The analysis of the functions and results of strategic management of the development of the region was carried out, which showed that goal-setting becomes its most important function, and the main result is a system of goals and strategies for regional development. Strategic processes in the region require the presence of strategic goals, the creation of a mechanism for their transformation into strategies and strategic actions that provide access to capital of different levels and the competitiveness of the region as a unification of the goals of stakeholders. The analysis of the region as a state-territorial entity, as a system, as an organization, as a subject of strategic management, was carried out, which made it possible to develop a system of relevant concepts of the region and use a comprehensive methodology for studying the strategic goal-setting of the development of the region on a system-dialectical basis. As a result of using this methodology to analyze the region as a subject of development, the nature, factors of the formation of economic subjectivity and the products of its activity are determined. The main products of the region's activities are: the competitiveness of the region and its subsystems: social, economic, managerial, environmental, infrastructural, institutional, security; competitive public goods; competitive resources and potentials of the region. Thus, the concept of a region as a subject of economic development is based on the integration of the properties of a region as a state-territorial entity, system, organization, subject of strategic goal-setting. The region as a subject of economic development is a territorial-organizational economic system that has multi-level governing bodies and a system of goals, providing a functional dominant of the progress of population reproduction, entrepreneurship and potential in the interests of present and future generations within a single state, taking into account a dynamic external environment. Thus, the authorities should integrate the generalized goals of the region as a whole, organize the purposefulness of the population and other subjects of the region and form "their" goals within the framework of state federal goals of a higher level.

In the context of the deployment of transient processes and the exacerbation of crisis phenomena in socio-economic systems of various types, the importance of a reasonable setting and correction of development goals increases. For the current situation in the Russian Federation, when the implemented program of constitutional amendments creates the preconditions for the subsequent reform of public authorities and the mechanism of multi-level strategic planning, it is especially important to conduct research in the field of substantiating scientific approaches to the development of mathematical methods for solving the problem of strategic goal-setting. One of the key points in the modernization of the methodological support of strategic planning in the context of the constitutional transformation of the system of public authorities is consideration of the value foundations of activities in the systems of distributed management of socio-economic development, analysis of the problems of formalizing the setting of goals by the participants in the multi-level strategic planning process and substantiation of the structure of the theoretical model of goal-setting. The article considers the general characteristics of the functioning of the system of state strategic planning in the Russian Federation from the point of view of goal achievement. The institutional and conceptual foundations of goal setting are presented. The relationship between the concepts of “goal”, “target indicator” and “target function” are shown. The interrelation of the tasks of goal-setting and programming of the activity of an economic agent is characterized. An approach to formalizing goal-setting based on a theoretical scheme of mutual development planning tasks is proposed. The general structure of the strategic goal-setting model in the organizational mechanism of multi-level long-term planning determined. A possible approach to the algorithmization of the solution of the linear formulation of the goal-setting problem in the multisubject development control space based on the methods of target programming and multicriteria optimization was proposed. The formation of an operator of iterative management of the potentials and development priorities of interacting economic and social agents on the horizon of strategizing substantiated. To introduce a theoretical model of goal-setting into the practice of strategizing in the context of the formation of a digital platform of public administration, it is necessary to develop appropriate algorithmic support, as well as the formation of a regulatory and information base and the definition of an organizational and technological basis. Further improvement of the analytical and methodological tools for supporting the activities of strategic planning participants at the goal-setting stage is associated with the description and analysis of the corresponding applied tasks of goal setting at various levels and areas of socio-economic development planning.

In this article, the authors carried out the analysis of principle implementation and application efficiency of strategic forecasting and strategic goal-setting mechanisms in the field of social-economic development. According to the authority distribution in the state management system, we propose to optimize the set of basic documents of strategic planning. Taking into account the criteria of necessity and sufficiency, as well as the existing mechanisms of state management, the scope of regulation, purpose and functional tasks of strategic planning documents at the federal and sectoral levels are specified.

