic growth, the necessary conditions are: the development of transport and social infrastructure of the macro-region, the development of programs of labor mobility of the popu-lation, attracting young people through the educational migration channel, attracting international migrants from the CIS countries as well as from Asia-Pacific countries with a level of education and qualifications corresponding to the economic specialization of the regions of the Far Eastern Federal District.

<p><span>The article is devoted to the issues of economic development of the Far Eastern territories of Russia. The Russian Far East occupies a rather advantageous economic and geographical position in Russia and the Asia-Pacific region since it borders with China, Japan and the United States. The purpose of the research is to determine the main directions for improving the economic development of the Far Eastern coastal territories, to compare the development of the coastal territories of the Far East, namely, the territory of Primorsky Krai with other countries, to provide a comparative analysis and draw certain conclusions. The area of the region makes up 36 % of the whole Russian territory while its population is only 4 % of the country’s population, which is due to severe weather conditions and weak economic development. The gross regional product to the Far East accounts for 5.7 % of the GRP of Russia. The paper features foreign experience in the development of coastal territories in the USA, China, Japan and Canada. It can be concluded that Russia significantly lags behind these countries in terms of GDP, exports, involvement in trade with the Asia-Pacific Region, and the sale of manufacturing </span><span>products. A comparative analysis showed that the industrial structure of Russian coastal areas is </span><span>similar only with those of Canada in raw material orientation of shipped goods, population of the port cities, whereas the indicators of the volume of Far Eastern cargo transportation in Russia lag behind all the countries examined. Apparently the main areas of development of the Far Eastern territories are: structural changes in the economy; attracting foreign investment in the creation of both mining, logging, and processing industries; development of transport infrastructure.</span></p>

В статье приведено понятие регионального инвестиционного проекта (далее − РИП) как инструмента реализации региональной инвестиционной политики. Проанализирован международной опыт реализации региональной инвестиционной политики. Приведен анализ нормативно-правовой базы, регламентирующей государственную поддержку РИП в Дальневосточном федеральном округе, на основании которого идентифицирована система государственной поддержки. Выявлены противоречия в составе элементов системы. В результате проведенной оценки выявлена недостаточная эффективность функционирования системы. The article describes the concept of a regional investment pro-ject (RIP). Regional investment projects are created in accord-ance with the regional development strategy. They are the in-struments for the regional investment policy implementation in a country of the federal structure. Those projects significantly impact on the socio-economic indicators of the region. The in-ternational experience of the regional investment policy imple-mentation was analyzed. This policy is aimed at reducing spa-tial differentiation. The Russian Far East regions require sup-port for the regional investment projects to ensure the advanced socio-economic development in accordance with the Federal government priorities. The effectiveness of the state support system is important for the RIPs. The structure of this system was identified and analyzed in the article. As a result of the analysis the contradictions in the composition of the system elements were found. At the federal level, there is no unified approach to identifying the ways to achieve the goals of the Russian Far East socio-economic development. Besides, contradictions were defined between the organizations providing the RIP support. The support system effectiveness was estimated quantitatively. The performance of the individual RIPs was assessed at the first stage. The regional investment management efficiency was estimated at the second stage. As a result of the estimation, it was found that the system was not functioning efficiently and that the current configuration of the RIP support system didn’t allow achieving the advanced socio-economic development of the Russian Far East regions.

In the long term, the regions of the Russian Far East traded more intensively with the domestic market than with foreign countries. The low values of trade intensity the Russian Far Eastern regions with NEA countries was compensated by low transport costs. This circumstance determined the export orientation of the Russian Far East in favor of nearby large foreign markets.

The article deals with the issues of prosecutor's supervision in the field of investment activity on the example of the Far Eastern Federal District. Based on the analysis of scientific works in the field of prosecutor's supervision, the author concludes that the scientific development of the issue under study is insufficient and its acute relevance at the present time. The article reflects the history of the development of prosecutor's supervision in the field of investment activity in recent years in the territories of advanced socio-economic development in the Far Eastern Federal District. On the basis of open sources of the prosecutor's office, the author identifies the main areas of activity of the prosecutor's office for the implementation of prosecutor's supervision in the territories of advanced socio-economic development, and also identifies the main types of violations of the current legislation in the investment sphere. The most common violations include late adoption or amendments to regulatory regional or municipal acts, the request of entrepreneurs for documents that are not established by law, various bureaucratic obstacles and non-compliance with the deadlines established by law when submitting documents or performing certain actions, etc. A positive role in protecting the rights and legitimate interests of investors, according to the author, was played by taking into account the negative experience of creating free economic zones, as well as the creation of an interdepartmental working group of the Prosecutor General's Office of the Russian Federation for the Ministry for the Development of the Far East.
