The paper considers and justifies the need to change the measures of state support for small and medium-sized businesses in order to increase the business activity index. The author analyzes the current state of small and medium-sized businesses, their contribution to GDP, considers measures of state support for small and medium-sized enterprises and their compliance with the principles of the development strategy. Perspective directions and approaches for improving the system of state support for small and medium-sized businesses that affect the growth of entrepreneurial activity in the Russian Federation are reflected.

The article is devoted to the basic principles and types of implementation of national policies in multinational states . We give examples from world practice that reveal the problems of the coexistence of various nations in a single political space . In the article, the authors analyse in detail the well-known causes and models of the formation of large multi-ethnic states, in which there is an urgent need for a national policy based on certain principles that directly depend on the strategy of building the leading political institution . The author draws attention to the evolutionary variability of approaches to state-building while maintaining significant features, but adapted to modern realities . The Russian experience of interethnic interaction, national self-determination and attempts to unify cultural, confessional, linguistic identity, suppression of separatist sentiments, the reasons for the appearance of which are particularly highlighted as one of the main categories characterizing the feasibility, relevance, and foresight of the development strategy of national relations, are examined in detail . Legal consolidation of the Concept of state national policy of the Russian Federation stands out as the most democratic event in Modern Russia, aimed at maintaining state integrity, preventing separatist sentiments . We also give the classification of interethnic conflicts on various grounds known in world practice . Finally, we propose a set of measures for the long-term harmonisation of interethnic interaction in the Russian Federation .

The paper describes problem features of deforestation and solutions in the EU countries and Russian Federation. The effectiveness of the EU policy and law in the field of forestry is supported by the steady growth of forest area for more than 60 years. Forest complex of Russia is in a major crisis now. Wood recourses insecurity of planned export performance of the timber industry complex and internal consumption is the main mistake of the Development Strategy for the Forestry Complex of the Russian Federation until 2030.

This research is conducted under the «Development of the conditional factors and requirements standards for methods of use conditition coefficients for the transfer of tractors, grain and corroboration combines to the reference units in determining the standards to their needs» proposed by the Department of Science and Technology Policy and Education of the Ministry of Agriculture of the Russian Federation for Agricultural Universities. (Research of purpose) The research purpose is in assessing the current state of state support for agriculture in Russia and the regions, conducting a comparative analysis of methods and directions of state support for agricultural production in the USSR and the current level of state support for agriculture in developed foreign countries. (Materials and methods) The research materials were studies of domestic scientists, Government Resolutions of the Russian Federation and the Sverdlovsk region, laws of the Sverdlovsk region, and official statistical indicators. Used methods: abstract-logical, monographic, economic-statistical, forecasting method, economic-mathematical modeling, expert assessments, and others. (Results and discussion). The article presents an algorithm for implementing state support for agriculture in the USSR, in the first years of the post-soviet period, analyzes the volume of state support and production in leading foreign countries, analyzes state support and production volumes of agriculture in the Sverdlovsk region and calculates indicators that characterize the effectiveness of state support. (Conclusions) Analysis of the use of state support, the use of economic and statistical method, expert evaluations, the proposed formulas for calculation of indicators characterizing the efficiency of state support have helped to make recommendations for optimization of volumes and directions of state support for regions and for the whole of agriculture of Russia.

The article is devoted to actual issues of the development of civil society in modern Russia. The author describes the structure, features of civil society, as well as the main approaches to the understanding of its content. The typology of institutions of civil society operating in the Russian Federation are provided and clarified. In the article the author points to the role of nonprofit organizations, defines the value of their cooperation with public authorities. The content of the problems arising in the process of interaction between public organizations and public management is identified. The author´s recommendations to improve state support of institutions of civil society in the Russian Federation are provided.

The development of entrepreneurship in any country is inextricably linked with the participation of the state, without the intervention and support of which it is impossible to create a friendly institutional environment conducive to the development of entrepreneurial initiatives and entrepreneurial activity of the population. Small and medium entrepreneurship is the main driving force of the country's economic development throughout the world. The development strategy of the Russian Federation for 2018-2024 includes seven strategic priorities, some of which relate to the development of entrepreneurship and support for civic entrepreneurial initiative, the creation of a competitive economy in which government policy will be aimed at partnership with private business and reducing the direct participation of the state in the economy, and support of such socially important areas as health, education, social sphere, etc. In this connection, there is a need for s forms of the partnership of state and business structures in socially important sectors in order to attract small and medium-sized businesses. At the same time, a mechanism is needed to implement such a partnership, which should be based on a business model that will allow you to clearly understand the logical links and relationships. This paper describes the author's version of the configuration (template) of the business model of state franchising as a form of partnership between business and government. The basis is the canvas of the classic business models of Osterwalder-Pigneur and Ash Maurya. Special attention is paid to unfair (non-market) competitive advantage, which business receives. The described business model makes it possible to cover the partnership in general, concentrate on the main things, discover bottlenecks and interdependencies, contradictions and alternatives. Work within the framework of this business model gives a chance to significantly increase the efficiency of partners and to support socially significant areas of business.

The article reveals the consequences of the coronavirus crisis for business activity in Russia. The article considers certain financial and legal measures to prevent economic losses for small and medium-sized enterprises (SMEs) taken by the Russian authorities in the context of a long and devastating COVID-19 pandemic. It was revealed that one of the effective financial and legal mechanisms for overcoming a difficult socioeconomic situation is the National Guarantee System for Supporting Small and Medium-Sized Businesses (NGS) created in the Russian Federation back in 2014 and intensified its comprehensive activities in the context of pandemic turbulence. The directions and principles of NGS activity are analyzed. Additional measures to support SMEs have been disclosed due to announcement of another lockdown in Russia in the fall of 2021. The directions for further improvement of the system of state support for small and medium-sized businesses are outlined, such as the renewal of credits at zero rates on salaries, the establishment of a “grace” period and preferential interest rates for credit repayment, tax debts cancellation, subsidizing loans subject to the hiring of new personnel, compensation of rent, taxes and comprehensive rehabilitation programs. It is concluded that it is necessary to take measures to minimize the threat of declaring lockdowns in the future.
