Abstract Urban water supply, wastewater and storm water services (globally, water services) are essential to society. The lack of permanent, safe, and respondent services has inevitable consequences on public health and the well-being of communities, on the economy, and on the environment. Goal 6 of the Sustainable Development Goals (SDGs) recognizes this; failing to meet it necessarily affects the accomplishment of many of the other SDGs. Water services’ provision depends on expensive and long-lasting physical assets. Managing them strategically (e.g., according to the international standards on asset management, series ISO 55x and to the IWA recommendations on infrastructure asset management) is, therefore, fundamental for sustainable societies. Countries need to have sound public policies that enable asset management of water infrastructure. Portugal is a paradigmatic case. This paper elaborates on key government goals, on why asset management is important to meet them, and on key building blocks that a coherent public policy should consider in order to enable asset management of water infrastructure. It also presents how Portugal has been implementing this process, addressing the challenges that need to be overcome.

Abstract With rising coverage figures and the advent of the Sustainable Development Goals, there is increasing attention given to assessing and monitoring the sustainability of water services. Previous efforts in the rural water supply sector have included the development of sustainability checks, while in the urban water supply sector, benchmarking of water services and the performance of utilities has become common practice. This paper argues that neither rural sustainability checks, nor urban benchmarking frameworks, are entirely suitable for monitoring small town water services. It presents a framework specifically developed and applied for assessing and monitoring small town water services. Application of the framework in seven small towns in Ethiopia shows significant discrepancies between the ideal and actual situations. It reveals specific challenges related to sustainable small town water service provision, including capacity at service provider (utility) level, asset management and regulation. The costs of sustainability checks and prospects for uptake as project and wider sector tools are discussed.

Abstract Most Korean citizens today have access to water services, owing to the enormous investment made in water infrastructure. Recently, however, Korean society is facing issues concerning rapid deterioration and inappropriate management of urban water infrastructure. It has been determined that 72.3% of all water infrastructure will have deteriorated by 2035, which implies that the standard of water services then would be even lower than the current standard. Given the complex institutional system required for urban water infrastructure, the vagueness of management authority, limited maintenance budget, poor information management, and issues with maintenance methods are the high priority issues currently being faced. This paper discusses the challenges that Korean society is facing and proposes the need for a change in cognizance for successful water infrastructure management in the future.

There is increasing emphasis on improving the effectiveness of all physical assets, particularly major assets such as rotating equipment where the financial and business consequences of failure are significant. A number of approaches to asset (or maintenance) management have been proposed and attempted with varying degrees of success. Maintenance philosophies such as Total Productive Maintenance, Condition-Based Maintenance and Reliability Centered Maintenance are being heavily promoted by users and consultants alike. However, a consistent and comprehensive solution to business needs has not always resulted and implementation of these new techniques has often been only partially successful. This lack of success is often caused by the absence of a comprehensive approach to asset management that considers all aspects of the equipment life cycle. It is now beginning to be recognized that a risk-based approach offers a unique opportunity for providing an integrated perspective on the management of physical assets. Risk-based methods not only offer a powerful method for assisting in decision-making that can span from high level to lower level decisions but also provides specific tools that can be brought to bear on design, operational and maintenance needs. These methods fully support a life cycle view of assets that optimizes their effectiveness in the context of overall business goals and objectives. This paper describes the application of risk-based management and associated techniques to the life cycle of major rotating equipment in pipeline operation. A comprehensive framework consistent with best practices and international standards is established providing the basis for design, construction, operation and maintenance phases of the life cycle. Of key importance is the presentation of a decision-making process based on integrated risk that brings major value to operators of physical assets. Relevant risk-based techniques are described and evaluated for applicability to rotating equipment.

One of the challenges of this century is related to the perspective that the societies become socially, environmentally and economically sustainable in order to satisfy the needs of present generations without reducing the chances of the future generations to achieve theirs. It is through higher education that new professionals start acting, thus, influence how current and future generations deal with the social, environmental and economic issues, i.e., with the sustainability and the Sustainable Development (SD). So, it is responsibility of higher education to provide to the people competencies to enable them to deal with the technical and environmental challenges through solutions that minimize environmental impacts and social inequalities. As the engineers have direct relationship to the production of knowledge and technologies that directly impact society and the environment is essential that the engineering background allows them to design technologies and economic activities to sustain rather than degrade the natural environment and improve health and human well-being. In this context, this paper aims to reflect about the vision of sustainability/DS required for engineering education so that it may contribute to make sustainable societies.

