In this article, the main issues of legal regulation of state administration of subsoil use in the Khanty-Mansi Autonomous Okrug – Yugra are considered. The relevance of the article is determined by the fact that the Okrug’s further development depends on the effective state (legal) regulation of subsoil use. The importance of the issue of state regulation of the activities of subsoil use entities is due to the fact that the Russian economy has a pronounced raw material orientation. In this connection, the article analyzes the activities of the Department of Subsoil Use and Natural Resources of the Khanty-Mansi Autonomous Okrug – Yugra, which ensures the existence of an effective mechanism for subsoil use management in the region.

National innovation policy is part of socio-economic policy and is focused on improving state regulation, development and stimulation of innovation. It is implemented using economic, regulatory and other mechanisms of state support. Digital economy affects the growth of the country's economy and the measurement of gross domestic product, productivity and sustainability of economic entities in all financial spheres. The purpose of the article is to analyze the national innovation policy in the regulatory aspect, as well as to analyze the state of development of science and innovation in the Russian Federation. In the process of research, the main method employed was a comparative analysis method, which allowed to achieve the purpose by means of a comprehensive research of the identified issue. To achieve the purpose, the following objectives were set: to consider the legal regulation of the innovation field in the Russian Federation; to evaluate the implemented and existing programs for the development of science and innovation in the Russian Federation. A review of legal documents allowed to conclude that they are of high importance for the development of the innovation field, since they constitute a systemic basis for the implementation of modernization processes and the qualitative improvement of the country's socio-economic development.

The article deals with public relations that affect controversial issues of subsoil use. The relevance of the topic is not in doubt, since article 9, paragraph 1 of the Constitution of the Russian Federation [1] defines that land and other natural resources are used and protected in the Russian Federation as the basis of life and activities of peoples living in the relevant territory. Among natural resources, a special place is occupied by subsoil resources, as they have a large amount of very valuable properties. In the modern Russian economy, the problem of effective subsoil use, which is associated with the need for advanced reconstruction of the mineral resource base and replenishment of strategic mineral reserves, should be one of the most important priorities of Russian state policy.

The object of the research is the features of the development of distance employment in the modern Russian economy. The aim of the work is to analyze the impact of distance employment on the labor market and identify the main directions of its transformation. The authors used the methods of critical analysis of scientific and methodical literature, statistical and empirical methods. revealed the advantages of using distance employment for employers, as well as a number of problems related to information and communication support for the activities of remote workers, the use of their own means of production, digital inequality among different age groups of the population and between regions The authors note the excessive state regulation of this category of employed in the public sector by the state and come to the conclusion that the lack of scientific study of its main definitions has a negative impact on the study of distance employment and its impact on the labor market. There are problems in the legal regulation of distance employment associated with the use of workers' own means of production, the regulation of work and rest regimes, and safety measures. There is no statistical record of this category of workers. Since the indicators and characteristics of the Russian labor market have worsened during the pandemic, it is necessary to develop measures to promote employment of the population and transform its structure, considering the requirements of digitalization and optimization of the Russian economy. The obtained theoretical and practical results of the research can be used in the development and implementation of employment policies by federal and regional authorities, as well as applied in the collective and contractual regulation of social and labor relations.

The article proposes to consider a “new view” on the necessary changes in the rental policy in the field of environmental management. The main stages of the rental policy have been identified and analyzed, such as transformation of socio-economic relations; role of state regulation of the rental policy. Nowadays, in a context of transformation of rental policy and socio-economic relations, state administration should form social values through the environmental use and consumption of resources and implement a saving policy on the natural resource extraction. With the help of the implementation of the collaboration mechanism, the interests of the parties to the collaborative alliance regarding the redistribution of rental income received from the natural resource extraction may be taken into account.In addition, attention was focused on the necessity of optimal distribution of rental income from the extraction of natural resources in the conditions of the collaborative alliance. The research showed that the convergence of interests in the system “state – society – fuel production enterprise” is today the priority form of cooperation in order to form the socio-environmental responsibility in the extraction and use of natural resources, to motivate behavior of the local community with the support of the scientific and expert group on the redistribution of part of the rental income on restoration and development of the territories, as well as to implement a saving policy on the use and consumption of resources in order to preserve them for future generations.

The term ecologization (“greening”) is becoming increasingly common for scientific studies and legal acts. The present article is devoted to the ecologization problem of one sector of the Russian economy. This study is aimed at formulation of theoretical statements on the construction industry ecologization, analysis of the current legislation with regard to ensuring this process, as well as at identification of the existing defects of legal regulation of corresponding relations. The study shows the importance of greening for the country´s economy, the author proposes to define greening as a complex of diverse measures, united by a single purpose. As one of the ways to ensure the greening in the construction industry the author proposes a conceptual approach to the land development as a specific type of management, as an activity that has an integrated impact on the environment and determines a long-term prospective use of the relevant territory. Based on the analysis of the current legislation on natural resources, the author suggests some changes in the forest, water, town planning legislation and legislation on subsoil.

