The article is devoted to the study of innovative methods of optimizing the information and communication system of the local government of Ukraine in the changing conditions of nowadays. The main problem of the article is due to the need to eliminate the inconsistency of the modern unsatisfactory state of development of information support for the provision of public services by local self-government bodies of the territories of Ukraine with the requirements of Ukrainian society and the standards of European developed countries. The definition of the category “innovative municipal administration” has been clarified. Specific features of public service provision are defined according to four criteria (“service provision,” “restrictions,” “service concentration,” “monopoly of services”), which disclose their essence and main areas of improvement. The author's definition of the category “public service” is given. It was found that effective servicing of the needs of civil society and economic entities is impossible without the involvement of information systems and technologies and requires the implementation of systematic information support for the management and service activities of local self-government bodies. An innovative information and communication system has been formed to ensure the activities of local self-government bodies in the provision of public services.

Advancement in the information and communication technology make possible the development of e-government. The Indonesian government already grasped the opportunity to develop its own e-government system in providing public services. The obvious intent is to increase the quality of public service provision by the bureaucracy. This is hoped to be achieved by securing transparency and accountability of public officials. It is also to be expected that e-governance will be able to eradicate or at least decrease the possibility of corruptive behaviour.  Unfortunately, fact speaks differently. Cases to be analysed here are: corruption committed by public officials working at the Investment and One Stop Service Office of the Bandung Municipality and those performed by public officials managing e-procurement services. In particular, this article shall discuss the issue how to develop e-government as to better at eradicating and preventing corruption by public officials.

Accountability and oversight are constitutional requirements in all the spheres of government in the Republic of South Africa and their foundation is in the Constitution of the Republic of South Africa of 1996. All spheres of government are charged with the constitutional mandate of providing public services. The level of responsibility and public services provision also goes with the level of capacity of a particular sphere. However, most of the direct and visible services that the public receives are at the local sphere of government. As such, enormous resources are channelled towards this sphere of government so that the said public services could be provided. It is imperative that the three spheres of government account for the huge expenditures during the public service provision processes. The parliaments of national and provincial governments exercise oversight and accountability over their executives and administrations through the Public Accounts Committees, while the local sphere of government relies on the Municipal Public Accounts Committees. This article is theoretical in nature, and it seeks to explore the current state of public accountability in South Africa and to evaluate possible measures so as to enhance public accountability. The article argues that the current public accountability mechanisms are not efficient and effective. It is recommended that these mechanisms ought to be enhanced by inter alia capacitating the legislative bodies at national, provincial and local spheres of the government.

It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

In the framework of public sector reform and the recently popularized concept of a “new public sphere,” attention has been focused on the significance and effectiveness of public private partnership (PPP). However, the smooth operation of PPP practice is yet to be realized, and the nonprofit sector still faces challenges in becoming a government partner in public service provision. We examine government behavior in PPP practice and its stance on partnership practice and collaborative relations with contemporary nonprofit organizations. Through public finance statistics and a unique set of variables, an empirical analysis reveals that the existence of nonprofit organizations (NPOs) positively affects local government decisions to implement PPP practices and outsource to NPOs for public service provision. Other influential factors include local governments’ budgetary conditions, attitudes towards public administration and finance, local chief executive characteristics, and neighboring local government behaviors.

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. AbstractIn order to gain a better understanding of human behaviour, Economics seeks to work with other disciplines such as Psychology, Sociology, or Anthropology (Behavioural Economics). Unlike neoclassical economic theory, behavioural economics does not assume a rational individual. On the contrary, it focuses on an irrational (bounded rational) individual while revealing what really influences his decision and his actions in order to respond more adequately to public needs, increasing the efficiency of public-service provision. The aim of the paper is to investigate the factors of willingness to pay for public services. The willingness of individuals to pay depends on factors such as affection and sympathy, conviction, compassion, regret, respect, warm glow, commitment to society, appreciation, invitation to participation, fundraising method and tax policy. The significance of the research conclusions lies in initiating a new perspective on the possibilities of securing public services.

Abstract Street-level bureaucrats (SLBs) nowadays provide services under conditions of increased demand for public services coupled with scarcer financial resources. The literature that focuses on how workers adapt to this situation mainly examines their provision of formal resources as part of their job. What researchers have not systematically examined is the delivery of informal personal resources (IFRs) by street-level workers to clients. Understanding the provision of IFRs is particularly important when “no one is fully in charge” of public services. Drawing on 214 in-depth qualitative interviews with SLBs who provide education, health, and welfare services in the public sector in Israel, we found a remarkable range of IFRs they provided to clients. We also found that four main factors influencing the provision of IFRs: lack of formal resources; professional commitment; managerial encouragement; and a work environment whose values combine old and new approaches to public service. The findings contribute to the public administration literature by exposing how public service function in a somewhat vague reality, and they contribute to the SLB literature by highlighting the unrecognized component of informal service provision.

In the era of connections and information and communication technologies, the building industry is facing the challenge of digitization at the building and urban scale. Several researches have been carried out to generate virtual city models to manage and represent a variety of data to reach the smart city concept. Therefore, the development of building/urban digital twins is directly linked to the definition of innovative methods and tools that are able to collect, organize, query heterogeneous data to make it available for the various involved actors. This chapter aims at presenting the district information modelling methodology that is strictly related to the digital twin concept, starting with data domains, arriving at the various tools developed to reach the users' needs.

Several models of the definition of local government competences have been evolved in the modern public law systems. Traditionally the county governments have had an important role in the Hungarian public administration. Although this role was weakened after 1990 the new county governments have had important service provider functions to 2011 which system has been changed by the new Hungarian Municipal Code. The former public services performed by the county governments became the tasks of the central government and partly the functions of the county towns. Thus the counties lost the majority of their functions and they received just narrow competences in regional planning. These tasks were extended by the reforms of 2013 which can be the base of a new “developing county” approach.
