India, the second-largest democratic country in the world with about 1.21 billion people, among which all most half of the total population lives in the villages, and to the welfare of our nation, it is essential to improve the conditions of the villages. Therefore, rural development has become the first and foremost necessity for our country to develop. In India for all-round development of the rural areas the village level worker is responsible. They are recruited by a district-level selection committee chaired by the district collector. Usually, there are ten village-level workers in a development block. They must have passed the matriculation examination and the age limit is 24. They must belong to a rural area. From planning to implementing various policies for the rural people, from making aware the rural poor to ensuring their participation in them are the primary duties of the village level workers.

Dalam perjalanan ketatanegaraan Indonesia, sistem pemerintahan desa kembali mulai diseragamkan melalui Undang-Undang Nomor 6 Tahun 2014 tentang Desa. Penelitian ini bertujuan untuk menjelaskan peran lembaga pemerintahan desa dalam pelaksanaan pembangunan berkelanjutan di pedesaan serta tata kelola kebijakan pembangunan desa melalui pemanfaatan Dana Desa. Metode yang digunakan dalam penelitian ini adalah penelitian hukum empiris. Hasil penelitian ini menjelaskan bahwa faktor pendukung pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu adanya pengarahan, bimbingan, serta pelatihan bagi Kepala Desa dalam menyusun rancangan peraturan desa untuk mewujudkan percepatan pembangunan desa yang berkelanjutan. Sedangkan faktor yang menghambat pelaksanaan tugas Kepala Desa di Kecamatan Trucuk yaitu rendahnya partisipasi masyarakat dalam menyikapi program kerja yang dijalankan oleh pemerintah desa serta rendahnya kesadaran masyarakat dalam memelihara fasilitas umum yang ada di desa. Pemerintahan desa yang baik adalah sebuah kerangka institusional untuk memperkuat otonomi desa karena secara substantif desentralisasi dan otonomi desa bukan hanya masalah pembagian kewenangan antarlevel pemerintah, melainkan sebagai upaya membawa pemerintah untuk lebih dekat dengan masyarakat. Pemerintah desa yang kuat dan otonom tidak akan bermakna bagi masyarakat tanpa ditopang oleh transparansi, akuntabilitas, responsivitas, dan partisipasi masyarakat.   IMPLEMENTATION OF ACCELERATION OF VILLAGE DEVELOPMENT IN REALIZING SUSTAINABLE DEVELOPMENT BASED ON LAW NUMBER 6 YEAR 2014 ABOUT VILLAGE Abstract In the course of the Indonesian state administration, the village government system began to be uniform again through Law Number 6 of 2014 concerning Villages. This research aims to explain the role of village government institutions in the implementation of sustainable development in rural areas and the governance of village development policies through the use of Village Funds. The method used in this research is empirical legal research. The results of this research explain that the supporting factors for the implementation of the duties of the village head in Trucuk Village are direction, guidance, and training for village heads in drafting village regulations to realize the acceleration of sustainable village development. Meanwhile, the factors that hinder the implementation of the duties of the village head in Trucuk Village are the low participation of the community in responding to the work programs run by the village government and the low awareness of the community in maintaining public facilities in the village. Good village governance is an institutional framework to strengthen village autonomy because substantively decentralization and village autonomy are not just a matter of sharing authority between levels of government, but as an effort to bring the government closer to the community. A strong and autonomous village government will not be meaningful to the community without being supported by transparency, accountability, responsiveness and community participation.

