 One of the important elements in the procurement management system in the city of Chelyabinsk is the practice of centralized procurement staff training, which is based on the Municipal Budgetary Institution (MBI) “Chelyabinsk Training and Consulting Center for the Professional Development of Procurement Personnel”. The Institution provides training services in accordance with the requirements of the Federal law, dated 05.04.2013, No.44-FZ “On the contractual system for the procurement of goods, works and services for the state and municipal needs” and the Federal law, dated 18.07.2011, No. 223-FZ “On the procurement of goods, works and services by the different types of legal entities”. The article considers the successful experience of procurement centralization in Chelyabinsk, aimed at ensuring quality compliance the requirements of Russian procurement legislation, growing the efficiency of procurement processes and reducing the risks of ineffective funds’ spending.

The active development of adaptive-interactive systems, in particular virtual, augmented and mixed reality, in the field of education makes it appropriate to study the possibilities of using these systems directly to train personnel. The reduction of costs and increase of the availability of adaptive-interactive systems, including those that can be used in the training process, encourages their use in a growing number of companies around the world. The aim of the article is to study the usage of modern adaptive-interactive systems in the field of personnel training, such as virtual, augmented and mixed reality, to determine their advantages and disadvantages, as well as prospects for mass implementation of these systems in the practice of personnel training. Different types of virtual reality systems are distinguished, the delimitation of which lies in the plane of ways and modes of their interaction with the user. The research methodology is based on the semantic analysis of the interpretation of different types of adaptive-interactive systems of personnel training and analysis of their usage cases on existing enterprises. The expediency of using virtual and augmented reality technologies as methods of active learning in order to study various subjects is described and examples of personnel training systems using mixed reality are presented. The advantages and disadvantages of using these technologies in staff training are analyzed. Examples of application of adaptive-interactive systems at Ukrainian and foreign enterprises are given. The limited supply of adaptive-interactive systems of personnel training by the developers of such software and hardware indicates a lack of relevant specialists and the unwillingness of domestic enterprises to invest in these systems. At the same time, modern digital technologies such as virtual reality, augmented reality and mixed reality using artificial intelligence provide in practice high efficiency of the educational process in the enterprise by increasing concentration and attention of learners, easiness of information retrieval, providing practical skills, independence and simultaneous safety of employee training. In response, the directions of further researches in implementation of modern technologies of training of the personnel of the enterprises in Ukraine are offered.

Resumo: O presente artigo procurou analisar a eleição para a prefeitura de São Paulo em 1953 sob a ótica do jornal O Estado de S. Paulo, periódico de maior tiragem e o mais influente na política paulista dessa época. Devido a uma lei federal, desde os anos 1920 não havia sufrágio para o Executivo paulistano; quando a lei foi revogada em 1952, surgiram duas campanhas que polarizaram a disputa, a do secretário estadual de Saúde, Francisco Cardoso, representando a situação e a do deputado estadual Jânio Quadros, representando a oposição. Apoiando a primeira campanha, o jornal estruturou suas notícias com base nessa perspectiva, e seus desdobramentos foram analisados e refletidos nesse breve espaço.Palavras-chave: História da Imprensa; O Estado de S. Paulo; Eleições Municipais. Abstract: This article analyses the election for the city of S. Paulo in 1953 by the newspaper O Estado de S. Paulo, the highest circulation and the most influential periodic. Because of a federal law, a 30 years ago don’t have election for São Paulo mayoral; when the law ended in 1952, there were two campaigns that polarized, the State Secretary of Health  Francisco Cardoso and the state representative Jânio Quadros. Cadastral valuation of real estate and its adequacy is important in terms of replenishment of the budget and legal stability in the existence of the property. The article is devoted to the question of realism of cadastral valuation of real estate objects in 2016 using as an example of land teachings of the city of Kursk. The author made a structural analysis of the components of the cadastral value. A number of problems that affect the reliability of the results are revealed. The approaches used in the implementation of the state cadastral assessment, depending on the types of permitted use. Statistical model of cadastral value calculation is shown on the example of Kursk. The main expert factors which were used in calculation of specific indicators of cadastral cost for the allocated types of the permitted use are displayed. The main factors determining, in the end, the dimension of the cadastral value are highlighted. The article reflects the analysis of a detailed study of the cadastral characteristics of the land plots, which are assigned to different types of permitted use and located in different districts of the city of Kursk. Performed a structural analysis and comparison of the cadastral characteristics of the land. The comparative criteria include: the address of the object, cadastral number, the type of permitted use, the result of cadastral valuation of land for 2016, recalculation of cadastral value based on the value of a unit of land, the appearance of the land (in order to visualize improvements). Based on the analysis of multiple data, conclusions about the need to adjust the results of cadastral valuation in respect of the objects under study, the expansion of correlation factors forming specific indicators of cadastral value.