Abstract Background Forty-three out of 53 of the WHO European Member States have set up political and institutional mechanisms to implement the United Nations (UN) 2030 Agenda for Sustainable Development. This includes governance and institutional mechanisms, engaging stakeholders, identifying targets and indicators, setting governmental and sectoral priorities for action and reporting progress regularly. Still, growing evidence suggests that there is room for advancing implementation of some of the Sustainable Development Goals (SDGs) and targets at a higher pace in the WHO European Region. This article proposes the E4A approach to support WHO European Member States in their efforts to achieve the health-related SDG targets. Methods The E4A approach was developed through a 2-year, multi-stage process, starting with the endorsement of the SDG Roadmap by all WHO European Member States in 2017. This approach resulted from a mix of qualitative methods: a semi-structured desk review of existing committal documents and tools; in-country policy dialogs, interviews and reports; joint UN missions and discussion among multi-lateral organizations; consultation with an advisory group of academics and health policy experts across countries. Results The E—engage—functions as the driver and pace-maker; the 4 As—assess, align, accelerate and account—serve as building blocks composed of policies, processes, activities and interventions operating in continuous and synchronized action. Each of the building blocks is an essential part of the approach that can be applied across geographic and institutional levels. Conclusion While the E4A approach is being finalized, this article aims to generate debate and input to further refine and test this approach from a public health and user perspective.

Enterprise asset management (EAM) systems are used by asset owners and/or operators to manage the maintenance of their physical assets. These assets, including equipment, facilities, vehicles, and infrastructure, need maintenance to sustain their operations. An EAM system provides the means to have less unplanned downtime and extended asset longevity, which offers clear business benefits that improve the profit and loss statement and balance sheet. Particularly for capital-intensive industries, like drilling and exploration, the failure of on-time delivery of critical equipment or processes is disruptive and costs nonproductive time and customer satisfaction. Organizations understand these issues and employ an appropriate asset management system to engineer their asset maintenance and management. An EAM system is needed to manage the people, assets/equipment, and processes. EAMs are used to plan, optimize, execute, and track the needed maintenance activities with associated priorities, skills, materials, tools, and information. Similarly, nondestructive testing (NDT) is used as a tool for integrity assessment of assets in drilling and exploration. The main advantage of using NDT is that the item’s intended use or serviceability is not affected. The selection of a specific technique should be based on knowledge and skills that include design, material processing, and material evaluation. Validating the purpose of this paper, we emphasize the importance of optimizing the asset utilization and serviceability to enhance overall efficiency by integrating EAM software that manages assets, the operation management system (OMS) controlling the processes, and asset inspection management systems (AIMSs).

This chapter identifies some of the most stubborn gender-based risks and vulnerabilities girls face as a cohort from preadolescence through late adolescence across the domains of personal capabilities, security, safety, economic resources, and opportunities. It reviews progress made during the Millennium Development Goal era in improving girls’ health and well-being and looks to the role of adolescent girls in advancing the Sustainable Development Goals. The chapter concludes by recommending an approach for global partnership that is linked to national and local actions and that is centered on priority interventions that can catalyze change, at scale, for adolescent girls.

Design: Health issues throughout the sustainable development goals have also been integrated into one ultimate goal, which helps to ensure a healthy lifestyle as well as enhances well-being for any and all human beings of all social level. Meanwhile, regarding the clime change, we may take urgent action to its impacts. Purpose: Nowadays, climate change makes it much more difficult to control the pattern of diseases transmitted and sometimes hard to prevent. In line with this, Centres for Disease Control (CDC) Taiwan grouped the spread of disease through its source in the first six main groups. Those are food or waterborne, airborne or droplet, vector-borne, sexually transmitted or blood-borne, contact transmission, and miscellaneous. According to this, academics, government, and the private sector should work together and collaborate to maintain the health issue. This article examines and connects the climate and communicable aspects towards Penta-Helix in Taiwan. Finding: In summary, we have been addressing the knowledge center on the number of private companies throughout the health care sector, the number of healthcare facilities, and the education institutions widely recognized as Penta Helix. In addition, we used hierarchical likelihood structural equation modeling (HSEMs). All the relationship variables among climate, communicable disease, and Penta Helix can be interpreted through the latent variables with GoF 79.24%.