The Role of Tourism Office Batu City and Punten Village Government in tourism empowerment is very influential to the progress of Apple Picking Tour which is located in Punten Village, Batu City. This research aims to describe the role of Culture and Tourism Office also The Village Government in manifestation and implementation the mechanism of the tourism maximally. The research uses qualitative method with data collection techniques through interview, observation, and documentation. Data analysis is done in several stages, including data eduction, data presentation and taking the conclusion. The results show that the role of Culture and Tourism Office and Village Government in empowering An Apple Picking Tour was carried through collaboration and give encouragement to the society, to establish the Group of Tourism Consciousness/Kelompok Sadar Wisata, and Joint Farmer group/Gabungan Kelompok Tani (Pokdarwis & Gapoktan), having coordination among the Culture and Tourism Office, Village Government and community, and also to have a Development Plan Deliberation (Musrenbang) in a village level. Peranan Dinas Pariwisata Kota Batu dan Pemerintah Desa Punten dalam pemberdayaan wisata sangat berpengaruh pada perkembangan wisata petik apel yang ada di Desa Punten, Kota Batu. Penelitian ini bertujuan untuk menggambarkan peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam memajukan pariwisata secara maksimal, terutama wisata petik apel yang ada di Desa Punten. Penelitian ini menggunakan metode kualitatif dengan tehnik pengumpulan data melalui wawancara, observasi dan dokumentasi. Analisis data dilakukan dengan beberapa tahap, diantaranya reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukan bahwa peranan Dinas Pariwisata Kota Batu serta Pemerintah Desa Punten dalam mengembangkan wisata petik apel dilakukan melalui kerjasama dan memberikan dorongan kepada masyarakat dengan membentuk Kelompok Sadar Wisata dan Gabungan Kelompok Tani (Pokdarwis & Gapoktan), melakukan koordinasi antara Dinas Pariwisata, Pemerintah Desa dan masyarakat, serta mendorong adanya musrembang di tingkat desa.

Manipur lives in villages. The rural population contributes to about 76.12% of the total population. Enhancement in the quality of life of the economically weaker section of the society has been one of the basic objectives of development planning of the State. Rural development, by empowering the rural masses through economic self-reliance, is one of the priority areas of the Central and State Govts. To bring about development in rural areas, the govts. and banks/financial institutions have formulated various programmes and schemes. Micro Finance is one such scheme adopted for the development of rural people.

The parochial priests in small Paraguayan towns are generally reputed, in Paraguay, to exercise an extraordinary amount of power and influence over the people of their parishes—to a greater extent, it would seem, than in most other Latin American countries. This is, moreover, despite the fact that the church, as an institution, is considerably weaker, economically and politically, than in all but a handful of such countries. Therefore, what power the individual priest may have can not be viewed as simply an extension of the power of the church. Most urban Paraguayans, including at least some members of the church hierarchy, are inclined to attribute this situation to the alleged superstitious or credulous nature of the Paraguayan peasants. The rural people themselves, on the other hand, are apt to explain the influence of their own local priest, at least, as due to his personal qualities or strength of character, as did the Services when referring to the prestige of the local priest of Tobati.

The urban-rural integration is a new stage of urbanization,which is the process of the development of productive forces and promoting the production of urban and rural residents, is the process that has the characteristics of resources between urban and rural areas of mutual integration, mutual resources, mutual market, mutual service, and which will gradually reach rural coordination between the development process. Rural tourism is derived from the developed countries of advanced concepts, with the tourism planning and designing tools of Laiyuan Huangtuling, we put the native village of the existing land, ancient architecture, historical and cultural resources together. and using the designing tools to make travel, leisure, culture, food , and other node element for redesigning, excavating the existing resources within the village, both to highlight the local characteristics, and good protection of the natural environment, and embodies the essence of the role of urban-rural integration.

The advancement of big data analytics is paving the way for knowledge creation based on very huge and unstructured data. Currently, information is scattered and growth tremendously, containing many information but difficult to be interpreted. Consequently, traditional approaches are no longer suitable for unstructured data but very rich in information. This situation is different from the role of previous information technology in which information is based on structured data, stored in the local storage, and in more advanced form, information can be retrieved through internet. Meanwhile, in Indonesia data are collected by many institutions with different measurement standard. The nature of the data collection is top-down, carried out by survey which is expensive yet unreliable and stored exclusively by respective institution. SIDeKa (Sistem Informasi Desa dan Kawasan/Village and Regional Information System), which are connected nationally, is proposed as a system of data collection in the village level and prepared by local people. Using SIDeKa, data reliability and readiness can be improved at the local level. The goals of the SIDeKa is not only local people have information in their hand such as poverty level, production, commodity price, the area of cultivated land, and the outbreak of diseases in their village, but also they have information from the neighboring villages or event at the national level. For government, data reliability will improve the policy effectiveness. This paper discusses the implementation and role of SIDeKa for knowledge creation in the village level, especially for the agricultural activities which has been initiated in 2015.Keywords: big data analytics; SIDeKa;  unstructured data.

