Abstract The arrival of new industries in some municipalities of ‘El Bajío’ in Guanajuato state, Mexico, has brought about appreciable economic development and human impacts, but has also caused changes in the management of the aquifers from which they get water for their operations. In some cases, the aquifers are overexploited and contaminated at different levels. A number of agencies have the main responsibility for managing, protecting and conducting studies on water use in both municipalities and the state and, in this context, experts from these agencies were consulted as part of this study about what environmental, social, economic and hydrological aspects had the highest priority when considering the establishment of a new industry in the zone. The analytical hierarchy process (AHP) methodology was used. Results show that hydrological aspects were the most important and, within them, treatment and reuse of water had the highest priority. It was concluded, therefore, that for the experts to reuse water in some activities and productive processes must be an option to decrease the water extraction from aquifers, supposing that the treatment process complied with the required regulations. Given the present conditions in the region, we can affirm that these results are applicable to the whole of El Bajío.

Abstract Flood is one of the hydrometeorological disasters that occur in Surabaya, especially during the rainy season. The occurrence of floods brings a huge impact on the economy, the environment, and humans’ losses. Based on the National Disaster Management Agency in Indonesia (BNPB) records, the flood inundation height in Surabaya reach about 10 -70 cm for 6 hours. Some anticipation efforts are required to minimize the impact. Therefore, this study aims to provide a flood vulnerability level assessment using the GIS and Analytical Hierarchy Process (AHP) method as a priority recommendation in increasing capacity. This research uses 4 criteria in the assessment including social, economic, physical, and environmental. Each criterion is divided into several classes with adjusted scoring values. The results of the AHP rank the social criteria as the highest weighted value of 0.42322. Furthermore, the results of the flood vulnerability assessment yield some areas that have the highest vulnerability value including Trengilismejoyo District, Wonocolo District, Dukuhpakis District, Sukolilo District, Krembangan District, Semampir District, and Benowo District.

Penelitian ini bertujuan untuk menganalisis sektor unggulan apa saja yang merupakan sektor dasar pembangunan ekonomi maritim dan merumuskan strategi kebijakan dalam pembangunan ekonomi maritim di Kabupaten Halmahera Selatan. Penelitian ini merupakan penelitian deskriptif denga metode yang digunakan adalah survey. Data yang digunakan dalam penelitian ini adalah data primer yakni kuesioner dan data sekunder yakni data Produk Domestik Regional Bruto (PDRB) Kabupaten Halmahera Selatan dan PDRB provinsi Maluku Utara tahun 2013-2017 menurut lapangan usaha dan harga konstan. Analisis digunakan dengan metode Location Quotient (LQ) dan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa sejumlah sector merupakan sektor basis kabupaten Halmahera Selatan selama lima tahun. Analisis strategi kebijakan pembangunan ekonomi maritim Kabupaten Halmahera Selatan menunjukkan bahwa ada tiga kriteria yang dapat dikembangkan untuk peningkatan pembangunan ekonomi maritim.Kata Kunci: Sektor Ekonomi Unggulan, Pembangunan Ekonomi Maritim This study aims to analyze what leading sectors are the basic sectors of maritime economic development in South Halmahera Regency. This research is descriptive study with method used is survey. The data used in this study are primary data namely questionnaires and secondary data namely Gross Regional Domestic Product (GRDP) of South Halmahera Regency and GRDP of North Maluku province periode 2013-2017 according to business field and constant prices. The analysis is used by the Location Quotient (LQ) and Analytical Hierarchy Process (AHP) methods. The results showed that a number of sectors were the base sectors of South Halmahera district for five years. Analysis of the maritime economic development policy strategy in South Halmahera District shows that there are three criteria that can be developed to increase maritime economic development.Keywords: Leading Economic Sectors, Maritime Economic Development

The analysis of the functions and results of strategic management of the development of the region was carried out, which showed that goal-setting becomes its most important function, and the main result is a system of goals and strategies for regional development. Strategic processes in the region require the presence of strategic goals, the creation of a mechanism for their transformation into strategies and strategic actions that provide access to capital of different levels and the competitiveness of the region as a unification of the goals of stakeholders. The analysis of the region as a state-territorial entity, as a system, as an organization, as a subject of strategic management, was carried out, which made it possible to develop a system of relevant concepts of the region and use a comprehensive methodology for studying the strategic goal-setting of the development of the region on a system-dialectical basis. As a result of using this methodology to analyze the region as a subject of development, the nature, factors of the formation of economic subjectivity and the products of its activity are determined. The main products of the region's activities are: the competitiveness of the region and its subsystems: social, economic, managerial, environmental, infrastructural, institutional, security; competitive public goods; competitive resources and potentials of the region. Thus, the concept of a region as a subject of economic development is based on the integration of the properties of a region as a state-territorial entity, system, organization, subject of strategic goal-setting. The region as a subject of economic development is a territorial-organizational economic system that has multi-level governing bodies and a system of goals, providing a functional dominant of the progress of population reproduction, entrepreneurship and potential in the interests of present and future generations within a single state, taking into account a dynamic external environment. Thus, the authorities should integrate the generalized goals of the region as a whole, organize the purposefulness of the population and other subjects of the region and form "their" goals within the framework of state federal goals of a higher level.