In the article, it has been examined the peculiarities of the transition of the towns of the Carpathian region to sustainable development. It has been established that today the global level has a significant impact on the socio-economic situation of Ukraine and the Carpathian region in particular. It has also been found out that according to the Constitution of Ukraine, our state is defined as “social”, which imposes certain obligations on it regarding strategic priorities of socio-economic development. However, sustainable development, which has three components, such as social, economic and ecological, is becoming of great relevance. It has been proved that social, economic and ecological components are the basis of economic potential both of the Carpathian region as the whole and of the towns that are part of the regions of this area. The main definitions of strategic management of sustainable development have been analysed. The features of strategic and operational management of sustainable development have been emphasized, and the main principles of strategic management of sustainable development have been described. This article describes the ratio of goals and means of economic development in the long-term run, which has been determined by the President of Ukraine. The analysis of indicators of the sustainable development of the Carpathian region has been carried out. The regulatory legal documents of the strategic management of the sustainable development of Ukraine and its regions have been clarified, and problems of the strategic management of sustainable development have been identified. It has been revealed that among the strategic regulatory legal acts the highest priority in terms of the sustainable development, in particular of the Carpathian region, belongs to the Strategy of the Sustainable Development “Ukraine-2020”, which was approved by the Decree of the President of Ukraine No. 5/2015 dated January 12, 2015. The purpose of the Strategy is to introduce European standards of living in Ukraine, and the emergence of Ukraine into leading positions in the world. For this purpose, the movement forward will be conducted according to the following vectors. The first one is the vector of development, which means the provision of the sustainable development of the state, the implementation of structural reforms and, consequently, the improvement of standards of living. Ukraine should become the kind of state with a strong economy and advanced innovations. The next vector is the vector of security, which means providing security guarantees for the state, business and citizens, and protecting investments and private property. The vector of responsibility is to ensure guarantees that every citizen, regardless their race, skin colour, political, religious or other beliefs, gender, ethnic or social origin, property status, place of living, language or other characteristics, should have access to high-quality education, the system of health care and other services in the public and private sectors. The last one is the vector of pride, which is to ensure mutual respect and tolerance in society, the pride of its own state, its history, culture, science, and sport.

The article analyzes a theoretical approach to the strategic management of the development of a municipal formation, considers the stages of developing a strategy and the requirements for it. Based on the analysis of existing methods for analyzing the implementation of development strategies for municipalities, the authors have developed their own assessment methodology, which is tested on the example of the currently implemented Strategy of socio-economic development of Kazan until 2030. The assessment includes an analysis of the mission of the strategy, the built tools for achieving strategic goals, implementing the set goals and development trends, monitoring target indicators of the strategy and adjusting it, the possibility of public participation in the discussion of the strategy. Based on the results of the study, it was concluded that the Kazan strategy has a positive assessment according to all the considered criteria.

Among the goals of strategic development in Russia and its regions the main one to be mentioned refers to the task of reaching the trajectory of breakthrough economic growth on an innovative basis. Following this discussion, the goal of the paper is to formulate theoretical and methodological approaches, concepts and tools for assessing the condition and goal-oriented basis of the economic potential of young people as a strategic resource for the regional development. The research provides a conceptual and terminological representation of the multicomponent category ‘the economic potential of the youth of the region’. It also describes a conceptual model of its structural and functional composition and develops and verifies the methods of element-by-element assessment of their potential in the context of achieving tactical and strategic goals of regional development. Finally, the paper proposes the options or creating a roadmap in order to increase the economic activity of young people and a strategic map for the implementation of youth policy in the region from the standpoint of strategic goal-setting.

Abstract The arrival of new industries in some municipalities of ‘El Bajío’ in Guanajuato state, Mexico, has brought about appreciable economic development and human impacts, but has also caused changes in the management of the aquifers from which they get water for their operations. In some cases, the aquifers are overexploited and contaminated at different levels. A number of agencies have the main responsibility for managing, protecting and conducting studies on water use in both municipalities and the state and, in this context, experts from these agencies were consulted as part of this study about what environmental, social, economic and hydrological aspects had the highest priority when considering the establishment of a new industry in the zone. The analytical hierarchy process (AHP) methodology was used. Results show that hydrological aspects were the most important and, within them, treatment and reuse of water had the highest priority. It was concluded, therefore, that for the experts to reuse water in some activities and productive processes must be an option to decrease the water extraction from aquifers, supposing that the treatment process complied with the required regulations. Given the present conditions in the region, we can affirm that these results are applicable to the whole of El Bajío.

These societies are very diverse, and accordingly the strategic goal setting can, and has to be very different than the strategic goal setting of enterprises.The group of methods for morphologic and structural analysis and the computer based MACTOR program could be used.The output data are presented in a large number of matrixes, vectors, graphs and histogram’s, which describe very fair the possible scenarios for preparation and decision making aboutstrategic plans.

