Dar-Bin Shieh is Deputy Minister of The Ministry of Science and Technology (MOST), Taiwan, which supports and promotes innovations in science and technology. Before assuming his current position, Shieh previously occupied roles including; distinguished professor in the College of Medicine at National Cheng Kung University (NCKU); attending physician at NCKU Medical Center; Director of University Development at NCKU; and Founding Chair of the International Institute of Macromolecular Analysis and Nanomedicine Innovations (iMANI). Shieh and the MOST believe that science and technology should be developed for people, responding to society's needs, with a view to promoting the local economy and improving quality of life. The MOST is working towards a long-term national science and technology development roadmap that can assist with national development. The MOST is a proponent of the importance and value of international collaboration and has restructured its funding system to further encourage these collaborations. It also encourages cross-disciplinary collaboration, with a view to sparking innovation. Talent cultivation and recruitment are key challenges in scientific advancement and the MOST has initiated two talent recruitment programmes, including the Einstein and the Columbus programmes, to help encourage, foster and develop scientific talent in Taiwan.

Innovation activities are an integral part of the national development strategy. Science and technology progress requires the effective implementation of innovations at the enterprises, which will en able them to meet the new requirements of the external and internal environment. However, there are many problems that hamper the development of enterprises. One of the main issues is the lack of implementation of innovation activities. In this work, the main factors that hinder the dynamic development of innovation activities at the enterprises are defined. The share of research and development (R&D) in the Ukrainian GDP, the internal spending on R&D, the R&D personnel in 2010–2017 are analyzed. The sources of funding and industrial property are identified. The criteria of enterprises that choose the innovative path of development are determined. These indicators characterize not only the problems of enterprises, but of the economy as a whole. To formulate the innovation plan, it is necessary to determine the innovations to be implemented by the enterprise, which is a complex task both in organizational, technical and financial terms. Constant changes in the market environment, new needs of consumers, the accelerating science and technology development in other countries are factors making modern enterprises engage in innovation activities.

Throughout history the development of the countries has been generated mainly by the impulse in two complementary axes: Science and Technology, and Trade. At present we are experiencing an exponential scientific and technological development and the Economy in all its fronts is driven by the intensive application of technology. According to these considerations, this research tries to expose the development of Innovation Management as a transversal mechanism to promote the different socioeconomic areas and especially those supported by engineering. To this end, use will be made of Technology Watch in order to identify the advances of the main research centres related to innovation in the world. Next, there will be an evaluation of the main models of Innovation Management and related methodologies that expose some of the existing Innovation Observatories in the world to finally make a proposal for Innovation Management applicable to the reality of Peru, so that it can be taken into consideration by stakeholders (Government, Academy, Business and Civil Society) committed to Innovation Management in the country

Technoethics is a new, but rapidly developing field of ethical reflection of technoscience. It can claim to unite the various ethical projections of the science and technology development in a common approach. One of the starting points of understanding this role of technoethics may be NBIC-convergence. The ethical dimensions of the NBIC-projects is represented in these sub-areas of applied ethics as a nanoethics, bioethics, neuroethics and ICT ethics. In this article particular attention is paid to the biomedical field, which is a prime example of innovative high technology, as well as the interaction of different types of ethics.

In the article the importance of blockchain technology in the economy and predicting its development from the accounting point of view was investigated. The methods used in the study are based on the analysis of literature related to disclosure issues and a description of existing blockchain claims on the world stage. On the basis of this, a predictive assessment of the considered results for the further development of blockchain technology in the economy, its impact on accounting and the profession of accountant was made. The findings include the positive and negative effects of blockchain technology on the medical and banking sectors, information technology, the financial sector, and accounting. The blockchain in the hype cycle was considered as a phenomenon that all new technologies undergo before stable existing or disappearing. Based on the consideration of the most famous blockchain projects with the combination of Big Data, the estimation of the development technologies of Blockchain and Big Data in finance was discussed. This study suggests to consider blockchain technology as (1) a new way of sending and processing invoices, documents, contracts, and payments, reducing errors, costs and transaction time; (2) a path to financial equality through affordability; (3) investments in the local economy so that developing countries can grow significantly; (4) updating the currency market and the international monetary and financial transaction system; (5) a major breakthrough in the economy together with the Big Data technology.