Public procurement accounts for a significant share of the country's budget. It is impossible to solve the problem of effective budget spending without establishing a rational and transparent system of public procurement. On the basis of international practice, a system of public procurement has been developed and implemented in the Russian Federation. The relevance of the study of this article is determined by the fact, that a large-scale reform of the practice of public procurement is continued in Russia due to the fact that in January 2014 entered into force a new Federal law dated on April 5, 2013 № 44-FZ “On the contract system in the procurement of goods, works, services for state and municipal needs”. The contract system plays an important system-forming role in Russian society. A free and mutually beneficial economic treaty remains one of the main institutions of the market. For this reason the order of the state and separate types of legal entities forms ecosystem, in which all Russian business develops and under which adapts. One of the fundamental principles of the state procurement policy is the principle of increasing efficiency. Currently the trend of the development of the informal relations, the insufficient level of quality meet the requirements of the society. The existing institutional model of public procurement management in Moscow does not fully ensure in practice the reproduction of the necessary economic and social effects, focusing on economic. The problems of poor quality of procurement management in Moscow require a deep study and evaluation of the necessary level of efficiency of tools to improve economic and social relations in the public sector. The purpose of this article is to develop proposals for improving the mechanism of public procurement. The authors of the article consider the possibility of using blockchain in public procurement. The use of this technology will reduce the time spent on the processing of documentation, reduce the degree of corruption in the process of public procurement, by creating reputational lists available to all participants in this process. In addition, the use of a smart contract allows to minimize the number of intermediaries in the conclusion of public contracts.

Ras a1 Khaimah is the most northerly of the seven states comprising the United Arab Emirates and its Ruler, H. H. Sheikh Saqr bin Mohammad al-Qasimi, is keenly interested in the history of the state and its people. Survey carried out there jointly with Dr D. B. Doe in 1968 had focused attention on the site of JuIfar which lies just north of the present town of Ras a1 Khaimah (de Cardi, 1971, 230-2). Julfar was in existence in Abbasid times and its importance as an entrep6t during the sixteenth and seventeenth centuries-the Portuguese Period-is reflected by the quantity and variety of imported wares to be found among the ruins of the city. Most of the sites discovered during the survey dated from that period but a group of cairns near Ghalilah and some long gabled graves in the Shimal area to the north-east of the date-groves behind Ras a1 Khaimah (map, FIG. I) clearly represented a more distant past.

Examination of (35) samples of spices obtained from local markets for the purposes of isolating and diagnosing fungi growing on them. Anine isolates belonging to 13 different types of fungi were diagnosed by the standard dilution method with three replications, and it has been observed that the most samples from which the fungi were isolated is ginger. It was found that the most isolated species of fungi are Penicillium, Aspergillus, and Rizupes spp. A rare colony of fungi was observed, which indicates contamination of the spices under study with the fungus. The present study aims to identify the potential risks of the presence of fungi in spices and what may result from mycotoxins that may be the cause of many chronic diseases as a result of using these spices in large quantities. The study recommends limiting the use of contaminated spices, especially ginger, in preparing food and its uses, in addition to other types such as cloves, black and white pepper, and other types of spices found in the local markets, especially the expired ones.