Abstract. The purpose of the article is to substantiate the principles and present the author’s methodology for creating strategic and investment plans for the development of educational institutions. The theoretical significance of the article is that it is based on understanding the work of Ukrainian and foreign scientists, the authors’ own experience in strategic management of educational institutions of different levels, analysis of experience in creating strategic and investment development plans for 11 vocational schools in Donetsk, Luhansk and Zaporozhye regions (which became possible due to support of UNDP in Ukraine) the principles of creating a strategic and investment plan for the development of educational institutions are substantiated; the author’s vision on the technology of strategic management of an educational institution is offered; the author’s methodology of creating a strategic and investment plan for the development of an educational institution is presented. The practical significance of the article is that the proposed principles, technologies, tools and methodology tested in educational institutions of different levels can be used in the process of developing strategic management of relevant institutions, in particular to create a document «Strategic and investment development plan of the educational institution». It is substantiated that in the process of creating a strategic and investment plan for the development of the educational institution it is advisable to adhere to certain principles that will involve all stakeholders, teaching staff, lay the foundation for coordinated work on its (plan) implementation. Such principles are the principle of predictability (vision of the strategic and investment plan for the development of the institution as a document that should not only contain strategic initiatives and operational objectives aimed at changing the current situation (in terms of management, quality, competitiveness, etc.), but to implement initiatives aimed at change in the future); optimality (the need to identify a number of such strategic initiatives, the implementation of which could most optimally determine the change in the future); hierarchy (structuring of strategic and investment plan as a hierarchy of strategic initiatives, strategic goals and operational objectives, in order to ensure and optimal achievement of planned strategic goals); responsibility (involvement of teaching and non teaching staff in the process of generating strategic initiatives for the development of the educational institution as well as encouraging them to take responsibility for their implementation); environmentality (taking into account the general context (external environment) in which the institution is operated, and which, in turn, determines the patterns and internal logic of this development). The author’s methodology of creating a strategic and investment plan for the development of the educational institution is proposed, which provides the stages of analysis of the external environment of the educational institution, institutional analysis, competitive analysis, formation of a 3D view on the educational institution, generation of strategic initiatives for the future. The peculiarities of using the nominal groups technique to generate strategic initiatives for the development of an educational institution are substantiated. The unification of territorial communities allows forming an effective and convenient system of management of the territory in which they live. However, the unification of territorial communities in Ukraine is uneven, which raises the question of why this is happening. The purpose of the study is to analyze the level of social-economic development of united territorial communities in Ukraine and the choice of sustainable development strategies (adaptation, innovation, anti-crisis) for UTCs of different levels, identify problems of social-economic development and outline areas to address them. Research methods: generalization and scientific abstraction; system-structural and comparative analysis; economic and mathematical modeling; clustering. It has been established that the unification of different territories in Ukraine took place unevenly (with different levels of social-economic development). The study found that the unification of different territories in Ukraine took place unevenly due to different levels of their socio-economic development. It has been established that throughout Ukraine, communities with a low and high level of development predominate and to a lesser extent with a medium level of development. According to the results of the analysis, territorial communities were grouped into 3 regional clusters: cluster 1 – UTCs and territories with a high level of social-economic development (Kyiv and 9 regions); cluster 2 – UTCs and territories with an average level of social-economic development (6 regions); cluster 3 – UTCs and territories with a low level of social-economic development (10 regions). It has been proved that the social-economic development of UTCs is ensured by the improvement of financial, innovative, and investment activities of enterprises operating in communities. It has been proposed to apply an adaptation strategy of sustainable development for the territories of cluster 1; for cluster 2 - innovative strategy of sustainable development; for cluster 3 - anti-crisis strategy of sustainable development. Continuation of research in terms of determining the impact of enterprises on the socio-economic development of UTCs is promising not only in scientific terms but also to address the applied problems of developing a strategy for sustainable development at the level of individual UTCs in Ukraine. The studied methodology for the unification of territorial communities can be used to predict the further formation of UTCs in Ukraine and can be applied for territorial and administrative reforms in countries with uneven regional development.

The present day strategizing is a single technological complex and a continuous process of creating a National strategy for socio-economic development. The National strategy is a comprehensive document containing the most important directions, mechanisms, methods of public administration, which are based on long-term priorities, goals and objectives of the policy of public authorities. In order to implement the National strategy, documents of the State strategic management system are developed, agreed on long-term socio-economic goals and priorities. Therefore, the creation of a mechanism of goal-setting at the present stage of Ukraine’s development is a key direction in the formation of a strategizing system. The article is concerned with examining the theoretical principles of goal-setting, determining the place and role of strategic goal-setting in the process of strategizing the socio-economic development at the national level. It is substantiated that strategic goal-setting is a system-creating factor of strategizing and a fundamental process of development or actualization of the National strategy and forms a tree of goals consisting of the following mandatory elements: strategic vision, mission, priorities, value, general goal, strategic goals, operational goals. The analysis of problems of goal-setting in the strategies of socio-economic development of Ukraine, including in the regions, is carried out and recommendations for improving the system of strategic goal-setting are proposed. On this basis, the author has developed a comprehensive mechanism of strategic goal-setting for practical use in the process of creating or actualizing the strategies of different levels. The proposed strategic goal-setting mechanism is directed towards taking into account the specifics of an actor of strategizing, defining the conceptual bases for strategizing, formulation and approval of the goal tree in the construction of the National strategy for socio-economic development, and also includes standards for public participation in the process of strategic goal-setting.