Welding flux design involves optimising multiple quality attributes which are often conflicting and are of varying degree of concern to the stakeholders. The attributes are often selected as design criteria and are sometimes at different levels in the hierarchy such as primary, secondary and tertiary attributes. The articulation and incorporation of the opinions of stakeholders concerning the intensity of importance attached to each attribute at all the levels in the hierarchy in the optimisation process has remained a challenge. In this study, a framework was proposed for the articulation and incorporation of the preferences of stakeholders concerning all levels of attributes and illustrated with a lifecycle welding flux design case from the literature involving 5, 21 and 25 primary, secondary and tertiary criteria, respectively. Fifteen out of the 21 secondary criteria could not be further unbundled and were added to the tertiary criteria to make 40 lowest level criteria. The subjective judgements of stakeholders were converted to weighting coefficients using the analytical hierarchy process. The coefficients for the lowest level criteria were converted to global weights which were the preference indices for use in the optimisation models. Based on the values of , moisture pick-up, extrudability and slag detachability were ranked 1st , 2nd , and 3rd respectively and the respective 38th, 39th and 40th lowest level criteria were fume generation, dilution and charpy impart strength.

The analytical hierarchy process (AHP) is an approach for decision making with complex problems that can be applied in water resources management. This paper reviews the literature onapplication of AHP in water resource management from 2009-2013 in 46 peer reviewed journal articles, analyzes the strengths and limitations of the technique using SWOT analysis, and then focuses on its utility when integrated with other methods for water resource management in Thailand. The findings indicate that AHP can be utilized for all types of water resource manage-ment focused on criteria concerning social, economic and environmental factors. Furthermore, the efficacy of AHP can be enhanced when integrated with other techniques. Application of AHP in Thailand could be combined with the Delphi technique to identify key criteria for resolving bias problems regarding goal and criteria.

The unification of territorial communities allows forming an effective and convenient system of management of the territory in which they live. However, the unification of territorial communities in Ukraine is uneven, which raises the question of why this is happening. The purpose of the study is to analyze the level of social-economic development of united territorial communities in Ukraine and the choice of sustainable development strategies (adaptation, innovation, anti-crisis) for UTCs of different levels, identify problems of social-economic development and outline areas to address them. Research methods: generalization and scientific abstraction; system-structural and comparative analysis; economic and mathematical modeling; clustering. It has been established that the unification of different territories in Ukraine took place unevenly (with different levels of social-economic development). The study found that the unification of different territories in Ukraine took place unevenly due to different levels of their socio-economic development. It has been established that throughout Ukraine, communities with a low and high level of development predominate and to a lesser extent with a medium level of development. According to the results of the analysis, territorial communities were grouped into 3 regional clusters: cluster 1 – UTCs and territories with a high level of social-economic development (Kyiv and 9 regions); cluster 2 – UTCs and territories with an average level of social-economic development (6 regions); cluster 3 – UTCs and territories with a low level of social-economic development (10 regions). It has been proved that the social-economic development of UTCs is ensured by the improvement of financial, innovative, and investment activities of enterprises operating in communities. It has been proposed to apply an adaptation strategy of sustainable development for the territories of cluster 1; for cluster 2 - innovative strategy of sustainable development; for cluster 3 - anti-crisis strategy of sustainable development. Continuation of research in terms of determining the impact of enterprises on the socio-economic development of UTCs is promising not only in scientific terms but also to address the applied problems of developing a strategy for sustainable development at the level of individual UTCs in Ukraine. The studied methodology for the unification of territorial communities can be used to predict the further formation of UTCs in Ukraine and can be applied for territorial and administrative reforms in countries with uneven regional development.

This study aims to identify and analyze the external and internal environment, opportunities, threats, strengths, and weaknesses of the management potential of agro, agro potential strategic management priorities, along with appropriate management programs that can be implemented by the manager. The results are expected to contribute in the development of tourism management, especially management. The study was conducted in Ciburial Village, Cimenyan District of Bandung Regency. The research method used was survey  with descriptive and qualitative approach. Method analysis used were IE (Internal-External) analysis, SWOT (Strengths, Weaknesses, Opportunities, Threats) Analysis, and AHP (Analytical Hierarchy Process). The results showed that the management of agro potential in the growth stage requires the manager of the Ciburial Village to cooperate with the various stakeholders involved in the management of agro potential mainly through increased community participation.

National road are crucial to the economy and it spurs the economic development potential of the area contained in the province of Bangka Belitung Archipelago. National road lines is the busiest traffic lane linking inter-cities/regencies in Bangka Island requires maximum handling but the ability of the central government in providing funding is very limited. Prioritization of road handling must be done evenly as needed so that the purpose of the existence of these roads remains unfulfilled. The purpose of this study was to determine the priority handling of national road Lines in Bangka Island by the method of Analytical Hierarchy Process (AHP) using 6 (six) criteria. Data results of the questionnaire showed that of 6 (six) criteria taken in this study namely accessibility (19.3%) is the most dominant criteria. Followed mobility (17.6%), the condition of roads (17.1%), current road segment (16.3%), the development of regional (15.9%), and Economic of Gross Regional Domestic Product (13.8%). By entering the 6 (six) criteria to 21 segments, the roads segment that became the priority of road handling is Sungailiat – Boundary of Pangkalpinang  followed Tanjung Gudang - Lumut, and the next successive.
