It is time for state servants to provide services to society in a professional, honest, fair and equitable manner in carrying out state, government and development tasks. This study aims to realize the attitude of state servants who must be neutral from the influence of all political groups and parties and not be discriminatory in providing services to the community. In the legal and governmental aspects, bureaucratic reform is a very strong issue to be realized. The methodology used in this research is descriptive qualitative with an effort to explain the phenomena in the field related to the Indonesian government bureaucracy which is suspected to have contributed greatly to the occurrence of various public service crisis management. The findings of this study indicate that there is a bureaucratic culture that is thick with bureaucratic politicization and the lack of transparency in public services. The mainactor public services has not prioritized fair service to the community. Therefore, bureaucratic reform is expected to be corrective measures against the Government's political policies so that bureaucratic neutrality occurs.

Penelitian ini bertujuan untuk mereformasi birokrasi dalam aspek pelayanan publik dan kebebasan informasi. Rendahnya kualitas pelayanan dan kebebasan informasi yang telah diselenggarakan di birokrasi membuat beberapa masalah dalam mencapai kualitas pelayanan yang baik. Peraturan tentang pelayanan publik harus menjadi acuan yang dapat dimaksimalkan dengan baik oleh regulator ketika diimplementasikan. Hal ini membuat pelayanan publik menjadi rumit, panjang dan mahal, Hal ini juga yg menjadi pemicu penyalahgunaan dan korupsi di berbagai tingkat pemerintahan. Ditambah dengan cara berpikir birokrasi yang tidak membuat masyarakat sebagai aktor yang harus dilayani. Agenda reformasi birokrasi juga cenderung tidak memiliki orientasi yang jelas dalam berbagai masalah birokrasi terutama dalam kinerja birokrasi Kata Kunci :  Birokrasi, Pelayanan Publik, Keterbukaan Informasi Publik.This study purposes to bureaucratic reform in terms of aspects of public services and freedom of information. Low quality of services and freedom of information that has been held in the bureaucracy make some troubles in attaining a good quality service. The regulations concerning public services should become a reference that can be maximized well by the regulator in the execution. This made public services being complicated, long and expensive, this also triggers an abuse and corruption in various levels of government. Coupled with the manner of thinking of the bureaucracy that does not make the community as an actor that must be served. AbstractPublic service is a measure of the performance of the government's most visible. Communities can directly assess the government's performance based on the service they received. For the quality of public services in all ministries / institutions is a fundamental thing that must be improved. Improved public services, the Ministry of Administrative Reform and Bureaucratic Reform policy that since 2014 was a year of public service innovation. All government agencies, both at central and local levels is expected to make a creative idea or an answer to how to work / public service method. Ministry of Administrative Reform and Bureaucratic Reform collect and assess the innovations that have been made in a number of agencies across Indonesia. Seluruh instansi pemerintah, baik di pusat maupun daerah diharapkan dapat membuat suatu ide kreatif atau jawaban terhadap cara kerja/metode pelayanan publik. KemenPAN RB mengumpulkan dan menilai inovasi-inovasi yang telah dilakukan di sejumlah instansi di seluruh Indonesia. The public services reform is still become an agenda of Indonesian Government. All this time, City government of Denpasar is one of the local government known by integrating public service delivery using technology (E-Government). Nevertheless, there is a new concept that has been developed to improve the government services named Open Government. This concept has three principles, they are policy principle, policy catalyst and policy outcome. Accordance with those terms, the objective of this paper is to provide an analysis of open government policies on public service in Denpasar City. This study is using qualitative method with descriptive approach. The result of this research shows that Denpasar has been achieving the principle of Open Government. The government trying to provide transparency, integrity as well as public participation in accessing public services. The government policies are part of Government of Denpasar’s strong commitment to improve their public service delivery. It’s already stipulated through the mayor’s regulation and mayor’s decree. However, there are several challenges that should be noticed by the City Government of Denpasar. For the massive implementation, they need to provide a legal framework of local regulation and a monitoring and evaluation instrument for public services

Changes in the role of local government as stipulated in Law No. 23/2014 on Local Government, demanding the role of public services for quality local government to the community. In addition, the demand for public services as the rights of citizens who have direct access to the Government brings impacts on climate change in the Local Government, especially as a state servant and community service. Especially when associated with one of the factors that affect the success of an organization, which is oriented to the public service, namely its success in performing the service function to the public (public service) either in the form of goods or services in accordance with the desired needs. The phenomenon that occurs in the fishing community shows that, the level of welfare of life is low. Difficulties in overcoming the problems of daily living and poverty have made people in fishing villages have to bear the burden of life that can not be ascertained when the end. As a result of poverty, there is a difficulty in accessing services in the field of basic social services from the Government which includes food, education and health. Keywords: People's Appreciation, Poverty, Government