The article deals with the issues of the transformational process of the Russian economy in recent years. It is emphasized that the formation of modern economic space occurs against the background of constantly changing conditions of economic reality. Trends in the development of the Russian economy are considered, the peculiarities of the Russian national economy are analyzed, taking into account its basic characteristics and development prospects. Particularly relevant is the consideration of transformational processes in connection with the formation of new standards of economic interconnections and opportunities for modern production. The main tasks and problems of Russian economic development with changing international priorities and strategic world transformations are noted. The special role of digitalization of society in the formation of modern business models, the identification of the advantages of digital reality is emphasized in this article. It is also highlighted that the changing conditions for the formation of the economic space is associated with the birth of a number of problems, including the strengthening of the role of state regulation of the public economy of Russia, the search for new instruments for the legal regulation of the national economy. Adapting the Russian economy to a constantly changing competitive market, the search for competitive advantages will mean the possibility for the Russian national economy to become a full member of the world community.

The search for reserves for stabilization of Russian economy is coming to the fore in the context of the ongoing crisis. Given its raw material orientation, a significant share of which is accounted for by exports, and the high share of customs payments (in particular, export customs duties on oil and gas) in the structure of the Federal budget, it is extremely important to assess the estimated losses of customs payments as a result of shadow exports, which determines the relevance of this study. The paper discribes assessing the volume of customs payments in the conditions of the country’s shadow economy development as well as searching for sources of their increase in the structure of Federal budget revenues due to organizational measures. A review of positions of the Russian scientists in the field of economic categories including taking into account the normative and reference documentation. In this study it is proved that the activities of customs authorities belong to the type of organizational and economic relations and customs payments are an economic category. A methodological tool for economic analysis has been developed to identify the significance of losses from shadow exports for the state budget as well as to assess the correctness of the distribution of import customs duties to the budgets of the EAEU member States. The theoretical and practical significance of the study is determined by the prospects for increasing the volume of the Federal budget revenue due to the collection of customs duties. The study may be interesting for government agencies of foreign trade policy and Federal budget formation.

At present, the role of Russia in the world economy is mainly associated with the supply of various raw materials to world markets, the share of which in the volume of Russian exports is more than 80%. At the same time, there is a rather significant processing sector of the economy in Russia. Since inertial development is aimed at simplifying the nature of the Russian economy and consolidating its raw material orientation, the development of manufacturing industries, at least at first, should be associated with protectionist measures and an active role of the state. The paper examines the existing approaches to the study of the problem of combining the principle of free trade and protectionist measures proposed by Russian and foreign authors and describes the methodological aspects of assessing the current state and prospects of implementing the import substitution policy in Russia.

The current state of the legislation regulating investment activity in the priority sectors of the Russian economy is analyzed. The key aspects of attracting foreign direct investment in the Russian economy, including direct investment (FDI) from China, are studied. The analysis of regulation of investment activity in priority sectors of the economy on the example of China experience is given. Proposals have been developed to improve domestic legislation regulating investment activities in priority sectors of the economy, taking into account the experience of China. Conclusions and suggestions can be used in law-enforcement practice of public authorities. The monograph was prepared based on the results of research carried out at the expense of budget funds on the state task of the financial University in 2017. Problem setting. Comprehensive digitalization of all spheres of life, as one of the most important factors of economic growth in any country, is the mainstream of the modern global world. Digital transformations in the economy are changing approaches to both the organization and conduct of economic activity and the format of its state regulation. The development of the digital economy is inextricably linked with the “digitalization” of a number of traditional objects and / or forms of interaction between participants in economic relations, as well as the emergence and active circulation of new objects whose existence is possible only in digital format (“ digital objects “). Virtual assets / cryptocurrency are one of such objects to which there has been a bivalent attitude since its appearance, and to the legal nature of which a unified approach has not been formed to date. Analysis of recent researches and publications. Among the researchers who in their works addressed the issue of the legal nature of virtual assets / cryptocurrency and transactions with it, it should be noted M.V. Grebenyuk, B.V. Derevyanko, I.M. Doronin, A.T. Kovalchuk, L.O. Nikitin, S.S. Pylypyshyn, V.A. Ustymenko and others. At the same time, a full-scale study of this issue, in particular from the standpoint of economic law, requires further legal, including economic and legal research. Target of research is to study the heterogeneous nature of virtual assets / cryptocurrencies in the context of digital transformations in the economy and modernization of domestic legislation. Article’s main body. In the context of global digitalization, the scale and pace of digital transformations associated with the emergence of new digital objects, their active involvement in civil, economic turnover and subsequent market turnover are growing. Virtual assets/cryptocurrency are one of the objects in relation to which there has been a bivalent attitude since its appearance, and in relation to the legal nature of which a unified approach has not been formed to date. This article discusses the first official explanations in Ukraine on the nature of virtual assets / cryptocurrencies, as well as the position of the Office of Effective Regulation (BRDO) and theoretical and legal approaches to this object. Qualification features are analyzed, which contains the legislative definition of “virtual asset”, which together represent its functional heterogeneity. Some issues related to the contractual basis for the circulation of virtual assets / cryptocurrencies are highlighted, and suggestions for further development of the current legislation on these facilities are provided. Conclusions and prospects for the development. Legislative legalization of the concept of “virtual assets” is an important step towards the legalization of the virtual assets market and the first stage of the institution of virtual assets, further development of which requires intensification of work on the development of relevant legislation on virtual assets. connection with the generation (issue) and circulation of virtual assets. At the same time, achieving a synergistic effect in the legal regulation of relations, the object of which are virtual assets/cryptocurrency, necessitates appropriate amendments to the Commercial and Civil Codes of Ukraine, the Law of Ukraine “On e-commerce”, tax, investment legislation and more.
