The energy efficiency of the Russian economy lags far behind the developed countries of the world that worsens its socio-economic development. To increase energy efficiency, it is necessary to introduce innovative solutions that require large investments. The object of the research is the economy of the Irkutsk region that energy efficiency growth, being the most important priority of socio-economic development, is of particular relevance due to its high energy intensity. The purpose of the study is to perform an energy-economic analysis of the Irkutsk region, and to determine the impact of investment on the energy efficiency growth. The methodological approach developed by the authors and used in this research is based on the balance and statistical methods. In course of the research, retrospective fuel and energy balances (FEB) of the Irkutsk region have been developed, and the energy efficiency indicators have been calculated on their basis. The main directions for the fuller use of the fuel and energy resources (FER) have been identified, the implementation of which will significantly increase the energy efficiency indicators. It will require an increase in investments in the fuel and energy complex (FEC) by 1.7-2 times by 2030 as compared to 2016.

The strategic planning features of Russian regional socio-economic development in modern conditions are shown. The issue includes the use of strategic planning tools at various economic development levels of the country and its methodological development lack has been revealed. Indicators for determining the gender reserve of labor potential for the regional economic and social sphere are proposed. Indicators for the index of the gender balance in Irkutsk region and the constituent territories of the Siberian Federal District have been calculated. On the basis of the structure of the gender balance index for the constituent territories of the Siberian Federal District, the priorities of the areas of regional social development have been hilighted.

The article addresses the issues of solving a number of planning and forecasting problems of managing socio-economic development. The material presented is based on the general principles of regional planning and reflects the provisions formed taking into account international experience and on the basis of the domestic history of the development of macroeconomic process control systems using modern information technologies. An economic-mathematical model of two key processes of the region’s socio-economic system «basic education, health care, social protection» and «transport infrastructure» has been developed. The results of the calculations are illustrated by the example of the Irkutsk region. The practical use of the developed methodological approaches will make it possible to justifiably solve the tasks of strategizing the rapid development of the regions.

Energy efficient houses consume less energy while maintaining or improving the comfort conditions of occupants. Energy efficient buildings result in less environmental impact and are economically and environmentally sustainable. Residential buildings account for the majority of electricity consumption in Nigeria. Because of the poor state of energy generation and transmission in Nigeria energy efficiency measures are necessary to reduce the energy required in houses. This would substantially reduce the dependence on the grid electricity supply. Energy efficient buildings have tremendous benefits in social, economic, and environmental terms. In economic terms the production of energy-efficient buildings result in growing market demand with higher quality and innovative buildings, and in social terms it leads to improved urban space and local climate, and liveable buildings. Energy efficient buildings also ensure resource efficiency, and reduction of Green House Gas emissions. Energy efficiency in buildings starts from the design of buildings, and through to construction and operation. The objective of this paper is the examination of energy efficiency in housing in Nigeria and its impact upon socio-economic development in the country. The paper focuses on energy-efficient design strategies, and initiatives to achieve low carbon emission in housing in Nigeria The paper examines the housing situation in Nigeria and the phenomenon of urbanisation which has led to unplanned urban growth, grievous housing poverty, slum formation, and near collapse of urban services and infrastructure particularly electricity supply. It affirms the need to adopt energy efficiency in housing and it examines passive design strategies and low carbon initiatives in housing construction. It takes a critical look at the adoption of sustainability practices in housing. The paper asserts that energy efficiency would enhance the growth of electricity consumption and boost the socio-economic development of the country. The paper concludes that energy efficiency is capable of engendering socio-economic development of the country particularly productivity and income growth.

Energy is an important factor for socio-economic development of any country. Economic development in developed and developing countries is impossible without energy. Various studies have shown that important energy issues are seriously taken into account in different countries in current circumstances including providing enough energy to meet human needs, attaining a minimum economic growth, solving regional environmental problems, increasing energy efficiency and supply of needed capital for investment in the energy sector. Energy management program has been implemented in different countries since early 1970s. This program consists of macro policies in the energy sector to reduce organizing energy demand, development of proper organizations, legislation of necessary laws and regulations and implementation of management programs.

Article concerns economic and energy efficiency of agriculture in European Union countries. The study period concerned 2016. For analysis and presentation of materials, descriptive, tabular and graphic methods and the Data Envelopment Analysis (DEA) method – CCR (Charnes, Cooper and Rhodes) model focused on input-oriented minimisation were used. An assessment of the socio-economic development of the EU countries was made using the following measures: Human Development Index (HDI) and Gross Domestic Product (GDP) per capita (USD per inhabitant). Modern agriculture depends on industrial energy sources and as the socio-economic development changes into more and more energy-intensive production technologies. After presenting the introduction and review of the literature, the economic and energy efficiency of agriculture in the EU countries in 2016 was examined, which was at a high level – the DEA reached 0.67. Then, the correlation between the socio-economic development of countries and their economic and energy efficiency was analysed. It was also found that along with socio-economic development in the EU countries, the economic and energy efficiency of agriculture is increasing.

The article deals with the current demographic, economic, social, and environmental problems of three districts of the Irkutsk Region, which are part of the Central Ecological Zone of the Baikal Natural Territory. The study was conducted using statistical data from the Federal State Statistics Service, articles and monographs on the topic under consideration, data from sociological surveys, mass media, and information obtained during a scientific expedition to Lake Baikal, in which the author participated. The socio-economic development of municipalities within the boundaries of the Central Ecological Zone of Lake Baikal remains difficult due to environmental legislation that restricts the economic development of the territory. The inability to fully use land resources provokes the local population to migrate. Tourism is one of the few economic activities permitted in the coastal area of the Lake Baikal. Despite the growing number of tourists visiting the region every year, the weak level of economic diversification of the municipalities threatens the prospects for sustainable socio-economic development. The region risks losing most of its revenue in the event of political, economic, or epidemiological shocks. The development of other types of economic activities will contribute to the socio-economic security of the areas under consideration. This is also influenced by the demographic potential of the territory – the employment of local residents and the training of personnel will allow us to effectively implement alternative directions of economic development. It is also important to develop other types of economic activities in connection with the negative impact of tourists on the ecosystem of Lake Baikal. The revision of the approaches to the economic, social, and environmental policies carried out in the region is an urgent task today

The article examines the main aspects of the socio-economic policy of the region on the example of the Irkutsk region. Considered and highlighted the main goals, objectives and key areas of regional socio-economic policy. It is concluded that only the creation of favorable living conditions, the bal-ancing of economic and social processes will allow the territories to develop steadily, to achieve the main goal of socio-economic development - to improve the quality of life of the population.