The article is devoted to the study of innovative methods of optimizing the information and communication system of the local government of Ukraine in the changing conditions of nowadays. The main problem of the article is due to the need to eliminate the inconsistency of the modern unsatisfactory state of development of information support for the provision of public services by local self-government bodies of the territories of Ukraine with the requirements of Ukrainian society and the standards of European developed countries. The definition of the category “innovative municipal administration” has been clarified. Specific features of public service provision are defined according to four criteria (“service provision,” “restrictions,” “service concentration,” “monopoly of services”), which disclose their essence and main areas of improvement. The author's definition of the category “public service” is given. It was found that effective servicing of the needs of civil society and economic entities is impossible without the involvement of information systems and technologies and requires the implementation of systematic information support for the management and service activities of local self-government bodies. An innovative information and communication system has been formed to ensure the activities of local self-government bodies in the provision of public services.

Changes in local government policies about the management of public services has been the focus of many investigations all around the world. However, what has not been studies is how some of the new models have relied upon international business alliances in order to improve the public services provided. A qualitative analysis, based on case studies of alliances between Colombian and Spanish companies, have been performed to help address this question. The results indicate that the changes in local policies have not only improved the public services but, with the agreements signed, a strong and agile partnership has been achieved.

Many people have adapted to the situation of covid-19 outbreak including public service providers. Government policies to prevent the spread of COVID-19 have an impact on public service standards implemented by the service providers. Regarding this matter, this study was conducted to analyze the quality of the service provided by Civil Registry Office of Denpasar during covid-19 pandemic. Interviews and direct observations were carried out to collect data. In this data collection process, five questions were given to six informants at this Office. The results of this study show that any declines in terms of the quality of the public services provided by this Office are not identified.

Penelitian ini mengkaji revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi, dengan metode penelitian deskriptif kualitatif, dan desain penelitian evaluatif, analitik, eksploratif, eksplanatif dan komparative, serta teknik analisis kualitatif. Hasilnya, secara umum dan keseluruhan, ada 8 (delapan) dimensi pokok dan utama satu kesatuan kelompok peran strategis seorang Sekretaris Daerah dalam birokrasi pemerintahan yaitu: (1) Pemimpin (Leader) birokrasi dan ASN. (2) Manajer (Manager) birokrasi dan ASN, (3) Konseptor, konsultan, desainer, formulator kebijakan daerah, organisasi birokrasi dan ASN, (4) Administrator birokrasi, ASN dan pelayanan public, (5) Koordinator, komunikator, fasilitator, mediator, motivator, dinamisator, energisator organisasi birokrasi, ASN dan pelayanan public, (6) Supervisor, educator, trainer, learner, advocator, promotor dan empower organisasi birokrasi, ASN dan pelayanan public, (7) Implementor dan eksekutor kebijakan organisasi birokrasi, ASN dan pelayanan public, (8) Controller, monitor dan evaluator organisasi birokrasi, ASN dan pelayanan publik. Model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi adalah revitalisasi peran Sekda sebagai aktor Reinventer Government, Leader Manager birokrasi, Entrepreuner birokrasi, aktor New Public Management (NPM), aktor Strategi Banishing Bureucracy reformasi birokrasi, dan aktor reformasi birokrasi berbasis kearifan budaya lokal. Disarankan untuk mempertimbangkan penerapan model revitalisasi peran strategis Sekretaris Daerah dalam akselerasi reformasi birokrasi tersebut. This research explore revitalization a strategic role of Local Secretary owned Local Government to accelerate bureaucracy reformation, by use a qualitative descriptive as method, and an evaluative, analytic, explorative, explanative and comparative as investigation design, and a qualitative as analyses. Results, by all dan generally, there are eight main dimensions as unity at strategic role played by Local Government Secretary within government bureaucracy include: (1) Leader, (2) Manager, (3) Conseptor, consultant, designer and formulator for local policy and officer or employment, (4) Administrator for public service and employment, (5) Coordinator, communikator, facilitator, mediator, motivator, dynamisator, energizer, (6) Supervisor, educator, trainer, learner, advocator, promotor and empower for bureaucracy, public service and employment, (7) Implementor and executor, (8) Controller, monitor and evaluator. Revitalization model of strategic role of Local Government Secretrary to accelerate bureaucracy reformation are revitalization as Reinventer Government actor, Leader Manager, Entrepreuner, New Public Management (NPM) actor, Banishing Bureucracy Strategy actor, and actor bureaucracy reformation based local wisdom. Recommended to actualize those revitalization model as mentioned above in order to accelerate any strategic role of Local Government Secretary into bureaucracy reformation it.