Increased political participation of the village community after the reformation, marked by increasing interest in the community to run for village head elections and village decision-making. Increasing village community participation certainly has hope that the neutrality of bureaucracy is maintained at the village level. So that the climate of political contestation at the village level runs ideally in accordance with the values of democratic life. The purpose of this research is to find out the role of bureaucracy politicization in winning candidate village head Aditya Dimas in Pilkades simultaneously December 26, 2016. Then, knowing the factors that cause political behavior are not neutral village officials and forms of violations in contestation Pilkades Sitimerto December 26 2016. This research using qualitative research methods with a case study approach. The selection of qualitative methods with a case study approach was carried out because there were distinctive characteristics in the election of the head of the Sitimerto village in Kediri Regency. The results of this study show, firstly, that the practice of neutrality in village bureaucracy in the Sitimerto village case is not proven, that the village apparatus is not neutral in the village head election. Second, the factors that motivate village officials to be non-neutral in the case of the Sitimerto village head election are the widespread use of money politics as an attraction for material benefits to the village apparatus and political dinasty of incumbent. Third, a number of forms of violations of neutrality that occurred in the case of the election of the Sitimerto village head were proven that the village officials acted as cadres of the incumbent candidates and participated in distributing money politics to the villagers. Keywords: Kekuasaan, Demokrasi,Netralitas Birokrasi, dan Pilkades

In the age of COVID, the regaining of economies appears mostly imperative, and rural areas could play a crucial role in this framework. The question of inhabitants’ dispersion and low density, and the exodus of rural people to bigger urban centers have determined an adverse effect on rural development. Rural isolation rises to be a higher order good, delivering a higher degree of security in the pandemic context for those seeking refuge from gatherings of cities. Rural areas provide food, natural environments, and resources that help occupations, development, and wealth trends and preserve cultural heritage. Consequently, rural spaces are vital for several motives and thus it is essential to focus on issue of rural development, especially since lacking rural development does not allow dialoging about development in a regional and/or national perspective. This paper investigates the stakeholders’ impact on rural development, by considering the increasing role of stakeholders as well as the specificity of the diverse objectives pursued by these groups. As there are several stakeholder groups, attention was sweeping, defining them in a sectoral way to corporate, sciences, public administrations, and society. Where there was a need to distinguish among these sectors groups of stakeholders in a more detailed way, such identification took place, for example, in relation to social leaders. The analysis of the results of the questionnaire survey performed in 2020 aimed to accomplish the identified purposes of the paper. The online survey using the CAWI method was conducted in southeastern Poland among people representing all stakeholder groups. The outcomes of the investigation indicate the great prominence of business in the development of rural areas being able to generate added value and influence the increase of entity potential.

The aim of the paper is to evaluate the scope and determinants of women participation in basic local authorities in rural areas in Poland. In the paper the detailed analysis on the problem were carried out on 5% of women and 5% of men headed rural gminas. The analysis showed that the women participation in top positions in governing bodies of local communities in Poland is low. It indicates the existence of the severe problem with women promotion to the top positions in decision bodies in politics. The luck of differences in women role betwee rural and urban communities is a very interesting result. Gminas managed by women are rather smaller than gminas administered by men. In many gminas the position of women at the village level is higher than at gmina level. The findings suggest the connection between activity of women at village level and women position as mayor. Moreover, the investigation showed that in rural gminas women prevail in important back-office positions like main secretary of the gmina office and chief aaccountant. So, women are familiar with their gminas problems, are involved in management of them but they don’t apply for top positions. It seems that the concept of labyrinth can be applicable to the situation of women in decision making bodies in rural areas in Poland.
